Project Management Consultancy Services for Basic and Detailed Design Engineering Cost Estimates Preparation of BoQ site activities supervision in respect to Misc. Civil Work for Setting Up 50 KTA Explosive Plant at Mandamari Dist Mancherial TS.

A) Mile Stone-A: 1. Visiting the Site for understanding site conditions, surrounding conditions, accessibility and approach. Soil Testing, Geo Technical Survey, Contouring as below mentioned for the proposed site. Boring of 150mm/100mm dia in soil strata and extraction of soil sample collection of UDS/DS sample and taking N value at different depth as per BIS code. Preparation of report and laboratory test of engineering properties of soil. a) Moisture content b) Specific Gravity c) Liquid Limit & Plastic Limit d) Sieve Analysis e) Collection of UDS sample f) Triaxial test for UDS sample g) Bulk Density h) Calculation of SBC at different depth i) CBR Test *Any other test apart from above mentioned may be carried out as per site condition, if required. 2. Carrying out detail Topographical & alignment of Survey Total Station Machine taking levels at necessary intervals & showing all features like existing road, electrical poles, transformers, road, building, existing structure etc. & preparation of topographical sheet mentioning levels in grids & continue and alignment plan showing all features as per the direction of engineer in charge. Boundary Wall demarcation / traversing of the land of 200 m x 200 m. 3. Design Engineering, Preparation of Technical Estimate, Drawing (including foundation and footings) and BOQ for entire facilities complying PESO rules (Explosive rules 2008, AN Rules 2012 and Petroleum Rules 2002) and other statutory body rules (as the case may be) i.e., Land Development through Filling and Compaction, Approach road and other facilities as mentioned above for Setting Up 50 KTA Bulk Explosive Plants, in consultation with IOCL. The above list of facilities is tentative. Any addition or deletion of facility may be incorporated as per the instruction of project in-charge based on the site condition and requirement. Allowable variation of quantity between the estimate and the actual work executed should be limited to 10%. Land Development through cutting, filling and compaction (if required) to be taken care at the time to preparation of estimate. 4. After carrying out the topographical survey, if it is felt that filling of earth is required in the proposed area, then topographical survey and soil test to be done 2nd time as above after filling and compaction for issuance of the final drawings. ________________________________________________________________________________________________________________________________________________________________________________________________________________ B) Mile Stone-B: Project Management: The scope of Project Management Consultancy services broadly includes the following activities 1. On final Submission of the documents (for A & B) the consultant shall prepare PERT chart, which shall be approved by IOCL representative. 2. Continuous supervision at site for all Civil works by a technical supervisor through deputation at the site (Having minimum qualification of Diploma in Civil engineering with at least three years work experience) from the date of commencement of work or as per the advice of the project in-charge (IOCL). 3. Review of contractor’s progress of work Fortnightly/Monthly overall work supervision by the consultant himself or his authorized competent person with equivalent OR higher experience than the person mentioned at para-2. 4. Testing and Quality certification of all civil jobs. 5. The consultant will certify the work executed along with recording measurement of day to day work executed. The monthly RA (running account) bill payable to the construction agency has to be certified with reference to the document submitted by contractor within 3 Days of their submission. 6. The consultant shall have liberty to give directions to the construction agency / contractor to stop the work if the work is improper or and of inferior quality after obtaining prior approval from project in-Charge (IOCL). However, the consultant shall be responsible for monitoring the progress and completion of all work as per time schedule. 7. All documents pertaining to the construction including periodical bills, progress reports, final bill etc are to be signed by the consultant or his authorized representative. 8. The work of the consultant shall be deemed to be completed after inspection and approval of the facilities by the PESO / Statutory authorities. 9. The consultant shall prepare as-built drawings after completion of the project complying PESO rules (Explosive rules 2008, AN Rules 2012 and Petroleum Rules 2002) and other statutory body rules (as the case may be), and also issue project completion & structural stability certificate by Chartered Engineer as required under relevant statutory provisions. This activity shall be completed as soon as possible but within 15 days of completion of all the Civil & Structural work by the construction vendor.
