1. Design, manufacture, supply, fabrication, erection, installation, testing and commissioning of grid connecting Solar PV plant of total 50 kWp including solar grade copper cable upto Solar Inverter, array junction boxes suitable for conditions prevailing at Prithi Mil Stn (Averipatti) Himachal Pradesh 31.450 N 77.630 E comprising of following sub components/sub systems and meeting the specifications as given subsequently & as directed. NOTE 1: (i) The design of Solar power plant to be vetted by NISE or Independent agency approved by MNRE. (ii)The installed system should be such that during the day, the power needs should be first met by Solar energy. In case the solar energy production is less than the required, the deficit power should be pulled automatically from the state government electric supply or DG set supply . All the while giving preference to complete consumption of solar energy first. There must also be provision for change over switch to use existing generators to power loads in case of power failure of State Govt or Solar system at night and during overcast conditions.
NOTE 2: To obtain 50kWP monocrystalline silicon solar PV modules not less than 330 Wp each with suitable no. of PV modules to make up total capacity of 50 KWp having module efficiency not less than 18 % at standard test conditions , with front cover high transmission low iron tempered glass with AR Coating , fill factor more than 0.74 , plant performance ratio more than 95 %. (i) Rated output of modules shall have positive tolerance of 3-5% & no negative tolerance is allowed. (ii) It shall perform satisfactorily in relative humidity 100% with temperature -15ºC to +60ºC (Cell) and should withstand wind 180 Km/Hr on the surface of the panel. (iii) PV modules must be warranted for their output peak watt capacity, which shall not be less than 90% of the initial value at the end of 10 years and 80% of the initial value at the end of 25 years.
(iv) Each module shall have RFID tag bearing the following details. RFID reader will be provided by contractor. ● Name of manufacturer of PV module ● Name of manufacturer of solar Cell ● Month and year of manufacture (Separated for cell & module) ● Country of origin (separately for solar cell & module) ● Peak wattage, Im, Vm and fill factor of the module. ● Date of year of obtaining IEC PV module qualification certificate including the test lab issuing IEC certificate. ● Unique serial No and model No of Module. ● I-V curve of Module (v) The temperature co-efficient for the module shall not be more than 0.50%/ºC . (vi) Every module must have by pass diode of suitable capacity. (vii) PV module must confirm to latest edition of IEC 61215/IS14286. In addition, the modules must conform to IEC 61730 Part-I & II for construction and testing & safety qualification. (viii) PV Module shall also be in conformity of latst minimum technical specifications issued by MNRE from time to time.
(ix) Provision of chemical earthing alongwith copper strip for earth for solar PV module/Array/ ACDB / inverter etc. as per latest IS/MNRE norms to be provided and the cost of the same is to be included in this item and no extra amount will be paid to the contractor on this account. (x) RFID reader to be provided by contractor. Make of solar PV panels : Havells/TATA power solar/ BHEL/ Vikram solar / Waaree (xi) Each module shall have RFID tag bearing the following details. RFID reader will be provided by contractor. PV module used in solar power project shall be as per para 2 (b) from (i) to (x) of E-in-C branch letter No 62888/ISWG/E4 (U5) dt 21 Jun 2017 as specified in particular specification and directed with performance guarantee for 25 years. (xii) The temperature co-efficient for the module shall be suitable for Averipatti (HP) climatic conditions. (xiii) Photovoltaic cell shall be of indian origin
2.. Module Mounting Structure:Design Supply, fixing, support structure MS hot dipped galvanised (80Microns) including PCC foundation for civil work (excavation, cutting, grouting, PCC etc.) and fixing the mounting arrangement suitable for PV solar modules & to withstand minimum horizontal wind speed of 150km/h The mounting structure is of mild steel hot dipped galvanised. The array structure shall be so designed that it will occupy minimum space without sacrificing the output from Solar PV panels. Nut bolts, supporting structures including module mounting structures shall have to be adequately protected from atmosphere and weather prevailing in the area. All fasteners shall be of stainless steel of grade SS316. Two numbers of anti-theft fasteners of stainless steel on two diagonally opposite corner of each module shall be provided. Note: Cost of interconnecting copper cables along with cable trays ( floor/ wall mounted ) suitable to accommodate solar grade cables & cables upto inverter is included in the item and no extra payment will be made to contractor
Lightning Protection for PV Array :- Design, supply & fix Lightning Arrestor of the required number of suitable Early Streamer Emission (ESE) lightning arrestors installed in the array field. Lightning arrestors/surge arrestors shall conform to IEC 60099-4 or IS:3070 except to the extent modified in the specifications. Arrestors shall be of hermetically sealed units, self-supporting construction, suitable for mounting on lattice type support with the following :- (I) ● The air terminal should be capable of racking the lightning stroke 60 micro seconds earlier as compare to passive lightning rod. (II)- ●The air terminal is Early Streamer Emission (E.S.E.) type which shall be fixed at the top of a GI elevation pole with base so as be at least 2 meters above the structure to be protected. Its height above roof level would be dependent on the level of protection and the protection radii required (III)● The air terminal should be working on the principle of early streamer emission using non-radioactve technology, needing no external power source (IV)● The air terminal is of stainless steel and it has qualified diameter to resist high values of lightning currents (V)● Roof connecting pipe should be capable of withstand in lightning strikes having dimension 50mm ID and 60mm OD. The terminal adaptor having inner dia 60mm OD.
NOTE:- (a) Cost of all equipments, copper strip upto earth test point etc are included in this item. (b) The cost of sufficient earthing for equipments lightning protection is deemed to be included in this item and no extra payment will be made to the contrator on this account.
3. Grid Inverter : Supply, fixing, testing and commissioning of 50 KW, 50 Hz ± 3 Hz (minimum) 3 phase 400V, 24A DTH <3% at nominal power inverter suitable to convert DC power of solar PV module/array to AC for further feeding to grid & conforming IEC-61683 for efficiency, IEC-62109(1&2) or equivalant for safety & IEC-62093 for reliability. The technical specifications shall be as given in Particular Specifications and Appx 'G' here-in-after. Make: Havells/Schnieder/ABB/Delta/Hitachi/ Waaree
5. Remote Monitoring complete systems including hardware and Modem/ Router shall facilitate monitoring of the performance of the Inverter/ inverters, energy yield, etc through LAN based or GSM based network. PC based inverter monitoring is also required for local monitoring of each system. a) Central recording of all system data b) Data transfer remotely for monitoring and evaluation c) High data backup d) Expansion possible with additional measuring modules e) Communication to the most diverse systems with different interfaces f) Compatible with the products of all leading inverter manufacturers.
Ground Development works All civil works associated with the installation & commissioning of PV Array shall have to be done by the Contractor. The Contractor shall specify and submit detail drawings indicating minimum space to be required for installation of indoor equipments as well as PV Array. All earthwork for clearing the site and foundation, PCC(1:3:6) in foundation, RCC (1:2:4) including reinforcement and formwork in foundation, column and base/ platform shall be done by contractor and cost thereof is deemed to be included in unit rate quoted by bidder against solar plant
Notes: The automatic isolation or islanding protection of SPV should be ensured for, no grid supply and low or over voltage conditions and within the required response time. Adequate rated fuses and fast acting circuit breakers on input and output side of the inverters and disconnect/isolating switches to isolate DC and AC system for maintaining shall be provided. Cost thereof is deemed to be included in unit rate of solar plant quoted by contractor.The contractor should provide for all internal safety and protecting mechanism for earthing, surge, DC ground fault, transients etc.
Servicing of ongrid Solar PV Plant of 50 KWP capacity from the date of installation/comissioning till completion of Defect Liability Period of two years to ensure the functioning serviceability of the plant efficiently with and including the maintanance spares and including servicing of the following on requirement basis as directed by Engineer-in-Charge:- NOTE;- 1. Technician shall be trained by TERI or other institutes approved by NISE under skill development program"Surya Mitra" approved by MNRE GOI. 2. The cost of comprehensive maintenance including spare parts of solar plant installed under this contract for two years from certified date of completion i.e. during defect liability period shall deemed to be included under item 1 of BOQ. bidder has to quote for servicing only under item 2 (this item)
(i) DC DBs
(ii) AC DBs
(iii) Connectors suitable for solar plant
(iv) Invertor communication relays
(v) Programming of invertors and system
(vi) Internal DC wiring
(vii) Maintenance of Photo voltic panels and invertor system to its original state.
(viii) Maintenance of batteries such as top up of distilled water, cleaning of battery posts, filling of battery terminal posts etc.
(ix) Dusting/cleaning of the PV solar panels as per maintenance schedule.
(x) Site visit of the engineer as per maintenance schedule
(xi) Emergency breakdown maintenance (response within 48 hours)
(xii) The plant should not remain shut for a period of more than 48 hrs after which penality will be imposed @ Rs 1000/day
(xii) Any other maintenance required at site for the efficiently working of the plant
(xiv) Detailed maintenance schedule is given under particualr specification here-in-after
Annual Comprehensive Maintenance for the period after Defect Liability Period all as speciefied under PS clause 10.7 on page no. 103 to 108 here-in-after and servicing as catered under BOQ Item 2.01 to 2.13 here -in - before and as directed NOTE; Unserviceable Spare parts shall be provided by the bidders and rate quoted by the bidders shall deem to include in the same and nothing extra shall be admissible on this account .
Excavation in post holes in hard/dense soil each n exc 0.5 Cum getting out, returning, filling in and ramming earth with broken rubble mixed with earth around, in layers n exc 25cm, watering and removing surplus soil to a distance n exc 50 mtr and making good surface complete all as specified and directed.
Excavation in trenches n exc 1.5m wide and n. exc 1.5m depth for foundation of pole, stay, laying cable and getting out hard/dense soil complete all as specified and directed.
PCC (1:3:6) type C-2 (using 40mm graded stone agg) as in foundations , boundary pillars, post including caps & base etc complete all as specified and directed.
Mild steel angle iron posts and struts in fencing including cutting tops to shape as directed, drilling holes, notching for wire, etc.; flat iron fillets (for securing wire mesh etc.) including all necessary drilling, bolting or riveting, etc., and similar work conforming to Fe-290 Gde E-16 complete all as specified and directed.
Galvanised 2 strand, steel barbed wire 2.24 mm dia barbed with 2mm dia barbs at 75mm spacings and straining and fixing to any type of standard rails including securing or tying at crossings with provision of galvanised mild steel wire, staples or steel pins etc complete all as specified and directed.
Preparation of new surfaces of steel of any description over 10cm in width or girth apply two coats of synthetic enamel paint over a coat of Red oxide primer complete all as specified and directed.
PCC (1:4:8) type D-2 using 40mm stone agg as in foundation of wall and mass concrete complete all as specified and directed.
Returning, filling in including spreding leveling, watering and well ramming in layers in hard/ dense soil n exc 25 cm thick complete all as specified and directed.
Removing excavated materials and depositing at a distance n. exc 50 Mtr at a level n exc 1.5 m above the starting point complete all as specified and directed.
Use and waste formwork to sides of concrete foundations, footings, bases of columns,beams,sides and soffits (if any) of foundation and plinth beams;and similar work; vertical or to batter complete all as specified and directed.
Reinforced cement concrete Type B-1 1:2:4 (20mm graded aggregate) for foundations, including footings, foundation beams;plinth beams; bases for columns,etc and mass concrete complete all as specifed and as directed.
Use and waste formwork to sides of pillars,posts, struts, piers, columns and stanchions complete above GL all as specified and directed.
Reinforced cement concrete type B1 1:2:4 (using 20mm stone aggregate) as in Columns, pillars, piers, posts and struts complete above GL all as specified and directed.
TMT bars 8 mm dia and over deformed bar cut to length bent to shape reqd including cranking and bending with mild steel wire (annealed) not less than 0.9 mm dia complete all as specified and directed.
TMT bar 6 to 8mm dia as in stirrups and binder with mild steel wire annealed not less than 0.9mm dia complete all as specified and directed.
20mm thick Granite (of any type) as in dado fixed over 15 mm thick rendering in CM 1:4 and jointed with grey cement slurry, and pointed with white cement with admixture of pigment to match the shade of granite stone including grinding and polishing complete all as specified and directed.
Mild steel framed work as in doors or gates of angle or other section with gusset plates, rails,braces, etc., complete, drilled for fixing of steel sheeting or other covering, Doors, etc. to be prepared for hanging or sliding with and including either hooks and hinges or steel hanging door fittings and hanging; also fastening and fixing complete all as specifed and as directed.
Sand cushioning for under ground cables provided with a layer of sand 8 cm deep before laying the cable and 15 cm depth after punning down and stretching the cable all as specified and directed.
Supply and lay well burnt as class ‘B’ bricks as mechanical protection to under ground cables laying with length of the bricks equal to the width of the trench all as specified and directed.
Supplying, laying, jointing and testing cables XLPE PVC insulated, IS 7098 (Part-I)- 1988 marked, screened, PVC sheathed, armoured electric power cable (heavy duty) with aluminium conductor for working voltage upto and including 1100 volts, cross sectional area of cable 120 sq mm 3.5 core laid in trenches/ fixed on pole/ wall/ passed through pipe complete all as specified and directed
Earthing complete with GI earth plate electrode 60x60cmx6 mm thick buried directly in ground earth pit not less than 2.25m deep below ground level with top edge of the plate not less than 1.5m below normal ground level connected to GI earth strip 32x6 mm dia protected by GI pipe light grade 40 mm dia, 20 mm medium grade for watering with funnel including test point up to 7.5 meter from earth pit, common salt, charcoal dust and connected to panel board/DB by means of bolts and nuts washers made out of GI all as shown in Electrical plate No 5 of SSR part I including necessary earth work and excavations in any type of soil PCC 1:2:4 type B1 chamber with 40mm thick RCC 1:2:4 type mix cover slab with 6mm dia MS bars at 100mm dia both ways with MS hook 6mm dia MS bars etc complete all as specified and directed.
Making good of road cutting for laying of cable by putting soil and stone aggregate watering and well ramming and sealing top surface by 75 mm thick PCC 1:2:4 type B-1 complete all as specified and directed.
