   Bulk purchase [minimum 80 percent of net procurement quantity] will be made only from those sources who are appearing as Approved Vendors of RCF as available on UVAM as per RDSO Sub ID:3100249003 Wherever, Approving Agency has assessed the capacity cum capability of the firm and has cleared the source as Developmental vendor for placement of developmental order, developmental order up to 20% of NPQ may be placed on such sources subject to their name appearing as Developmental Vendors of RCF as available on UVAM without any conditional approval. The status of the firm will be reckoned as on the date of tender opening.    In Keeping with the Public Procurement (Preference to Make in India) Order, 2017, as amended, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quality and therefore public procurement of the item is restricted to Class I local suppliers only and the vendors who do not qualify to be Class I local suppliers should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class I local supplier for the tendered item participates in the tender it does so at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor.

For detailed instructions refer Para 15 of General Tender Conditions attached with NIT and/or available as Public Document on IREPS website Goods and Services/SCR. Failing which such benefit will not be extended to them.

   Firms who are eligible for bulk orders, are to quote for a quantity not less than 50% of the tendered quantity. Offers for quantity less than 50% of tendered quantity will be considered unresponsive and the offer will be summarily rejected.
