Tender Basic Information
OPERATION AND COMPREHENSIVE MAINTENANCE SERVICE CONTRACT FOR 2 YEAR FOR THALTEJ
CREMATORIUM THALTEJ WARD, NORTH WEST ZONE, AHMEDABAD MUNICIPAL CORPORATION,
1. The Dy. Municipal Commissioner AMC, Ahmedabad Municipal Corporation, invites
detailed bid from interested parties for the above work by AMC, at Ahmedabad
Municipal Corporation, Ahmadabad, Gujarat’.
The Site is located at Thaltej Cremation, North West Zone, Thaltej, Ahmedabad,
‘OPERATION AND COMPREHENSIVE MAINTENANCE SERVICE CONTRACT FOR THALTEJ
CREMATORIUM THALTEJ WARD, NORTH WEST ZONE, AHMEDABAD MUNICIPAL CORPORATION,
AHMEDABAD(TENDER FOR 2 YEAR) - AHMEDABAD in totality shall comprise of the total scope of
works mentioned in BOQ.
3. Schedule of Work
The date of commencement of the Work shall be within 15 days of acceptance of the
financial offer from the technically qualified bidder by the Client and issuance of Work
order (WO) “DAY” and the completion will be within Twenty Four (24) Months from the
date of commencement.
4. Bid documents:
Tenderers are advised to go through carefully the complete set of documents provided
by the Client in connection with this contract. You are requested to keep this
information confidential to yourself, your employees and consultants in the interest of
the project as well as your own interest in the project.
Tender documents are available on the Website of http://tender.nprocure.com/ and
downloads the same from the website, DD towards the cost of the document can
enclosed with the application in a separate envelope- 1 marked distinctly as
“Application Fee”. Application without cost of document (Application Fee) shall not
be considered at all and shall be rejected as “Un-Responsive”.

5. Packing and Submission of Bids:
A. Completed technical bid Tender (hard copy) shall be submitted to office of Assistant

Patel Bhavan”, Danapith, Ahmedabad - 380 001.Tel No: 079-27556633, Fax No: 079-
B. Tenderers will pack together in one box/envelope, mark it distinctly and submit the
same at the address provided by the client. The box/envelope should contain the
following three separately sealed and marked envelopes. The Tender documents will
be submitted in original & duplicate. Tenders received after the due date and time of
submission will not be accepted and shall be rejected as Un-Responsive.
(i) Envelope No.1 Should be marked as EMD (Envelope –1) and should contain the
a) Earnest Money Deposit and Tender Fee for the amount and in the manner specified in
Principal Aspect.
(ii) Envelope No.2 Should be clearly marked as “Volume – 1, Volume – 3 and Volume 4”
(Envelope –2) and should contain the following:
a) Letter from Tenderer, accepting all terms, conditions and technical specifications
of the tender without any modification, alterations or conditions to the same
including Drawings and Specification as intended to achieve architectural look
and requirement. If any such modifications, alterations are made or any special
conditions attached, the tender is liable to be out rightly rejected.
b) Every Tenderer should furnish along with his tender the applicant’s PAN Number, a
copy of the applicant’s latest income-tax return should also be submitted along
with the VAT clearance certificates as well as details of any attachments,
prohibiting orders, or any other pending proceedings in connection with the filing
of the returns.
d) The Tenderer should submit a declaration disclosing all Work for which he has
already entered into contract, the value of work that remains to be executed in
each such contract, while submitting the tender and details of any disputes
pending in respect of any such contract whether in a court or any other Forum or
under discussion / negotiation with the other party to such contracts.
e) Every Tenderer should furnish along with his tender the Work Contract Tax, VAT,
Service Tax and copies of their Registration Certificate along with
acknowledgement of up to date filed return duly attested by Registered Chartered
f) Certified copies of Registration Certificate, issued by the Registrar of Companies, in
case the applicant is a Company; or a certificate issued by Registrar of Firms
indicating names of partners and their address. In case of a company the
applicant has to furnish the following documents:
• MOA (Memorandum of Association) and AOA (Articles of
• Resolution of the Board of Directors authorizing the signatory to sign
the Tender documents; In case of Partnership the applicant has to
furnish the following:

g) ESI and PF registration with authorities in case of all applicants.
h) The contractor shall submit an undertaking that there is no condition attached with
the Financial Bid.
i) Any other relevant documents as desired by the tenderer.
j) The Tenderer shall submit the site organization chart as mentioned in the Annexure-

Material and passenger hoists proposed to be deployed at Project site and get
approval prior to use for work.
l) Audited balance sheet of last five financial years.

stamped with duplicate copy.
(iii) Envelope No.3 Should be marked as “Price Bid” (Volume - 2) and should contain the

C. Pre-bid meeting
Any Queries, clarifications, comments and or suggestions regarding the tender
or the work shall be submitted in writing to the as per memorandum of work. Pre-Bid

to all tenderers. Addendum if any required shall be published on the website 48 hours

6. Acceptance/ Rejection of tenders:
Tenders not accompanied with EMD in Envelope-1 and prequalification document
(Refer Vol. 1- Form A, B, C, D and SCHEDULE I, II, III) shall be rejected and also the tenders
that are not properly filled, not signed, not stamped or mutilated or having missing
pages or with incorrect, inaccurate calculations or generally not complying with the
conditions shall be rejected.
In case of domestic tenderers, the tender must be accompanied by an Income-Tax
Clearance Certificate for the last three financial years. In case it is not possible to furnish
such a certificate, the tenderer should submit with the tender, information regarding
the Income-tax, circle or ward of the district in which he is assessed for Income Tax,
reference number of the assessment and the assessment year. If a tender is submitted
without complying with these requirements, it is liable to be rejected outright.
Canvassing, lobbying or solicitation in connection to the tender with the client, its
directors, managers or employees as well as any other persons strictly prohibited and
tender submitted by tenderers who resort to such activities shall be liable to rejection.
The acceptance of a tender shall rest with the Client (Ahmedabad Municipal
Corporation) and their authorized representative who does not bind itself to accept
the lowest tender and reserves to itself the right to reject any or all the tenders received
without assigning any reason(s) whatsoever. Non-acceptance of any tender shall not
make the Client liable for any compensation or damages.
At any time prior to the Tender submission date the Client may, for any reason, whether
on its own initiative or in response to a clarification requested by a tenderer may
amend the Tender documents by issuing an Addendum or addendums (The
“Addendum”) thereto.
The Addendums shall be notified on website.
The amended clauses shall substitute the existing clause of the tender document
without bringing any further changes in the Tender Document, and after such
amendment the tender document shall be construed and interpreted accordingly.
Tenders containing any uncalled remarks or additional conditions or amendments by
the applicant shall not only make the tender liable for rejection but shall also result in
forfeiture of the EMD amount by the Client.
The Tenderer shall bear all costs and expenses regarding the preparation and
submission of the tender Document to the Client, without any recourse or
reimbursement from the Client for the same.
7. Award of Contract
The Employer will award the Contract to the Bidder whose Bid has been determined to
be substantially responsive to the Bidding documents and who has offered the lowest
evaluated Bid Price.
8. Employer's Right to Accept any Bid and to Reject any or all Bids
The Employer reserves the right to accept or reject any Bid, and to cancel the Bidding
process and reject all Bids, at any time prior to the award of Contract, without thereby
incurring any liability to the affected Bidder or Bidders or any obligation to inform the
affected Bidder or Bidders of the grounds for the Employer's action.
9. Notification of Award and Signing of Agreement
The Bidder whose Bid has been accepted will be notified of the award by the
Employer prior to expiration of the Bid validity period by writing, facsimile or e-mail
confirmed by registered letter. This letter (hereinafter and in the Conditions of
Contract called the "Letter of Acceptance") will state the sum that the Employer will
pay the Contractor in consideration of the execution, completion, and maintenance
of the Works by the Contractor as prescribed by the Contract (hereinafter and in the
Contract called the "Contract Price").
The notification of award will constitute the formation of the Contract, subject only to
the furnishing of a Performance Security in accordance with the provisions of
The agreement will incorporate all correspondences between the Employer and the
Successful Bidder. It will be signed by the Employer and the Successful Bidder.
Upon the furnishing by the Successful Bidder of the Performance Security, the
Employer will promptly notify the other Bidders that their Bids have been unsuccessful.
10. Earnest Money Deposit: (E.M.D)
Earnest Money Deposit (as mentioned in memorandum of work) in the form of Demand
Draft / Bank Guarantee (format enclosed) shall be valid for at least 150 days from the
last date of tender submission, and the same should be submitted along with the
Tender as Per Envelope-1. The Demand Draft should be in favor of Municipal
Commissioner, payable at Ahmedabad, in case of bank guarantee the same
should be submitted as per Performa of bank guarantee for EMD and the same should
be submitted along with the Tender as per Envelope-1.
E.M.Ds of the unsuccessful tenderers (From L4 to remaining) will be returned within
days from the date of opening of the Financial Bid.
E.M.Ds shall be forfeited if the selected Contractor for the work fails to submit the
prescribed performance guarantee and sign the prescribed agreement (LOI) and / or
fails to start the work within FIFTEEN DAYS of Issuance of the Work order.
EMDs of L2 and L3 Tenderers shall be released after 30 days of the Award of the work
has been assigned.
The E.M.Ds of the successful tenderer shall be retained by the Client and shall be
returned to the Contractor after his furnishing a Bank Guarantee for performance in an
approved format and to the satisfaction of Client.
The EMD shall not bear any interest, whatsoever for the entire time period till it is with

acceptance of his offer, the earnest money paid for this work will be forfeited and

No contract will be awarded except to responsible bidders capable of performing the
class of work contemplated. Before the award of the contract, any bidder may be
required to show that he has the necessary facilities, experience, ability and financial
resources to perform the work in satisfactory manner within the time stipulated.
Contractor may be required to furnish the department with the statement as to their
experience and their financial status. (To include Technical staff to be appointed for Site
and at Office for co-ordination)
11. Period of Tender Validity:
The tender shall remain valid for acceptance for a period of 120 Days from the last
date of submission of the tenders. If any tenderer withdraws his tender before the said
period or makes any modifications in terms and conditions of the tender, then the
Client shall be entitled to forfeit the said Earnest Money Deposit.
12. Inspection of Site:
Every tenderer is expected to inspect the site contractors working space
management, tower crane installed and surroundings of the proposed work and
acquaint himself with the site conditions, working space available for material /
fabrication yards, batching plant if required, stores, offices and any other Contractor’s
facility, approaches, availability for labour and raw materials, geological and weather
conditions etc. before quoting his rates and submission of the Tender. He must go
through running hospital, specifications, approved makes and other tender
documents. Submission of the tender shall be deemed to be due compliance with this

14. The tenderer is requested to print, sign with company’s authorized signatory’s seal, and
attach the NIT with the tender.
15. All the tender documents submitted by the Contractor shall become the property of
the Client and shall remain under the Client’s custody at all times.
16. Deadline for Submission of the Bids
Complete Bids (Envelope -1,2 and 3) must be received by the Employer at the
address specified in bid information not later than the date indicated on the face
sheet of the document. In the event of the specified date for the submission of bids
declared a holiday for the Employer, the Bids will be received up to the appointed
time on the next working day.
The Employer may extend the deadline for submission of bids by issuing an
amendment in accordance with relevant clause, in which case all rights and
obligations of the Employer and the bidders previously subject to the original deadline
will then be subject to the new deadline.
All bidders are requested to see the website of AMC for corrigendum as per clause
of Principal Aspect.
17. Amendment of Bidding Documents,.
Before the deadline for submission of bids, the Employer may modify the bidding
documents by issuing addendum.
Any addendum thus issued shall be part of the bidding documents a n d shall
be placed on AMC’s website http://tender.nprocure.com/ The prospective bidder
shall refer to website to check any addendum b efore 48 hours of last date of
submission of tender.
To give prospective bidders reasonable time in which to take an addendum into
account in preparing their bids, the Employer may, at his desecration, extend as
necessary the deadline for submission of bids. All the amendments are part and
partial of the said Tender.

Description of Work
A. Work Description : OPERATION AND COMPREHENSIVE MAINTENANCE SERVICE
CONTRACT FOR THALTEJ CREMATORIUM THALTEJ
WARD, NORTH WEST ZONE, AHMEDABAD MUNICIPAL
CORPORATION, AHMEDABAD(TENDER FOR 2 YEAR)

D. Contractors are advised to inspect and examine the site (including awarded existing
contractors work and other facilities) and its surroundings the state of work and satisfy
themselves about the nature of the ground and sub-soil (so far as is practicable), the form
and nature of the site, the means of access to the site, the accommodation they may
requisite and in general shall themselves obtain all necessary information as to risks,
contingencies and other circumstances which may influence or affect their work. No extra
charges consequent on any misunderstanding or otherwise shall be allowed. The
Contractors shall be responsible for arranging and maintaining at their own cost all
materials, tools and plants, water, electricity access, facilities for workers and all other
services required for executing the work unless otherwise specifically provided for in the
contract documents. It is also implied that they have read this notice and all other contract
documents and have made themselves aware of the scope and specifications of the work
to be done and of conditions and rates at which stores, tools and plant, etc. will be issued
to him by the Employer if mentioned in the document and local conditions and other
factors having a bearing on the execution of work.
The work is to be started from the stage now existing, and continued till completion.
Moreover as the major buildings are high rise, all the lifts including equipment required for
timely completion of work will have to be considered.
NOTE: - Time is the essence of this contract and work is to be done in running Cremation
premises with all sorts of safety, supply, Housekeeping aspects and in
coordination with other Services.
Information to Tenderer
1 The selection process will lay high emphasis on the ability and competency of contractors
to do high quality work within the given time schedule and on resources / materials /
staging and Scaffolding Material H-Frame equipments / machinery owned or can be
rented in good condition by the contractor. Also experienced staff with equivalent type of
work completion will be added advantage.
2. The schemes a n d items shown a s p e r tender /BOQ
3. The onus of providing, all necessary company / project related information, in appropriate
manner and medium, so as to demonstrate the competency of the Applicant and to allow
proper evaluation, will rest entirely on the Applicant.
4. All information has to be typed or hand written legibly. All pages of the PQ
Document have to be initialized by the Applicant. All corrections, erasers or
overwriting, therein, have to be also initialized by the Applicant.
5. All information has to be submitted in the prescribed format only. Projects for which
incomplete information has been provided will not be considered for evaluation. The
Applicant may attach separate sheets if so required. However, the final bound document
submitted, has to be submitted in vertical A4 size (210 mm X 297 mm).
6. The scope of work, project description and architectural finishes mentioned in the Project
brief are indicative and are likely to change during detail design. Project brief, along-with
the schematic drawings is provided to assist the Applicant in understanding the
fundamental / unique / specific requirements of the project.
7. Those who do not meet with the eligibility criteria need not to submit Tender document.
8. Applicant should not be black listed by any Govt. / semi Govt. body. and should attach
Affidavit with the document accordingly.

13. In the case of this item Rate contract, only quoted Amount shall be considered. Amount
quoted by the Contractor in figures and words shall be deemed as accurately filled in so
that there is no discrepancy in the rates written in figures and words. However, if a
discrepancy is found, the Amount which correspond with the amount worked out by the
Contractor shall unless otherwise proved be taken as correct.
14. The Contractor will be required to furnish by way of Security Deposit for the fulfilment of his
contract, an amount of the work as mentioned in Principal Aspect. List of Banks to be
followed as mentioned in the document.
15. On signing the contract document, the name of the accredited representative(s) of the
Contractor who would be responsible for taking instructions from the Engineer-in-Charge
shall be communicated in writing to the Engineer-in-Charge.
16. All kind of applicable present taxes shall be borne by the Contractor. If there will be any
changes in the tax structure after the last date of submission of tender, then the same will
be recovered/ reimbursed as the case may be. Necessary documents asked for the same
by AMC will have to be furnished by the Bidder.
17. The Contractor shall submit equipment list includes the conditions, capacity, etc for the
proposed construction work, material and passenger handling- shifting equipment and to
be approved with client and EIC/ AMC prior to procure on site or start of work.
18. The Contractor shall comply with the provisions of the Apprentices Act 1961, and the rules
and orders issued there under from time to time. If he fails to do so, his failure will be a
breach of the contract and the Employer may in his discretion without prejudice to any
other right or remedy available in law cancel the contract. The Contractor shall also be
liable for any pecuniary liability arising on account of any violation by him of the provisions
of the said Act.
19. Contractor is expected to have seen the site and apprised himself of the site conditions,
working in that area, contractors available and to co-ordinate with local regulations and
20. Contractors are expected to understand the implication of commissioning the work, where
it is now resting, and reckon all necessary work related to facilitate continuing the work.
Rates quoted shall be considered as reckoning this aspect and nothing extra shall be
considered for any reason.
All payments shall be made in Indian Rupees.
24) PENALTY CLAUSE FOR OPERATION & COMPREHENSIVE MAINTENANCE
Penalty will be levied as mentioned in Principal Aspect.
In case of fraud or financial loss or physical damage or any other problem bidder
has to repay amount decided by the AMC authorities. Bidder has to replace a staff
for any misbehaviour or miss conduct activities observed by AMC/ EIC official.
Penalty charges derive in section 7.2 penalty framework.
If not change particular thing within time and its disturbed the event then penalty
will apply as observed by AMC/ EIC official.
25) TERMINATION OF SERVICES ON DEFAULT:
4.1 The Corporation, without prejudice to any other remedy for breach
of Contract by written notice sent to the Contractor, may terminate
the Contractor’s Services in whole or in part if the contractor fails to
perform his obligation (s) under the contract.
4.2 In the case of the Corporation terminates the contract in part the
Contractor will continue the performance of the contract to the
extent of which is not terminated.
4.3 AMC authorities also reserve the right to terminate the contract
immediately & give same to other contractor in case of serious.
Conditions, such as Electrical / Mechanical Machineries of pump
house gets drowned by Sewage Water or staff not operating of SPS.
as per required in the tender or repeated complaints of Sewage
Water backing etc. In such condition the expenditure to re-start of
SPS will be recovered from contractor’s bill.
26) COMMENCEMENT, DURATION AND EXTENTION OF COMPREHENSIVE O&M
6.1 The O & M period will commence upon the award of contract and
receipt of work order. O & M period is for Two Years. If the client wish
to propose an extension to the O & M period, he will give 30 days
prior notice of its intension to exercise such option.
If required and intimation given from AMC, contractor has to extend
the contract period for more 1 year after the completion of the due
date of the tenure at the same cost and tender terms and conditions.

NOTE FOR CONTRACTORS
1) Tenders once offered shall not be withdrawn except with the permission of Ahmedabad
Municipal Corporation.
2) Tender once accepted shall be binding upon the contractor even if the formal
agreement is not signed.
3) All duties chargeable by the Municipal Corporation will be payable by the contractor.
4) The contractor shall have to submit the tenders in duplicate i.e. two sets- original and
duplicate. (Duly signed and Stamp on every page of the document.
5) The tenderer must quote his amount of tender in Online Tender System
In case the lowest tendered amount of two or more contractors is same, such lowest
contractors will be asked to submit sealed revised offer. The lowest tender shall be
decided on the basis of revised offers.
In case any such, contractor refuses to submit revised offer, then it shall be treated as
withdrawal of his tender before acceptance and 100% of earnest money shall be
forfeited. If the revised tendered amount of two or more contactors received in revised
offer is again found to be equal, the lowest tender, among such contractors, shall be
decided by draw of lots in the presence of AMC (Ahmedabad Municipal Corporation.).
In case all the lowest contractors those have quoted same tendered amount, refuse to
submit revised offers, then tenders are to be recalled after forfeiting 100% of EMD of each
contractor. Contractor(s) whose earnest money is forfeited because of non-submission of
revised offer shall not be allowed to participate in the retendering process of the work.
14) Contractors are expected to understand the implication of commissioning the work,

Rates quoted shall be considered as reckoning this aspect and nothing extra shall be
considered for any reason.
DISQUALIFICATION
The Municipal commissioner reserves the right to accept/reject all or any of the tender
without assigning any reason thereof.
The tender shall be disqualified and will not be taken for consideration if:
The envelope does not show on the outside the reference of bid and thus gets opened
before the due date of opening.
The tender Security Deposit is not deposited in full and in the manner as specified i. e.
Earnest Money Deposit.
The tender is in a language other than English or dose not contains its English
Translation in case of other language adopted for tender preparation.
The tender documents received are not duly signed and stamped by authorized person.
The general performance data for qualification is not submitted fully.
Tenderer does not agree to payment terms.
The tender may further be disqualified if,
i) The price variation is proposed by the tender on any principle other than those provided
in the tender document.
ii) The validity of tender is less than what is stated in the tender.
iii) Any of the page or pages of tender is/are removed or replaced.
iv) All corrections or posted slips are not initiated by tenderer.
v) Any eraser is made in the tender.
vi) Any condition which affect the cost.
vii) Not followed complete instructions given in tender.
VIII) Without amendment if any.

REQUIREMENTS OF BIDDERS:
The complete set of documents (bound form) shall be enclosed in a sealed cover only. Tender
for eligible bidders as contractor for Said Works should be addressed to Assistant Manager
(Project/PWA), Ahmedabad Municipal Corporation, 2ndFloor B-Block, Sardar Patel Bhavan”,
Danapith, Ahmedabad - 380 001.Tel No: 079-27556633, Fax No: 079-25323692 , and hard copy
of required documents as mentioned in principal aspects.
Contractors are requested to submit the details about their organization, their technical
experience, their spare capacity and their competency and suitable evidence of their
financial standing as per enclosed format. Contractors will be liable for rejection due to any
false or incomplete information furnished in the format.
The applicant should have sufficient number of technical and administrative employees for
the proper execution of this works by engaging their Administrative staff, Technical staff and
Engineers for day to day supervision of the works for which no extra remuneration will be paid
by Ahmedabad Municipal Corporation (AMC).
• Experience and Expertise
Bidder should have successfully completed works as per MOW in last 7 (seven) years ending
last day of the last month previous to the one in which bids are invited, as main contractor
(Work executed as a sub contractors and the work executed through any other contractor will
not be considered).
1. Without restricting to the generality of the foregoing, the Civil works /Building works
Operation & Maintenance (O&M), Comprehensive Maintenance, or Facility
Management of crematoriums, burial grounds, public utility buildings, or large public
buildings, involving mechanical, electrical, plumbing, civil, sanitation and safety
systems, executed for Government departments, Local Bodies, Urban Local Bodies
(ULBs), PSU, Semi-Government or Public Sector organizations. works in any building like
Auditorium/ HOSPITAL BUILDING / Residential Building / Hotels / Airports / Any
Institutional Buildings etc. in any Government or any public sector organization.
TECHNICAL BID EVALUATION:
AMC and FMS of experts will evaluate the proposals. The details submitted by the Tenderer
through n-procure will be evaluated. While evaluation if any document requires for further
clarifications shall be submitted in sealed Hard copy. They reserve the right to restrict the list of
contractors to be enlisted to any number deemed suitable by it. Their decision for short listing
the contractors shall be final and binding to all.
PRICE BID EVALUATION:
AMC and FMS of experts will evaluate the opened price bid. The amount submitted by the
Tenderer through n-procure will be evaluated. While evaluation if any or all rate analysis of
items are required for further clarifications shall be submitted in Hard copy.
ELIGIBILITY CRITERIA
• The applicant should satisfy all mandatory eligibility criteria.
1) Registration
• The applicant should be MINIMUM “D” Class registered under CPWD, State
PWD, MES, Municipal Corporations of any state of India or Any Government/ Semi
Government bodies of India as mentioned in the qualification requirement of
Principal Aspects of the Tender.
2) Turn Over As per MOW works (Civil works /Building works Operation & maintenance works for
civil, plumbing work, electric work, fire system, interior + external development related works in
any building like Auditorium/ HOSPITAL BUILDING / Residential Building / Hotels / Airports / Any
Institutional Buildings etc.)
• The bidder’s Average financial turnover in construction works computed as of
the last three financial Turnover, during the last three financial years i.e. 2023-24,
2024-25 & 2025-26 each should be at least 30 % of the estimated cost. The
contractor shall submit Audited Balance Sheets in support of his claim, duly audited
by Charted Accountant and completion certificate from the client/consultant
mentioning value of work.
For arriving at updated value, turnover of any financial year shall be multiplied by the
enhancement factor corresponding to that year. These enhancement factors are as
mentioned below.

3) Successful Experience:
The bidder must have as a prime contractor (approved by employer) successful experience

The bidder should have experience of having successfully completed either of the following
works during last seven years ending last day of the month previous to the one in which bids
(A) One completed similar kind of work costing not less than the amount equal to 80% of the
estimated Tender amount.
(B) Two completed similar kind of works costing not less than the amount equal to 50% of the
estimated Tender amount.
(C) Three completed similar kind of works costing not less than the amount equal to 40% of the
estimated Tender amount .
4. Joint Venture is not allowed.
5. Should have a bank solvency of the amount equal to 30% of the estimated cost of work
issued by the Bank as per attached list. The solvency should not be more than 1 year old
i.e. it shall be valid on the date of tender last date.
6. Bidding Capacity = [AxNx2]-B Where,
A = Maximum value of construction works executed in any one year during the last five
years taking into account the completed as well as works in progress.
N = Number of years prescribed for completion of work for which bids has been invited.
B = Value of existing commitments and ongoing works and LOI issued to be completed
during the period of completion of work for which bids have been invited.
The initial criteria prescribed above in respect of experience of similar class of work
completed, bidding capacity and financial turnover etc. will first be scrutinized and the
bidder’s eligibility for the work to be determined.
Firm/contractor should submit requisite details/documents with respect to eligibility criteria
like, average financial turnover of building works, solvency certificate, details of completed
high rise building works executed or awarded details of construction plants and
equipments, structure and organization, performance report of work completed or under
Tenderer must ensure giving complete information on form’s mentioned in the Table- in
soft copy and in hard copy while submission of tender. If any documents are required
which is not fulfilled by tenderer, shall be submitted within three working days during the
technical evaluation as asked by the Client/Consultant.
The AMC (Ahmedabad Municipal Corporation) reserves the right to verify the contents
/particulars furnished by the tenderer independently including carrying out inspection of
works completed by them and in such cases the expense for inspection work shall be
borne by the bidder.
The AMC (Ahmedabad Municipal Corporation) reserves the right to reject any
application/tender without assigning any reasons.

The cremation ground is equipped with multiple infrastructure components including
cremation furnace systems, chimney and pollution control systems, ash handling and
disposal arrangements, electrical and plumbing networks, civil and structural
facilities, sanitation and hygiene services, firefighting systems, water supply systems,
CCTV surveillance, horticulture, parking, and allied public amenities. These systems
are required to function in a coordinated and reliable manner to ensure uninterrupted
services, public safety, environmental compliance, and operational efficiency.
Given the sensitive nature of cremation services, the facility demands round-the-
clock operation, strict adherence to safety and statutory norms, high standards of
cleanliness and hygiene, and prompt response to any operational or maintenance
issues. The cremation ground must comply with applicable CPCB guidelines, PNGRB
norms (where gas-based systems are involved), National Building Code (NBC)
provisions, IS codes, and local municipal regulations.
The Thaltej Cremation Ground caters not only to routine cremation activities but also
experiences periodic peak loads and emergency situations, requiring a robust and
professionally managed Operation and Comprehensive Maintenance (O&M)
framework. Efficient management of this facility is critical to maintaining public
confidence, environmental protection, worker safety, and the dignity of the

maintenance for all civil, electrical, mechanical, plumbing, sanitation, firefighting,
water supply, CCTV, horticulture, parking, and allied systems, thereby minimizing

6. Safety of Public, Staff and Assets
To ensure safety of visitors, staff, and municipal assets by maintaining firefighting
systems, electrical safety devices, gas safety systems, CCTV surveillance, access

The scope of work under this tender shall comprise Operation and Comprehensive
Maintenance Services for Thaltej Cremation Ground, located in Thaltej Ward of North

The scope shall include all activities, services, manpower, materials, consumables,

The contractor shall operate and maintain cremation furnaces and chimney systems
in accordance with PNGRB, CPCB and NBC norms, including but not limited to:
• Burner, igniter, flame sensor, thermocouple and control system inspection
• Daily gas leak tests, regulator pressure checks and NRV/PRV inspection
• LEL gas detector calibration, alarm and interlock testing

SECTION 7.1 — SERVICE LEVEL AGREEMENTS (SLAs)
This section defines the Service Level Agreements (SLAs), performance benchmarks,
penalty framework, and documentation / reporting requirements for the Operation
and Comprehensive Maintenance Contract of Thaltej Cremation Ground.
The Contractor shall strictly adhere to all SLAs specified herein. Failure to meet the
prescribed service levels shall attract penalties as defined, without prejudice to other
contractual remedies available to Ahmedabad Municipal Corporation (AMC).
The SLAs shall be applicable round-the-clock (24×7×365), including holidays and
emergency situations.

7.3 Penalty Framework
7.3.1 General Penalty Conditions
• Penalties shall be deducted from monthly running bills
• Penalties shall be cumulative
• Repeated failures may lead to termination
7.3.2 Penalty Matrix

7.3.3 Maximum Penalty Cap
• Maximum penalty in a month shall not exceed 10% of monthly contract value
• Beyond this, AMC may initiate contract termination

• Repeated failure: Termination / blacklisting
7.7 Performance Incentive
AMC may consider performance incentives for consistent SLA compliance, subject
to approval by competent authority.
7.8 Binding Nature
This Section shall be binding on the Contractor, and acceptance of the tender shall
imply unconditional acceptance of all SLAs and penalties defined herein.

SECTION 8 — SAFETY, COMPLIANCE &
STATUTORY REQUIREMENTS
SECTION 8 — SAFETY, COMPLIANCE & STATUTORY
The Contractor shall be solely responsible for ensuring absolute safety, statutory
compliance, and adherence to all applicable laws, rules, regulations, codes, and
guidelines during the operation and comprehensive maintenance of Thaltej
Cremation Ground.
All activities under this contract shall be carried out in a manner that ensures safety
of the public, workers, municipal assets, and the environment, without interruption of
cremation services.
Non-compliance with any requirement under this Section shall be treated as a
serious breach of contract and shall attract penalties, termination, or other actions
as deemed fit by Ahmedabad Municipal Corporation (AMC).
8.2 General Safety Obligations
The Contractor shall:
• Ensure safe operation of cremation furnaces, gas systems, chimneys,
electrical installations, and allied infrastructure
• Take all necessary precautions to prevent accidents, fire hazards, gas leaks,
electrical shocks, and environmental pollution
• Provide and enforce the use of Personal Protective Equipment (PPE) for all
deployed personnel
• Display adequate safety signage, instructions, and emergency contact
• Restrict unauthorized access to operational and hazardous areas
• Maintain clear access to emergency exits and fire equipment at all times
8.3 Occupational Health & Safety (OHS)
The Contractor shall comply with all applicable occupational safety requirements,
• Training of personnel in safe working practices, emergency response, and
equipment handling
• Periodic medical check-ups for furnace operators and gas system handlers
• Maintenance of accident / near-miss registers
• Immediate reporting of accidents or hazardous incidents to AMC
• Deployment of only skilled and certified personnel for specialized systems
8.4 Fire Safety Compliance
The Contractor shall ensure:
• Continuous operational readiness of fire extinguishers, fire hydrant systems, fire
alarms, detectors, pumps, and panels
• Regular inspection, testing, refilling, and certification of fire safety equipment
• Compliance with Fire Department norms and maintenance of valid Fire NOC
• Conduct of periodic fire mock drills in coordination with AMC
• Immediate rectification of any fire safety deficiencies observed during
8.5 Gas System Safety & Compliance
Where gas-based cremation systems are installed, the Contractor shall:
• Operate and maintain gas pipelines, regulators, meters, burners, valves, and
safety interlocks
• Ensure leak detection, pressure testing, and emergency shut-off
• Comply with PNGRB regulations, safety guidelines, and OEM
recommendations
• Maintain valid safety certificates from authorized agencies
• Ensure only trained and authorized personnel handle gas systems
8.6 Electrical Safety Compliance
The Contractor shall ensure:
• Safe operation of electrical panels, cabling, earthing, lighting, and power
distribution systems
• Periodic testing of insulation resistance, earthing resistance, and protective
• Availability of electrical safety equipment and tools
• Compliance with Indian Electricity Rules, IS codes, and NBC 2016 provisions
• Immediate isolation and rectification of any unsafe electrical condition
8.7 Chimney, Emission & Environmental Compliance
The Contractor shall:
• Maintain cremation chimneys, flues, scrubbers, and pollution control systems
in full working condition
• Ensure emissions remain within limits prescribed by CPCB / GPCB
• Prevent visible smoke, odour nuisance, or environmental complaints
• Carry out cleaning, inspection, and maintenance as per OEM and statutory
• Facilitate emission monitoring and submission of compliance reports to AMC
8.8 Labour Laws & Statutory Compliance
The Contractor shall strictly comply with all applicable labour laws, including but not
• Minimum Wages Act
• Employees’ Provident Fund (EPF)
• Employees’ State Insurance (ESIC)
• Contract Labour (Regulation & Abolition) Act
• Payment of Wages Act
• Workmen Compensation Act
All statutory records shall be maintained and produced for inspection as and when
required by AMC.
8.9 Insurance Requirements
The Contractor shall obtain and maintain, at its own cost:
• Workmen Compensation / Employee Insurance
• Third-party liability insurance
• Insurance for plant, equipment, and machinery
• Any other insurance as required under law or directed by AMC
8.10 Statutory Inspections & Certifications
The Contractor shall:
• Facilitate inspections by statutory authorities
• Obtain and renew all required certificates, approvals, and licenses
• Submit copies of certificates to AMC
• Rectify observations raised by authorities within prescribed time
8.11 Accident Reporting & Liability
• All accidents, fires, gas leaks, or hazardous incidents shall be immediately
reported to AMC
• The Contractor shall bear full responsibility and liability for any injury, loss, or
damage arising due to negligence or non-compliance
• AMC shall not be liable for any claim arising out of contractor’s operations
8.12 Environmental Protection
The Contractor shall:
• Prevent contamination of soil, water, and air
• Ensure proper disposal of ash, waste, and hazardous material
• Control noise, odour, and dust levels
• Comply with all environmental regulations applicable to cremation facilities
8.13 Right of Inspection & Compliance Enforcement
AMC reserves the right to:
• Inspect the facility, records, and systems at any time
• Issue directions for compliance
• Impose penalties, suspend operations, or terminate the contract in case of
serious or repeated violations
8.14 Binding Nature
Compliance with this Section shall be mandatory and binding on the Contractor.
Any deviation shall be treated as a material breach of contract.
