Eligibility Criteria

Tenders from Joint ventures are not acceptable.

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

Bidders shall ensure upload of relevant document as prescribed in the tender document.

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

A copy of the KPWD Class-1 and above Electrical License Certificate

A copy of the valid Employees Provident Fund (EPF) registration Certificate

Each tenderer must pay specified full E.M.D. in the KPP platform through any of the payment modes as:- a) Credit card b) Direct Debit c)National Electronic fund transfer (NEFT) d)Over the counter (OTC). Tenders without valid E.M.D. shall be rejected

The annual turnover of intending bidder shall not be less than amount put to tender i.e., Rs.49.33 Lakhs in any two financial years during the last 5 years i.e, from 2021-22 to 2025-26 (in all Classes of Civil Engineering Construction works only). The audit Profit and Loss account certified by a practicing Chartered Accountant duly showing with UDIN i.e (Unique Document Identification Number) along with income tax return should be uploaded. The turnover of previous years will be updated to the present value of the year 2026-27 giving weightage of 10% for each previous year turnover value

The intending bidder should have in last five years i.e., from 2021-22 to 2025-26 satisfactorily completed (at least 90% of the contract value) as a prime contractor at least one similar nature of work such as transformer repair work of value not less than 50% of the estimate value of amount put to tender i.e., Rs.24.66 Lakhs. The Work done certificates obtained from the officer not below rank of Executive Engineer should be uploaded. The work done value of the previous year shall be updated to preset price level of 2026-27 at 10% per annum

Tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value. The available tender capacity will be calculated as under:Assessed available tender capacity is equal to AXNX2.5-B, where A is Maximum value of works executed in any one year during the last five years (updated to 2025-26 price level) taking into account the completed as well as works in progress. N is Number of years prescribed for completion of the works for which tenders are invited. B is Value, at 2025-26 price level, of existing commitments and on-going works to be completed during the next 3/12year (period of completion of the works for which Tender are invited) form the probable date of Award of this contract. Note:The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent

1.All the documents must be attested, scanned and uploaded. 2.The contractor should neither make any alteration in the conditions of contract or not stipulate any conditions of his own. 3.The Electronic document i.e., Financial bid of all the participated bidder will be opened after approval of the technical bidqualification among eligible bidders the lowest bidder will be identified. If the lowest bidder fails to produce the original documents for entering into an agreement or the original documents submitted does not match with the uploaded documents or found false, then his bid is treated as non-responsive bid as per clause-26(4) of the KTPP rules & his name would be recommended for the removal from the select list of KPWD enrolment and barred from participation in any of the tenders invited by the KNNL apart from forfeiting the EMD paid through e-cash. 4.Evaluation will be done based on the information provided by the contractor as per the document uploaded through KPPP portalthe correctness of the uploaded document will be verified if necessary. 5.Any bidders who is otherwise technically qualified withdraws from the bidding process at any stage before a final decisions taken on the tender, the EMD of such bidder shall be forfeited, the name of such bidder shall be recommended for removal from the KPWD contractors at least for a minimum period of one year in KNNL, besides making such bidders liable for black listing. 6.Any of the bidder who withdraws from the bidding process after completion of tender submission date at any stage before a final decision taken on the tender, the EMD of such bidder shall be forfeited and the name of such bidder shall be removed from the select list of KPWD registration and barred from participation in any of the tenders invited by KNNL thereafter. 7.GST: (a) In KPPP it is mentioned as Inclusive of all taxes where as rates uploaded are exclusive of GST. Agency has to quote the rates exclusive of GST. GST will be added at prevailing rates at the time of Agreement. 8.Estimate rates are excluding GST as per common SR 2023-24 and prevailing GST(18% of Amount put to tender) amount is kept in form of overhead in sanctioned estimate according to guidelines in common SR (GO:PWD 86 RDF 2022 BangalureDt: 15.11.2023). Therefore, amount put to Tender and ECV amount are excluding GST, KPPP-PORTAL format has No Options to add GST Separately at stage of Draft Tender Schedule Process for Over All amount put to Tender, tender has been inviting through an Option with INCLUSIVE. But the item wise rates do not include GST. Hence, GST will be paid separately for the quoted amount accordingly. Declaration Certificate must be attached mandatorily. 9.The bidders shall ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of KPPP portal on or before the last date of bid submission (Through Electronic Media). 10.The tenderer is required to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The department shall not be responsible for non-accessibility of KPPP portaldue to internet connectivity issues and technical glitches.

11.Even though the agency/firm meets the qualifying criteria, they are subjected to disqualification if they have made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements and incomplete filling of details in the prequalification document. 12.The evaluation of pre-qualification will be done based on the information provided by the contractor as per the documents uploaded through KPPP portal. The correctness of the uploaded documents will be verified if necessary. 13.For any appeals, the Appellate Authority for works below 2.5 crores will be the Managing Director, Karnataka Neeravari Nigama Ltd, Bengaluru & for works above 2.5 crores, will be the Secreatory to the Government, Water Resource Department, Bengaluru. 14.Conditional tenders will be rejected. The officer competent to accept the tender shall have the right to reject any or all the tender without assigning any reason whatsoever. 15.Taxes will be deducted at the prevailing rates. 16.The intending bidders are advised to visit the site of work before attending and also submitting their tenders. 17.Karnataka Neeravari Nigam Ltd., Reserves the right to verify the correctness of the statements and documents furnished and inspect the jobs executed by the agency/firm, if found necessary. 18.The Tenders are invited as per Standard tender Bid Document of KW-2. 19.All relevant documents as per the KNNL need to be uploaded while submitting bid in general documents provision in KPPP portal. 20.Contractors should follow strictly prevailing rules of labour act. 21.Bidders should not be under any declaration of ineligibility for corrupt and Fraudulent practices issued by Government of Karnataka. 22.Scanned Signature of the Bidder/Authorized Representative incase of firm/company to be attached while uploading bid documents along with valid power of attorney. 23.The officer competent to accept the tenders shall have the right to reject any or all the tenders without assigning any reason and whatsoever. 24.The Contractor should adhere to the accepted execution plan submitted by his under any circumstances without linking to the pending payment of the work & also land acquisition problem if any. 25.Considering the availability of funds, the bill of the Agency will be paid. 26.Tenders from Joint ventures are not acceptable. 27.Relevant documents must be uploaded wherever necessary. 28.If any of the dates mentioned in the Calendar of events happened to be declared holiday, the next working day holds good for event. 29.Bidder should having Annual Turnover of more than Rs.100.00crores shall submit GST E-Invoice, while claiming the Bills under the above work. 30.The uploaded drawings are for Tender purpose only. 31.Further information about tendering can be had from https://kppp.karnataka.gov.in/portal/portal-home and office of the undersigned during office hours. (08373-297332). 32Further corrigendum/ modifications/ corrections/ addendum if any can be had from https://kppp.karnataka.gov.in/portal/portal-home. 33.The officer competent to accept the tender reserves the right of cancelling/rejecting all or any of the tenders without assigning any reasons what so ever. 34.The selected bidder should produce MDP Copy while submitting the Bill from the Competitive Authority, authorized by the Mines and Geology Department of Karnataka. 5 times of royalty amount 40% of extra amount of royalty amount and 10% of royalty amount deducted towards of Mines Department in the absence MDP. (As per Govt order Ltr No. M&GD/DCB/2023-24 Dt: 07.11.2023). 35.The contractor should adhere to the accepted execution plan submitted by his under any circumstances without linking to the pending payment of the work and also land acquisition problem if any
