Set of 120 Ah VRLA batteries consisting of 19 mono blocks (57 cells) of 6V, 120 Ah battery, with suitable steel trays for fixing in existing battery boxes, along with fixing arrangements, conforming to RDSO specification No. RDSO/PE/SPEC/AC/0009-2014 (Rev-2). Any modification or change as advised by RDSO will be carried out by the manufacturer.

Special Eligibility Criteria

   Bulk purchase will be made from those sources who are appearing as Approved Vendors of RCF (Item ID: 2400048) as available on UVAM. Wherever, Approving Agency has assessed the capacity cum capability of the firm and has cleared the source as Developmental vendor for placement of developmental order, developmental order up to 20% of NPQ may be placed on such sources subject to their name appearing as Developmental Vendors of RCF (Item ID: 2400048) as available on UVAM. The status of the firm shall be reckoned as on the date of tender opening and not thereafter. But in case of removal or suspension or banning, after opening the tender, such cases will be taken account while deciding tender and thereafter. If dealers are quoting on behalf of approved/developmental vendors then the dealer should submit the Tender Specific Authorization (TSA) from the approved Vendor/developmental vendors along with their offer as attached in the Annexure-II in GTC, failing which the offer will be summarily rejected.    In terms of Railway Board's letter No.2020/RS(G)/779/2/Pt. 1(E3322671) dated 20.08.2024 and in keeping with the Public Procurement (Preference to Make in India) Order, 2017 as amended, it has been found that there is sufficient local capacity and competition in supply of the tendered item of required quality and therefore public procurement of this tendered item is restricted to Class-I local suppliers only (Class-I local supplier means a supplier or service provider, whose goods, services or works offered for procurement,has local content equal to or more than 50%). The vendors who do not qualify to be Class-I local suppliers should not quote in the tender as their offers shall not be considered for any ordering. In case any vendor who does not qualify to be a Class-I local supplier for the tendered item participates in the tender, it doesso at its own risk and cost and Railways shall not be liable for any loss or damage caused to the vendor. Bidders are mandatorily required to furnish a self certificate (duly specifying description of the item and certificate should be of the date later than the tender publishing date) to the effect of their being a Class-I local supplier (as per PPP-MII order, 2017 as amended), for the tendered item, failing which their offer will be summarily rejected. In cases, where an authorized dealer/agent participates in the tender, the self certificate shall be submitted from OEM.

   The basic price of battery is based on M/s Hindustan Zinc Ltd.'s ex Chanderiya Lead Zinc smelter price of Rs.2,13,300 per MT (exclusive of all statutory duties and taxes) in its price circular prevailing as on "Date 29-06-2026" for lead purity 99.99%. The basic price will be subject to variation as follows:. For every increase/decrease of Rs.100.00 in M/s. HZL's ex-Chanderiya Lead Zinc Smelter base price of Lead purity 99.99%, the basic price of Set of 120 Ah VRLA batteries consisting of 19 mono blocks [57 cells] of 6V, 120 Ah battery (PL No. 45170113) will vary upward/downward as Rs.34.20 per set (exclusive of all statutory duties& taxes). The basic price of M/s HZL Lead purity 99.99% (ex- Chanderiya smelter) in its price circular prevalent one month (i.e., 30 days) prior to date of inspection call for offering the battery set for inspection will be considered for computing the PVC. In case of consignee inspection, the date of dispatch will be treated as date of inspection call offer for the purpose of price variation calculation for payment purpose.
