Outsourcing of service for maintenance & operation of Central AC plant 3 x 39 TR -02 Nos and 01 No stand by) and manning and operation of Diesel Generator set of 200 KVA installed at plant with connected panels by employing one technically qualified Refg. Mech. AC operator , comprising of the components detailed as below round the clock daily in 03 (Three) shifts of 08 hrs including sunday and holiday. The operator detailed at AC plant shall be for:- (a) Smooth functioning of entire AC plant and to maintain the specific temprature and RH as specfied by ENgr-in-Charge all as specified and directed. (i) Hermatically sealed reciprocating type compressor including meter etc-03 Nos complete. (ii) Shell & tube condensers. (iii) AHU unit at distance of approx 125 meter from plant room with heating and cooling coil and blower motors. (iv) Mono block pump set for circulation of chilled water for AHU. (v) Chiller for chilled water system capacity 39 TR = 03 Nos. (vi) Mono block pumping set for condenser water circulation. (vii) Electric control panel cubical type in plant room. (viii) Control valve such as expansion valve. Thermostat, Humidistat, Solenoid, Valve, Hand shut of valve, antifreeze thermostate and ancilliaries such as gauges, etc installed in each chiller units. (ix) Ducting for supply air with grills, diffusers and fire dampers/smoke detector, fire protection alarm in plant room. (x) Cooling tower FRP induced draft counter flow single shell 78 TR capacity with axial flow fan of cast aluminium including electric motor 3 phase 415 volts, 2 HP capacity with water make up PVC tank 2000 Ltr capacity = 01 No. (xi) Electric control microprocesser based control panel. (xii) Mono block pump sets for Hot water generator. (xiii) Humidifier. (xv) Condensor, chiller and hot water pipe line with control valve complete. (xvi) Pan type humidifier made out of SS sheet = 02 Nos. (xvii) Condenser, chiller and hot water pipe line complete with control valve. (xviii) Servo voltage stablizer cap 200 KVA 3 phase 415 V, 50 Hz = 01 Nos. (xix) Voltage stabilizer capacity 200 watt = 01 Nos. (xx) Recording and maintaining of log sheets of the installation as specified and directed by Engr-in-Charge. (xxi) Prevention maintenance of all equipments as specified. (xxii) Proper maintenance of installaiton including bldg, toilet, garden and light.

Mech. AC operator in each shift of 08 (Eight) hrs each for 03 (Three) shifts round the clock daily including sunday and holidays comprising of the following equipments. (a) Smooth functioning of entire AC plant and to maintain the specific temprature and RH as specfied by ENgr-in-Charge all as specified and directed. (i) Hermatically sealed reciprocating type compressor including meter etc-03 Nos complete. (ii) Shell & tube condensers. Supply & Fix First aid Box at E/M installations to keep and including the First aid Medicines i.e anteseptic medical tube for curing, burnt skin, bandage, one smaller snizer, etc. the board made out of GI sheet of 22 guage of size 30cm x 25cm x 20cm should have openable window/lid and written with letters 'FIRST AID BOX' withthick red paint and to be fixed on wall at height not less than 2 mtrs from the ground level all complete and as specified by Engr-in-Charge.

NOTE :(i) Operation of Plant/ Machiniery failing of which will attract a penalty of Rs 500/- per day. If Pump set, DG Set, electric panels, etc are not working, the same has to be intimated by the operater to the concerned JE E/M.

(ii) Minor jobs such as tighting of belt, nuts, bolts cable lugs tighting, etc. will be done by the controctor free of charge otherwise a penalty of Rs 100 per day will be imposed on the contractor.

(iii) Area of installation will be Kept neat & clean by removing growth of vegetation ,grass and bushes at of installation, at the path of installation and surrounding installation .Suitable endorsement for this will be made daily in a register kept at installation.Panel recovery at the rate of Rs 100/- per day will be recovered in case of installation and surrounding area found unsatisfactory.

(iv) Proper accounting and security of Govt Assets will be carried out by the contractor. Any loss will be made good by the contractor free of cost. All the Plant, Machiniries, panels, cables, etc. installed in plant room will be sole responsibility of the contractor. Any damage or loss of the govt property will be made good by the contractor.

(v) Before taking over the installation the contractor will ensure that all the equipments installed at installation are working efficiently. If any repair is required for the same he shall intimate the same to the department. After taking over the installation the contractor shall be fully responsible for any nature of defect caused due to malfunctioning of any equipment installed in pump house.

(vi) Diesel for operation of DG Sets will be issued by the department free for use. Contractor has to arrange his own arrangements for carrying and filling from MES store yard to the installation at his own cost.

(vii) Daily log sheet of operation of plant/machinery/chemical duzor, as approved by Engr-in-Charge, has to be maintained by the operator. A daily visual check of the Pump set/DG Set/HV/LV Breaker/Transformer has to be done by the operator incld of batteries & earthings.

(xiii) The operator, as employed by the contractor, will maintain and note of daily check of plants/machinries as per OEM's recommendations and all as directed by Engr-in-Charge.

(ix) Operator should be ITI holder of required trade from govt. approved college or should have at least five years of experience in in his respective trade. The Contractor has submit the requisite documents of the operator.

(x) Contractor shall provide proper uniform and safety shoes, tools, safety aprons etc. to his work men while on duty.

(xi) Contractor shall arrange necessary instruments, testing equipment and tools at site for routine checking and maintenance of water supply installation.

(xii) The successful tenderer shall himself or employ the operator with mobile phone to coordinate with deptt on daily basis and ensure smooth functioning of services and rates quoted are deemed to be included for the above provision. The mobile phone so provided with must not be equipped with camera

(xiii) Surrounding areas within the fenced area and up to 2 meters outside the wall or fence shall be cleared off bushes and grass to give a neat appearance of the area contractor‟s control.

(xiv) The fuel required for running of generating sets will be supplied by the department. The contractor has to make his own arrangement to collect the daily requirement of fuel from store yard of AGE E/M and accountably will be done by engineer-in-charge.

(xv) Immediately after issue of work order the contractor shall submit a list of personnel with name etc., employed on various installations etc to the daily at 0900 hours and the operating work shall be carried out as per the directions and operating instructions given by the Engineer-in-Charge.

(xvi) The liability of contractor under this contract includes all incidental expenses that may have to be incurred as per the relevant labour and other acts Central and/or State Govt for injuries of any nature disability or death of operating staff employed on work and no extra over the above the rate quoted in the Sch `A' shall be paid to the contractor under any circumstances and any claims whatsoever will not be entertained in this regard.

(xvii) The electrician shall be qualified, holder of certificate from Industrial Training Institute of any state in Electrical Engineering and should have sufficient experience. The contractor shall produce original ITI certificate including certificates of experience to Engineer-in-Charge. The above certificate shall be produced on demand to the Accepting Officer for verification. The Accepting Officer may reject any person employed by the contractor for operation of substation if he is not satisfied with performance of duty without assigning any reasons and the contractor shall not be reimbursed or paid extra on this account.

(xviii) All hand tools and plants required for providing services will be supplied by contractor to labours and cost is deemed to have been included in the quoted rate.

(xix) Any additional requirement of items like bamboo ladders (Perishable) shall be the responsibility of the contractor.

(xx) The contactor shall ensure high level of satisfaction is achieved and maintained throughout the currency of the contract with regard to maintenance and operation of installations and manning of service centre and attending day to day complaints of various users.

(xxi) The Contractor apart from the deployment of manpower shall arrange necessary consumables like insulation tapes etc., fuse wire, petroleum jelly, distilled water, grease, gland packing, bolts, nuts & washers etc for periodic maintenance of E/M equipment, pump sets, batteries etc and cost of the same is deemed to be rate quoted of relevant items. Contractor shall assess the quantities of consumables required based on number of equipment to be maintained and its periodicity. Adequate quantity of consumables shall be made available at site for effective preventive maintenance.

(xxii) Shift duty roster will be prepared in advance by the contractor for each installation and will be produced for the approval of Engineer-in-Charge before it is implemented. Three copies of the approved duty roster will be submitted in the office of Engineer-in-Charge and copy will be displayed at the installation. Any change in duties thereafter will only be permissible in consultation with the Engineer-in-Charge.

(xxiii) EPF/ESI Shall be payble by the contractor as per rules. All other taxes applicable shall also be born by the contractor. The contractor shall provide the details of the individual’s EPF & ESI account No. He shall also submit a proof of depositing of the amount in their account prior to commencement of work. The contract executing authority will ensure verification of the same from time to time.

(xxiv) All safety provison contained in IE Rules will be followed by contractor.

(xxv) Proper record of attendance / visiters shall be presented by contractor.

(xxvii) Important Notes for item 1 & 2 of BoQ:- FINANCIAL EVALUATION CRITERIA :- 1 The provision of statutory laws relating to Minimum wages as per Code of wages 2019 including social security such as EPF and ESI shall be strictly adhered by the contractor and the quoted rate shall deemed to include these factors. Following rates of minimum wages, statutory provision and contractor profit & overhead charges shall be deemed to have been considered during financial evaluation :- (a) Minimum wages :- As per as latest notification issued by Government of India/State Government/Local body whichever is higher as on bid submission end date. (b) ESI (Insurance cover) @ 3.25% on minimum wage. In case monthly (26 days) minimum wage are exceeding Rupees twenty one thousand (Rs 21,000/-), ESI shall be exempted. (c) EPF (Employees provident fund) @ 12.00% on minimum wage. In case monthly (26 days) minimum wage are exceeding Rupees fifteen thousand (Rs 15,000/-). EPF shall be calculated for amount Rupees fifteen thousand (Rs 15,000/-) only. (d) Bonus as applicable. (e) Labour case @ 1% on total amount of ser No (a) to (d). (f) GST @ 18% on total amount of ser No (a) to (e). (g) The bidder shall have to be consider their profit and overhead charge on above provision. In case bidder considers Nil profit and overhead charge, the bidder shall be treated as a unresponsive and his offer shall be consider as a non bonafide bid. 2 In case the overall quoted rates are less than minimum wages including statutory provisions mentioned above, such quoted bid shall e considered as non-bonafide bid and the same shall not be considered for Acceptance. In such case, the lowest tenderer shall be determined by the lowest amount amongst valid/ bonafide bids only. The tenderers should keep in mind above aspects while quoting their offer.
