Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The KNNL reserves the right of rejecting all or any of the tenders without assigning any reasonsribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

If the percentage quoted by Contractor for work is below 90 Percentage of the estimated amount put to tender or recast amount put to tender, then successful bidder shall furnish an Additional Performance Security in the form of Bank Guarantee for an amount equal to the difference between the cost as per quoted percentage and 90Percentage of the estimated amount put to tender or recast amount put to tender. In case of contractor quotation rates above the 125 Percentage of the estimated rates then the amount over and above 125 Percentage will be withheld during the progress of work. The additional performance security will be released proportionately to the bill amount till the contractor achieves progress of the entire cost of the work as per the agreement.

All the above original certificates shall be produced at the time of opening of tenders for verification. Contractors who will not produce original certificates at the time of opening liable for rejection.

If any of the dates mentioned above happens to be a general holiday the next working day holds good.

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever

Corrigendum will be published in the website http://kppp.karnataka.gov.infor all modification/ corrections if any.

A monthly programmed of works has to be submitted by successful bidder at the time of concluding agreement.

If any certificate/ information furnished by the bidder is found false, such bidder will be disqualified at the time of evaluation

The validity period for E.M.D. shall be for a minimum period of 90 plus 45 days from the date of opening of tenders.

The agency should upload all documents. The agency which has been blacklisted will be disqualified from the tender process.

As per proceedings of the Government of Karnataka and Government Order No. LD 300 LET 2006 Bangalore dated 18.01.2007 and Corrigendum dated 28.02.2007, 1% of the amount of cost approved as per the tender notification will be deducted from the bill at the time of payment as cess for the Karnataka State Building & Other Construction Works Welfare Board.

Mandatory Entry in Contract Management Module: As per the Government of Karnataka Notification No. FD 758 Exp-12/2023 dated 09.07.2024, implementation of the Contract Management Module on the Karnataka Public Procurement Portal (KPPP) is mandatory. The successful bidding agency/contractor shall strictly create the project activity schedules, define milestones, and enter day-to-day physical and financial progress directly into the Contract Management Module of the portal as per the prevailing government rules and timelines

Royalty on Minor Minerals (MDP) As per the Karnataka Upakhanija Riyayithi (Minor Mineral Concession) Rules 1994 read with the amendment Rules dated 17.03.2023, and Government of Karnataka/KNNL Circular the successful bidder shall procure minor minerals (sand, jelly/gravel, murrum, stone, etc. required for the work only from authorised mineral lease/quarry licence holders, and shall produce valid Mineral Dispatch Permits (MDP)/royalty payment receipts for the quantity of minerals utilised in the work along with each Running Account Bill, for verification by the Department. Use of minerals procured from unauthorised sources shall not be permitted. Where minerals are found to have been used without a valid MDP/royalty payment, royalty at 5 times the prescribed rate, together with 40 percentage Government Advance Premium (AP) and 10 percentage District Mineral Foundation Trust contribution thereon, shall be recovered from the contractors bills, besides other penal/contractual action as deemed fit by the Department.
