Special Eligibility Criteria

   (a) Railway reserves the right to place purchase order for bulk or entire quantity on valid RDSO approved sources for Item ID: RDSO Item ID: 3100232, Sub item ID: 3100232005. (b) The status of the firm shall be reckoned as on the date of tender opening and not thereafter. But in case of downgrading / removal/ suspension or banning etc. after opening the tender, such changes will be taken in to account while deciding the tender. (c) Vendors approved by any centralized vendor approving agencies for developmental orders with condition of prototype approval and/or field trial, will not be considered for any ordering as per Railway Board letter No.2021/RS(G)/779/7 dated 09/05/2025. (d) Where there are not more than three Indian Suppliers categorized as Approved Vendor for a particular item, developmental vendors can be considered for placement of bulk order without any quantity restrictions. However, while considering such vendors, factors including past performance, capacity, delivery requirements, quantity under procurement, nature of item, outstanding order load etc. shall be considered in a transparent manner, subject to rates being reasonable. Quantity allocation among eligible vendors shall be based on pre-decided tender criteria. Such orders shall be treated as bulk order. (e) Authorized dealers of approved sources should submit the Tender specific authorization directly from OEM otherwise offer will be summarily rejected without any back reference and no representation will be entertained.

   Firm willing to avail benefits of Micro and Small Enterprises, must submit documentary evidence of being Micro or Small Enterprises for tendered item in the certificate issued by nodal agencies as per Public Procurement Policy (i.e., UDYAM REGISTRATION CERTIFICATE), failing which firms offers will be treated as Non-MSE firm. For detailed instructions refer Para 15 of General Tender Conditions attached with NIT and/or available as Public Document on IREPS website Goods and Services/SCR. Failing which such benefit will not be extended to them.

   If you are not a MSE or a consortia of MSEs formed by NSIC, please indicate percentage of sub contracts in execution of this tender that will be from Micro and small Enterprise (in percent of order value) with further breakup of MSE owned by SC/ST. (Information will be provided i n terms with 6 fields; Micro owned by SC, Micro owned by ST, Micro owned by others, Small industry owned by SC, Small industry owned by ST, Small industry owned by others, women owned MSEs).

   The offers shall be evaluated based on the GST rate as quoted by each bidder and same will be used for determining the inter se ranking. While submitting offer, it shall be the responsiblity of the bidder to ensure that they quote correct GST rate and HSN number.

   Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

   Validity of offer: No deviation is permitted for validity of offer. The bid having validity less than that stipulated in tender (to be reckoned from closing date of tender) shall be deemed as commercially unresponsive and is liable to be rejected.

   Offers with longer delivery period and offering FOR other than FOR destination are liable to be passed over and following condition will be applicable. "Purchaser reserves the right to place order on higher tenderer, in preference to lowest acceptable offer, in consideration of offer of earlier delivery. It should be noted that the higher tenderer will be liable to pay to the government the difference between the contract rate and of the lowest acceptable tenderer on the basis of final price, F.O.R destination including all elements of freight, sales tax, GST, local taxes, duties and other incidentals, in case of failure to complete supplies in terms of such order within the date of delivery specified in the tender and incorporated in the purchase order".
