Further Details of this tender are as under:

1.0 Attention to Tenderer : If applicable, GST shall be deducted at source as per

scheduled rate according to GST rules. The tenderers are advised to study GST rules

before quoting their rate.

3.0 Digital Certificate:

3.1 Bidders who wish to participate in online tenders will have to procure / should have

legally valid Digital Certificate (Class III) as per Information Technology Act-2000

using which they can sign their electronic bids. Bidders can procure the same from

any of the license certifying Authority of India or can contact (n)code solutions- a

3.3 Bidders who already have a valid Digital certificate need not procure a new Digital

4.0 On line Submission of Bid.

4.1 Bidders can prepare & edit their offers number of times before tender submission

date & time. After tender submission date & time, bidder cannot edit their submitted

offer in any case. No written or online request in this regard shall be granted.

4.2 Tenderer shall submit their offer i.e. technical bid as well as price bid in Electronic

format on above mentioned website & Date shown above after Digitally signing the

5.0 Submission of Tender Fees, Bid Security and other valid Documents:

5.1 Tender Fee: Rs. 600/- (Rupees Six Hundred only) by Demand Draft in favour of "

Executive Engineer, Panchayat (R&B) Division, Surat”, payable at Surat from any

Nationalized/Scheduled Bank except Co-operative Bank. Demand draft issued after the

last date of submission of Bids will not be considered or accepted

5.2 Bid Security i.e. EMD: Rs. 2,200/-- (Rupees Two Thousand two Hundred Only)

in the form of DD/ FDR/BG in favour of " Executive Engineer, Panchayat(R&B)

Division, Surat" from any Nationalized / Scheduled Bank except Co-operative Bank.

BG shall be valid up to 180 Days. DD/FDR issued after the last date of submission of

tender will not be considered as valid or accepted in any case.

5.3 Other valid Documents required to be submitted by scanning:

b Bank Solvency of the Current Calendar Year i.e.

c Certificate from registering authority stating that the bidder has submitted deposit

certificate of S.S.N.N.L. with the registering authority.

5.4 FDR for E.M.D. & DD for tender fee shall be submitted in electronic format only

through online ( by scanning) while uploading the bid. This submission shall mean

that E.M.D. & tender fee are received for purpose of opening the bid. Accordingly

offer of those shall be opened whose E.M.D. & tender fee is received electronically.

However for the purpose of realization of FDR/D.D., bidder shall send the D.D./FDR

in original to S.E, at te time of tender opening or send the same through R.P.A.D. so

as to reach to Executive Engineer, Panchayat (R&B) Division, Surat within 7 days

from the last date of opening. Penaltative action for not submitting D.D. in

original to E.E. by bidder shall be initiated and action shall be taken for

abeyance of registration and cancellation of E-tendering code for one year as

per Government Circular Dt. 27-11-2008. F.D.R. for Exemption Certificate for

E.M.D. is not necessary. However Exemption Certificate shall have to be submitted

electronically through online. Any documents in supporting of bid shall be submitted

in electronic format only through online (by scanning) & hard copy will not be

accepted separately.

5.5 Bidder has to submit the valid documents as said in 5.1, 5.2 & 5.3 above and no

other condition in any form shall be considered at all, at the time of evaluation of the

tender i.e. The bidder shall have to submit unconditional offer without differing from any

of the tender condition. If any document is not submitting by scanning as per para. 5.1,

5.2 & 5.3 those Tender consider as non-responsive.

6.0 Opening of Tender:

6.1 Opening of bid documents will be held on Date & time shown above in the office of

Superintending Engineer, Panchayat (R&B) Circle, Surat, Nanpura, Opp. Dutch

6.2 Intending bidders or their representative who wish to remain present at the time of tender

opining can do so.

6.3 The offline technical evaluation of the tenders received on or before last date of

submission would be done and results will be displayed on website.

6.4 After successful completion of Technical Evaluation, price bid of only those bidders

would be opened online who are found to be substantially responsive.

8.0 General instructions:

8.1 The fees for on line tender document will not be refunded under any circumstances.

8.2 EMD in the form specified in tender document shall only be accepted.

8.3 Tenders without valid Tender document, fees, Earnest Money Deposit (EMD) and which

do not fulfill all or any of the condition or submitted incomplete in any respect will be

8.9 The R&B reserves the rights to reject any or all tenders without assigning any reason

8.10 GST is force from 1st July 2017 therefore all bidders are given instruction to quote rates

considering GST rules and regulations in force. No compliance will be considered regarding

GST by the Govt. R&B Deptt., Govt. of Gujarat.

8.11 If found necessary, contractor will be intimated for negotiation. He will be intimated

maximum three times within validity period for negotiation. If contractor does not respond in

time, his earnest money will be forfeited and his tender will be rejected. Paneltative action

will be taken on such contractor.

8.12 For Tender cost more than Rs. 2.50 lacs, 2% (percent) Tax deduction at source shall be made

(which includes 1% (one percent) for GST & 1% (one percent) for CGST) as per Govt. of

Gujarat, Finance Deptt.'s Circular No. : GST/1017/ 1097/GST Cell, Dtd. 15/09/2018 &
