The Bidder must be a company registered under Indian Companies Act 1956 or the Partnership Act 1932.

The Bidder should have been in operation for at least 3 years as of 1st July 2025 as evidenced by the Certificate of Incorporation and Certificate of Commencement of Business issued by the Registrar of Companies, India.3

The bidder should be an IT Service Provider and/or an IT consulting service and/or in the business of providing IT consultancy and support services.

The bidder in the past 3 years ending 31st March 2025 shall have satisfactorily executed at least two Thales HSM equipment supply for any State Governments/PSU/Central Government/Private OR supplied two HSM Resource for a period of atleast one year for State Governments/PSU/Central Government/Private OR one Thales HSM equipment and one Thales Certified HSM Resource for a period on atleast one year for any State Governments/PSU/Central Government/Private

The bidders should not be a defaulter or a blacklisted firm in respect of any tender or contract in any of the Government departments/authorities/PSUs or companies

The bidder should have a turnover of atleast Rs 1 Crore in field (s) given in (iii) in an average for the last three accounting Years i.e. 2022-23, 2023-24, 2024-25 as evidenced by the audited accounts of the company. The Certificate of the Charted Accountant stating the same. Income tax returns for the last 3 financial years certified by the Chartered Accountant should have the UDIN number and the certificate should be available in UDIN website for verification by CeG
