Financial Standing: The tenderers will be qualified only if they have minimum financial capabilities as below :- T1- Turnover: The bidder should have an aggregate financial turnover not less than1.5 times the advertised Bid value during the last three previous financial years and in the current financial year up to the date of opening of the tender. The audited balance sheet reflecting financial turnover certified by chartered accountant with her stamp, signature and membership number shall be considered. The averages turnover of JV will be based on percentage participation of each member. Audited and signed Balance Sheet (as on 31st March) and Income Statement for the 3 consecutive years in the last 4 financial years, as applicable, shall be submitted by the bidder. Example: Let member 1 has percentage participation = M and Member 2 has percentage =N, Let the averages annual turnover of member 1 is A and that of member 2 is B, then average annual turnover of JV will be = AM+BN 100 T2-Liquidity: It is necessary that the firm can withstand cash flow that the contract will require until payments received from the Employer. Liquidity therefore becomes an important consideration. This shall be seen from the last audited balance sheets and/or from the banking reference. Net current assets and/or documents including banking reference (as per proforma given in Appendix-13 of Form of Tender), should show that the applicant has access to or has available liquid assets, lines of credit and other financial means to meet cash flow 5% of this tender value(i.e Rs 42,58,377.00), net of applicant's commitments for other contracts, as certified by the CA. Banking reference should contain in clear terms the amount that bank will be in a position to lend for this work to the applicant/member of the Joint Venture/Consortium. In case the Net Current Assets (as seen from the Balance Sheets) are negative, only the Banking references will be considered. Otherwise the aggregate of the Net Current Assets and submitted Banking references will be considered for working out the Liquidity.
*Similar work means :- "Mechanized cleaning of coaches in Indian Railways" or On Board House Keeping of trains in Indian Railways or Mechanised cleaning in Central Govt. Hospitals/State Gov. Hospitals/ Central Govt. Establishment/ State Govt. Establishments/ Public Sector undertaking establishments or Mechanised cleaning in Indian Railways under Clean Train Station schemes or Works/ Service of Annual Maintenance and operation for Bio-Toilet/ Bio- Vaccum toilets in coaches of Indian Railways. or Mechanised cleaning and washing of linens in Laundries of Indian Railways or Mechanised cleaning of NSG1 or NSG2 stations in Indian Railways or Combination of above two or more works/ services".
The bidders shall be required to submit an undertaking certifying the truthfulness of all the documents submitted/uploaded along with the tender. This shall be mandatory in all bids. The bid shall be summarily rejected if the bidder fails to submit this undertaking along with the bid. (Format at Appendix -5 of FOT).
LIST OF SPECIFIED CHEMICALS AND OTHER CONSUMBALES (as per clause no C2.2(k) of ITT). This document must be signed on a date after the date of floating the tender. Only brands approved by Railway Board and Northeast Frontier Railway Headquarter. Note: Any bid without properly filled and signed Appendix - 9A & Appendix - 9B shall be summarily rejected.
