Tender Conditions:-
1. Prescribe Tender Form will be available up to due date on website:
www.nprocure.com Tender will be accepted online only. Last date of upload
18.00 hours will be held on 10/07/2026.
2. Tender Fee Rs 15,000/- (in words Fifteen Thousand Only) (Non Refundable)
will be paid in mode of DD from any Bank Only in favour of District
Education Officer- Valsad. DD should be produce original with technical bid.
3. E.M.D. Amount Rs. 4,50,000/- (in words Four Lack Fifty Thousand only)
(Refundable) will be paid in mode of DD from any Bank Only in favour of
District Education Officer- Valsad. EMDs DD should be produce original
with technical bid.
4. Tenderer should be producing the proof of last three Years turnover would be
minimum of expected tender amount. Tenderer should be producing the copy
of Profit & Loss account, Trading Account and Balance sheet for the last three
years as a proof of turnover.
5. Tenderer should be submitting last three years C.A. Certified Turn over
Certificate with UDIN No.
6. Tenderer should be mentioning “Technical Bid for Rain Water Harvesting
cum Auto Recharge structure With installation in Government Schools,
Semi Government Schools and other Educational Organization in Valsad
District” on Left Upper Side of Cover. If the same is not mention on cover and
coincidently the cover’s seal will be brake, then nobody is responsible for the
7. Technical bid can not be hand over by any tenderer or tender authorize person
directly to the office. It will be accepted through RPAD or Speed Post only
within time limit.
8. All quoted rates should be including all Taxes and for up to delivery places
Valsad District. Tenderer should be received the certificate with attested Sign
and stamp of Principal for Tender item is in good quality from the respected
institute. Once certificate issued from Respected Authorized person is produce,
further Process will take in held.
9. Tenderer should be supply the item as per Tender/Work Order in predicated
time Period. If any tenderer has any obligation for that, they have to give in
writing notification within 3 days with sealed cover face to face to purchase
team and take acknowledgement for the same. Purchase Team will decide for
the obligation would be accepted or not. Then after tenderer cannot be legally
challenge to respected Purchase team for obligation.
10. Tenderer should be submitting the copy of Income Tax Return file for last
Three Financial Year. (F.Y. 2022-23, 2023-24 and 2024-25)
11. Purchase Team has all rights for accepted Low rates or High rates. No Need to
clarification given by Purchase team for Tender accepts or rejection.
12. Once Purchase Team will approved bids tenderers After Price bid will open.
13. Tenderer should be supply the tender item same rate as per approved by
purchase Team in case of unexpected delay in tender Process.
14. Tenderer should be submitting the GST Returns Copy (GSTR 3B File
Acknowledge Copy) up to Date 31/03/2026.
15. Tenderer Must be provide a copy of Water facility item work order and work
completion Certificate (Number Of Work Ordar, Date Of Work Ordar, Date of
Work Started, Date of Work End With Signature of Authorise Person) of 50%
To Bid Value for three years (each Year) which is issued from Government
Schools, Semi Government Schools and other Educational Organization as a
part of work experience.
16. As per Tender condition, the entire document should be scan and upload
online. Out of all documents, validity of all documents should be alive. At the
time of verification of document by purchase team, if any documents validity is
over, then tenderer will be declare as a disqualified.
17. The purchase team has a right to increase the time limit for unexpected reason.
18. In case of delay in supply of items as per work order given to the tenderer,
purchase team may collect penalty in mode of cash or deposit. Purchase team
can also recover penalty through court or revenue. Tenderers must agree to this
condition and are not eligible for refund of penalty amount.
19. Once the Work order place to approved tenderer, if the tenderer will not supply
the tender item in pre decide time limit, the tender item will purchase from
open market. And due to that all the additional charged will be levied from the

Office team and After the satisfied received form Office team payment will
released to the Agency.
21. After satisfied completion of work, EMD will be released to tenderer.
22. District Education officer- Valsad has a right to cancel the agreement with
tenderer without any prior notice if the tenderer will not be followed any single
condition. Purchase team can forfeit the Security deposit if not followed.
23. Kindly note that, Purchase team will not focus only low rates and place a work
order. Purchase team will focus on rates as well as quality of tender item and
complete technical bid also. Purchase team will decide the tenderer after all
that major area verification.
24. If any unexpected problems will create after or before rates decide, then
purchase teams decision will final and the tenderer should be agree with the
25. At the time of audit, if we ware notice that the amount is paid twice/excess

26. Tenderer should be submitting the copy of shop establishment certificate issued
by Nagarpalika / Municipal / Gram panchayat certificate.
27. Tenderer should be submitting the copy of GST Registration.

32. As per convenient time of purchase team, technical bid will open and
verification of tender item sample and further necessary process, Purchase
Team will call to qualified tenderer.
33. Due to any unexpected requirement for this work, Any jurisdiction will be

supply the item or not completely work, or work order was cancel, those
tenderer are not eligible for this tender and if they are quoted for the tender
item then they will declared as a disqualified and price bid will not be open for

tenderer should provide Notarized undertaking on Rs. 300/- Stamp paper about
not being black listed.
35. Tenderer should submit all the technical bid scan documents including tender
copy with self attested and stamp.
36. Tenderer should Provide Maintenance of bid item for One year.
37. Tenderer should submit all the technical bid documents including tender copy
with self attested and stamp in the sealed cover at office of the District
Education Office - Valsad within time limit. Technical bid cover will not be
accepted after time limit.
38. District Education Officer - Valsad decision will final decision for all above
terms and condition and cannot be challenge.
Note: Cover of Technical bid will submit up to 10/07/2026 office time
through RPAD or Speed Post only. Tenderer should clearly mention on
cover, “Technical Bid for Rain Water Harvesting cum Auto Recharge
structure With installation in Government Schools, Semi Government
Schools and other Educational Organization in Valsad District”.
Technical bid will not be received after the cut of time.
