DESCRIPTION OF WORK
Supply of Electronic Interlocking for stations upto 200 Routes (Centralised/Distributed) excluding Panel Processor (Hot Standby) with Signalling functions up to 125 EI units as per Function table enclosed along with 5% spares, tools, manuals and Instruments as per RDSO specification RDSO/SPN /192/2019 ver 2.0 or latest .
Supply of additional Electronic Interlocking items for End Location (Goomty) for Station / IBH / Auto Hut for Distributed Architecture in connection with Item No. 36001(a).

Supply of Design set for circuit
Design and supply of cable courage plan, location particulars, Cable termination rack particulars, cable meggering report, earth resistance particulars, Traction bonding diagram, 1/2 wire count sheet and any other drawing in AutoCAD in A3/A4 size. The contractor shall initially supply 3 sets of circuits complete for approval of Railways. Railways will return one set to the contractor duly approved with alterations/corrections, if any. The contractor shall incorporate Railway’s alterations/corrections in the tracings without any deviation and submit all tracings complete in all respects to the Railways along with PENDRIVE & 4 sets of final approved drawings. This includes designing of cable coreage plan based upon I.P in consultation with engineer-in-charge For small/medium yards.

Mast height should be 4 meters, 50mm thickness with the galvanized pipe as per spec no. IS -1239, part 1/1990. 3. Erection of MAST height of 4 meters 50mm thickness with Required cement, sand, and stone as per the ratio of 1:3:6). 4. All other materials for the erection of the Mast and Air terminal.
Lightening protection of building having EI room, panel room,& IPS room mounted on Insulated STAND OFFs: Fabrication of Faraday's cage gap made up of 6x50mm galvanized steel tape mounted on Insulated STAND OFFs, cage gap of 5x5M approx. to suit building dimensions. There shall be two landing conductors i.e. Down conductor to be provided a low impedance path from the air terminal to the ground system, it shall have sharp bends. The down conductor is of copper tape 3x25mm mounted on insulated stand-offs. the inter-distance between two down conductors shall not have less than 10 mts. all connections shall be exothermically welded. The drawing of faraday's cage of building to be approved by engineer. The system consists of : Installation of Franklin Rod as per NFPA - 780 Standards each 1 set consisting of: (1) Fixing of Air terminal, solid diameter 9.5 mm made of steel (2) Fixing of Mast height of 4 metres 50 mm thickness with galvanised pipe as per spec no. Installation and commissioning of 4 wire way station equipments, power supply unit at SP/SSP/Station/TSS/AEN/PWI/SI offices/Residences. The installation of way station equipment and power supply unit (supply covered under a separate item) shall be mounted on a MS angle rack. All the materials for installation, commissioning of 4 W equipment and power supply unit shall be provided by contractor.
Installation of emergency socket box including socket on the rail post in the section and yard at every one km. distance as per tapping chart supplied by the survey team. This will include wiring and termination of quad cable on the socket box mounted at 1 m height, clamped with 2 nos. U-Clamps, provision of concrete foundation of rail post in such a way that the rail post is one meter above the earth level. The concreting shall be in ratio of 1:3:6 of cement, sand and stone chips. The contractor shall jointly test with RVNL engineer for its satisfactory operation. Supply and fixing of RCC cable route marker as per Drg.No.SK/ 12/10 with engraving of Signal/Telecom cable one side and Zonal Rly on other side as per Railway Practice and painting on both sides of marker with numbering with black paint (Colour of the cable route marker paint and numbering may be changed/decided by the RVNL Site incharge). The markers should be fixed for a maximum of 30 mtrs to locate the Signaling/Telecom cable path and the marker should be visible about one feet above the ground for the clear visibility, the remaining portion of marker should be buried in the ground. Whererver track crossing are available, RCC markers are to be provided on both sides of the track for easy identification. Supply of Electronic Interlocking (EI) Hot Standby System (Stations upto 200 Routes)- complete as per technical specification of Contract suitable for use in 25KV RE area and generally conforming to RDSO Specifications No. RDSO/SPN/192/2019, Ver. 2.0 or latest and RDSO/Railway Board recommendations, The architecture of EI i.e Centralized or Distributed shall be as per requirement of Zonal Railway. (In case of EI to be used in distributed mode- the architecture and distribution of EI shall be as per RDSO TAN No. STS/E/TAN/3012 dated 28.08.2014 or latest) (upto date of opening of tender); mainly consisting (but not limited to) of
Supply of essential spares to the extent of 5% subject to minimum of one, for the cards/modules/PCB, fuses, all VCOR relays, lightening arrestors, isolators, convertors etc used in the complete EI system. Payment under this item will be made for Electronic Interlocking supplied against item no 36001 by calculating the functions controlled by EI as per Function Table enclosed with the Bid document. Functions up to 125 is covered under item no 36001. For each additional function beyond 125, payment will be made against this item. Typical value of each function is indicated in the enclosed table and based on the actual number of functions controlled by the EI, the total value of functions can be calculated.
Supply of portable work station to run along with EI configuration tools, data inputs, simulation and functional testing, diagnostics and trouble shooting and commissioning of EI system. Note: Work station should be capable of reconfiguring the system in case of any alterations in the Yard or Interlocking in future. Supply of Standard Single section Digital Axle Counter System for monitoring track section as per RDSOSpcn.No.RDSO/SPN/177/2012 Version-3.0 or latest RDSO specification. This will cover all equipments required to work the single track section clearance and consist of High Frq Tx,Rx coil, track side digital axle counter unit, vital relay with relay box duly wired, Clamp, reset box, surge protection device etc. The set stands for the equipment required at either end of track section. The manufacturer shall advise complete list of items in a set required for this system before placing demand for RDSO call letter.The reset box shall comply the resetting requirements in connection with dual detection of the track section having redundancy as per latest RDSO Guidelines.
Supply of AXLE COUNTER TOOL KIT: Required tools for tool kit must be recommended by the manufacturer. Purpose of toolkit is to test, diagnose and calibrate the axle counter. However Tool kit for axle counter must consist minimum of (1)True RMS digital multimeter of Fluke make with probe set - 1 no. (2)Extended wired socket to interface with diagnostic plug - 1no. DESIGN OF SIGNAL INTERLOCKING PLAN: Designing of signaling arrangements based on approved ESP as per practice of Railway. This includes correction at various stages as per requirement of RVNL /Railway. Plotting of designed Interlocking Plan(IP) in AUTOCAD. Correction as per requirement. Submission of as required white prints of IP as per scale being followed by Railway. Submission of tracing of Final approved SIP on 90gsm tracing paper.
Following description remains common for all the items covered in item no 39302 to 39305. This include:
DESIGN & DRAWING : Design Includes all gears of the station like Block, panel, LC gate, ICC, etc as indicated in Signal Interlocking Plan- INDOOR: Design, preparation & supply of prints in Auto CAD format of various documents /diagrams /sketches listed below in A3 size for stations. The Contractor shall initially supply 2 sets of complete documents/circuits duly signed by the designer for approval of Railways. Designer has to coordinate with Approving authority to understand the local Railway's practice and carry out modifications accordingly. Railways will return one set of documents/circuits to the contractor duly approved with alteration/corrections if any. The contractor shall incorporate Railways alterations/corrections in the original tracing & CD without any deviation and submit 3 prints of complete document/circuits.
The work shall be executed only as per approved final documents/circuits. After completion of work the contractor shall submit Completion tracings modified as per completed work, After approval of tracings, final completion CD complete in all respect along with 6 sets of prints of completion documents/ circuits along with approved tracings shall be submitted. The papers used for tracing and prints should be of superior quality. Transparent polythene covers duly covering each sheet of one set of print out of 6 sets of prints of completion documents/circuits shall be supplied.
Note: The Size of SIP, Front Plate Diagram and Route section diagram may be in different sizes as per the requirement and practices of the Railway.

If there is no common wall between panel & relay room the indoor cable can be laid in GI pipe as per instructions of Engineer at site. This covers supply of all material required. Manufacture, supply, transportation & installation of station masters console for fixing telephones & other equipment. Supply of Block Section Limit Board (BSLB)/ Shunting Limit Board(SLB) - rectangular board of size 600mm x 1000 mm, height from the rail level to the underside of the board containing the cross 2 meter. The post shall be painted black and white alternatively by 300mm wide strips. The board shall be painted by yellow reflecting paint with black cross lines. This will be as per annexure 6 para 12.134 sheet 4 of signal engineering manual part II.
Installation of various boards like BSLB/GWB/STOP boards as per RVNL drg No. RVNL /S&T /SG-008 / 2005 or standard practice of Railway. The necessary material like cement, concrete and sand etc for the installation of these boards shall be supplied by contractor. The cement, concrete and sand for these boards shall be in proportion of 1:2:4 of size 30x30x30 cms and finished with cement plaster 1:2 above ground level. Most of the indoor released material like - Relays, relay racks, Base plates, CT rack, Terminals, IPS, Tagblock, Datalogger, ELD, Block Instruments, Filter unit, Key lock box with relays etc are proposed to be reuse at the same station or at other stations, thus releasing to be done carefully with out damaging the equipments. The quantity of released material shall be jointly recorded by the contractor and Engineer's/railway representative before releasing from site.
Dismantling and Release of complete OUTDOOR equipment from stations/IBH/LCgates and transportation of released material after commissioning from the station/IBH/LC to the S&T store depot or to other site for reusing with contractors own transport as per direction of site Engineer.Most of the released material like - Signal, Point machine with ground connection, Track relays, and track equipments, axle counter, EC socket and post, gate telephone etc are proposed to be reused at the same station or at other stations, thus releasing to be done carefully with out damaging the equipments. The quantity of released material shall be jointly recorded by the contractor and Engineer's/railway representative before realesing from site.

Loading, unloading and transportation of additional/balance Signal and telecom materials after completion of work or during execution of work, to and from Railway/RVNL other stores depot to and from the site of work. Note: This does not include transporatation of material from nominated depo to site and back or from site to site, which is to be done by contractor free of cost.
Installation and commissioning of 4 wire way station equipments, power supply unit at SP/SSP/Station/TSS/AEN/PWI/SI offices/Residences. The installation of way station equipment and power supply unit (supply covered under a separate item) shall be mounted on a MS angle rack. All the materials for installation, commissioning of 4 W equipment and power supply unit shall be provided by contractor.
Installation of emergency socket box including socket on the rail post in the section and yard at every one km. distance as per tapping chart supplied by the survey team. This will include wiring and termination of quad cable on the socket box mounted at 1 m height, clamped with 2 nos. U-Clamps, provision of concrete foundation of rail post in such a way that the rail post is one meter above the earth level. The concreting shall be in ratio of 1:3:6 of cement, sand and stone chips. The contractor shall jointly test with RVNL engineer for its satisfactory operation. This includes painting of Emergency socket post with alternate yellow and black strip of 6" width and painting of the socket box with grey colour paint and painting of arrows on the telephone posts/ cable markers to show the nearest Emergency socket as instructed by the engineer at site. RVNL will supply rails. Contractor should supply all other materials required. Cutting of rails to the required size shall be done by contractor.Rail posts and MS pipes of required lengths for fixing Emergency sockets will also be installed by the Contractor.
Supply and installation of OFC cable joint enclosure as per TEC No. G/OJC-01/03 Jan 99 or latest RDSO specification and splicing of optical fibre cables ( 24 Fibre) and testing.
Excavation for Jointing pit and provision of joint chamber of 1.2 mtr dia of 60 cm height with 2 piece cover on top and bottom cover with holes for drainage ( reinforcement drawing will be as per technical specification ) .This includes water cooling of chamber , backfilling and ramming of trench after laying and consolidated of soil as well as disposal of soil as per plan as advised by site engineer.
Supply and installation testing and commission of 2 Mb programmable primary digital drop insert multiplexer with conference facility as per specifications IRS: TC/68/2012 Rev. .0 Amendment 1 or latest RDSO specification and other stipulations of tender document.fully wired for 30 channels complete with power supply unit , remote control supervision facility and all other accessories installation materials, manuals etc.It should have facility to accomodate data interface cards in multi drop mode and should be able to support card needed for video conference. Installation of managed expandable rack and krone type MDF are covered in the scope of the work .

Supply and fixing of MS-'C' channel of size 100mm x 50mm x1200mm with suitable clamps as per drawing No.S&T/RE/78/2/76 and fitting to GI pipes 65/50mm (to be supplied by RVNL) of Spec.IS-1239/Part-I/Light with couplings and with suitable clamps onGirder Bridges without drilling holes in the girders. GI pipers are to be drilled with 6 holes of 1/4" dis. per meters around the pipe in zip zag manner before laying the 6 meters pipe all materials to be supplied by Contractor.
Supply & Placing of second class bricks of size 225X100X75 mm (9 Bricks per meter) horizontally breath wise in the trench after covering the laid cable with soft soil of 50 mm thickness
Supply and fixing of RCC cable route marker as per Drg.No.SK/ 12/10 with engraving of Signal/Telecom cable one side and Zonal Rly on other side as per Railway Practice and painting on both sides of marker with numbering with black paint (Colour of the cable route marker paint and numbering may be changed/decided by the RVNL Site incharge). The markers should be fixed for a maximum of 30 mtrs to locate the Signaling/Telecom cable path and the marker should be visible about one feet above the ground for the clear visibility, the remaining portion of marker should be buried in the ground. Whererver track crossing are available, RCC markers are to be provided on both sides of the track for easy identification. All required materials (Supply, painting, transportation to site and fixing) are to be aranged by the Contractor.
