GENERAL SPECIFICATIONS & CONDITIONS

 Blank tenders are invited for Hiring Tender for Hiring of Crane for Loading, Unloading,

Stacking and Restacking of material and any other works given by Eng. In charge under

Rajpipla Division Stores Office premises, Rajpipla Division (TMS), Rajpipla-1 & Rajpipla-2

Sub Division for working under area of Rajpipla Division Office Compound only. Model

Latest by 5 yrs. along with driver for 120 hours per month for 2 year. Crane will be under

control of Dy. Engineer Rajpipla Division store in-charge.

 You will have to mention regarding Model, registration number and insurance and position

 After 05 Years model will not be considered. All Crane documents should be submitted

with tender otherwise same will be liable for rejection.

 These conditions will be applicable in addition to these mentioned in “Booklet” Tender &

contract of works available at the office of E.E. (O&M) RAJPIPLA.

 The rate quoted shall be for two years contract basis. Thus rate will remain for complete

period of 24 months of execution of order.

 Without obtaining of confirmation further, 12 months extension order can be issued by the

accepting authority in case require by the Company. On same rates terms & conditions.

 The Company reserves the right to terminate the contract any time without assigning any

reason by giving one month notice in writing. The contractor shall not be entitled any

compensation for termination of contract.

 The contractor will have to fulfill the conditions of contract of labour regulation Abolition

Act.1970 and furnish the records failing which payment will not be made.

 Crane will have to be sent along with well experienced driver with necessary tools and

 Generally, Crane will be required as per “Schedule-B”.

 The Company will give advance intimation for requirement of Crane in emergency and

during odd hours. The contractor shall have to provide the Crane within an hour of

intimation, failing which Crane shall be hired from the market and difference in expenditure

will be recovered from the contractor.

 The Crane should be up to date and Diesel driven only with good upholstery covered with

clean covers and shall be washed at regular intervals of a week.

 The driver of the Crane shall be well dressed as per R.T.O. Rules and behaved with manners

and respect with officers/staff of the Company.

 The driver should be provided with enough money to cover the cost of Diesel, repairs and

incidentals expenditure while on journey.

 No advance for hiring of Crane shall be paid.

 The bill in duplicate should be forwarded to The E.E. (O&M) Rajpipla and payment will

be made by Account payee cheque only.

 Challans for opening and closing kilo meters readings and kilo meters travelled should be

got certified and dully signed by the officers traveling in the Crane in absence of the above

requirement bill will not be passed.

 Nothing will be paid extra during utilization Crane on Sunday or holiday on account of

salary & wages, O.T. of drivers, only one weekly off as desired by Dy. Engineer Rajpipla

Division store in-charge will be given.

 It is whole and sole responsibility of Crane owner during accident to pay compensation or

damage to the persons involved as per law or Act.

 The driver shall be fully instructed for the good behavior and to drive the Crane as per

directives of The Executive Engineer Rajpipla Division. In case driving found rough

contractor shall have to replace the driver with good one.

 In case of any disputes, any discrepancy the decision of the E.E (O&M) RAJPIPLA will

be final and binding to the contractor.

 During the journey, all the R.T.O. rules and regulations should be followed scrupulously

and contractor will be responsible for any repercussion arise d for non-observance of R.T.O.

 If the contractor fails to provide the Crane any day as per contract Rs.1500/- per day as

penalty will be levied from the R.A. Bill of the contractor, except in force major condition.

The decision of The E.E (O&M) Rajpipla will be final for levy of penalty.

 During repairing of Crane, another Crane is required to be provided & replaced against it.

 The driver must be fixed for a particular Crane/except emergency of specific definite reason

and there is no frequently change during working hours.

 You will have to enter in to an agreement on stamp paper of Rs.300=00 with the company

in prescribed format before execution of work (order). The cost of stamp fee shall be borne

by the contractor. You have to do an agreement at the office of The E.E (O&M) Rajpipla.

 The contractor will have to execute an Indemnity Bond on stamp paper of Rs.300=00 at his

cost before commencement of order starting that for any accident mishap or damage to the

contractor’s staff/equipment or any other persons/Cranes due to non-observance of safety

measures, DGVCL shall not be responsible.

 Price variation condition is acceptable if Govt. will change the price of petroleum i.e.

Diesel/Petrol only. For every one rupees rise or fall in the price of Diesel/Petrol per lire

00.10p.s. per K.M. will be given or Recovered on proper rate basis on the production of

authentic documents.

 The 5% tender value is required to be paid on A/c of security to be paid in cash or by

demand Draft in favor of Dakshin Gujarat Vij Co. Ltd. in the respective offices before the

work order is issued

 The Crane supplied should be fully insured, insurance for Driver should also be arranged.

maintenance of his Crane.

 Before the Crane are put on hire the contractor shall produce the following documents for

the inspection and verification to Crane in charge.

A) Insurance Certificate covering period up to date.

B) Registration certificate Book with Tax paid up to date.

C) Road permit (Maxi Passing) for public use in taxi quota.

D) Solvency Certificate for financial Spatiality.

E) Income Tax Certificate.

F) Any other documents relevant relating to hire of Crane.

 The contractor must follow all the rules, regulations and enactments under the labor laws

relating to engagements of persons by him.

 No interest shall be paid by the Company on Security Deposit.

 EMD shall be converted into S.D. in the event of awarding the contract.

 Tender fee paid for purchase of tender is non-refundable.

 The speed meters of the Crane must be maintained with full accuracy and in working order

in all the times. Any defect noticed there in must be rectified at the earliest in a period not

exceeding two days. All time, meter starts working the K.Ms. of journeys for various

places shall be decided by the users.

 Security Deposit shall be refunded only after satisfactory completion of the contract or on

its termination. The security deposit shall be paid on production of “No Objection

Certificate” of the concerned.

 The rates quoted by the tenders in the schedule of rates must include all charges such as

oil, fuel, taxes, levies, maintenance, repair & drive service tax, sale tax etc.

 Toll tax shall be reimbursed after claim in bill with documentary proof and Fast Tag

facilities must be obtain by Crane owner as per Govt. rules.

 Board shall have right to hire Crane from other agency at the risk and cost of contractor in

case of default.

 Crane will have to be sent along with driver every day to Rajpipla Division office as per

requirement of The Executive Engineer Rajpipla Division otherwise penalty will be levied

 The Cranes provided on hire by the contractor shall remain at the decision of the Engineer-

 The Crane in charge is wholly responsible and answerable for Mis-use of Crane, found by

the undersigned.

 The Crane once inspected and approved by the Engineer for hire shall not be changed or

substituted by the contractor except on orders from the Engineer or on becoming

defective/off road due to accident, break-down etc.

written permission of higher authority.
