GENERAL CONDITION
1. Contractor shall produce the relevant registration certificate of AMC / State Govt /Central Govt.
2. Contractor shall register the work to labour commissioner as per labour act.
3. Contractor shall not sub-let the work without permission of the authority
4. Contractor should have sufficient skilled and unskilled laborers so that he shall start work at
different sites simultaneously. Contractor's having labour force available during festivals shall only
apply. Contractor can not stop the work due to non availabilityoflabour force. In case progress is
delayed, contractor shall be penalized 0.10% of Tender amount per day for work done after
time limit, maximum up to 10% for remaining value of work.
6. Advance payment / machinery advance will not be paid.
7. Payment of running bill will be made as per recent A.M.C. policy in force.
8. No extra payment will be made due to increase of central / state Govt. Taxes.

16. The distance, which constitutes lead, shall be determined along the shortest practical route and
not necessarily the route actually taken. The decision of the Engineer-in-charge in this regard

TENDER VALIDITY PERIOD:
The tender shall be kept valid for acceptance for a period of One Hundred Twenty Calendar days
(120) from opening of price bids.
SECURITY DEPOSIT
Within 10 days of receipt of Acceptance from the Corporation, the successful tender shall
furnish to the Corporation Security Deposit of 5% (three percent) of the contract price cheque or
Bank Guarantee, pay order, or demand draft of Nationalized Banks and Schedule Banks only.

GENERAL SPECIFICATION
Time limit for the work shall be 12 Month after the order to start the works. Progress of work should be in
proportion to time limit.
The contractor shall be remain responsible for Workmen’s compensation if any accident. The
contractor shall arrange for barricading at night and arrangement of Pagi at night to direct the traffic. He shall
be responsible for any damage to public. If any incident happen, during the execution of work. In case of
dispute for unseen or overlooked items the decision of the Dy. City Engineer shall be final. The contractor shall
have to give site clean of all rubbish during the work and at the time of completion of work and hand over the
site with final finishing of the work as directed. All the rejected materials shall be removed from site within
hours by contractor at this risk and cost. Debris shall have to cart daily from site.
If any extra item crops up during the progress of work the same shall be carried out by the contractor and he
shall be paid at the rate fixed by Add.C.E. as per the rate analysis based on latest SOR or if item is not
available in SOR than based on current market rates. In case of extra item decision of Add.CityEngg.shall
remain final regarding rate.
If in the interest of the Corporation it is necessary to change either any site or the design of the propose work
the contractor shall carry out the same at his quoted rates without charges any extra and the contractor will
have to carry out the works and he will be paid at the rate quoted by him. No claim for extra rate for subsequent
changes in site and design is entertained.

1. Competency of Tendered: No contract will be awarded except to responsible bidder capable
for performing the class of work completed. Before the award of the contract, any bidder may
be required to show that he has the necessary facilities, experience, ability and financial
resources to perform the work in satisfactory manner within the time stipulated. Contractor
may be required to furnish the department with the statement as to their experience and their
financial status.
2. Tenderer will be deemed to have inspected the site and to have satisfied himself as to the
nature of all works, all existing roads water - way and other means of communication and
access to and from the site of work and the building that may be required for temporary
purpose in connection with the construction, completion and maintenance fo the works and
must make his own enquiries as to work yard, sites, depot and dumps and as to the
acquisition of such additional sites and areas as may be necessary for temporary purpose for
constructing, completing and maintaining the works.
3. Payment: - The tenderer must understand clearly the rates quoted are for completed works and
include all cost due to labour, scaffolding plant, supervision, service work, power, royalties and
octroi etc. and include all extras to cover the cost of night work if an when required. No claim for
additional payment beyond the prices or rates quoted will be entertained and the tender will not be
entitled subsequently to make may claim on the ground of misrepresentation or on the ground that
he was supplied with information given by any person (whether the member is the employee of
Engineering Department of Corporation or not). Any failure on his part to obtain all necessary
information for the purpose of making his tender and filling the several prices and rates therein

5. The Contractor shall have to furnish Income Tax Clearance Certificate beforetender is accepted
and intimate assessment number and ward under which isassessed.
6. Copies of certificate as regards previous experience if any must accompany thetender.
7. Declaration showing all works on hand with the Contractor and the value ofworks that remain to be
executed in each case must accompany tender.
8. All pages should be initial.
9. The Contractor should initial all corrections, erasures and over writing.
10. Discrepancies and Adjustment of Errors: Any error in quantity or amount in schedule 'B' showing
items of works to be carried out shall be adjusted in accordance with the following rules :
(a) In the event of a discrepancy between description in words and figures quotedby a tenderer in
the 'rates' column, the description in words shall prevail.
(b) In the event of an error occurring in the 'amount' column of the schedule'B' showing items of
work, as a result of wrong multiplication of the unit- rate andquantity, the units - rate shall be
regarded as firm and multiplication shallbe amended on the basis of the rates.
(c) All errors in totaling in amount column and in carry forward totals shall be corrected.
(d) Any rounding off of amounts against 'items' or 'totals' shall be ignored.
11. (i) It any please be noted that tender will be considered as invalid especially, ifthe requirements as
per instruction. No. 1 to 10 above is not complied with beforesubmitting the tender. Also please
read carefully the face-sheet and General Rulesand Directions for the guidance of Contractors

12. A certificate of registration as approved Contractor should be attached with the tender.
12A. In respect of the tenders from the Co-operative Society, a solvency,certificate of an
amount equal to 20% of the amount of the work put to tenderwill have to be produced along
with the tender or a certificate regarding theborrowing capacity of the society issued by the
Legal Assistant, DirectorateCottage industries will have to be produced along with the tender.
13. (1) The several documents forming the contract are the essential parts of the contract a
requirement occurring in one is as binding as though occurring in all they are intended to be
mutually explanatory and complementary and to described and provide for a complete work.
(2) In the event of any discrepancy, the several documents forming the contract or in any one
document the following order or precedence should apply:
(a) Dimension and quantities: -

(ii) Specification.
On drawing, figured, dimensions, unless obviously, incorrect will be followed in
preference to scaled dimension.

In case of defective description or ambiguity, the Engineer-in-Charge shouldissue further

14. The Contractor should take no advantage of any apparent error or omission in drawings or
specifications and the Engineer-in-Charge shall make such corrections and interpretations as
necessary to fulfill the intent of the plants and specification.

according to thespecifications recommended by a Contractor and approved by a

2. In the event of the tender being submitted by a firm, it must be signed on hisbehalf by a
person holding a power-of-attorney authorising him to do so.
3. Receipts for payments made on account of any work, when executed by firm,shall also be
signed by all the partners, except where the Contractors are describedin their tender as a
firm, in which case the receipt shall be signed in the name ofthe firm by one of the partners or
by some other person having authority to giveeffectual receipt for the firm.
4. Any person who submits a tender, shall fill up the usual printed form includingthe 'column'
total according to estimated quantities, stating at what rate heis willing to undertake each item
of the work, Tenders which purpose anyalteration in the works specified in the said form of
invitation to tender or inthe time allowed for carrying out the work or which contain any
otherconditions of any sort, will liable to rejection.No single tender include more than one

5. The Addl. City Engineer or his duly authorized Assistant shall open tenders in thepresence of
any intending Contractors who have submitted tenders or theirrepresentatives who may be
present at the time and he will enter the amountsof the several tenders in a comparative
statement in a suitable form. In the eventof a tender being accepted, the Contractor, shall
thereupon for thepurpose of identification, sign copies of the specifications and other
documentsmentioned in this tender in the event of a tender being accepted the
contractor,shall thereupon for the purpose of indification, sign copies of thespecifications and
other documents mentioned in this tender in the event of atender being rejected, the
Municipal Commissioner shall authorise the officerconcerned to refund the amount of the
earnest money deposited to theContractor making the tender on his giving a receipt for the

10. Under no circumstances shall any Contractor be entitled to claim enhanced ratesfor any item
in this contract.
11. Every Contractor shall, unless exempted in writing by the Addl. City Engineer concerned,
produce along with this tender, a solvency certificate of his financialstability from the collector
of the District within which he resides or a Bank's hiscertificate. If he fails to produce such a
certificate his tender will not beconsidered.
12. All corrections and additions or pasted slips should be initialed.
13. All measurement of work will be taken according to the usual method in use inthe Municipal
Corporation and as per I.S. code for general practice and noproposals to adopt alternative
methods will be accepted. The Addl. City Engineer'sdecision as to what is 'the usual method
in use in the Municipal Corporation' willbe final.
14. The Contractor shall have to attach to his tender, Income-Tax Clearancecertificate to be
obtained from the Income-Tax Officer.
15. The Contractor will have to construct a shed for a storing controlled and valuablematerials
issued to him under schedule A' of the agreement at work-site havingdouble locking
arrangement. The materials will then be taken for use in thepresence of the Departmental
person. No. Material will be allowed to be removedform the site of work.
16. No foreign exchange will be released by the Department for the purpose of plantand
machinery required for the execution of the work contracted for.
17. Controlled materials (Essentially Certificate)
(i) As regards controlled materials, the MunicipalCorporation will help toarrange for the
permit as far as possible and help the Contractor insecuring the same. All incidental
charges met with in procuringthese materials shall be borne by the Contractor
himself. Though theMunicipal Corporation will help to arrange for the permit as far
aspossible and help the Contractor in obtaining materials, it shall notaccept any
responsibility for any delay or loss on account of delaycaused to the contractor while
obtaining the same.
(ii) The contractor shall submit to.Addl. City Engineer on close of everycalendar month,
the monthly returns in the prescribed forms as to thereceipts and actual use of the
controlled materials during the month.
(iii) The Contractor shall permit the Addl. City Engineer or his representativesto inspect
the stock of the controlled materials stored by him at anytime whenever the Addl. City
Engineer or his representative(s) so desier(s).
18. The tender for the work shall remain open for a period of (120 days) from thedate of opening
of the tenders for this work and the tenderer shall not beallowed to withdraw of modify the
offer on his own during this period. Ifany tenderer withdraws or marks any modifications or
additions in the termsand conditions of his tender, not acceptable to the
MunicipalCorporation, then Municipal Corporation shall, without prejudice to any rightor
remedy, be at liberty to forfeit in full the said earnest money.

GENERALTECHNICALSPECIFICATIONSECTION
Item No. 01 : Box cutting the road surface in all sorts of soil, murrum to proper slope & camber for
making abase for road work including removing the excavated stuff & depositing on the road side
as directed upto 50.00 mt. Lead.
Any soil which generally yields to the application of pickaxes and shovels, spades, rakes or any such ordinary
excavating implement or organic soil, gravel, silt, sand turf loam, clay, peat etc. falls under this category. For materials
and workmanship for earthwork and excavation, relevant specification IS: 3764 & IS 1200 (Part I) shall be followed.
To protect persons from injury and to avoid damage to property, adequate barricades,
construction signs, red lanterns and guards as required shall be placed and maintained during the progress of the
construction work and until it is safe for the traffic to use the roadways. The relevant Indian standards and the rules
and regulations of local authorities in regards to safety provisions shall be observed.
The depth of the excavation shall be as required. The site shall be cleared and all obstructions, loose stones,
materials and rubbish of all kind, bush; wood and all type trees shall be removed, as directed. The materials so
obtained shall be the property of AMC and shall be conveyed and stacked as directed, within 50-m. lead. The roots of
the trees coming in the sides of the trenches shall be cut and coated with hot Bitumen.
All types of trees, woods etc. which requires prior permission of Govt./ Forest Authority / Municipal
Commissioner, before cutting shall be cut after obtaining such permission from them. The rate of site clearance is
deemed to be included in the rate of earthwork.
The excavation shall be carried out in true line and level and having width and depth, as shown in the
drawings or as directed. The Contractor shall do the necessary shoring and strutting or shall provide necessary slopes
to a safe angle or steps, as required or directed, at his own cost. No extra payment shall be made for such
precautionary measures, taken. The bottom of the excavated area shall be leveled both longitudinally and
transversely, as directed, by removing excess soil and watering, as required. No earth filling will be allowed for
bringing it to level, if by mistake or any other reason, excavation is made deeper or wider than shown on the drawings
or as directed. The extra depth or width shall be made up with sand filling, as specified for the bottom level of the
subsequent finishing at the cost of the Contractor or as directed by Engineer-In-Charge.
The Contractor shall at his own expense and without extra charge make provision of supporting all utility
services, lighting the excavated areas, separating and stacking serviceable materials neatly, shoring, timbering,
strutting, bailing out water either sub-soil or rainwater, including pumping at any stage of the work. Excavated areas
shall be kept free of water while masonry or concrete or relevant base works are in progress and till the Engineer-in-
charge considers it necessary.
Disposal of the Excavated Stuff:
The excavated stuff of the selected type shall be used in backfilling the excavated areas wherever required in
layers, including ramming and watering, ensuring proper compaction etc. complete up to lead of 50mt. The Contractor
shall remove the balance of the excavated quantity from the site of work, to a place, as directed by engineer in charge.
The lead is the shortest practical route and not necessarily the route actually taken. The decision of Engineer-In-
charge shall be final in this regard. The measurement of excavation of excavated area shall be made according to the
sections shown on the drawing or as per sections given by the Engineer-in-charge. The rate shall include for clearing
the site, surface dressing, making layout for road.
Mode of Measurement shall be paid by cmt basis
Item No.02:Conveyance charge of earth, lime, murrum, building rubbish, manure, garbage, sludge,
excavated rock, fly ash, aggregates of any kind Including spreading & levelling etc. complete. a)
Lead up to 3.00 km.
All the surplus earth/excavated material etc. shall be carried away immediately from the site of work to a place
within distance specified in the relevant item or as directed and ordered by the Engineer, so as not to cause any
inconvenience to the public traffic. If the instructions are not complied within 7 days from the date of order to cart the
surplus materials and clear the site, the said work shall be carried out by the Municipal Corporation at the risk and cost
of the contractor and no claim or dispute shall be entertained in this respect.
The rate of carting including carting of brick bats, metal, rubble vegetable and garbage, if necessary to clear
the road surface.

layers, which enable the specified thichkess, surface level, regularity requriementsanc compaction to be
achieved./Compaction of bitumenous materials ahsll commence as soon as possible after laying. Compaction
shall be substantially completed before the temperature falls below the minimum rolling remperatures. Rolling of
longitudinal joints shall be done immediately behind the paving operation. After this rolling shall commence at the
edges and proceed towards the center longitudinally except that on super elevated and unidirectional cambered
portions. It shall progress from the lower to the upper edge parallel to the center line of the pavement, rolling
shallbe continued until all the roller marks are removed from the surgface. All the deficiencies in the surface after
laying shallbe corrected by the arrendants behind the paver, before initial rolling in commenced. The initial ro break
down rolling shall be done with 8-10 tones dead weight smooth- wheeled rollers. The intermadiaterollingshallbe done
with 8-10 tones or vibratory roller. The finishing shall be done with 6 to 8 tones smooth wheel tandem rollers. At laste
two number of roller on sire. Where compaction is to be determined by density of cores, the requirements ro prove the
performance of rollers shall apply in order to demonstrate that and the specified density can be achieved. In such
cases the contractor shall nominate the plant, anf the method by which he intends to achieve the specified
level of compaction and finish at temperatures above the minimum specified rolling temperature.Bitumenous
materials shall be rolled in longitudinal directions, withthe driven rolls nearest the pavers. The roller shall first
conpact the materialsadjacent to the joints and then work from the lower to the upper side of the layer, overlapping on
successive passes by at least one third of the width of the rear roll or, in case of pneumatic tyre roller, at least the
nominal width of 300 mm.Roller should move at a speed of not more than 5km /hr. the roller shall nor be premitted
to stand on pavement which have not been fully compacted and necessary precautions shall be taken to
prevent dropping of oil. Grease, petrol of other foreign matters on the pavement either when the roller are operatin of
standing. The wheels of rollers shall be kept damp with water, prevent the mixture from adhering to the wheel.
Only sufficient moisture to prevent the adhersion should be used. Surplus water shall not be allowed to stand on the
partially compacted pavement.The payment shallbe mode on MT. basis.
