Pre-Qualification Criteria
The bidder shall meet the following minimum eligibility criteria to qualify for participation in
the tender process:
1. Organizational Eligibility
The bidder must be a registered legal entity in India such as a company, firm, LLP,
AGENCY, Trust, or Society registered under relevant Acts.
The bidder must have been in existence for a minimum of 3 years as of the tender

4. EMD (Earnest Money Deposit): A refundable security deposit, aAgreementnting to Rs.
4,00,000/-, submitted by the bidder in the form of a Demand Draft to demonstrate the
seriousness of their bid. It is a precondition for the bid to be considered.
5. Tender Fee: A non-refundable fee of Rs. 10,000/- paid by the bidder for the purpose of
participating in the tender process.
6. Technical Proposal: The part of the bid submission that details the bidder's technical
approach, methodology, organizational experience, team composition, and understanding

IEC program is being undertaken, focusing on solid waste management and

Vadodara Municipal Corporation (VMC) is committed to improving urban sanitation, waste
management, and air quality under the Swachh Bharat Mission 2.0 (SBM 2.0), Nirmal
Gujarat 2.0, and the National Clean Air Programme (NCAP). Effective IEC (Information,
Education & Communication) and capacity building interventions are critical for ensuring
citizen participation, behavioral change, and successful program outcomes.
Raise awareness among citizens, institutions, and communities about solid waste
segregation, disposal, and recycling.
Promote actions to improve ambient air quality and reduce pollution levels in line
with NCAP targets.
Facilitate citizen engagement, participation, and monitoring of SBM 2.0 and related
Strengthen capacity of municipal staff, volunteers, and stakeholders for effective

3. Scope of Work
The selected agency/consultant will:
1. Design, develop, and implement IEC materials including wall murals, 3D paintings,
waste-to-art installations, signboards, floor games, guided trails, and selfie points.
2. Conduct educational and outreach programs such as workshops, competitions,
street plays, school eco-clubs, and citizen pledge drives.
3. Develop digital and technology-based interventions including mobile apps, digital
kiosks, audio-visual campaigns, social media engagement, QR code signages, and
online challenges.
4. Plan and execute community events and campaigns such as eco-fairs, Swachhata
Week, air quality awareness week, and door-to-door drives.
5. Monitor, report, and assess the impact of all IEC and capacity-building activities,
ensuring timely submission of weekly/monthly progress and post-event impact

GENERAL INSTRUCTIONS

11. As per the Bombay Stamp Rules Act 1958, Appendix 1, Article 5, the successful
bidder shall enter in to an Agreement with the Corporation on Rs. 300 Stamp Paper.

General Instruction to Bidders
1.1 INTRODUCTION
1.1.1 Municipal authorities are required to set up facilities for the disposal of Municipal
Solid Waste (MSW) in a scientific manner in accordance with the Solid Waste
Management Rules-2016.A key strategy under SBM -IEC is behaviour change
communication to ensure that sanitation as an issue is mainstreamed with the
general public at large and should cover issues of open defecation, prevention of
manual scavenging, hygiene practices, proper use and maintenance of toilet
facilities (household, community or otherwise), etc., and its related health and
environmental consequences. Communication material for behaviour change shall
be designed in consultation with the M/o Information and Broadcasting, M/o Health
& FamilyWelfare, and should be in sync with the material being used under SBM
1.1.2 Vadodara Municipal Corporation (VMC) is responsible for managing the
implementation of MSW projects in Vadodara which also includes Information,
Education & Communication (IEC) program to effectively implement the municipal
solid waste management projects in VadodaraCity.
1.1.3 Vadodara Municipal Corporation (VMC) invites detailed proposals (hereinafter
referred to as “Proposal”) for developing and implementation of the IEC program
for a period whole Swachh Bharat Mission in Vadodara. VMC will select Agency
among those submitting the Request for Proposal (TENDER) in accordance with the
method of selection.
1.1.4 The Agency/ Mass Media Companies are invited to submit proposals for developing
and undertaking the "IEC Program for Municipal Solid Waste Management" in
Vadodara. IEC program will aim to generate awareness about different aspects of
waste management through communication activities with wide reach and impact.
The proposed information, education and communication campaign (IEC) plan
envisages creating awareness for the general public – the generators of the municipal
solid waste and solicit their participation in segregation of waste at source, use of
waste management facilities provided by VMC and maximizing waste recycling and
waste reuse. The plan will ensure that the public understands environmental and
public health issues if the waste is not managed in an appropriate manner.
1.1.6 Agency/ Mass Media Companies must familiarize themselves with local conditions
and take them into account in preparing their proposals.
1.1.7 Each Agency shall submit a maximum of one (1) Proposal for the Project, in
response to this TENDER. Any Agency who submits more than one Proposal, either
individually or as a part of consortia, for the Project will be disqualified and cause
the disqualification of such consortia. The Bidder shall also be responsible and shall
pay for all of the costs associated with the preparation of its Proposal and its
participation in the bidding process.
1.1.8 If any dispute arises about the contract or any terms of contract, Municipal
Commissioner shall be the sole arbitrator and his decision would be final and
binding to both the parties.
1.2 CLARIFICATION AND AMENDMENT OF TENDER DOCUMENTS
1.2.1 Agency may request a clarification on any of the point related to Tender documents
on and before „Pre-Bid Meeting‟. Any request for clarification must be sent in
writing by paper mail, facsimile, or electronic mail to:

copies of the response to all Agency/ Mass Media Companies who have downloaded
the tender and duly intimated to VMC with proof purchase by showing the DD of
INR 10,000/-, otherwise the clarification will be put on VMC web site
1.2.2 At any time before the last date of submission of proposal, VMC may, for any
reason, whether at its own initiative or in response to a clarification requested by a
Agency, modify the TENDER documents by amendment. The amendment will be
sent in writing by facsimile or electronic mail to all Agency/ Mass Media
Companies and will be binding on them. VMC may extend the deadline for the
submission of proposal at its discretion.
1.3 PREPARATION OF TENDER
1.3.1 Agency/ Mass Media Companies are requested to submit Technical and Financial
Proposal simultaneously. All the documents submitted by the Agency/ Mass Media
Companies shall have to be in English.

1.3.2 In preparing the technical proposal, Agency/ Mass Media Companies are expected
to examine the documents comprising this TENDER in detail. Deficiencies in
providing the information requested, may result in the rejection of a proposal.
1.3.3 The technical proposal should provide the following information using the Technical
Proposal Forms (Section 4.0):

A brief description of the organisation's along with an outline of recent experience
on projects/ programmes of a similar nature which have been undertaken by the

Form 4C - Rationale and Context of Programme:
Mention the very basis for this programme i.e. IEC program in Vadodara, the
significance of “Municipal Solid Waste Management”, the relevant issues concerns
specific to Vadodara, including background information relevant to public
participation and awareness. The "Rationale” primarily should describe why the IEC
Programme, and the “Context” is about to present and discuss the relevant issues
related to public participation and awareness.
Form 4D - Programme Description:
The detailed programme description to demonstrate the agency/ Mass Media
Company‟s understanding of the programme requirements and constraints and to
propose how these would be addressed shall be submitted in Form 4D. The
programme description should include goal and objectives, approach, methodology,
intervention strategies, activity plan, monitoring and evaluation, programme
outcomes, networking and linkages, policy implications, dissemination and
advocacy, collaboration for similar projects/ programmes, and sustainability. The
proposal must be complete and comply with the scope and activities specified. The
objective of the write-up is to enable the VMC to evaluate the agency/ Mass Media
Company‟s understanding on the programme to be undertaken and shall not be
deemed to reflect the final scope of the programme.
The programme description shall comprise, but not be limited to the following:
a) An overview of the programme showing the appreciation and understanding of
the works that are required to be carried out in attaining the objectives of the
Programme including all tasks to be performed by the Agency.
b) Goal and specific Objectives for the proposed programme, which are to be

Program", what would be the intervention strategies, monitoring and
evaluation mechanism, and outcomes of the programme. The policy
implications of the programme at Vadodara, detail action plan, networking and

similar projects/ programmes and sustainability of the programme.

proposed programme within the time-frame indicated in Form 4G, activity
schedule. The proposed implementation plan must be submitted in the format
as per Form 4G indicating proposed sequence of activities, whether
independent, or in parallel to each other. The Action Plan should be in detail.
Form 4E & 4F - Details of Team Members/CVs
a) The qualification and relevant experience of the team including a list of past
and present assignments on awareness and sensitisation, community
awareness, in particular to Municipal Solid Waste management and creating
an enabling environment for community based prevention and management of
pollution, and programmes of similar in nature.
b) The AGENCY/ Mass Media shall provide an organogram (organisation's
chart) for the programme team showing names, responsibilities and reporting
lines of team members including task assigned to each team member.
c) The AGENCY/ Mass Media shall ensure that the team members shown in the
chart are sufficient for effective and complete delivery of activities and shall
not change the team in this organogram unless required by the VMC.
d) The organogram shall be supplemented by description of the roles and
responsibility and degree of involvement of each team member or post

proposed Team Members by candidate and the authorized representative
submitting the proposal.
The Agency shall submit their proposed Activity Schedule matching their
Programme Description in the prescribed Form 4G. The Agency may submit any
additional information they may consider most relevant to justify their capability but
not being covered in elsewhere in this TENDER.
1.3.4 The technical proposal shall not include any financial information.
Financial Proposal
1.3.5 In preparing the financial proposal, Agency/ Mass Media Companies are expected to
take into account the requirements and conditions of the TENDER documents. The
Financial Proposal should follow Sample Forms (Section 5.0). It lists detail costs
break-ups associated with the proposed programme.
1.3.6 The Technical and Financial Proposals shall remain valid for 120 days from the date
of submission of technical proposal. During this period, Agency/ Mass Media
Companies are expected to keep available the team members proposed for the
programme. The VMC will make its best effort to complete negotiations within this
period. However if VMC request the Agency/ Mass Media Companies to extend the
validity period of their proposal, the Agency will have the right to extend it without
financial conditions.
1.3.7 The price escalation or variation clause will not be accepted
1.4 SUBMISSION, RECEIPT, AND OPENING OF TECHNICAL AND
FINANCIAL PROPOSALS
1.4.1 The original proposals shall be prepared in indelible ink. It shall contain no
interlineations or overwriting, except as necessary to correct errors made by the
Agency itself. Any such corrections must be initialled by the person or persons who
sign(s) the proposals.
1.4.2 An authorized representative of the Agency initials all pages of the technical and
financial proposals. The representative's authorization is confirmed by a written
document accompanying the proposals.
1.4.3 The Agency shall prepare one (1) original and one (1) copy of the Technical
Proposal, clearly marked “ORIGINAL” and “COPY” respectively. In the event of
any discrepancy between the original and the copy, the original shall prevail. The
Financial Proposal shall be in one (1) ORIGINAL only.
1.4.4 The Agency is required to submit Technical Proposal simultaneously by 27th
April 2026 up to 16:00 hrs. Technical proposal shall need to be placed in one

1.4.6 The Envelope containing the technical proposals shall be opened immediately as
possible by VMC, after the closing time for submission of proposals.
1.5 AWARD OF PROGRAMME
1.5.1 The Programme will be awarded following successful negotiations with the eligible

Vadodara Municipal Corporation (VMC) invites tender from qualified and experienced Agency/
Mass Media Companies for undertaking the Information Education and Communication
(IEC) program for Solid Waste Management Activity for the period of Swachh Bharat
IEC program will aim to generate awareness about different aspects of waste management
through communication activities with wide reach and impact. The agency will be required to
demonstrate a grasp of the challenges in balancing mass media with localized social
mobilization strategies and maximizing interpersonal communication channels. The agency
should also have the capacity to develop and evaluate social communication programme/s.
Required expertise should also include developing creative material, media planning, media
executing, social mobilization and event management.
The IEC agency would be using print media, electronic media and art forms and would
organize events for advocacy, developing generator specific communication material,
training and capacity building and social mobilization activities. The agency would also be
required to contribute to develop and support a strategy to enable VMC to adapt/develop
materials and media plans to ensure relevance to the linguistic and cultural context.
The IEC agency is required to comply with the foresaid objective and scope of work.
The proposed information, education and communication campaign (IEC) plan envisages
creating awareness for the general public – the generators of the municipal solid waste and
solicit their participation in segregation of waste at source, use of waste management
facilities provided by VMC and maximizing waste recycling and waste reuse. The key
objective of this plan is to promote segregation at source, recycling of waste and in turn has
less reliance on the landfill sites.
1.3 SCOPE OF WORK
The campaign would make use of appropriate communication and training tools to generate
awareness and capacity building of different stakeholders involved in the process.
Mass media will be used to disseminate awareness at a broader scale. Public meetings will be
held with resident welfare associations to solicit their participation in the process. Group
meeting, audio-visual shows would be held at slums to mobilize their participation. Street
plays and performances would be organized at open places at commercial centres to spread
messages to people. Further, linkages would be established with schools, cinema theatres and
food chains to provide synergy to the campaign by educating public promoting such practices
within their premises.
The scope of work for carrying out a detailed Information, Education, and Communication
campaign has been divided into two stages.
Stage I: Development of material for effective communication at different level
Design and development of campaign messages – The Campaign messages will be of
multiple themes portraying various advantages of scientific waste management and
segregation, disadvantage of improper waste management practices, mechanism of waste
management. The AGENCY/ Mass Media Companies need to suggest themes of the
program development in the proposal.

Time allocated for development of communication material is one and half month from
signing of contract agreement with VMC. The total time of IEC program is a span of Swachh
Bharat Mission.
The time allowed for carrying out works shall be strictly observed and for any delay beyond
the stipulated time, AGENCY/Mass Media Company shall pay a penalty of 0.2 % of the a
Agreementnt for delayed work per day subject to maximum of 10% of the contract value.
1.5 TARGET AREA
The IEC campaign would be implemented within the limit of municipal limit of VMC. The
frequency and the distribution of programs within the target area will be finalised by VMC
and communicated to the successful AGENCY/Mass Media Company. The Agency should
strictly follow; the frequency and the program distribution of timelines provided by VMC, or-
else shall be subjected to a penalty of 0.2% of the aAgreementnt for delayed work per day
subjected to a maximum of 10 % of the contract value.
1.6 TARGET SEGMENT
The target population for the IEC campaign includes both waste generators and waste
collectors (safai karmacharis and waste loaders).
1.7 TEAM MEMBERS
The programme requires the AGENCY/ Mass Media to provide qualified and relevant
experienced team members. The desirable qualification of the team members could be Post
Graduate/ Graduate in Social Work/ Social Sciences/ Development Management/ Mass
Media or any other related discipline. The relevant experience of the team members could
include awareness and sensitisation, community awareness, in particular to Municipal Solid
Waste Management and creating an enabling environment for community based prevention
and management of pollution and programmes of similar in nature.
The Agency needs to submit organogram with CVs of key professionals to be deployed for
the project, details of support staff along with deployment schedule.
1.8 CO-ORDINATION WITH VMC
The basic mechanism for monitoring the programme would be through monthly status reports
as well as field visits, in which the month's activities, accomplishments, administrative issues,
and constraints faced and co-up with and suggestions would be described. Quarterly meetings
with the Agency would likely be sufficient in this case, attended by the authorised
representative of Agency and VMC. At these meetings, a thorough discussion of progress and
variances would take place.
1.9 PERFORMANCE SECURITY
“The successful agency shall be required to submit a Performance Security of Rs.
6,00,000/- (Rupees Six Lakh Only) in the form of a crossed Demand Draft issued by any
Nationalized Bank, payable at Vadodara, in favour of The Municipal Commissioner,

Communication (hereinafter called IEC)program in vadodara city (herein after
referred to as “the project”).
B. In terms of Article 3.9 of the Contract Agreement, the Agency is required to furnish to
VMC, an unconditional and irrevocable bank guarantee for an a Agreement of
Rs………………… (Rupees…………..only) as security for due and punctual
performance/discharge of its obligations under the Contract Agreement, relating to
completion of the project.
C. At the request of the Agency, the Guarantor has agreed to provide bank guarantee,
being these presents guaranteeing the due and punctual performance/discharge by the
Agency of its obligations relating to the Project.
NOW THEREFORE THIS DEED WITNESSETH AS FOLLOWS:
1. Capitalised terms used herein but not defined shall have the meaning assigned to them
respectively in the Contract Agreement.

In case of Consortium both the members would be included as Parties to the Agreement and collectively
referred to as “agency / Mass media company/ Consortium” as the context may require.
2. The Guarantor hereby irrevocably guarantees the due and punctual performance by
M/s.__________________ (hereinafter called “the Agency”) of all its obligations
relating to the Procurement and in connection with final delivery by the Agency in
accordance with the Contract Agreement.
3. The Guarantor shall, without demur, pay to VMC sums not exceeding in aggregate
Rs…………………….- (Rupees………….only), within five (5) calendar days of
receipt of a written demand therefor from VMC stating that the Company has failed to
meet its obligations under the Contract Agreement. The Guarantor shall not go into
the veracity of any breach or failure on the part of the Agency or validity of demand
so made by VMC and shall pay the aAgreementnt specified in the demand
notwithstanding any direction to the contrary given or any dispute whatsoever raised
by the Agency or any other Person. The Guarantor‟s obligations hereunder shall
subsist until all such demands are duly met and discharged in accordance with the
provisions hereof.
4. In order to give effect to this Guarantee, VMC shall be entitled to treat the Guarantor
as the principal debtor. The obligations of the Guarantor shall not be affected by any
variations in the terms and conditions of the Contract Agreement or other documents
or by the extension of time for performance granted to the Agency or
postponement/non exercise/ delayed exercise of any of its rights by VMC or any
indulgence shown by VMC to the Agency and the Guarantor shall not be relieved
from its obligations under this Guarantee on account of any such variation, extension,
postponement, non-exercise, delayed exercise of any of its rights by VMC or any
indulgence shown by VMC, provided nothing contained herein shall enlarge the
Guarantor‟s obligation hereunder.
5. This Guarantee shall be irrevocable and shall remain in full force and effect until
______3unless discharged/ released earlier by VMC in accordance with the provisions
of the Contract Agreement. The Guarantor‟s liability in aggregate be limited to a sum
of Rs…………….(Rupees ………… only).
6. This Guarantee shall not be affected by any change in the constitution or winding up
of the Agency/the Guarantor or any absorption, merger or amalgamation of the
agency / the Guarantor with any other Person.
7. The Guarantor has power to issue this guarantee and discharge the obligations
contemplated herein, and the undersigned is duly authorised to execute this Guarantee
pursuant to the power granted under ______________.

Vadodara Municipal Corporation (VMC)
This Agreement is executed on this [Date], at Vadodara, Gujarat, between the Vadodara
Municipal Corporation, acting through its Solid Waste Management Department
(hereinafter referred to as the “First Party”), and [Name of the Agency/Consultant]
(hereinafter referred to as the “Second Party”), wherein the parties agree as follows:
The Vadodara Municipal Corporation (VMC) is responsible for implementing various
urban sanitation, solid waste management, and environmental improvement initiatives under
the Swachh Bharat Mission 2.0 (SBM 2.0), Nirmal Gujarat 2.0, and the National Clean
Air Programme (NCAP).
The Second Party is engaged in providing IEC (Information, Education & Communication)
and capacity-building services relevant to the objectives of VMC and has been selected
through the tendering process for implementing the said project.
1. Purpose of the Agreement
This Agreement defines the terms and conditions under which the Second Party shall
undertake the Development and Implementation of IEC & Capacity Building Program
under SBM 2.0, Nirmal Gujarat 2.0, and NCAP for Vadodara city.
The objective is to strengthen public awareness, promote behavioral change, and ensure
citizen participation towards achieving a Clean, Green, and Air Pollution-Free Vadodara.
2. Obligations of the Second Party
The Second Party shall:
a) Undertake all IEC and capacity-building activities as per the Scope of Work,
Deliverables, and Specifications outlined in Tender Notice No. [Insert Tender Number]
dated [Insert Tender Date].
b) Execute the work as per the timelines, quality standards, and instructions issued by the
Solid Waste Management Department, VMC.
c) Maintain proper documentation, reports, photographs, and digital records of activities
d) Ensure compliance with all applicable laws, rules, and regulations governing municipal
and environmental operations.
e) Not sublet, transfer, or assign any part of the work without prior written approval from
3. Supervision and Payment
a) The First Party (VMC) shall supervise and monitor all services and deliverables executed
under this project.
b) Payments to the Second Party shall be made based on satisfactory completion of work
milestones and submission of reports, in accordance with the payment schedule specified in
the Work Order No. [Insert Work Order Number] dated [Insert Work Order Date].
c) All payments shall be subject to statutory deductions and applicable taxes as per
Government norms.
4. Compliance and Legal Provisions
a) Both parties agree to abide by all clauses, conditions, and obligations specified in the
Tender Document, Bid Proposal, and Work Order, which form integral parts of this
b) In case of any dispute, the decision of the Municipal Commissioner, Vadodara
Municipal Corporation shall be final and binding.
c) The Agreement shall be governed by the laws of India and subject to the jurisdiction of
Vadodara courts.
5. Validity and Modifications
This Agreement shall remain valid for the mission period or [Insert Duration] from the date
of signing, unless terminated earlier under the conditions specified herein.
Any modification, extension, or renewal shall be valid only if made in writing and mutually
agreed upon by both parties.
