Phase - I: Schedule "A" Part - I [Special repairs/ replacement of BER Lift ]:

Supplying, installing, testing & commissioning electrically operated 13 (884Kgs) Passenger lift, Speed 1.5 m/sec, lift with single speed motor 415 V, 3 Phase, AC 50 Hz supply confirming to IS 14665, suitable to serve G+05 upper floors with AC Variable Voltage & Variable Frequency drive (VVVF drive) complete with all standard accessories, simplex automatic & manual dual controlled operation with/without attendant, centre opening doors with door drive (electric motor driven mechanism), sliding stainless steel doors, automatic rescue device (ARD) system, 3D infrared sensor in full height of door & built in floor announcing system, hand set (03 Nos, one each in car, machine room & near ground floor landing door) including additions / alterations to existing lift well if any, all necessary civil works required in connection with erection of lift comprising of all the following provisions complete all as specified including dismantling of existing Lift complete alongwith its accessories of any description and transporting and depositing in MES store yard and provision of temporary wooden door shutters at each landing doors opening at all floor for safety of the users till installation of new lift complete all as specified and as directed by the Engineer-in-Charge.

Notes for item Nos. 1 & 2 above:- (a) All the walls inside the car should be mirror finish. The COP inside the car should be full length Dot Matrix push buttons and the LOP is of Dot Matrix push buttons panel with a minimum dimension of 350mmx100mm. Full lenght infra-red sensors all along the height for car door with automatic rescue/levelling device (ARD) (with + 5 mm) with suitable batteries, haul position digital indicators in car and all landing with call indicating lights etc including necessary joists and beams for mounting machine in the machine room including additional/alteration to existing lift well if any, all necessary civil works required in connection with erection of lifts complete all as specified. (b) Fire man switch placed a stainless steel silver finish enclosure. (c) Automatic rescue device (A.R.D) during power failure including manual operation provision with suitable capacity of battery designed for running the lift with full load along with ARD announcement system in case of power failure in English & Hindi.The ARD batteries shall be securely housed in a suitable battery box fabricated from 1.5 mm thick mild steel (MS) sheet, duly powder coated for corrosion resistance with an insulating mat provided inside to ensure electrical safety and prevent direct contact between the batteries and the metallic surface with suitable locking arrangemement. (d) Battery operated emergency light (LED ceiling fitting), alarm (speaker for emergency alarm system to be fixed) and stop button in car with rechargeable arrangement for battery . (e) Car ceiling should be stainless steel mirror finish with design of false ceiling approval from Engr-in-charge which includes 08 sleek circular LED light fitting of a minimum capacity of 06 Watt each, in the false ceiling. (f) Two numbers of cross flow fans for 13 passenger lift and one number cross flow fan for 08 passenger lift in false ceiling. (g) The floor of the car should be 20mm thick jet black granite.

(h) Non stop button and independent operation system. (i) Over load warning indicator both audio and visual type with tripping system having relays etc (overload protection/tripping system). (j) Front landing door and door frame of stainless steel mirror finish operations with a minimum time of 10 seconds and up to a maximum time of 30 seconds. (k) Car size shall be in confirmity with IS -3534-1976 and body to be stainless steel of 16 gauge Stainless Steel however the dimensions of the car floor may vary according the existing lift well. (l) Set of three in number limit switches at the bottom and top most position of lift hoist ways as specified in IS. (m) Hand rail 38mm round SS hairline finish (n) Specification plate with complete details of the lift and A3 sized acrylic board with six number of studs fit to one wall of the car cabin. (o) Continous earthing for machine and equipments. (p) Steel Wire rope of adequate size as per relevent IS and as per manufacturer specification (q) Other standard fixtures and fittings like guide rails, sheaves, counter weights with guards, buffers, gear unit breakes, control panel, locks, governor, car operational panel, power, control and trailing cables complete.

(r) Main drives and control shall be of latest, high effective and low power consumption. (s) Suitable phase reversal relay shall be provided on the controller to protect lift/equipment against phase reversal, phase failure and low voltage. (t) Car Travel - G+5 levels of approx 25 meters (u) Car Entrance : Auto door car operator with center opening stainless steel mirror finish sliding doors of 1.5 mm thick with full length vision panel (1800 mm x 350 mm for item No. 1 and 1800mmx300mm for item No.2) car doors. (v) Landing Entrance : Auto door landing mechanisms every floor with center opening stainless steel mirror finish sliding doors of 1.5 mm thick with full lenght vision panel (1800mmx300 mm for item No.2 and 1800mmx350mm for item No. 01) to match the car door full length vision panel. (w) Finish : Car cabin, Car doors and landing doors of stainless steel mirror finish. (x) Machine Unit - Gearless Machine unit (y) Signals - Emergency Alarm bell up/down,direction indicators, digital position indicator in car and landings,emergency stop etc. (z) Intercom of black colour to be connected. (aa) Provision of CCTV Camera, 3MP, 2K, made in India with 256GB Micro SD memory card housed in a stainless steel safety grill with small padlock complete fixed in lift car. A separate UPS with battery, suitable to provide a minimum of 15 minutes backup for the CCTV system, shall be installed in the machine room, and the power supply to the CCTV shall be connected from the UPS through an independent cable drawn along with the trailing cable. [ab] The contractor shall carry third party load testing for each lift installed once in every six months till defect liability period and shall submit staisfactory test results and the rate quoted shall be deemed to included for this provision. (ac) The COP shall comprise of the following Calls - All the floor indications, Non-Stop(NS), Stop, Open(<I>), Close(>I<), Up, Down, Call, Fan, Light, Alarm, ON-OFF Key to switch for Non-Stop function (ad) A safety instructions plate, duly embossed or laser printed on an SS 304 sheet, shall be riveted inside the lift car at a clearly visible location, displaying the content in English, Hindi, and Telugu with letters of sufficient size to be easily readable by the users as approved by the Enginee-in-Charge

(ae)Directional signs indicating the location of an accessible lift to transport persons with disabilities at all usable levels shall be provided at a location that is clearly visible from the accessible building entrance. The directional signs shall incorporate a representation of the International symbol of accessibility in compliance with Clause B-6.4.1 of NBC of India 2016. [af]Solid Cast Iron blocks only shall be used for Counterweight. No other castings shall be permitted. [ag] The mild steel machined guide rails shall only be permitted.The minimum thickness of guide rails shall be 16 mm for the car and 10 mm for the counterweight.

Note For Serial Item No. 1 to 2.4: The pre-dispatch factory inspection of the complete material shall be carried out at the manufacturer’s premises by a representative nominated by the Accepting Officer . A report shall be prepared duly signed by the representative of the manufacturer, contractor, and the representative of the Accepting Officer, and shall be approved by the Accepting Officer before dispatching the material from the manufacturer’s factory. The contractor, in liaison with the manufacturer, shall make all necessary arrangements for the inspection and intimate the department at least 15 days prior to the date of inspection.

Earthing complete with Galvanized steel earth plate electrode of size 600x600x6mm thick buried directly in ground with earth pit not less than 2.25m deep below the normal ground level with top edge of plate not less than 1.5m below normal GL connected with galvanised earth strip of size 32x6mm as earth lead by means of bolts, nuts, check nuts and washers of Galvanized iron or steel all as shown in electrical plate No. 3 of SSR Part-I connected to earthing test point all as specified or indicated including testing on completion and dismantling old earthing complete all as specified and as directed by the Engineer-in-Charge. [Notes: The unit rate shall be deemed to include for excavation & earth work in any type of soil, PCC (1:3:6) type C1 chamber, MS angle iron frame 40x40x6mm, RCC 1:2:4 type B-1 cover 40mm thick with 8mm dia steel reinforcement bars at 150mm c/c both ways, MS handle 12mm dia, CI funnel and wire mesh, GI watering pipe 20mm dia medium grade for watering, GI protection pipe light grade 40mm dia, earthing lead upto 7.5m including providing charcoal or coke and common salt in alternate layers of 15cm compacted thickness all around the electrode complete all as specified in preambles of SSR Part-II and as shown in plate No. 3 of SSR Part-I.]

S & F in repairs Earth continuity conductor or main earthing lead made of GI Strip of size 32 X 6mm, fixed to wall on batten or recess or chases or burried in ground or fixed to poles or any other indicated situation including drawing through GI Pipe for earthing etc. complete all as specified and as directed.

S & F MCCB 415 Volt, 16 KA, 4 Pole, 63 Amps capacity with sheet metal enclosure double door IK 08 and IP30 Protection mounting hole for easy wall mounting complete all as specified and as directed. [Make: Legrand/L& T/Siemens/ABB/C& S/Schneider/GE/BCH/Havells]

Supplying, laying and testing XLPE insulated and PVC sheathed, armoured heavy duty underground cable, ISI marked with aluminium stranded conductor 1100 Volt grade of size 3.5 Core, 50 Sqmm cross section suitable for earthed system, laying in trenches/duct/fixed to poles/drawn through pipes/sleeving through pipe in duct, including suitable size double compression copper stainless steel cable gland, crimping type cable lugs, sockets etc. including taking down of existing cables complete all as specified and as directed. Phase - II: [Comprehensive Maintenance after Defect liability Period]:

All as per description of item No. 7.10 but for second year after expiry of defects liability period.

Notes for Serial Item No. 7.10 to 7.30 above: [a] MANPOWER FOR MAINTENANCE OF 03 LIFTS: The contractor shall be required to employ Minimum 01 No. of lift Mechanic with sound knowledge and adequate experience Round the Clock. All the manpower employed shall report to Office of AGE [E/M]/ Complaint Cell for day to day maintenance and efficient operation of Lifts. [b] The rate quoted is deemed to be inclusive of supply and fixing of all Major and Minor Spares viz. Mechanical / Electrical / Electronic / LED Lights etc. as and when required for trouble free, smooth and efficient functioning of lifts including overhauling as and when required to all mechanical parts of lifts, Rewinding of Electric Motors, repair/maintenance of Gear Unit, repair / maintenance of Door Drive, Controllers, Pulleys, Limit Switches, Relays etc. complete all as directed by the Engineer-in-Charge. [c] All the safety measures including ARDs shall be ensured for serviceable condition round the clock and nothing extra shall be paid on these accounts. [d] The rate quoted shall be deemed to be inclusive of testing of each lift by Licensed Lift Inspector of Government of Andhra Pradesh once in every year with validity of one year or once in six months with validity of six months for worthiness of the Lift in respect of safety. Certificate issued by the Licensed Lift Inspector shall be submitted to the Engineer-in-Charge and a copy of Certificate shall be displayed in all Lift Cabins as directed by Engineer-in-Charge. [e] Emergency Light and necessary tools shall be available in a tool box in the shift for smooth functioning of lifts. [f] Conveyance and communication system like mobile phone etc. shall be provided by the contractor to all Lift Mechanics and Helpers. [g] The contractor shall abide by the latest Labour Rules and Minimum Wages Act. [h] Wages paid by the contractor to the persons employed shall not be less than the minimum wages fixed by State / Central Government from time to time whichever is higher.

[i] The contractor is responsible for making subscription towards insurance, EPF, ESI, Labour Welfare Cess etc., as applicable and shall pay Gratuity, Bonus etc to the Workmen as per existing Labour Rules / Acts / Regulations and rate quoted shall be deemed to be included for the same. [j] DRESS CODE: The contractor shall provide the workmen with Dark Blue Colour Uniform [Formal Pant & T-Shirt] with labels showing / printed i.e. "Name of the Firm and Designation" on Front and "GE [U-I] [V]" on the back of the T-Shirt along with protective clothing / gear. The contractor shall also provide shoes to the workers and the persons shall not be allowed to enter the work site without wearing shoes. [k] The contractor shall be responsible for all accidents / injuries happening to the workmen. Any accident causing Minor / Fatal Injury, Partial Disability due to any untoward incident or non-adherence to Safety and IE Regulations or fault in maintaining of Lifts System / Safety Mechanism or on account of any mishandling / wrong operation / lack of knowledge of safety precautions or on account of any circumstances beyond his/their control, the contractor shall be solely responsible for settling all claims of compensation to the deceased, failing which department will have a right to recover any sum indicated / claimed by Labour Commissioner / Court authorities. No claim whatsoever will be entertained in this regard. No compensation is payable by the department on this account. Contractor shall provide first aid boxes to meet any emergency situations. [l] Fortnight, Quarterly maintenance registers shall be maintained and signed by the site engineer and contractor. [Note for Item Nos. 1, 2 & 7.1 to 7.3 above: The Bidder shall upload a Memorandum of Understanding (MoU obtained from OEM of Lift)alongwith Valid Product Approval letter of the OEM of the lift by MES (i.e E-in-C’s Branch / any Command HQs/ADG, for the Design, Supply, Installation, Testing, Commissioning, and future maintenance of the lift. The MoU and Valid Product Approval letter from the OEM are required to be uploaded online alongwith Technical Bid, failing which the bid will be summarily rejected and the Financial Bid shall not be opened. No representation or correspondence in this regard shall be entertained.
