Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Bidder shall pay Contract Management Module processing fees of 0.025% of the contract value (Min Rs.500/- & Max Rs.7500/-) soon after contract has been issued to bidder.

Conditional tenders will not be accepted.

The tenderer shall bear all costs associated with the preparation and submission of his tender and the employer will in no case be responsible and liable for those costs.

The Tender processing fee shall not be refundable.

Applicable taxes will be deducted as per prevailing Government orders.

All the formats prescribed in the bid document shall be filled by the tenderer in complete manner otherwise it will be rejected.

All scanned documents to be uploaded shall be in original and the Deputy Conservator of Forests & Director, Bandipur reserves the right to verify the documents before approval.

The Principal Chief Conservator of Forests, (Wildlife), Bangalore/ The Conservator of Forests, Mysore Circle, Mysore and The DCF & Director, Bandipur Tiger Reserve, Bandipur reserves the rights to reject or accept any or all the tenders without assigning any reasons.

The tenderer shall not have any rights to claim the higher rates whichever may be revised by the competent authority.

In the case of the death of the Service Provider after executing the agreement 14/commencement of the work, his legal heir, if is an eligible registered contractor and is willing can to do so at the same rate, can execute and complete the work at the accepted tender rates.

Further particulars, if any, required by the Contractor can be had from the office.

Deputy Conservator of Forests & Director, Bandipur Tiger Reserve, Bandipur during office hours on all working days.

The Earnest Money Deposit (E.M.D.) of all other tenderers (except the lowest and the next lowest) will be refunded through e-portal. The E.M.D. of the successful for the next lowest tender will be refunded after the tenders are finally disposed off. The E.M.D. will not bear any interest.

Carry out the prescribed quality control / quality assurance checks & submit all quality reports / reports time to time.

The tenderer shall abide by the Rules and regulations of this Department

The successful tenderer should deliver the required Security deposit on the contract price.

The payment to the successful bidders will be made on subject to availability of funds.

The successful tenderer is liable to make the timely payment of salary, statutory benefits for all outsourced employees engaged and liable to file their statutory returns on monthly basis at their own cost.

The successful bidder is liable to continue the services with the awarded tender rates till the tender process completed for the next financial year.

The Tender inviting authority have all kind of rights to modify the location and quantity of work at any stage.

The tenderer should not be involved in any criminal cases as well as forest offence case.

The bids from blacklisted tenderers will not be accepted.

Any Person/ Agency/ Organisation/ Co-operative societies who fulfils the technical qualification criterion can participate in the tender.

The Successful Bidder is liable to issue salary slip indicating deduction of ESI & EPF to concerned employees every moth without fail.

Past Experience

To Qualify for award of this contract, each Tenderer in its name should have in the last five years i.e 2021-22 to 2025-26. Achieved in at least two financial years a minimun financial turnover of Rs. ( Usually not less than the two times of estimated annual payments in this contract) of Rs.1340.807 Cr.

Capabilities of Vendor

Documents proving the service Provider/ Agency office situated in Mysore or Chamarajanagar districts. Priority will be given to the agency/institutions registered under The Karnataka Co-operative Societies Act, 1959.

Others -- Labour License/ Firm or Agency Certificate/Registration

Certificate against the services provided in any of the forest divisions of Mysore and Chamarajanagar District jurisdiction.

Others -- Certificates obtained from not below the rank of DCF/Division heads

Certificate from Nationalized banks for meeting the fund requirement Credit Lines/Letter of Credit for Rs. 670.40 Cr.

Line of Credit

Confirmation of salary disbursements for the months following the end of each month for last five years.

Others -- Certificates obtained from not below the rank of Conservator of Forests/Division Head

Certified copies/ information on returns filed within the due dates and no due certificates related to EPF and ESI monthly ECRs pertaining to outsource services provided in forest department for the year 2025-26 & prevailing year

Others -- Certificates obtained from not below the rank of Conservator Division Head of Forests/Division Head

Document proving that the TDS returns filed against the TDS made from the salaries of the outsourced employees

Others -- Form 27A for Q4 FY 2025-26 & Q1 current FY, and Form 16 copy of outsourced employee for previous FY.

Documents proving that the dependent benefits provided to the deceased employee's dependents during the service contract period such as family pensions from ESIC

Others -- Payment orders from the competent authority/ no decease incident reports from the principal employer 1.e., DCF/ Division Head
