Outsourcing of manpower for S&T work during Engineering machine work over Raipur Division.

FINANCIAL STANDING : The Bidders will be qualified only if they haveminimum financial capabilities as below:- (i) T1- Annual Turnover: Thebidder should have an aggregate financial turnover not less than 1.5times the advertised Bid value during the last three previous financialyears and in the current financial year upto the date of opening of thetender. The audited balance sheet (FY 2022-23, 2023-24, 2024-25 and2025-26 till date) reflecting financial turnover certified by charteredaccountant with stamp, signature and membership number shall beconsidered. (ii) T2-Liquidity: The bidder should have access to or hasavailable liquid assets, lines of credit and other financial means to meetcash flow that is valued at @ 5% of the estimated bid value net ofapplicant's commitments for other contracts. The banking referencemust be as per Annexure- N or certified by chartered accountant asAnnexure - O with her stamp, signature and membership number shallbe submitted by the bidder along with bid. The bid shall be summarilyrejected if the bidder fails to submit this Liquidity Certificate as perprescribed Annexure along with bid.

Notes: The following documents should be submitted by uploading along with tender failing which the offer will be rejected by the railway and considering it as non-responsive and their Technical. i. The bidder should have an aggregate financial turnover not less than 1.5 times the advertised Bid value during the last three previous financial years and in the current financial year upto the date of opening of the tender . The audited balance sheet and/or banking reference certified by chartered accountant with her stamp, signature and membership number shall be submitted by the bidder along with bid. iii. An affidavit duly certified by a notary that the partners of the firm or sole proprietor or company. iv. The tenderer must submit an affidavit/Self Declaration stating that they are not liable to be disqualified and all their statements/documents submitted along with bid are true and factual. Standard format of the affidavit to be submitted by the bidder is enclosed as Annexure - M and M (A). The bid shall be summarily rejected if the bidder fails to submit this undertaking along with bid. In case of partnership firm the annexure M(A) shall be submitted by each partner of the firm separately /individually vi. Self Attested copy of the latest GST Registration and attested copy of PAN No. under income Tax Act.Tender cost and tender security EMD is waived off to following bidders: Micro & Small Enterprises (MSEs) and NSIC registered Agencies. The tenderer must submit documentary evidence for the same. (RB's L.No. 2016/EnHM/06/09 Dated 12.02.2019)

WORK EXPERIENCE : The bidder should have satisfactorily completed in the last three previous financial years and the current financial year up to the date of opening of the tender, one similar single service contract** for a minimum of 35% of the advertised value of the bid. **Completed service contract includes an ongoing service contract subject to payment of bills amounting to at least 35% of the advertised value of the bid. ** Definition of similar work: Similar nature of work for work is defined as "Supply of Skilled/Unskilled workers to the Railway/ Railway Siding/PSUs for carrying out installation/maintenance of S&T assets". OR "Any signalling work which involves installation/maintenance in Railway/Railway Siding/PSUs". The tenderer must produce a work completion certificate issued by the competent authority for a "similar nature of work". A work experience certificate from a private individual shall not be accepted. Certificate from a public listed company/private company/Trusts having annual turnover of Rs 500 crore and above, subject to the same being issued from their Head office by a person of the company, duly enclosing his authorisation by the Management for issuing such credentials. The bidder shall submit details of work executed by them in the prescribed format along with the bid for the service contracts to be considered for qualification of work experience criteria, clearly indicating the nature/scope of the contract, actual completion cost and actual date of completion for such contract.

SUBMISSION OF DOCUMENT IN SUPPORT OF ELIGIBILITY CRITERIA: Alldocuments in support of fulfillment of Eligibility criteria with respect tocompletion of "similar nature of work for Technical Eligibility Criteria"and "total contract value for Financial Eligibility Criteria" should beuploaded online in the website with scanned copy at the time of tenderbidding with details showing in the Annexure. Eligibility of the tenderersshall be decided solely on the basis of the documents submitted alongwith the tender offers. No post tender correspondence for submission ofadditional documents shall be entertained after opening of the Technicaland Commercial offers. Even suo-moto post tender letters of thetenderers shall be treated as NULL & void. Note: i. Tenderer(s) maycarefully note that his/their Contract Agreement for this work is liable tobe terminated at any time later, in case any of the information furnishedby them is found to be untrue or any adverse points come to lightsubsequently. The decision of Railway in this regard shall be final andbinding. ii. The tender documents are not transferable and the cost of thetender document is also not refundable. iii. Railway reserves the right toreject conditional tenders summarily without assigning any reasonswhatsoever. iv. Non-compliance with any of the conditions set forthherein above is liable to result in the tender being Rejected. v. Thetender forms not accompanied with proper Earnest Money will besummarily rejected. vi. Decision of the ADRM/S.E.C. Railway/Raipurregarding the acceptability of the scheme shall be final and binding.However, within the framework of the scheme as submitted by thetenderer & acceptable to Railways, the Railway can effect suitablemodifications to details as necessitated by the provision of variouscodes, manuals, reference etc. vii. Any other information required by thetenderer can be obtained from the office of Sr.DSTE/S.E.C.Railway/Raipur during the working hours. viii. Contractors whodownload tender document from website shall make followingdeclaration: I/We have downloaded the tender document from thewebsite and I/We have not tampered/modified the tender forms in anymanner. In case the document is found to be tampered/ modified, I/Weunderstand that my/our tender is liable to be rejected and full earnestmoney deposit will be forfeited and I/We am/are liable to be banned fromdoing business with Railways and/or prosecuted.

Declaration regarding association of retired Railway Gazetted Officers or not must be submitted by the bidder along with bid as per prescribed format given in bid document as per Annexure - P.

Any payment required for E-Tendering is accepted through Net Banking or Payment Gateway only.

Credentials in support of fulfillment of eligibility criteria ( Without these documents the offer is liable to be rejected) as per details stipulated in Tender documents. Each and every pages of the supporting documents should be signed with proper seal and date.

If working through contract labour , the contractor must resgister with Labour Commissioner and necessary license to be submitted with tender or to be produced before signing of contract agreement.

Partnership deed, if any, constitution of the firm and copies of power of attorney and other connected legal documents to be submitted.

All required documents must be submitted duly attested.
