CONSULTANCY SERVICES FOR CREATION OF ADDITIONAL FACILITIES FOR JETTIES/ DRY DOCK NEAR SBW JETTY AT NAVAL DOCKYARD MUMBAI

Carry out soil investigation by drilling bore hole of 100mm dia in any type of soil (anticipated depth 20 m approximately) or in rock (drilling to a minimum depth of 3m in hard confined and continuous rock ) below the existing ground level conducting in situ SPT including taking out undisturbed samples & disturbed samples in standard samples at every 1.50 m depth and transportation to lab for conducting the tests as specified, analyzing of field data of each borehole and making investigation report for deciding the type of foundation etc. complete and submission of detailed soil investigation report including site plan indicating the exact location of boreholes all triplicate complete all as specified. Note: Location of bore holes shall be decided in consultation with GE.

Providing Consultancy services for following structures for prepration of preliminary architectural drawings and structural design with drawings, detailed working architectural drawings and detailed structural design with drawings (Proof checking and duly vetting of Structural Design and Drawings by approved IIT/NIT), including preparation of Schedule of finishes, typical drawings, foundation details, design calculations and preparation of complete bill of quantities with rate analysis, quotations for each item and stagewise yardstick complete all as specified :-

(A) Building :- G + 5 configuration of total plinth area 2700 Sqm with appropriate size of 33 m x 13 m with additional stair case for fire escape of size 7 m x 3 m in each floor. Floorwise plinth area and height of floor and purpose of each floor of the proposed building are as under :-

(a) Ground floor (Electrical Store) : (i) Plinth area 450 Sqm and height 8.00 m except for toilet and charging bay the height of which shall be 3.2 m (while proposing the toilet and charging bay, the space shall be utilized in a most economic manner). (ii) UG sump cum pump house of 10000 litres capacity (for General Water Supply purpose) (iii) The space over the toilet block and charging bay shall be enclosed using a wall to optimize space utilization with suitable access to it.

(b) First Floor (Dining Hall) :- Plinth area 450 Sqm and height 3.2 m. Dining hall, service counter, store room and toilet are proposed to be accomodated in first floor.

(c) Second Floor (RAC Workshop) :- Plinth area 450 Sqm and height 3.2 m. RAC workshop, control room, foreman cabin, electronic repair shop and toilet are proposed to be accomodated in second floor. (d) Third Floor (Electrical Workshop) :- Plinth area 450 Sqm and height 3.2 m. Electrical workshop, control room, foreman cabin, chargeman room, telecomminication room and toilet are proposed to be accomodated in third floor.

(e) Fourth Floor (offices as well as communication & electronics bay) :- Plinth area 450 Sqm and height 3.2 m. Communication & Electronics bay, Central Manager cabin, foreman cabin, master control cell, change room and toilet are proposed to be accomodated in fourth floor. The rooms shall be bifurcated with corridor.

(f) Fifth floor (Mill Wright Workshops) :- Plinth area 450 Sqm and height 3.2 m. Mill Wright Workshops, control room, foreman cabin, chargeman cabib, workers change room and toilet are proposed to be accomodated in fifth floor. Note : Wherever toilets have been proposed, sunken floors shall be avoided.

(g) Terrace :- Overhead tank for fire fighting 10000 litres capacity and 5000 litres for general purpose are proposed on terrace of the building. Capacity of fire fighting tank may vary as per CEFEES norms/NBC code.

(h) Stair cases and lift :- Two staircases and one Goods lift of 2 Ton capacity shall be considered in the proposed building.

NOTES FOR SERIAL (a) to (h) :- (i) Tentative floorwise plan and appropriate size of each rooms given in Board proceedings of the proposed work kept in the office of GE(DD) shall be referred to while planning/design of the structures. Layout of building and floor plan shall be finalized in consultation with user unit. Preliminary architectural drawings shall be as per changes if any suggested by the user and their approval.

(ii) Lighting - All light fittings shall be LED with latest specifications to optimise the power consumption drastically. (iii) EOT Crane - EOT crane of 10 T capacity with all accessories shall be accomodated in the ground floor. The hook height of the crane shall be decided in consultation with the user. The design and specifications of crane shall be proposed according to the requirement of the user. (iv) GRIHA/LEED SPECIFICATION - The building shall be designed in accordance with GRIHA/LEED specifications and certification obtained accordingly to ensure least environmental impact and optimum utilisation of electricity as well as to stay in consonance with Green Building concept.

(v) BIM, Walk through Model and Physical Model :- Consultant shall submit Physical model, integrated project execution schedule for the work, CPM chart showing various activities in the work, project execution schedule shall be on PERT and creation of 4D sequence planning and integration of BIM & FM for efficient project management & monitoring shall be part of the subject Consultancy Contract. (vi) Internal Services to the building - Internal services such as internal electrification with fittings and fixtures, circuit diagrams, schematic diagrams and plumbing drawings for internal water supply, fire fighting and fire alarm system as per National Building Code (NBC) and Centre for Fire Explosive and Environmental Safety (CFEES) recommendations for the above building of G + 5 storied duly adopted with relevant IS/NBC as per detailed scope shall be provided by the consultant.

(vii) Feasibility of providing rain water harvesting system and necessary arrangements for the same shall be considered while planning and designing the structure. (viii) Solar Power Plant - The consultant shall also submit the proposal for installation of Solar Power Plant on grid system of capacity to the extent possible on the roof of the building alongwith costed schedule, relevant drawings and rate analysis of each item duly supported with price list, quotation and any other details as directed by GE and duly approved from Plg & Wks Section.

(B) UG Sump :- (a) Under ground reversoir of capacity 30 Lakh Litre with dimensions suitable to site conditions for storage of fresh water for ships with pump house of plinth area 12 Sqm to house two fresh water pumps of suitable capacity based on parameter provided by the user. Note :- The proposed sump shall be strategic reserve for entire dockyard complex. (b) RCC underground sump of 1.0 Lakh Litre capacity with pump house of plinth area 12 Sqm for fire fighting alongwith approach all as per CFEES norms/NBC code.

(C) Sentry Posts :- (a) 4 Nos of Sentry Posts of plinth area 4.25 Sqm each. NOTES :- (i) The consultant shall provide the draft costed schedule for external services (which includes external electric supply, external water supply, external sewage disposal, fire hydrant system etc.) based on SSR rates/market rates alongwith supporting quotations/manufacturer price lists for issue of Technical Sanction duly scrutinized from Plg & Wks Section. Detailed specifications of individual items shall be provided by the consultant all as per directions of Plg & Wks Section for preparation of DCS.

(ii) Consultant shall provide detailed take off and abstract of quantities duly priced based on SSR rates/market rates for the items not available in SSR duly supported with quotations/price lists of manufacturers and stagewise yardsticks based on market rate for all items for the following buildings/structures duly scrutinized from Contract Section. Approval of various stages of yard sticks shall be taken from GE before preparing yard sticks :- (a) Building G + 5 (Plinth area - 450 Sqm each floor) (b) Pump House (02 Nos - 12 Sqm each) (c) Sentry Posts (04 Nos - 4.25 Sqm each) (d) UG Sump of 30.0 Lakh Litre capacity (e) UG sump of 1.0 Lakh Litre capacity (f) UG sump of 10000 Litres capacity.
