TENDER FOR OUTSOURCING OF SERVICES AND COMPREHENSIVE MAINTENANCE OF WATER SUPPLY AUTOMATION SYSTEM AND OTHER CONNECTED AUTOMATION SYSTEM MAINT WORK IN ARMY AREA JODHPUR

Out Sourcing of services for Operation and maintenance of complete SCADA system in three (03) shifts including Sunday & Holiday, excluding spare parts but including regular maintenance of complete SCADA water supply system including carrying out complete maintenance/servicing/ repairs of PLC Programmed ladder logic programming as required of all the sub system like PLC based control panel (with all accessories), breakdown maintenance and replacement of unserviceable minor parts by providing three Technician (one in each shift) with technical qualification of Two year ITI certificate issued/approved by NCVT (National council for vocational Training) in Instrumentation /Electrical/Electronic/computer science/Fitter general Mechanic with CNC Machine and experience in DCS/PLC Based system and having sound knowledge of PLC based SCADA system. Experience of Add In / Out block, connections & maintenance of logic program as per requirement of deptt/site condition. In three (03) shifts i.e 600 Hrs to 1400 Hrs,1400 Hrs to 2200 Hrs and 2200 Hrs to 0600Hrs complete all as specified and directed by Engr -in Charge. NOTE (A) :- (i) The estimated rate as per minimum wages works out to Rs. 88187/- per month for serial item No1, the tenderers/bidders shall have to quote more than Rs. 88187/- .(ii) In case the quoted rate in respect of serial item No 1 of BOQ is less than minimum wages rate as mentioned in Note (A) serial No (i), then such quoted bid shall be considered as non-bonafide bid & the same shall not be considered for acceptance. In such case, the lowest tenderer shall be determined by the lowest amount amongst valid/bonafide bids only. The tenderers should keep in mind above aspects while quoting their offer/tender. NOTE (B) :- (i) The Day to Day complain Register will be made as per the format provided by the Engr -in Charge and daily put up to Engr-in-Charge at 9.00 AM and 5.00PM (ii) In addition to above separate servicing record register will be maintained as per the format provided by the Engr -in Charge and shall be put up to JE E/M at 9 AM & 5 PM daily and weekly to be produced to Engr-in-Charge. (iii) The technicians employed for maintenance and repair of SCADA system should have sound knowledge of PLC system of RDS, Allen Braidly and Siemens. They have min 02 years Experience in the maintenance field of PLC based SCADA system. (iv) The rate for sundry item like cleaning cloth , filling of distilled water in battery, checking for wear and tear Ferrule ,lugs, O ring, grease, petroleum jelly, tool and plant etc required for servicing of the system shall be deemed to be included in the rate quoted by contractor. (v) It is the contractor’s responsibility for providing the staff during lock down / emergency with all needs of operator and technicians. (vi) Workers/daily staff shall be provided with the uniform & with all necessary T&P by the contractor.(vii) Obtaining Security asses and Police Verification will be the responsibility of contractor for the manpower employed by him.(viii) Contractor shall provide all tools and saftey equipments required for day to day working without any extra cost.(ix) Weekly off will be given to all manpower employed by contractor as per existing rules. Provision of reliever for each manpower employed by contractor shall deemed to include in item rate quoted.(x) Cleaning of installation and surrounding area will be the responsibilities of manpower employed by contractor and rate quoted for item shall deemed to include this provision.

Excavation in trenches not exceeding 1.5 mtr depth and 1.5 mtr wide and getting out all as specified and directed in soft loose soil

Returning, filling in, including spreading, leveling, watering and well ramming in layer not exceeding 25 cms thick after laying and testing of cable complete all as specified.

Removing of excavated material to a distance not exceeding 50 meter and depositing where directed at level not exceeding 1.5 meter above the starting point complete all as specified and as directed.

Supply and fix as in replacement sand cushioning with layer of sand before and after laying of cable in trenches as specified and as directed.

Supply & laying of well burnt brick sub class 'B" of size 23cm x 15cm x 10cm laid over sand cushioning for cable protection.

Maintaining the communication System By paying Charges of Broad Band Connection from BSNL-02 Nos at main PUMP HOUSE, Wi-Fi, GPRS System and establishing communication by relocating the position of antenna, reprogramming the system if required, The scope of work shall deemed to include cost of communication (i.e cost of broad band, static IP / Dynapic IP as suit to system and GPRS providing lifetime best internet service at all locations approx 24 places of communication) for recharging the system complete for eleven months including monitoring and control of the PHs through individual PLC based slave Panels and overall control through PLC based Master Panel modification of ckt and ADD/ On with I/O boxes shall be done with approval of GE after fool proof demo on site.Spare parts / relay or any parts reqd to be replaced shall be measured and paid for separately. After completion of contract all sim of GPRS system shall be deposited to Engr-in-charge.

Taking down carefully after disconnecting electrically to UNSV electric motor 3 phase of Electromechanical valves of size 400mm. Strip opening of motor replacement of complete winding with existing size supiriour enamelled copper winding wire , replacement of bearing of NDE/ DE as per site , re-assembling and testing upto entire satisfaction of Engr-in-Charge.

Taking down carefully after disconnecting electrically to UNSV electric motor single phase of Electromechanical valves of size 300mm/250mm/200mm/150mm/100mm/80mm . Strip opening of motor replacement of complete winding with existing size super enamelled copper winding wire , replacement of bearibg of NDE/ DE as per site , reassembling and testing upto entire satisfaction of Engr-in-Charge.
