charged by AMC.

15 Deductions from Running

I/We the undersigned have carefully gone through and clearly understood the Tender documents of

above mentioned project comprising of Notice Inviting tenders, Articles of Agreement, Scope of work, Definition

of terms, notes Instructions/Information to Bidder, Condition of Contract, special condition of contract,

Appendices, Specifications, Bill of Quantities, furnished by AHMEDABAD MUNICIPAL CORPORATION.

I/We do hereby offer to execute and complete the whole of the work within the time specified all in

accordance with the specification, designs, drawing and instruction in writing referred to in the said document

and with such materials as mentioned for, at the respective rates which I/we have quoted in the Price Bid or at

such other rates as may be fixed under the provisions of these conditions.

In the event of this tender being accepted I/We agree to enter into an agreement and when required,

execute the contract, according to your form 1 of agreement as or in default where of I/we bound

myself/ourselves to forfeit the "Earnest Money Deposit."

I/We understand that if I/We shall not enter in agreement within fifteen days or as decided by AMC

from the date of receipt of letter of acceptance, you will forfeit the earnest money paid by me/us and take

necessary action as deemed fit.

mentioned in NIT, the full value of which is to be absolutely forfeited to the Employer If I/We fail to commence

I/We agree not to employ sub-contractors other than those that may be approved in accordance with

conditions in the aforesaid documents.

I/We understand that Municipal Commissioner is not bound to accept the lowest or any tender, which

are received. I / We also understand & agree that Municipal Commissioner Reserves the right to allot number of

tenders to successful bidders at his sole discretion in case if I / We am/are lowest in more than one tender.

I/We am/are bound to execute the job if the work order is issued within 120 days from the date of

opening of the tender.

I am bound to execute the work by maintaining all Quality aspects/parameters mentioned in the tender

terms and conditions. I am also bound to submit all supporting Genuine Original documents as and when asked

and if any discrepancy found in such documents as well as in the executed Work with respect to

Quality/Quantity at any stage of work or even after completion of work, it will be solely my Responsibility. I am

bound to prove originality of all documents submitted by me and if any Documents found false/fake then

Municipal Commissioner/AMC has right to take any action/penalty/punishment against me.

I am also bound that if I/we, indulged into any malpractice and/or used any inferior quality and/or the

construction of road is found to be of an inferior quality under this contract than in such case Municipal

Commissioner/AMC has right to debar/ blacklist permanently.

I/We agree to pay the Government income-Tax, GST/Sales-Tax (Central and State), Octroi duties,

Royalty on material (i.e. Aggregate, Sand etc.) And any other taxes prevailing and from time to time on such

items on which the same are leviable and the rates quoted by me/us are inclusive of the same.

INSTRUCTIONS TO BIDDERS

1. Scope of Bid

1.1 Competent authority on behalf of The Municipal Commissioner, Ahmedabad Municipal Corporation

(referred to as Employer in these documents) invites sealed bids for the construction of works (as

defined in these documents and referred to as “the work”) detailed in the table given in the Invitation

for Bid (hereinafter called as IFB.) from competent bidder. The bidders may submit bids for the works

detailed in the table given in IFB.

2.0 Source of Funds

Ahmedabad Municipal Corporation has arranged the fund for this project.

3.0 Eligible Bidders

3.1 The Invitation for Bids is open to all eligible bidders meeting the eligibility criteria as defined in this

3.2 All bidders shall provide Qualification Information and Forms of Bid mentioned in the Clause-14. An

agency that has been engaged by the Employer to provide consulting services for the preparation or

supervision of the works, and any of its affiliates, shall not be eligible to bid.

3.3 Any entity which has been declared as non-performing by NHAI / GoG / AMC or the firms those are

blacklisted/ debarred for specified period by AMC, Governement of Gujarat, Government of India or any

other entity controlled by it, would not be eligible to submit the Bid.

4.0 Qualification of the Bidder

4.1 Requires registration:- Register “D” class having in Road Works in PWD in Govt. R&B / CPWD / AMC or

equivalent register with any other state Govt. or institutions.

5.0 DISQUALIFICATION

Even though the bidders meet the above mentioned qualifying criteria, they are subject to be

disqualified if they have,

• Made misleading or false representations in the forms, statements, affidavits and attachments

submitted in proof of the qualification requirements; and/or

• Record of poor performance such as abandoning the works, not properly completing the contract,

inordinate delays in completion, litigation history, or financial failures etc. or debarring from AMC work

• Tampered the bid document in any manner.

• Colluded with other prospective bidders for this work to arrive at quoted prices for the purpose of

restricting competition.

• Indulged in inducement of any official of AMC and/or their consulting engineer and other advisors in any

manner whatsoever.

• Proposal not submitted in accordance with this tender.

• During validity of the proposal, or its extended period, if any, the bidder changes his commercial terms.

• The bidder qualifies the proposal with his own conditions.

• Proposal is received after due date and time.

• Commercial proposal is enclosed with the same envelope as technical proposal

• The envelope does not show on the outside the reference of bid and thus gets opened before the due

date of opening.

• The E.M.D. is not deposited in full and in the manner as specified in the clause of Earnest Money

• The tender is in a language other than English or dose not contains its English Translation in case of

other language adopted for tender preparation.

• The tender documents received are not duly signed by authorized person.

• The validity of tender is less than what is stated in the tender.

• Any of the page or pages of tender is/are removed or replaced.

• Any condition which affect the cost.

• If it is joint venture.

5.1 Debarment / Black listing

Notwithstanding the above, the Employer may debar or blacklist any of the bidder(s) for their

misleading or false representations in the forms statements etc. for the period to be decided by the

6.0 Cost of Bidding

The bidder shall bear all costs associated with the preparation and submission of his Bid. Employer will

in no case be responsible and liable for those costs.

The Bidder, at his own cost, responsibility and risk, is encouraged to visit, examine and familiarize

himself with the site of Works and its surroundings including source of earth, water, road aggregates

etc. and obtain all information that may be necessary for preparing the Bid and entering into a contract

for construction of the Works. The costs of visiting the Site shall be at the Bidder's own expense.

8.0 Bidders shall not have any dispute or claim for any kind of compensation in case of,

• If the quantity stipulated in the tender items varies or the scope of work changes and thereby total

amount of work increases / decreases up to any extent.

• If the works gets delayed / postponed for some administrative / technical decision whatsoever.

• If the items stipulated in the tender shall not be executed as per site condition/ requirements. No claim

shall be entertained for the same.

• No idle charges shall be paid to contractor for machinery and man power if remain idle and no claim

shall be entertained for the same.

• The bidder is expected to examine carefully all instructions, conditions of contract, contract data, forms,

terms, technical specifications, forms, Annexes in the bid document. Failure to comply with the

requirements of bid documents shall be at the bidder’s own risk. Bids which are not substantially

responsive to the requirements of the bid documents shall be rejected.

10.0 Amendment of Bidding Documents

10.1 Before the deadline for submission of bids, the Employer may modify the bidding documents by issuing

C PREPARATION OF BIDS

11.0 Language of the Bid

All documents relating to the bid shall be in the English language only.

• Technical Bid

• Financial Bid

To qualify for award of the contract, each bidder must submit the following documents along with bid:

• Required Registration Certificate

• Other requested documents

• Any other material / information required to be submitted in accordance with these Instructions to

Failure to submit these certificates/documents shall make the bid non-responsive.

Above original documents in physical form in two copies, one marked as “original” and other marked as

“Duplicate”, shall be submitted in a sealed envelope by 18:00 Hrs on the date of physical submission of

bid and addressed to the addressee given in the NIT duly super scribed “Name of Work, Bid due date

and time, Name and address of the bidder”

13.0 Bid Prices

• The contract shall be for the whole works as described in Bill of Quantity based on the percentage rate

in the Bill of Quantities submitted by the bidder..

• All duties, taxes, and other levies payable by the contractor under the contract, or for any other cause

shall be included in the rates, prices and total Bid Price submitted by the Bidder, except otherwise

stated in the Bid document. Employer will not compensate the bidder (contractor) for any change in

duties, taxes and other levies payable by the contractor under the contract and any other reasons.

• The percentage rate and bid price quoted by the bidder shall be fixed up to the completion of Work and

shall not be subject to adjustment on any account, except where expressly specified, otherwise, in the

14.0 Currencies of Bid and Payment

The currency of bid and payment shall be in Indian Rupees. All payments shall be made in Indian Rupees.

15.0 Bid Validity

15.1 Bids shall remain valid for 120 days from last date of submission of tender. A bid valid for a shorter

period shall be rejected by the Employer as non-responsive.

15.2 In exceptional circumstances, prior to expiry of the bid validity (120 days), the Employer may request

that the bidders may extend the period of validity for a specified additional period. The request and the

bidders' responses shall be made in writing or by cable. A bidder may refuse the request without

forfeiting his bid security. A bidder agreeing to the request will not be required or permitted to modify

his bid, but will be required to extend the validity of his bid security for a period of the extension.

16.0 Earnest Money / Bid Security

16.1 The Bidder shall furnish, a Bid Security of the amount as shown in the Table of IFB as part of his bid, in

the form of Demand Draft / pay order / Bank Guarantee in favour of Municipal Commissioner,

Ahmedabad valid for 120 days.

16.2 The issuing branch of the bank guarantee shall be of Ahmedabad / Gandhinagar City only.

(i) sign the Agreement; or

(ii) Furnish the required security deposit.

(iii) commence the work after signing the agreement within 15 days

16.8 No interest shall be paid by the owner on any tender guarantee. The issuing branch of the bank

guarantee shall be of Ahmedabad City only.

16.9 Bank Guarantee for Earnest Money Deposit should be executed on non-judicial Stamp papers of

requisite value in accordance with the stamp Act applicable to that particular state of Indian Union,

where executed.

16.10 The executing officers of the bank Guarantee for Earnest Money Bid Security shall clearly indicate in

(block letters) his name, designation, Power of Attorney No. / Signing Power No. etc.

16.11 Each page of the bank guarantee for Earnest Money Deposit shall be duly signed/initialed by the

executing officers and the last page shall be signed in full, indicating the particulars as aforesaid under

the seal of the Bank.

D. SUBMISSION OF BIDS

17.0 Sealing and Marking of Bids

17.1 The bidder shall submit the Technical Bid only. The Bid shall be sealed in separate envelopes and the

three sealed envelopes shall be sealed in an outer envelope. The Bid envelopes shall be marked as

• Complete Tender Document with stamp all necessary qualification related documents (in two copy)

Above two envelopes shall be kept in one envelope and it should be marked as “Technical Bid” and

sealed. This Outer envelope should mention the name of firm of bidder, his address, contact details &

name of the work.

17.2 The inner and outer envelopes

18.0 DEADLINE FOR SUBMISSION OF THE BID

18.1 Complete Bids (including Technical bid and necessary documents) must be received by the Employer at

the address specified in bid information not later than the date indicated on the face sheet of the

document. In the event of the specified date for the submission of bids declared a holiday for the

Employer, the Bids will be received up to the appointed time on the next working day. The Bidder is

further required to submit Documents in Physical Form on or before the Bid Due Date and before the

time of submission as specified in NIT, at the following address:

18.2 AMC assumes no responsibility for inability of a bidder to submit bids through (n) procure e-tendering

portal on account of delay in submission at bidder's end. Bidder shall ensure that they submit the bid

well before the "Due Date & Time of Bid- Submission". AMC shall not be responsible if bidder is not able

to submit the bid on account of failure in network/internet connection or any other technical reason.

18.3 The Employer may extend the deadline for submission of bids by issuing an amendment in accordance

with respective Clause, in which case all rights and obligations of the Employer and the bidders

previously subject to the original deadline will then be subject to the new deadline.

18.4 All bidders are requested to see the website of (n) procure for amendment / corrigendum if any.

18.5 Any Bid received by the Employer after the deadline prescribed in NIT will be rejected and returned

unopened to the bidder.

20.0 NOTIFICATION OF AWARD & SIGNING OF AGREEMENT

The Bidder whose Bid has been accepted will be notified of the award by the Employer prior to

expiration of the Bid validity period by writing, facsimile or e-mail confirmed by registered letter. This

letter (hereinafter and in the Conditions of Contract called the “Letter of Acceptance” will state the sum

that the Employer will pay the Contractor in consideration of the execution, completion, and

maintenance of the Works by the Contractor as prescribed by the Contract (hereinafter and in the

Contract called the “Contract Price”).

The notification of award will constitute the formation of the Contract, subject only to the furnishing of

a Security Deposit in accordance with the provisions of Clause.

The agreement will incorporate all correspondences between the Employer and the Successful Bidder. It

will be signed by the Employer and the Successful Bidder.

21.0 SIGNING OF CONTRACT AGREEMENT

21.1 The Employer and the successful bidder shall enter into a Contract Agreement within 28 days after the

successful bidder (hereinafter called the Contractor) receives the Letter of Acceptance, unless they

agree otherwise, subject to furnishing the security deposit before signing the Agreement with the

22.0 SECURITY DEPOSIT

22.1 Within 15 days of receipt of the Letter of Acceptance, the Successful Bidder shall deliver to the Employer

valid for the period of valid till 90 days beyond Date of completion of work. The Security Deposit shall be

22.2 The security deposit shall be in the form of a Bank Guarantee in the name of the Employer, from

Ahmedabad branch of any Banks mentioned in the clause no. 16.2 of these tender documents.

22.3 This security deposit shall be released only after the clearance of final bill including pre & post Audit.

22.3 Interest @ 4 % per annum shall be deducted from contractor in case of late submission of security

deposit or late renewal of bank guarantee for the number of days delayed for submission or

discontinuity of the bank guarantee.

22.4 Bank Guarantee to be submitted in the prescribed format enclosed and shall be same verbatim as per

the format. Bank Guarantee shall be submitted on right value of stamp paper and for correct value of

22.8 Should there arise any occasion under the Contract due to which the periods of validities of Bank

Guarantees as may have been furnished by the Contractor from time to time, are required to be

extended/renewed, the Contractor shall get the validity periods of such guarantees extended/renewed,

and furnish these to the Engineer-in- Charge one month before the expiry date of the aforesaid

Guarantees originally furnished failing which the existing Bank Guarantees shall be invoked by the

Engineer – in – charge. Also in case of any deficit in securities on any account as might occur or is

noticed, the Contractor shall forthwith recoup/replace the same with acceptable Security Deposit.

22.9 The Bank Guarantee shall be extended within the expiry dates wherever activities as per contract are

not completed in all respects.

22.10 The Security Deposit less any amount due shall, on demand, be returned to the contractor after 45 days

of completion date / Final Bill paid date which ever is later. No interest on the amount of Security

Deposit shall be paid to the Contractor at the time of release of Security Deposit as stated above.

22.11 The successful bidder to whom ‘LOA’ has been issued shall enter into an agreement at Employer’s office

within 15 days of LOA.

23.0 Advance Payment and Security

The Employer will not provide any advance payment.

24.0 Dispute Review Expert

In case of all the disputes, decision of the Municipal Commissioner, Ahmedabad shall be final and

binding to the bidder.

25.0 LITIGATION HISTORY

The applicant should provide accurate information on litigation and/or arbitration resulting from

Contractors completed or under execution by him over last five years. If the details of Litigation History

are hidden by the Bidder and later on it comes to the knowledge of the Employer, the Bidder shall be

disqualified for the proposed work and other appropriate actions shall be taken against the bidder.

GENERAL CONDITIONS OF CONTRACT

1.0 Liquidated Damages

1.1 If the Contractor fails to complete the works within the original or extended time limit, the

Contractor shall pay penalty of 10% of amount of actual remaining work. The amount of work for

which the scope of contractor is reduced shall not be considered for the calculation of Liquidated

2.0 Retention Money

2 % amount of each Running Bill shall be deducted as a Retention Money. Such retention money shall

be released in the final bill of the said work. AMC reserves right to deduct any amount to

compensate the poor performance of the contractor i.e. poor quality or abandoned / incomplete

3.0 Subcontracting

3.1 Except where expressly specified in the Contract, the Contractor shall not subcontract any portion of

Work without the approval of the Employer’s Representative. Any subcontracting shall not relieve

the Contractor from any contractual obligations or responsibility under the Contract.

3.2 The Contractor shall not be required to obtain consent for a subcontract for which the name of the

subcontractor and scope of works activities to be performed by him is already stated in the contract

or supply of material or engagement of labour.

4.1 The Contractor shall employ the key personnel named in the Schedule of Key Personnel as referred to

in the Bid document to carry out the functions stated in the Schedule or other personnel approved

by the Engineer. The Engineer will approve any proposed replacement of key personnel only if their

qualifications, abilities, and relevant experience are substantially equal to or better than those of the

personnel listed in the Schedule.

4.2 If the Engineer asks the Contractor to remove a person, without assigning reasons thereof, for his

misconduct or inadequacy of technical skills and experience, who is a member of the Contractor’s

staff or his work force, the Contractor shall ensure that the person leaves the Site within seven days

and has no further connection with the work in the Contract.

4.3 No residential accommodation is allowed at the site of work. The labour huts shall not be erected on

the site of work and contractor shall make his own arrangements to provide such accommodations

as per the rules of the local bodies. He shall make his own arrangements for housing, stores, field

office etc. He shall submit a site layout plan indicating the location of various site facilities to be

created by him at his cost for the execution of work. The Owner shall in no way be responsible for

any delay on this account and no claim on this account whatsoever shall be entertained. All Basic

amenities shall be provided by the Contractor to Labours as per the prevailing labour Laws.

5.1 The Contractor shall have full regard throughout execution, completion and defects liability period to

following safety aspects and shall take all necessary steps to ensure that danger to safety is avoided

all the time in respect of,

Safety of the works

• Safety of the Contractor’s employees and all the persons directly or indirectly engaged by him for the

• Safety of all the employees including persons working on other contracts of Employer at the same

site of the Employer and Engineers employees engaged at work site.

• Any authorized third party persons on the site.

• Contractor’s plant and equipment

5.2 The Contractor shall provide and maintain at his costs all lights, guards, fencing, warning signs,

barricading, and cones; when and where necessary, or required by Engineer in Charge or by any duly

constituted authority for the protection of the works or for the safety and convenience of the public

5.3 The Contractor shall take all reasonable steps to protect the environment on and off the site and

avoid damage or nuisance to persons or property of the public and others arising as a consequence

of his method of operation.

5.4 The Contractor shall maintain in good condition all work throughout execution, completion, and

defects liability period. The contractor shall be responsible for and to make good all injuries, damages

and repairs, rendered necessary by fire, rain, traffic, floods or other causes.

5.5 All the scaffolding work, wherever required for the execution of work, shall be provided by the

contractor. Nothing extra shall be payable on this account. It shall be provided strictly with double

scaffolding system with all the accessories etc. with adjustable suitable working platforms to access

the areas, with ease for working and inspection. It shall be designed to take all incidental loads. It

should cater to the safety features for workmen. It shall be ensured that no damage is caused to any

structure due to scaffolding.

5.6 All temporary warning/ caution boards display shall be provided and displayed during day as well as

night time by the contractor, wherever required and as directed by the Engineer.

5.7 Arrangement of temporary water and electricity and telephone connection required, by him, shall be

made by the Contractor at his own cost and also necessary permissions directly from relevant

Owners shall be obtained by him under intimation to the Owner. Also all initial and running charges

and security deposit, if any in this regard shall be borne by him. The Contractor shall abide by all the

rules/ bye laws applicable in this regard and he shall be solely responsible for any penalty on account

of violation of any of the rules and byelaws in this regard.

5.8 In any case if any fatal accident (major or minor) occurs due to poor safety precautions, the same

shall be completely contractor’s responsibility. All the losses due to such accidents and expenses of

legal matters shall be borne by contractor.

5.9 The Contractor shall be responsible for maintenance and watch and ward of the complete

installation and shall also be responsible for any pilferage, theft, damage, penalty etc. in this regard.

The Contractor shall indemnify the Owner against any claim arising out of pilferage / theft, damage,

penalty etc. whatsoever on this account.

5.10 The Contractor shall depute Site Engineer & skilled workers as required for the work. Necessary

protective and safety equipments shall be provided to them by the Contractor at his own cost and

6.0 Contractor to keep site clean:

During the execution of the work, the Contractor shall keep the site clean. All wreckage rubbish,

excess materials, temporary works no longer required will be removed from site immediately.

7.0 Clearance of site on completion:

The Contractor shall clear away and remove all Contractors equipment, surplus materials, rubbish,

temporary works of every kind.

A. COST CONTROL

8.0 Bill of Quantities

a.The schedule-B shall contain Memorandum showing items for the construction, installation, testing,

and commissioning work to be done by the Contractor.

b. The quantities stated in the schedule B are estimated quantities. The Contractor shall be paid only

quantities calculated after taking measurements of executed work. The rate stated in the schedule B

for each item of work shall apply. The works shall be measured by the Contractor jointly with the

authorized representative of the Engineer and all particulars required by the representative of the

Engineer shall be supplied by the contractor.

c. The work shall be measured net. No allowance for general or local custom, working space etc. is to be

9.1 The Engineer in Charge shall have power to make any variation of form, quality or quantity of the

works or any part thereof that may, in his opinion, be necessary and for that purpose, or if for any

other reason it shall, in his opinion, be appropriate, he shall have the authority to instruct the

Contractor to do and the Contractor shall do any of the following:

 Increase or decrease the quantity of any work up to any extent included in the contract,

 Omit any such work,

 Change the character or quality or kind of any such work,

 Execute additional work of any kind necessary for the completion of the Works or

 Change any specified sequence or timing of construction of any part of work.

9.2 No such variation shall in any way vitiate or invalidate the contract, but the effects, if any, of all such

variations shall be valued in accordance with the following sub clauses. Provided that where the issue

of an instruction to vary the Works is necessitated by some default or breach of contract by

contractor or for which he is responsible, any additional cost attributable to such default shall be

borne by the Contractor.

9.3 The Contractor shall not make any such variation without an instruction of the Engineer. No

instruction is required for quantities varying from those provided for the items in the contract

10.1 The basis for the valuation of variations for addition to the Contract Price shall be as follows in the

same order of priority.

a) Variations in the quantities of work in schedule of quantities shall not vitiate the contract.

b) The contractor shall be bound to execute extra items of work as directed by the Engineer-in-charge.

c) Contract unit rates for individual items shall apply to varied quantities where there is a quantity

d) The price variations on extra item will not be given.

e) In case of other non tender items following procedure shall apply.

10.2 If any extra item crops up during the progress of work the same shall be carried out by the

Contractor and he shall be paid at the rate fixed by Employer which shall be fixed as lowest of the

rates derived by rate analysis based on the following three methods. , the priority of the documents

forming the Contract shall be as follows:

(i) If the extra item is included in the S.O.R. of Road & Building Department, Year 2021-22, the rate of

extra item shall be that rate and premium (above or below) quoted by contractor.

(ii) Rate analysis based on prevailing Govt. of Gujarat’s SOR rates.

(iii) Rate analysis based on current market rates. This shall be based on

 The material costs, the labour costs, the cost of use of all plant, machinery and equipment, the cost

of all temporary and incidental works, the overheads and the Contractors profit.

 The overheads shall be taken at 5 % of the sum of material costs, the labour costs, the cost of use of

all plant, machinery, and equipment, the cost of all temporary and incidental works.

10.3 In case of the rate is to be derived from prevailing market rate, the Contractors profit shall be taken

at 10 % of the final rate derived.

10.4 In the event of disagreement, the Engineer in Charge shall fix such rates and prices as are, in his

opinion appropriate and shall notify the Contractor accordingly with a copy to the Employer.

10.5 The Engineer shall determine provisional rates and prices to enable on account payments to be

included in the Interim Payment Certificates, until rates and prices are agreed as final by the

Employer, the Contractor, and the Engineer.

10.6 The Contractor shall not be entitled to additional payment for costs, which could have been avoided

by giving early warning.

11.1 Payments shall be adjusted for deductions for advance payments, retention, other recoveries in

terms of the contract and taxes at source, as applicable under the law. The Employer shall pay the

Contractor the amounts certified by the Engineer.

11.2 If an amount certified is increased in a later date certificate due to corrections in previous certificates

or as a result of an award from disputes review experts, Contractor shall be paid such amount only.

The Contractor shall not be paid any interest upon such delayed payment.

11.3 Items of the work for which no rate or price has been entered in will not be paid for by the Employer

and shall be deemed covered by other rates and prices in the Contract.

11.4 All payments shall be made in Ahmedabad.

12 Taxes and duties

12.1 The rates are inclusive of all the prevailing taxes and duties of the Central, State and Local Governing

bodies prevailing on the date of award of the contract. The Contractor will have to pay all such taxes

and duties for the performance of this Contract. The Employer will deduct from the Contractor’s

monthly and other payments all taxes and duties, which he is bound to recover in accordance with

the applicable law.

12.2 The Contractor shall keep himself fully informed of all acts and laws of the Central & State and local

Governing bodies, all orders, decrees of bodies, tribunals having any jurisdiction or authority which in

any manner affect those engaged or employed, and anything related to carrying out the work. All the

bye-laws lay down by AMC/AUDA and any other local bodies while executing the work shall be

adhered to. All taxes of local bodies shall be borne by the contractor. The Contractor shall arrange to

give all notices required by any authority and to pay to such authority all the fees that may have to

be paid for the material, plants, equipments etc. The Contractor shall also adhere to all traffic

restrictions notified by the local authorities. He shall protect and indemnify the Owner and its

officials & employees against any claim or liability arising out of violations of any such laws,

ordinances, orders, decree, whether by himself or by his employees or his authorized

representatives. Nothing extra shall be payable on these accounts.

13.0 Labour Welfare Cess

As per circular No. GHR/2005/04/CWA/2004/841/M-3 dt. 3/1/05 and G.R. No. CWA/2004-1831-M(3)

dt. 9/12/05 issued by G.O.G. (non-refundable) shall be deducted from every bills which shall be

deposited to Govt. Labour Department for Labour welfare fund.

14.0 Currencies

All payments shall be made in Indian Rupees.

15.0 Advance Payment

No Advance Payment shall be made.

16.0 Cost of Repairs

Loss or damage to the Works or Materials to be incorporated in the Works between the Start Date

and the end of the Defects Correction periods shall be remedied by the Contractor at the

Contractor's cost if the loss or damage arises from the Contractor's acts or omissions.

B. FINISHING THE CONTRACT

17.0 Completion

The Contractor shall request the Engineer to issue a Certificate of Completion of the Works and the

Engineer will do so upon deciding that the Work is completed.

18.0 Termination

18.1 The Employer shall be entitled to terminate the contract if the contractor:

(a) Fails to carry out any obligation under the contract.

(b) Without reasonable excuse fails –

1. To commence the works on site within the period stated in the Appendix to Bid after receipt by him

of a Notice to this effect from the Engineer/Employer after signing the agreement or

2. To proceed with the works, or any section thereof, within 28 days after received notice

3. Has failed to comply with a notice issued or an instruction issued within 28 days after having

4. Abandons the works or otherwise plainly demonstrates the intention not to continue performance of

his obligation under the contract.

5. Sub-contracts the works or assigns the contract without the specific prior written permission of the

6. Has failed to furnish the required securities or extension thereof in terms of the contract.

7. Becomes bankrupt or insolvent, goes into liquidation, has a receiving or administration order made

against him, compounds with his creditors, or carries on business under receive, trustee or manager

for the benefit of his creditors, or if any act is done or event occurs which (under applicable Laws) has

a similar effect to any of these acts of event.

18.2 In any of these events or circumstances, the Employer may, upon giving 14 days notice to the

contractor, terminate the contract and expel the contractor from the site. However, in the case of

sub-paragraphs (h), the Employer may be notice terminate the contract immediately.

18.3 The Employer’s decision to terminate the contract shall not prejudice any other rights of the

Employer, under the contract or otherwise.

18.4 After termination, the Employer may complete the works and/or arrange for any other entities to do

so. The Employer and these entities may then use any goods, contractor’s documents and other

design documents made by or on behalf of the contractor.

18.5 The Employer or the Contractor may terminate the Contract if the other party causes a fundamental

breach of the Contract.

18.6 Fundamental breaches of Contract include, but shall not be limited to the following:

(a) the Contractor stops work for 14 days when no stoppage of work is shown on the current Program

and the stoppage has not been authorized by the Engineer;

(b) the Employer or the Contractor is made bankrupt or goes into liquidation other than for a

reconstruction or amalgamation;

(c) The contractor fails to fulfill requirements;

(d) the Engineer gives Notice that failure to correct a particular Defect is a fundamental breach of

Contract and the Contractor fails to correct it within a reasonable period of time determined by the

(e) the Contractor does not maintain a security which is required;

(f) the Contractor has delayed the completion of works by the number of days for which the maximum

amount of liquidated damages becomes payable as defined in the Contract data;

(g) if the Contractor, in the judgment of the Employer has engaged in corrupt or fraudulent practices in

competing for or in the executing the Contract.

(h) For the purpose of this paragraph: “corrupt practice” means the offering, giving, receiving or

soliciting of anything of value to influence the action of a public official in the procurement process

or in contract execution. “Fraudulent practice” means a misrepresentation of facts in order to

influence a procurement process or the execution of a contract to the detriment of the Borrower,

and includes collusive practice among Bidders (prior to or after bid submission) designed to establish

bid prices at artificial non-competitive levels and to deprive the Borrower of the benefits of free and

open competition.”

18.7 When either party to the Contract gives notice of a breach of contract to the Engineer for a cause

other than those listed above, the Engineer shall decide whether the breach is fundamental or not.

18.8 Notwithstanding the above, the Employer may terminate the Contract for convenience.

18.9 If the Contract is terminated the Contractor shall stop work immediately, make the Site safe and

secure and leave the Site as soon as reasonably possible and handover the site to the Employer

including all materials and plant and equipment existing there upon.

19.0 Contractor's own responsibility

The contractor is to set out and level the works and will be responsible for the accuracy of the

same. He shall also be responsible for the correctness of the positions, levels, dimensions, and

alignment of all parts of the structures as per instructions given to him. If at any time any error shall

appear during the progress of any part of the work, the contractor shall at his own expense rectify

such error if called upon to the satisfaction of the Engineer in charge.

20.0 Overpayment & Underpayment

20.1 Whenever any claim Fifths payment of a sum to the Municipal Corporation arises out of or under

this Contract against the contractor the same may be deducted by the Municipal Corporation from

any sum then due or which at any time thereafter may become due to the contractor under this

contract and failing that under any other contract with the Municipal Corporation or from any sum

due to the contractor with the Municipal Corporation (which may be available with Municipal

Corporation), or from his retention money, or he shall pay the claim on demand. The Municipal

Corporation reserves the right to carry out post payment audit and technical examination of the final

bill including all supporting vouchers, abstracts, etc.

20.2 The Municipal Corporation further reserves the right to enforce recovery of any over payment when

detected notwithstanding the fact that the amount of the final bill may be included by the

20.3 If as a result of such audit and technical examination any over payment is discovered in respect of

any work done by the Contractor or alleged to have been done by him under the contract, it shall be

recovered by the Municipal Corporation from the contractor by way of all the means prescribed

above or if any under payment is discovered by the Municipal Corporation, any amount due to the

contractor under this contract or under payment may be adjusted against any amount then due or

which may at any time thereafter become due before payment is made to the contractor from him to

the Municipal Corporation on any other contract account whatsoever.

21.0 Materials obtain from dismantling

If the contractor, in the course of execution of work is called upon to dismantle any part for reasons

other than on account of bad or imperfect work, the materials obtained from dismantling will be the

property of the A.M.C. and will be disposed of as per instruction of Engineer-in-charge in the best

interest of the A.M.C.

22.0 Dispute to be referred to Arbitrator

The disputes relating to this contract, so far as they relate to any of the following matters, whether

such disputes arise during the progress of the work or after the completion or abandonment thereof,

shall be referred an independent Arbitrator appointed by AMC as far possible in consultation with

the agency if it is necessary and such disputes shall be settled in accordance with the arbitration and

conciliation Act.

(i) The rates of payment under clause 5 for any tools, materials and stores, in or upon the works of the

site thereof or belonging to the contractor or procured by him and intended to be used for execution

of the work or any part thereof possession of which may have been taken by the Engineer-in-charge

under the said clause –5.

(ii) The reduction in rates made by the Engineer-in-charge under clause 9 from the items of works not

accepted as completed fully in accordance with the sanctioned specifications.

(iii) The rate of part of payment for any class of work which is included in the additional or altered work

carried out by the contractor in accordance with the instructions of the Engineer-in-charge under

clause 14 and the rates for which is to be determined under the said clause

(iv) The rates of payment for materials already purchased or agreed to be purchased by the contractor

before receipt of notice given by the Engineer-in-charge under clause 15 and/or amount of

compensation payable to the contractor under the said clause for loss in respect of such materials.

(v) The amount of compensation which the contractor shall be liable to pay under clause 17 in the

event of this failure to rectify, remove or reconstruct the work within the period specified in the

written intimation or the amount of expenses incurred by the Engineer-in-charge under the said

clause17 in rectifying, removing or re-executing the work or in removing and replacing the materials

or articles complained of.

(vi) The reduction of rates as may be fixed by the Engineer-in-charge under clause 17 for the inferior

work or materials as accepted or made use of.

(vii) The amount of compensation payable by the contractor for damages as estimates and assessed

(viii) The amount payable to the contractor for the work carried out under clause 33 in accordance with

the instructions and the requirement of the Engineer-in-charge in case where there are no

specifications.

(ix) The awards declared by the arbitrator shall be speaking award giving reasons and calculations to

every item of claims. The decision will have to be implemented by all the concerned.

(x) In case of dispute leading to the contractor or Ahmedabad Municipal Corporation approaching on

Court of Law. It shall be within the jurisdiction where the site of work is situated.

The reference to arbitration proceeding under this clause shall not:

i) Entitle the contractor to stop the Affect the right of the Engineer-in-charge under clause 5 to take

possession of all or any tools, plants, materials and stores in or upon the works of site thereof

belonging to the contractor or procured by him and intended to be used for the execution of the

work or any part thereof.

ii) Preclude the Engineer-in-charge from utilizing the materials purchased by the contractor in any work

or from removing such materials to other places, during the period the work is stopped or suspended

in pursuance, of notice given to the contractor under clause

iii) Progress of the work or the carrying out the additional or altered work in accordance with the

provisions of clause 14 or as the case may be, of clause

23.0 Drawings and Photographs of the Works

23.1 The contractor shall do photography/ videography of the site as and when asked by AMC. No

separate payment will be made to the contractor for this. . The contractor shall have to submit the

same in hard copy as well as soft copy as and when demanded by the AMC.

23.2 No photograph of the works or any part thereof or plant employed thereon, except those permitted

under clause 59.1, shall be taken, or permitted to be taken by the Contractor or by any of his

employees or any employees of his sub-Contractors without the prior approval of the Engineer in

writing. No photographs/ videography shall be published or otherwise circulated without the

approval of the Engineer in writing.

GENERAL DETAILS SPECIFICATION OF MATERIAL

1.1 Water shall not be salty or brackish and shall be clean reasonably clear and free from

objectionable quantities of silt and tract of oil and injurious alkalis, salts, organic mater and

other deleterious materials which will either weaken the mortar or concrete or cause

efflorescence of attach the steel in R.C.C. Container for transport, storage and handling of

water shall be clean. Water shall conform to the standards specified in I.S. 456-1978.

1.2 If required by the Engineer-in-charge it shall be tested by comparison with distilled water.

Comparison shall be made by means of standard cement tests for soundness, time of setting

and mortar strength as specified in I.S. 269-1976. Any indication of unsoundness, change in

time of setting of 30 minutes either more or decrease of more than 10 percent in strength of

mortar prepared with water sample when compared with the results obtained with mortar

prepared with distilled water shall be sufficient cause for rejection of water under test.

1.3 Water for curing mortar, concrete or masonry should not be too acidic and also not too

alkaline. It shall be free of elements which significantly affect the hydration reaction or

otherwise interfere with the hardening of mortar or concrete during curing or those which

produce objectionable stains or other unsightly deposits on concrete or mortar surfaces.

1.4 Hard and bitter water shall not be used for curing.

1.5 Potable water will be generally found suitable for curing mortar for preparing or concrete.

2.1 Cement shall be Ordinary Portland, Ordinary Portland cement as per I.S. 269-1976 or

Portland slag cement as per I.S.455-1976.or Sulphate Resistant Cement as per IS-12330 latest

2.2 Testing of Cement : It should be specifically noted that the cement brought by the

contractor at site of work shall be used after the same is tested at the approved laboratory

as per the direction of the Engineer-in-charge. Such approved laboratory may be located at

Ahmedabad. All the charges for transport and testing of the samples shall have to be borne by

the contractor. The frequency of testing of such materials shall be in accordance to the

relevant Indian standard as directed by the Engineer-in-charge.

Sand shall be natural sand, clean, well graded, hard strong, durable and gritty particles free from

injurious of dust, clay, kankar nodules, soft or flaky particles shale, alkali salts, organic matter,

loam, mica or other deleterious substances and shall be got approved from the Engineer-in-

charge. The sand shall not contain more than 8 percent of silt as determined by field test. If

necessary the sand shall be washed to make it clean.

3.2 COARSE SAND :

The fineness modulus of coarse sand shall not be less than 2.5 and shall not exceed 3.0. The sieve

analysis of coarse shall be as under:

M-4 STONE GRIT :

4.1 Grit shall consist of crushed or broken stone and be hard, strong dense, durable, clean, of

proper gradation and free from skin or coating likely to prevent proper adhesion of mortar.

Grit shall for as possible flaky elongated pieces shall be avoided.

It shall generally comply with the provisions of I. S. 383-1970. Unless special stone of particular

4.3 The crushing strength of grit will be such as to allow the concrete in which it is used to

build up the specified strength of concrete.

4.4 The necessary tests for grit shall be carried out as per the requirements of I. S. 2386 (Parts I

to VIII) 1963, as per instruction of the Engineer-in-charge. The necessity of test will be decided

by the Engineer-in-charge.

M-5A STONE COARSE AGGREGATE FOR NOMINAL MIX CONCRETE :

5A.1 Coarse aggregate shall be of machine crushed stone of black trap or equivalent and be

hard, strong, dense, durable, clean and free from skin and coating likely to prevent proper

adhesion of mortar.

5A.2 The aggregate shall generally be cubical in shape. Unless special stones of particular

quarries are mentioned, Aggregates shall be machine crushed from the best black trap or

equivalent hard stone as approved. Aggregate shall have no deleterious reaction with cement.

The size of the coarse aggregate for plain cement concrete and ordinary reinforced cement

concrete shall generally be as per the table given below. However in case of reinforcement

cement concrete the maximum limit may be restricted to 6 mm less than the minimum

lateral clear distance between bars of 6 mm. less than the cover whichever is smaller.

5A.3 The grading test shall be taken in the beginning and at the charge of source of materials.

The necessary tests indicated in I.S. 383-1970 I. S. 456-1978 shall have to be carried out to

ensure the acceptability. The aggregates shall be stored separately and handled in such a

manner as to prevent the inter mixed on different aggregates. If the aggregates are covered

with dust, they shall be washed with water to make them clean.

M-5B BLACK TRAP OR EQUIVALENT HARD STONE COARSE :

5B.1 Aggregate for Design Mix concrete : Coarse aggregate shall be of machine crushed stone of

M-6A FLY-ASH LIME BRICKS :

The fly ash lime bricks shall conform to Grade-1 or Grade-2 of IS-3812-1981. The frog of the

The size of modular bricks shall be 190 mm x 90 mm x 90 mm.

The size of conventional brick shall be 225 mm x 110 mm x 75 mm.

Only bricks of one standard size shall used on one work. The following tolerances shall permitted

in the conventional size adopted in a particular work:

The physical characteristic of bricks shall be as follows.

The minimum compressive strength of fly ash lime bricks shall not be less than 75 Kg/Sq.Cm. and

the test shall be conform to IS-3495 (Part-I):1992.

The average drying shrinkage of the brick when tested by the method described in IS 4139-1989

being shall not exceed 0.15 percent.

M-7 MILD STEEL BARS :

7.1 Mild steel bars reinforcement for R.C.C. work shall conform to I.S. 432 ( Part-II ) 1966 and

shall be tested quality. It shall comply with relevant part of I.S.456-1978.

7.2 All the reinforcement shall be clean and free from dirt, paint, grease, mill scale or loose of

thick rust at the time of placing.

7.3 For the purpose of payment the bar shall be measured correct upto 10 mm length and

weight payable worked out the rate specified below :

M-8 TMT FE-500 STEEL BARS FOR REINFORCEMENT :

8.1 Reinforcement bars shall conform to IS-432, IS-226 or IS-1786 with its latest amendment

and welded wire fabrics to IS : 1566. Only TMT bars for reinforcement in RCC duct shall be

used which shall be clean, free from pitting, oil, grease, paint, loose mill scale, rust, dirty dust

or any other such substance that will destroy or reduce bond.

It permitted by the Engineer-in-charge reinforcement shall be done in accordance with IS-

2751 or IS-9147 as applicable.

8.2 Other provision and requirements shall conform to specification No. M-7 for mild steel

M-9 MILD STEEL BINDING WIRE :

9.1 The mild steel wire shall be of 1.63 mm or 1.22 mm (16 or 18 gauge) diameter and shall

conform to I.S. 280-1972.

9.2 The use of black wire will be permitted for binding reinforcement bars. It shall be free from

rust, oil paint grease, loose mill scale or any other undesirable coating which may prevent

adhesion of cement mortar.

M-10 STRUCTURE STEEL :

10.1 All structural steel conform to I.S.226 - 1965. The steel shall be free from the defects

mentioned in I.S. 226-1975 and shall have a smooth finish. The material shall be free from

loose mill scale, rust pits or other defects affecting the strength and durability. Rivet bars shall

conform to I.S. 1148-1973.

10.2 When the steel is supplied by the contractor test certificate of the manufacturers shall be

obtained according to I.S. 226-1975 and other relevant Indian Standards.

M-11 SHUTTERING :

11.1 The shuttering shall be either of wooden planking of 30 mm. minimum thickness with or

without steel lining or of steel plates stiffened by steel angles. The shuttering shall be

supported on battens and beams and props of vertical ballies properly cross braced together

so as to make the centering rigid. In places of bullie props, brick pillar of adequate section

built in mud mortar may be used.

11.2 The form work shall be sufficiently strong and shall have camber, so that it assumes correct

shape after deposition of the concrete and shall be able to resist forces caused by vibration of

live load of men working over it and other incidental loads associated with it. The shuttering

shall have smooth and even surface and its joints shall not permit leakage of cement grout.

11.3 If at any stage of work during or after placing concrete in the structure, the form sags or

bulges out beyond the required shape of the structure, the concrete shall be removed and

work redone with fresh concrete and adequately rigid form work. The complete form work

shall be got inspected by and got approved from the Engineer-in-charge, before the

reinforcement bars are placed in position.

11.4 The props shall consist of bullies having 100 mm minimum diameter measured at mid

length and 80 mm at thin end and shall be placed as per design requirement. These shall rest

squarely on wooden sole plates 40 mm thick and minimum bearing area of 0.10 Sq.m. laid on

sufficiently hard base.

11.5 Double wedges shall further be provided between the sole plate and the wooden props so

as to facilitate tightening and easing of shuttering without jerking the concrete.

11.6 The timber used in shuttering shall not be so dry as to absorb water from concrete and

swell or bulge nor so wet to shrink after erection. The timber shall be properly sawn and

planned on the sides and the surface coming in contract with concrete. Wooden form work

with metal sheet lining or steel plates stiffened by steel angles shall be permitted.

11.7 As far as practicable, clamps shall be used to hold the forms together and use of nails and

spikes avoided.

11.8 The surface of timber shuttering that would come in contact with concrete shall be well

wetted and coated with soap solution before the concreting is done. Alternatively coat of raw

linseed oil or oil of approved manufacture may be applied in place of soap solution. In case of

steel shuttering either soap solution or raw linseed oil shall be applied after thoroughly

cleaning the surface. Under no circumstances black or burnt oil shall be permitted.

11.9 The shuttering for beams and slabs shall have camber of 4 mm per meter (1 in 250) or as

directed by the Engineer-in-charge so as to offset of subsequent deflection for cantilevers the

As per GWSSB SOR 2022-23; Item No.14.1.

All fill material will be subject to Engineer’s approval. If any material is rejected by Engineer,

contractor shall remove the same forthwith from the site at no extra cost to the owner. Surplus fill

material shall be deposited / disposed off as directed by Engineer after the fill work is completed

upto a distance of 5 Km for which separate payment will be paid under the corresponding item.

No earth fill shall commence until surface water discharges and streams have been properly

intercepted or otherwise dealt with as directed by Engineer.

To the extent available, selected surplus soils from excavated materials shall be used as backfill. Fill

material shall be free from clods, salts, sulphates, organic or other foreign material. All clods of earth

shall be broken or removed. Where excavated material is mostly rock, the bounders shall be broken

into pieces not larger than 150 mm size, mixed with properly graded fine material consisting of

murrum or earth fill up the voids and the mixture used for filling.

If any selected fill material is required to be borrowed, Contractor shall make arrangements for

bringing such material from outside borrow pits. The material and source shall be subject to prior

approval of Engineer. The approved borrow pit area shall be cleared of all bushed, roots of trees,

plants, rubbish etc, top soil containing salts / sulphate and other foreign material shall be removed.

The materials so removed shall be burnt or disposed off as directed by Engineer. Contractor shall

make necessary access to borrow areas and maintain the same, if such access road does not exist, at

FILLING IN PITS AND TRENCHES AROUND FOUNDATIONS OF STRUCTURES, WALLS ETC.

As soon as the work in foundations has been accepted and measured, the spaces around the

foundations, structures, pits, trenches etc. shall be cleaned of all debris, and filled with earth in layers

not exceeding 20 cm, each layer being watered, rammed and properly consolidated, before the

succeeding one is laid. Each layer shall be consolidated to the satisfaction of Engineer. Earth shall be

rammed with approved mechanical compaction machines if instructed. Usually no manual

compaction shall be allowed unless Engineer is satisfied that in some cases manual compaction by

tampers cannot be avoided. The final backfill surface shall be trimmed and leveled to proper profile

as directed by Engineer or indicated on the drawing.

FILLING IN TRENCHES

Filling in trenches for pipes and drains shall be commenced as soon as the joints of pipes and drains

have been tested and passed. The backfilling material shall be properly consolidated by watering and

ramming, taking due care that no damage is caused to the pipes.

Where the trenches are excavated in soil, the filling from the bottom of the trench to the level of the

centreline of the pipe shall be done by hand compaction with selected approved earth in layers not

exceeding 8 cm; backfilling above the level of the centreline of the pipe shall also be done with

selected earth by hand compaction or other approved means in layers not exceeding 20 cm.

In case of excavation of trenches in rock, the filling upto a level 30 cm above the top of the pipe shall

be done with fine materials, such as earth, moorum etc. The filling up of the level of the centreline of

the pipe shall be done by hand compaction in layers not exceeding 20 cm. Also the filling above the

centreline of the pipe shall be done by hand compaction or approved means in layers not exceeding

20 cm. The filling from a level 30 cm. Above the top of the trench shall be done by hand or other

approved mechanical methods with broken rock filling of size not exceeding 20 cm mixed with fine

material as available to fill up the voids.

Filling of the trenches shall be carried simultaneously on both sides of the pipe to avoid unequal

pressure on the pipe.

GENERAL SITE GRADING

Site grading shall be carried out as indicated in the drawings and as directed by Engineer. Excavation

shall be carried out as specified in the specification. Filling and compaction shall be carried out as

specified elsewhere unless otherwise indicated below.

If no compaction is called for, the fill may be deposited to the full height in one operation and

levelled. If the fill has to be compacted, it shall be placed in layers not exceeding 200 mm and

leveled uniformly and compacted as indicated in before the next layer is deposited.

To ensure that the fill has been compacted as specified, field and laboratory tests shall be carried out

by Contractor at his cost.

Field compaction test shall be carried out at different stages of filling and also after the entire height

has been completed. This shall hold good for embankments as well.

Contractor shall protect the earth fill from being washed away by rain or damaged in any other way.

Should any slip occur, Contractor shall remove the affected material and make good the slip at his

that the finer fill material does not get washed out. Over the layer so filled, a 100 mm thick mixed

layer of broken materials and earth shall be laid and consolidation carried out by a 12 tonne roller.

The compaction, only where so called for, in the schedule of quantities / items shall comply with the

specified (Standard Proctor / modified Proctor) density at moisture content differing not more than

percent from the optimum moisture content. Contractor shall demonstrate adequately at his cost, by

field and laboratory tests that the specified density has been obtained.

Lead for deposition / disposal of excavated material, shall be as specified in the respective

item of work. For the purpose of measurement of lead, the area to be excavated or filled or

area on which excavated material is to be deposited / disposed off shall be divided into

suitable blocks and for each of the blocks, the distance between centerlines shall be taken as

the lead which shall be measured by the shortest straight line route taken by Contractor. No

extra compensation is admissible on the grounds that the lead including that for borrowed

material had to be transported over marshy or ‘katcha’ land / route.

Measurement and Payment

Backfilling as per specifications on the sides of foundations of columns, footings, structures, walls,

tanks, rafts, trenches etc. with excavated material shall be done. As a rule, material to be backfilled

shall stacked temporarily within the basic lead of 90 meters unless otherwise directed by the

Engineer. If Engineer directs / permits a lead of over 90 meters for such material, the conveyance of

the material for the extra distance over the basic lead of 90 meters for backfilling will be paid for.

Actual quantities of consolidated back filing shall be measured and paid in cubic meters.

Penalty for improper watering and compaction will be Rs. 350/Tanker required and rent for roller @

Rs. 20 per sq.m.

In case the watering and compaction of the backfilled material is not as per the specifications, AMC

will carry out the same through own resources. A rate of Rs. 350 per water tanker and Rs. 20 per

sq.m. for rolling and compacting will be recovered from the contractor.

The M/s shall be on CMT basis.

Unsuitable materials obtained from clearing site and excavation shall be

disposed off within a lead of 50 meters as directed. useful materials obtained from clearing site and

excavation shall be stacked within a lead of 50 mt. beyond the work area as directed. Materials

suitable for back filling shall be stacked at convenient places within a lead of 50 mt. from the

structure for reuse. Useful stones from rock excavation shall be stacked neatly within a lead of 50 M.

and will be allowed to be used by the contractor on payment at rates laid down in the contract or if

not so aid down, at schedule of rates of the Division or at a mutually agreed rates if there are no such

rates in the Schedule of rates.

If surplus materials are required to be conveyed beyond 50 M. conveyance will be paid for

under a separate item.

The sewet trench shall be excavated to the alignment and gradient shown on the plan and section. In

all storts soil including oil masonary asphalt roads and wet. excavation . The sewer excavation shall

be commenced at the down stream end of the sewer and be continued upto thegradient as directed.

The trench shall not open more than 60 meters in advace of the completed sewer only when directed

by the Engineer in charge looking to the progress of the work in obtaining the formation of the

bottom of the trenches the usual methods of suing sight rails and bonning roads shall be adopted

during the whole of the process. The center line of uniform height shall be carried clearly on each

rail. The depth of the excavation and invert of the sewer shall be checked by means of bonning road

of appropriate length and also straight edge. The bed of the trench be shall well remmed before

starting laying of sewer lines and cement concrete and masonary work. Where trenches are deep in

bad grounds the sides shall be supported by suitable timbering of shorting work looking to the nature

of soil near big or important structures, the sides of the trenches shall be closely and securely

timbered. If any settlement of the building is anticipated the timbering shall be left in the ground.

The various materials excavated shall be separately stacked so that in refilling the may be relaid on

the same order as before and least possible damage shall be done carpet on the public roads and

private properties. Surface covering consisting of asphalt carpet shall be kept on one side and

preserved for reinstatement. The excavated earth shall not heaped near the renchers so as to

caused unnecessary obstruction along the pulling inspection, trenches etc. shall be tunneled under

only as necessary. The side of the trenches shall be nearly vertical and plumb & red light shall be

placed at each end at intervals as instructed and further protested by rope fence. Necessary caution

boards shall also be erected and diaced as directed by the Engineer in charge. Wherever possible

material excavated from the trenches of whatever kind shall not placed nearer than 3 meters from

the outer edge of the excavated trench. The utmost shall have to be taken in refilling the trenches so

that no damage may be done no sewer no lump shall be allowed to be put around the sewer. The

remming of the filling shall be done and well watered. The surplus earth shall be removed directed

within 30 meters lead. The measurement of the work shall be exact length and width of the trench as

specified or as per City Engineer instruction and depth shall be measured vertical as per section upto

invert or the pipe lind The City Engineer reserves the right of extra excavation on either side if

considers necessary for the safely of the work. The bottom and sides of the trench shall be dressed

in level and plumb in all directions before any concrete in India. In case the excavation is done

deeper than required no filling shall be allowed to bring the formation to proper level but contractor

shall have to lay cement or lime be concrete of filling or other acceptable materials as directed by

C.E. at contractor won cost so as to come to proper information, in case bas formation are met with

the work shall have be done as per instruction of C.E. necessary arrangements for watering trenches

must be provided be contractor and without proper watering trenches will not be allowed to be tilled

contractor shall be liable to pay all damages to water pipe, drains electric and telephone cables and

to private property during the execution of this contract and the same will be recovered from the

running bills or the deposit of work whenever it becomes necessary in the opinion of the Engineer in

charge location of any existing sewers drains etc. not otherwise from in these specification the

contractor shall do the work of making such change and the work shall be paid for as extra work. All

places of public utility etc. shall be kept accessible for use. No extra payment shall be made for land

sides and side slopes done without prior approval of the Engineer in charge. Wherever natural soil

commends winder excavation the mentioned above the same shall be given after approved C.E. The

rate for excavation for easy jointing and caulking nothing extra shall be paid for this.

Refilling of trenches shall be done only after the grade of line and hydraulic test practicable of the

lines are checked and approved of and order given by the Engineer in charge. The refilling shall be

accompanied by through watering the layers of 0.50 metrs. Further refilling shall be done there after

and process should be repeated till trenches are completely refilled. Temping and ramming with

rammers shall have to be done at all place of important work where ordered by Engineer in charge.

After the trench is give the trenches shall have to be refilled within 4 days with complete watering. If

This specification covers requirements for manufacturing, testing, supplying, jointing and testing at

work sites of Reinforced Cement Concrete (RCC) pipes, of both pressure and not pressure varieties

used for pumping mains and sewers. Laying of pipes and fittings/specials is covered in Part: 2. The

two parts are complementary and are to be read together for a correct interpretation of the

provisions of this specification.

APPLICABLE CODES

The manufacturing, testing, supplying. Jointing and testing at work sites of RCC pipes shall comply

with all currently applicable statutes, regulations, standards and codes. In particular, the following

standards, unless otherwise specified herein, shall be referred. In all cases, the latest revision of the

codes shall be referred to. If the requirements of this specification conflict with the requirements of

thecodes and standards, this specification shall govern.

a.) IS : 458 - Specification for pre-cast concrete pipes (with and without reinforcement) b.) IS : 3597 -

Method of tests for concrete pipes.

c.) IS : 5382 - Specification for rubber sealing rings for gas mains, water mains and sewers.

CODE OF PRACTICE

a.) IS : 456 - Code of practice for plain and reinforced concrete.b.) IS : 783 - Code of practice for laying

of concrete pipes.

Design of RCC pipes shall be in accordance with the relevant clauses of IS :

The details of reinforcement shall be as per IS :

D7.5.3 The ends of pipes shall be in accordance with relevant clauses of IS :

The method of manufacture shall be such that the form and the dimensions of the finished

pipes are accurate within the limits specified in relevant clause of IS: 458.The surfaces and edges of the

shall be well defined and true, and their ends shall be square with the longitudinal axis. The ends of the

pipes shall be further reinforced by an extra ring of reinforcement to avoid breakage during transportation.

The R.C.C. pipes and collars/ rubber rings shall be systematically checked for any

manufacturing defects by experienced supervisors so as to maintain a high standard of quality.

Owner/Engineer/its representative or consultants also shall at all reasonable times have

free access to the place where the pipes and collars/ rubber rings are manufactured for the purpose of

examining and testing the pipes and collars/ rubber rings and of witnessing the test and manufacturing.

All tests specified either in this specification or in the relevant Indian Standards shall be

performed by the supplier/contractor at his own cost and in presence of Owner /Engineer if desired. For

this, sufficient notice before testing of the pipes and fittings shall be given to Owner/Engineer in writing.

1.5.1.5 If test is found unsatisfactory, Owner/Engineer may reject any or all pipes of that lot. The decision

ofOwner/Engineer in this matter shall be final and binding on Contractor and not subjected to any

arbitration or appeal.

Cement used for the manufacture of RCC pipes and collars shall conform to relevant IS codes. ThePipes shall

be manufactured from Ordinary Portland Cement.

Aggregates used for the manufacture of RCC pipes and collars shall confirm to IS : 383. The

size of aggregate should not exceed one-third the thickness of the pipe or 20 mm, whichever is smaller.

MIXING AND CURING WATER

Water shall be clean, colorless and free form objectionable quantities of organic matter, alkali, acid, salts or

other impurities that might reduce the strength, durability or other desirable qualities of concrete and

tensile steel bars conforming to IS : 432 (Part-1) or hard-drawn steel wire conforming to IS : 432 (Part-2).

cement content and minimum compressive strength of concrete shall be as per relevant

requirements of IS: 458. Compressive strength tests shall be conducted on 15 cm cubes or standard

accordance with the relevant requirements of IS: 456 and IS:

Pipes manufactured in compliance with IS : 458 shall be either water cured or

accordance with the relevant requirements of IS :

The internal diameter, wall thickness and length of barrel and collar of pipes,

reinforcement(longitudinal and spiral), type of ends and minimum clear cover to reinforcement and

strength test requirements shall be as per the relevant clauses/ tables of IS: 458for different classes

The tolerances regarding overall length, internal diameter of pipes or sockets

and barrelwall thickness shall be as per relevant clause of IS:

WORKMANSHIP AND FINISH

Pipes shall be straight and free from cracks except that craze cracks may be

permitted. The ends of the pipes shall be square with their longitudinal axis so that when placed in a

straight line in the trench no opening between ends in contact shall exceed 3mm in pipes up to

mm diameter (inclusive), and 6 mm in pipes larger than 600 mm diameter. D.7.6.8.2 The outside and

inside surfaces of the pipes shall be smooth, dense and hard and shall not be coated

with cement wash or other preparation unless otherwise agreed to between Owner/ Engineer and

themanufacturer or supplier.

D.7.6.8..3 The pipes shall be free from defects resulting from imperfect grading of the aggregate,

mixing or moulding.

D.7.6.8..4 The pipes shall be free from local dents or bulges greater than 3 mm in depth and

extending over a length in any direction greater than twice the thickness of barrel.

D.7.6.8.5 The deviation from straight in any pipe throughout its effective length, tested by means of

a rigid straight edge parallel to the longitudinal axis of the pipe shall not exceed, for all diameters

3mm for every meter run.

All Pipes for testing purposes shall be selected at random from the offered stock of the

manufacturer and shall be such as would not otherwise be rejected under the criteria of tolerances

During manufacture, tests on concrete shall be carried out as per IS: 456. The

manufacturershall

supply, when required to do so by Owner/Engineer the results of compressive test of concrete

cylinders or cubes made from the concrete used for the pipes. Every pressure pipe shall be tested by

the manufacturer for the hydrostatic test pressure.

D.7.7..3 The specimen of Pipes for the following tests shall be selected in accordance with Clause

of IS: 458 and tests in accordance with the methods described in IS :

i.) Hydrostatic test

ii.) Three edge bearing test( Including ultimate strength test )

iii.) Absorption test

SAMPLING AND INSPECTION

In any consignment, all the pipes of same class and size and manufactured under

similar conditions of production shall be grouped together to constitute a lot .The conformity of a lot

to the requirements of this specification shall be ascertained on the basis of tests on pipes selected

The number of pipes to be selected from the lot for testing shall be in accordance with

Table 15 of IS:

Pipes shall be selected at random from lot size. In order to ensure randomness, all the

pipes in the lot may be arranged in a serial order and starting from any pipe.

All pipes selected as per clause 9.2 shall be inspected for dimensional requirements,

deviation from straight.

The number of pipes to be tested for tests under clause 9.2 shall be in accordance

with column 4 of Table 15 of IS: 458. These pipes shall be selected from pipes that have satisfied the

mentioned in Clause 9.1.1.of IS:458.

A lot shall be considered as conforming to the requirements of IS: 458 if the following

conditions are satisfied. (a) The number of defective pipes (those not satisfying one or more of the

requirements for dimensions. finish and deviation from straight) shall not be more than the

permissible number given in column 3 of Table 15 of IS:

(b) All the pipes tested for various tests as per Clause 7,8 & 9.1.1 shall satisfy corresponding

requirements of the tests. (c) In case the number of pipes not satisfying requirements of any one or

more tests, two further samples of same size shall be selected and tested for the test or tests in

whichfailure has occurred, all these pipes shall satisfy the corresponding requirements of the test.

The following information shall be clearly marked on each pipe :

(a) Internal diameter of pipe

(b) Class of pipe

(c) Date of manufacturer

(d) Pipe numbers and

(e) Name of manufacturer or his registered trade-mark or both.

(f) Any other information suggested by Engineer-in-charge.

Jointing of RCC pipes shall be done as per the requirements of following specifications and as per the

relevant IS. The type of joints shall be collar joint. After jointing, extraneous material, if any, shall be

removed from the inside of the pipe and the newly made joints shall be thoroughly cured.

D.7.10.1.2 COLLAR JOINT (RIGID)

After laying the RCC pipes at proper alignment and gradient their abutting faces shall be coated with

hot bitumen in liquid condition by means of a brush. The wedge-shaped groove in the end of the

pipe shall then be filled with a tarred gasket in one length for each joint. The collar shall then be

the end of the pipe and the next piped butted well against the tarred gasket by suitable appliances

approved by Owner/Engineer so as to thoroughly compress the tarred gasket into the grooves, care

being taken that the concentricity of the pipes and level are not disturbed during this operation. The

collar shall then be placed symmetrically over the end of the two pipes and the space between the

inside of the collar and the outside of the pipe filled with a mixture of cement and sand in proportion

1:1, tempered with just sufficient water to have a consistency of the semi-dry conditions, well packed

and thoroughly rammed with caulking tools. The joints shall be finished off with a fillet sloping at

the side of the pipe. The finished joints shall be protected and cured thoroughly as directed by

owner/engineer. Any plastic solution or cement mortar that may havebeen squeezed into the inside

of the pipe shall be removed so as to leave the inside of the pipe perfectly clean.

The pipes having diameter 900mm and above shall be provided internal joint also with CM 1:1 for

this purpose directly the edges of the pipes shall be chipped off and then CM shall have to provided.

The surface shall be finished smoothly to allow smooth flow.

CLEANING OF PIPES

As soon as a stretch of RCC pipes has been laid complete from manhole, for a

stretch asdirected by

owner/Engineer contractor shall run through the pipes both backwards and forwards a double disc

or solid or closed cylinder 75mm less in diameter than the internal diameter of pipes. The open

incomplete stretch of pipeline shall be securely closed as may be directed by owner/Engineer to

prevent entry of mud or silt etc.

If as a result of the removal of any obstructions Owner/Engineer considers that

damages may have been caused to the pipelines, he shall be entitled to order the stretch to be

tested immediately. Should such test prove unsatisfactory, contractor shall amend the work and

carry out such further tests as are required by owner/Engineer.

It shall also be ascertained by contractor that each stretch from manhole to manhole

or the stretch as directed by Engineer is absolutely clear and without any obstruction by means of

visual examination of the interior of the pipe line suitable enlightened by projected sunlight or

All RCC pipes shall be measured according to the work actually done and no

allowance will be made for any waste in cutting to the exact length required. The measurement for

pipes shall be in running meters nearest to a cm. of length along the centre line of pipe as actually

laid at work sites.

The rate for providing, laying and jointing of RCC pipes shall be deemed to include

the cost of collars/rubber rings, jointing material, testing and extra excavation required for ordinary

bedding of pipes and also for collars and pipe sockets, if any.

If any damage is caused to the pipeline during the execution of work or while

cleaning thepipeline as specified, Contractor shall be held responsible for the same and shall replace

the damaged pipelineand the same at his own cost to the full satisfaction of Engineer.

CARTING & HANDLING

Pipes and fittings/ specials shall be transported from the factory to the work sites at places

along the alignment of pipeline as directed by Owner/ Engineer. Contractor shall be responsible

for the safety of pipes and fittings/ specials in transit, loading/ unloading. Every care shall be

exercised in handling pipes and fittings/ specials to avoid damage. While unloading, the pipes

and fittings/ specials shall not be thrown down from the truck on to hard surfaces. They should

be unloaded on timber skids with steadying ropes or by any other approved means. Padding

shall be provided between coated pipes, fittings/ specials and timber skids to avoid damage

to the coating. Suitable gaps between pipesshould

be left at intervals in order to permit access from one side to the other. In case of spigot socket

pipes, care should be taken regarding orientation of pipes while unloading. As far as possible

pipes shall be unloaded on one side of the trench only. The pipes shall be checked for any

visible damage (such as broken edges, cracking or spilling of pipe etc.) while unloading and

shall be sorted out forreclamation.

Any pipe, which shows sufficient damage to prelude it from being used, shall be discarded.

The stack shall be in pyramid shape or the pipes laid length wise and crosswise in alternate

The pyramid stack shall be made for smaller diameter pipes for conserving space in storing

them. Theheight of the stack shall not exceed 1.5 m.

Fittings/specials shall be stacked under cover and separated from pipes.

Rubber rings shall be stored in a clean, cool store away from windows, boiler,

electrical equipment and petrol, oils or other chemicals. Particularity in the field where

the rubber rings are being used it is desirable that they are not left out on the ground in

the sun or overnight under heavy frost or snow conditions.

BONING STAVES AND SIGHT RAILS

In laying the pipes and fittings/ specials the centre for each manhole/ chamber or

pipeline shall be marked by a peg. Contractor shall dig holes for and set up two post (about

mm) at each manhole/ chamber or junction of pipelines at nearly equal distance from the peg

sufficient distances therefrom to be well clear of all intended excavation, so arranged that a

when fixed at a certain level against the post shall cross the centre line of the manhole/

chamber or pipes lines. The sight rail shall not in any case be more than 30m apart,

intermediate rails shall be putup if directed by Owner/Engineer.

Boning staves of 75mm x 50mm size shall be prepared by Contractor in various

lengths, each length being of a certain whole number of meters and a fixed tee-head and

fixed intermediate cross pieces,

each about 300 mm long. The top-edge of the cross piece must be fixed below the top-edge

at a distance equal to the outside diameter of the pipe or the thickness of the concrete bed to

laid as the case may be. The top of cross pieces shall indicate different levels such as excavation

forpipe line, top of concrete bed, top of pipe etc. as the case may be.

The sight rail of size 250 mm x 40 mm shall be screwed with the top edge resting

against the level marks. The center line of the pipe shall be marked on the rail and this mark

shall denote also the meeting point of the centre lines of any converging pipes. A line drawn

from the top edge of one rail to the top edge of the next rail shall be vertically parallel with the

bed of the pipe, and the depth of the bed

of pipe at any intermediate point may be determined by letting down the selected boning staff

until the tee head comes on the line of sight from rail to rail.

The post and rails shall be perfectly square and planed smooth on all sides and

edges. The rails shall be painted white on both sides, and tee-heads and cross-piece of

the boning staves shallbe painted black. For the pipes converging to manhole/ chamber at

various levels, there shall be a rail fixed for every different level. When a rail comes within

0.60 M of the surface of the ground, a higher sight- rail shall be fixed for use with the rail

over the next point. The posts and rails shall in no case be removed until the trench is

excavated, the pipes are laid and Owner/Engineer gives permission to proceed with the

The type of bedding for pipes shall be granular bedding as specified and directed by Engineer-

Laying of pipes and fittings/specials

All precautions shall be taken during excavation and laying operations to guard against possible

damage to any existing structure/ pipeline of water, gas, sewage etc. After excavation of

trenches, pipes shall not be lowered unless the dimensions of trenches and bedding work

for pipes at thebottom

of the trenches are approved and measured by Owner/Engineer. Pipes and fittings/specials

shall be carefully lowered in the trenches. Special arrangements such as cranes, tripods

with chain pulleyblock

for lowering the pipes and fittings/ specials shall be made by Contractor. In no case pipes and

fittings/ specials shall be dropped. Slings of canvas or equally non-abrasive material of suitable

width or special

attachment to fit the ends of pipes and fittings/ specials shall be used to lift and lower the

and fittings/specials. The pipes and fittings/specials shall be inspected for defects and be rung

with a light hammer preferably while suspended to detect cracks. If doubt persists, further

confirmation shall be done by pouring a little kerosene/dye on the inside of the pipe at the

suspected spot. No sign of kerosene/dye should appear on the outside surface. Pipes and

fittings/specials damaged during lowering or aligning shall be rejected by Owner/ Engineer.

All the pipes are to be laid perfectly true both in alignment and to gradient specified.

In case of spigot and socket pipe the socket end of the pipe shall face upstream, except when

the pipelines runs uphill in which case the socket ends should face the upgrade. The lying of

pipes shall always proceed upgrade of a slope. After placing a pipe in the trench, the spigot

end shall be entered in the

socket and the pipe forced home and aligned to required gradients. The pipes shall be secured

in place with approved backfill material tamped under it except at the socket. Pipes and

fittings/ specialswhich do not allow a

sufficient and uniform space for joints shall be removed and replaced with pipes and fittings/

proper dimensions to ensure such uniform space. Precautions shall be taken to prevent dirt

from entering the jointing space. At times when pipe laying is not in progress, the open ends

of pipe shallbe

closed by a watertight plug or other means approved by Owner/ Engineer. During the period

that the plug is on, the Contractor shall take proper precautions against floating of the pipe

owing to entry of water into the trench. Wherever it is necessary to deflect pipe form a straight

line, either in the vertical of horizontal plane, to avoid obstruction or where long radius

curve are permitted the deflectionallowed

at joints shall not exceed 2 1/2o. In case of pipes, with joint to be made with loose collars, the

collars shall be slipped on before the next pipe is laid. The pipes shall be laid such that the

marking on pipesappears at the top of the pipes.

The cutting of pipe for inserting valves, fittings or specials shall be done in a neat

and workman like manner without damage to the pipe so as to leave a smooth end at right

angles to the axis of the pipe. For this purpose, pipe-cutting machine shall be used.

Thrust blocks shall be provided, to counteract hydraulic thrust, at places wherever directed by

owner/engineer and as per relevant drawing

Jointing for pipes and fittings/specials shall be done in accordance with the relevant

specificationsdepending upon the type of pipes being used.

TESTING AND COMMISSION

Testing and commissioning of pipes shall be done in accordance with the relevant

specifications.

Trenches shall be back filled with approved selected excavated material only after the

successful testing of the pipeline. The tamping around the pipe shall be done by hand or other

hand-operated mechanical means. The water content of the soil shall be as near the optimum

moisture content as possible. Filling of the trench shall be carried out simultaneously on both

sides of the pipe in such a manner that unequal pressure does not occur. Back filling shall be

done in layers not exceeding 45cm.

Each layer shall be consolidated by watering, ramming, care being taken to avoid damage to

the pipeline. In case of mild steel Pipes/specials, the spiders provided during assembly and

welding shall be retained until the trench is refilled and consolidated. Where timbers are

placed under the pipelineto

aid alignment, these timbers shall be removed before back filling.

REINSTATEMENT OF ROAD/FOOTPATH

Reinstatement of road/footpath shall be done as per the requirements of local authorities and

therelevant specification after completion of work.

CLEARING OF SITES

All surplus materials, and all tools and temporary structures shall be removed from the

site asdirected

by Owner/Engineer and the construction site left clean to the satisfaction of Owner/Engineer.

• The measurement for excavation in trenches shall be done in following manner and

i. Length :As per the actual length of pipes and fittings/special laid at work site.

ii. Width & Cross sections : As per instructions of Engineer-in-charge.

iii. Depth : Average depth of trench from ground level to the bottom level of bedding.

D.8.6.6 Measurement for pipes and fittings/ specials shall be in accordance with the relevant

specification for particular type of pipes.

Fencing provided along the sides of trenches and pits shall not be paid for separately

andContractor shall take into account the costs of such works and quote accordingly.

In case of the metal packing or dressed stones not being deposited as specified or being

mixed up with excavated materials and not available for the reinstatement of

road/pavement, the cost of the metal packing or dressed stones required shall be charged

to Contractor by Owner/Engineer.

Service lines if damaged during excavation shall be made good either by contractor or by

other agency as Owner/Engineer may decide and wholly in either case at the expense of

Contractor. For the service lines of water and drainage above 150mm dia., the cost of the

diversion, supporting etc. will be paid extra as per actual.

Contractor shall not be paid any additional compensation for excess excavation over what

is specified as well as for any remedial measures that are specified.

The excess excavated material shall be carried away from site of works as specified, failing

which in view of public safety and traffic conveniences Owner/Engineer may carry out

the work byany other agency at Contractor’s risk and cost.

The sewet trench shall be excavated to the alignment and gradient shown on the plan and

section. In all storts soil including oil masonary asphalt roads and wet. excavation . The sewer

excavation shall be commenced at the down stream end of the sewer and be continued upto

the gradient as directed. The trench shall not open more than 60 meters in advace of the

completed sewer only when directed by the Engineer in charge looking to the progress of the

work in obtaining the formation of the bottom of the trenches the usual methods of suing

sight rails and bonning roads shall be adopted during the whole of the process. The center line

of uniform height shall be carried clearly on each rail. The depth of the excavation and invert

of the sewer shall be checked by means of bonning road of appropriate length and also

The bed of the trench be shall well remmed before starting laying of sewer ines and cement

concrete and masonary work.

Where trenches are deep in bad grounds the sides shall be supported by suitable imbering of

shorting work looking to the nature of soil near big or important structures, the sides of the

trenches shall be closely and securely timbered. If any settlement of the building is anticipated

the timbering shall be left in the ground. The various materials excavated shall be separately

stacked so that in refilling the may be relaid on the same order as before and least possible

damage shall be done carpet on the public roads and private properties. Surface covering

consisting of asphalt carpet shall be kept on one side and preserved for reinstatement. The

excavated earth shall not heaped near the trenchers so as to caused unnecessary obstruction

along the pulling inspection, trenches etc. shall be tunneled under only as necessary. The side

of the trenches shall be nearly vertical and plumb & red light shall be placed at each end at

intervals as instructed and further protested by rope fence. Necessary caution boards shall also

be erected and diaced as directed by the Engineer in charge.

Wherever possible material excavated from the trenches of whatever kind shall not placed

nearer than 3 meters from the outer edge of the excavated trench. The utmost shall have to

be taken in refilling the trenches so that no damage may be done no sewer no lump shall be

allowed to be put around the sewer. The remming of the filling shall be done and well

watered. The surplus earth shall be removed directed within 30 meters lead. The

measurement of the work shall be exact length and width of the trench as specified or as per

City Engineer instruction and depth shall be measured vertical as per section upto invert or the

pipe lind The City Engineer reserves the right of extra excavation on either side if considers

necessary for the safely of the work.

The bottom and sides of the trench shall be dressed in level and plumb in all directions before

any concrete in India. In case the excavation is done deeper than required no filling shall be

allowed to bring the formation to proper level but contractor shall have to lay cement or lime

be concrete of filling or other acceptable materials as directed by C.E. at contractor won cost

so as to come to proper information, in case bas formation are met with the work shall have

be done as per instruction of C.E. necessary arrangements for watering trenches must be

provided be contractor and without proper watering trenches will not be allowed to be tilled

to further. Contractor shall have to make arrangement for acees to invert of the sewer and for

inspection of the ware as ordered by the Engineer. If is required to shired or after the

alignment section of diameter of the pip the contractor shall carry or altered the alignment

section or diameter of the pipe the contractor shall carry out the altered work at the rates

quoted by him for the original work for items and contractor shall not claim any expenses due

to the changes made.

In case no work shall be done at night or on Sundays & other holidays and during the recess

time except in and other holiday the case of bad grounds such as running sand where the work

must be executed various day night without intruption when so ordered by the Engineer.

All existing water pipe storm drains sewer line railway tract, electric cables etc. which do not in

the opinion of Engineer required to be charged in location shall be supported and protected

from injury by the contractor. The contractor shall be liable to pay all damages to water pipe,

drains electric and telephone cables and to private property during the execution of this

contract and the same will be recovered from the running bills or thedeposit of work

whenever it becomes necessary in the opinion of the Engineer in charge location of any

existing sewers drains etc. not otherwise from in these specification the contractor shall do the

work of making such change and the work shall be paid for as extra work. All places of public

utility etc. shall be kept accessible for use.

No extra payment shall be made for land sides and side slopes done without prior approval of

the Engineer in charge.

Wherever natural soil commends winder excavation the mentioned above the same shall be

given after approved C.E. The rate for excavation for easy jointing and caulking nothing extra

shall be paid for this.

Refilling of trenches shall be done only after the grade of line and hydraulic test practicable of

the lines are checked and approved of and order given by the Engineer in charge. The refilling

shall be accompanied by through watering the layers of 0.50 metrs. Further refilling shall be

done there after and process should be repeated till trenches are completely refilled. Temping

and ramming with rammers shall have to be done at all place of important work where

ordered by Engineer in charge. After the trench is give the trenches shall have to be refilled

within 4 days with complete watering. If the contractor fails to do watering satisfactory

corporation shall get it done at the risk and cost of the contractor with or without giving any

notice and the expenses incurred in doing so recovered from the contactor either in cost or

from his payment through bills.

The brickbats shall be of new bricks, hared well burnt and broken to 40 mm nominal size.

These shall be free from earth and shall be got app. use. Sand shall be clear coarse, sharp and

free from earth and other impurities. Mixing shall be done on brick or stone platform or of

brickbats to mortar shall be measured in heaps by brick height irregular measure. If ordered by

Concrete shall be laid in layers of 15 cms. and well consolidated maintained by the contractor

for before commencing the brick work. over boxes, concrete shall be well watered. The mix

shall be done in prop. of 1 : 5 :

Cement shall confirm to M-3, sand shall confirm to M-6, coarse agg. shall confirm to M-13,

water shall confirm M-1.

The prop. of the cement of sand coarse agg. shall be 1 : 5 : 10 i.e. 1 part of cement, 5 part of

sand and 10 parts of coarse agg. by volume. and the work shall be carried out as per inst. of

Engineer in charge and as per C.3.

Brick work cement mortar :

Bricks shall be table brick confirming of approved kiln specifications as laid sown n PWD Hand

book NO. 2. These shall be well burnt and free from all defects and shall be got approved by

the Engineer in charge before the work is started. Cement to be used for mortar shall comply

with PWD Hand book specifications, cement mortar in the brick work shall be 1 part of

cement, 5 parts of sand. Every brick well sacked in water is required to be laid I full & closed

joints of cement mortar the thickness of which shall not exceed 1.25 cms. If on removal of

centering any open joint shall be found, these shall be pointed immediately. Special care shall

taken to make the face of brick work smooth brick work shall be toothed or shall racked back

All intrades of curves shall be worked from temple strictly made to dimensions as per 1974-75

latest plan and section approved by C.E.

Brick work in general shall be of first class workmanship & shall be executed according to the

plan working proper dimention & as directed by the Office in charge from time to time. Brick

should be thoroughly wetted in water before use. All brick work to be cleaned & wetted before

laying cement mortar shall be prepared in special iron pals. And mixed bag of 1.25 cft. or 1 cft.

as measured as the case may be. All materials shall be stacked in one side so as not to obstruct

traffic in any way. The masonry should be constructed in proper workmanship like manner

with jointing plumb etc. to confirm with the general specification No. 45 PWD Hand Book. The

face work should be nearly finished. The shall be kept watered for a week at least three days

after the date of completion.

Providing and laying cement concrete 1:2:4

(1 cement :2 coarse sand :4 graded stone aggregate 20 mm nominal size)

RCC Work :- In general, plain and reinforced concrete work for manholes shall be carried out in

accordance with latest version of IS 456 unless otherwise specified in this specification. The

slab of manhole shall be cast with shutters lined with plywood and shall be

smooth finished. For avoiding surface cracks due to variation in atmospheric temperature and

exposure to direct sunlight, RCC slab of manholes after casting shall be kept wet. M 15 grade

of concrete used for construction of RCC manholes shall have minimum cement content of

kg/cum of concrete. Bar bending schedule for reinforcement shall be prepared by contractor

and got approved from owner/ engineer before proceeding with the work. Minimum cover to

the reinforcement shall be 40 mm.

The rate includes cost of all labour, materials, tools and plant etc. required for satisfactory

completion of this item as described above.& the drawing as per A.M.C Dr. S.O.R shall be final.

The rate shall be for a unit of one number basis.

Providing TMT bar.

TMT bars shall conform to M-18. Mild steel binding wires shall conform to M-21

The work shall consist of furnishing and placing reinforcement to the shape and dimensions

shows as on the drawings or as directed.

Steel shall be clean and free from rust and loose mill scale at the time of fixing in position and

subsequent concreting.

Reinforcing steel shall conform accurately to the dimensions given in the bar bending

schedules shown on relevant drawings. Bars shall be bent cold to specified shape and

dimensions or as directed using a proper bar bender, operated by hand or power to attain

proper radius of bends. Bars shall not be bent or straightened in a manner that will injure the

material. Bars bent during transport or handling shall be straightened before being used on the

work. They shall not be heated to facilitate bending. Unless otherwise specified, a ‘U’ type

hook at the end of each bar shall invariably be provided to main reinforcement. The radius of

the bend shall not be less than twice the diameter of the round bar and the length of straight

part of the bar beyond the end of the curve shall be at least four times the diameter of the

round bar. In case of bars which are not round and in case of deformed bars, the diameter

shall be taken as the diameter of circle having an equivalent effective area. The hooks shall be

suitably encased to prevent any splitting of the concrete.

All the reinforcement bars shall be accurately placed in exact position shown on the drawing

and shall be securely held in position during, metal hangers, supporting wires or other

approved devices at sufficiently close intervals,. Bars shall not be allowed to sag between

supports nor displaced during concreting or any other operations of the work. All devices used

for positioning shall be of noncorrodible material. Wooden and metal supports shall no extend

to the surface of concrete, except where shown on drawings. Placing of broken stone or brick

and wooden blocks shall not be allowed. Pieces of broken stone or brick and wooden blocks

shall not be used. Layers of bars shall be separated by spacer bars, precast mortar blocks or

other approved devices. reinforcement after being placed in position shall be maintained in a

clean condition until completely embedded in concrete. Special care shall be exercised to

prevent any displacement of reinforcement in concrete already placed. To prevent

reinforcement from corrosion, concrete cover shall be provided as indicated on drawings. All

the bars producing from concrete and to which other bars are to be spliced and which are

likely to be exposed for a period exceeding 10 days shall be protected by a thick coast of neat

Bars crossing each other where required shall be secured by binding wires (annealed) of size

not less than 1 mm in such manner that they do not slip over each other at the time of fixing

and concreting.

As far as possible, bars of full length shall be used. In case this is not possible, overlapping of

bars shall be done directed. When practicable, overlapping bars shall not touch each other, but

be kept apart by 25 mm or 1.25 mm times the maximum size of the coarse aggregate

whichever is greater by concrete between them. Where not feasible, overlapping bars shall be

bound with annealed wires not less than 1 mm thick twisted tight. The overlaps shall be

staggered for different bears and located at points along the span where neither shear nor

bending movement is maximum.

Whenever indicated on the drawings or desired by the Engineer- in-charge, bars shall be

joined by coup lings which shall have a cross-section sufficient to transpit the full stresses of

bars. The ends of the bars that are joined by coupling shall be upset for sufficient length so

that the effective cross section at the base of threads is not less than norma l cross-section of

the bar. Threads shall be standard threads. Steel for coupling shall conform to I.S.

When permitted or specified on the drawings, joints of reinforcement bars shall be butt-

welded so as to transmit their full stresses. Welded joints shall preferably be located at points

when steel will not be subject to more than 75 percent of the maximum permissible stresses

and welds so staggered that at any one section not more than 20 percent of the rods are

welded. Only electric are welding using a process which excludes air from the molten metal

and conforms to any or all other special provisions for the work shall be accepted. Suitable

means shall be provided for holding bars securely in position during welding. It shall be

ensured that no voids are left in welding and when welding is done in two or three stages,

previous surface shall be cleaned properly. Ends of the bars shall be cleaned of all loose scale,

rust, grease, paint and other foreign matter before welding. Only competent welders shall be

employed on the work. the M.S. electrodes used for welding shall conform to I.S. 814. Welded

pieces of reinforcement shall be tested. Specimen shall be taken from the actual site and their

number and frequency of test shall be as directed.

R.C.C. Bedding :

Cement concrete for the bottom portion of manhole shall consist of one part of cement two

parts of sand four parts of black trap metal of other approved material of 0.6 to 2.5 cms size

from well graded as per instruction. The rate includes all necessary materials mixing lifting

placing ramming watering etc. the exposed faces to be neatly finished smooth with cement as

per instructions. The concrete work to kept constantly watered for at least fortnight.

Cement Plaster :

Cement plaster 15 mm thick shall be done using cement mortar of 1 part of cement & 3 parts

of sand in uniform thickness with surfaces trely in plums. The work in general shall comply with

general specifications for plaster No. 64 in PWD hand book. The plaster surfaces to be kept

damp at least for a fortnight. All internal sides of the manholes including soffit of the arch shall

be provided with cement plaster.

FRC manhole cover with seat to be set in cement mortar with cement concrete of 1 : 2 :

prop. alround. FRC cover shall be marked with year mar AMC. etc. & arrow showing the

direction of flow.

Foot steps shall be of the best quality PVC as specified above true to dimensions. The rate

includes mixing the same in position as directed PVC foot steps of approved design and quality

shall have to be fixed if so ordered by C.E. without extra charges. PVC steps shall be fixed at

interval of 37 cm. vertically & 22 cm. horizontally starting from the invert of the line.

The mode of measurement shall be on Nos.

Manhole shall be provided at every change of alignment, gradient or diameter of

sewer/storm water drains, Bends and junctions in the sewer/drain shall be grouped

together in manhole as far as possoble. The maximum distance between inspection

chambers shall be about 25 meters. Where the diameter of sewer/drain is increased,

the soffit of the pipe shall be fixed at the same level and necessary slope given to the

channel of manhole/inspection chamber. The minimum internal sizes of

manhole/inspection chamber shall be as per the respective item of work. The

manhole/inspection chamber shall be constructed as per the detailed drawings and as

directed by Engineer. The bed concrete and the brick masonry shall be constructed of

such thickness as shown on drawing. The brick masonry shall be constructed in C.M.

(1:5), plastered on both faces with 15 mm cement plaster in C.M. (1:3). The channel

shall be semicircular in the bottom half and of diameter equal to the sewer/drain.

Above the horizontal diameter, the sides shall be extended vertically to the same level

as the crown of the outgoing pipe and the top edge shall be suitable rounded off. The

branch channels shall also be similarly constructed with respect to the benching out at

their junction with the main channel as appropriate fall suitable rounded off in the

direction of flow in the main channel shall be given. The channel at the bottom of

manhole / inspection chambershall be plastered with C.M. (1:3) and finished smooth.

Rungs shall be provided in all manholes/inspection chambers over 0.6 mtr in depth

and shall be of cast iron conforming to IS:5455. These rungs shall be fixed staggered in

two vertical runs, 300 mm apart horizontally and 300 mm c/c vertically. The top rung

shall be 450 mm below the manhole/ inspection chamber cover and the lowest not

more than 300 mm above the benching. The manhole/inspection chamber frame and

cover shall be of cast iron of specified weight and shall conform to the requirements

given in IS:1726. The covers and frames shall be cleanly cast and they shall be free

from air and sand holes and from clod shuts. They shall be neatly dressed and

carefully trimmed. All castings shall be free from voids whether due to shrinkage, gas

inclusion or other causes.Covers shall have a raised chequered design on the top

surface to provide an adequered nonslip grip. Cover shall be capable of easy opening

and closing and it shall be fitted in the frame in workmanship like manner. The cover

shall be gastight and water tight. The size of covers specified shall be considered as

the clear internal dimensions of the frame. Covers and frames shall be coated with a

black bituminous composition. The coating shall be smooth and tenaceous. The frame

of manhole/inspection chamber cover shall be firmly embeded to correct alignment

and level in cement concrete on the top of the masonry. The item shall be executed as

per the detailed drawing and as directed by Engineer. Precast R.C.C. cover of required

size and thickness shall be provided if specified in the item of work.

FRC SEAT COVER:

The frame shall be fixed in cement concrete of M15 grade all around and finished

with neat cement. The cover shall have a minimum thickness of 100 mm and

weighing 78 kg. The fibers shall constitute 1% of the weight of the concrete in the

form of 50 mm to 100 mm long high tensile steel wires. For the cover, MS sheet

lapping of 3 gauge shall be provided to avoid damage to the edges. Similarly for

frame, MS angle/flat shall be provided along the edge. Both MS sheet and angle shall

be painted with black bituminous paint. The cover should have suitable lifting

arrangement. The fiber reinforced frame and cover shall be manufactured as per the

drawing approved by Owner/Engineer. The size, type, weight, and locking

arrangement for frame and cover shall be as specified

exposed faces to be finished with neat cement as per instructions. The channel shall be half

round in lies with the dia of pipe as per drawing and instruction of the engineer in charge.

Proper benching shall be provided at both sides of the channel.

required size and used near the ends of walls. A layer of mortar shall be spread on full

width for suitable length of the lower course. Each brick shall first be properly bedded

and set home by gently tapping with handle of trowel or wooden mallet. It side face

The walls shall be taken up truly in plumb. All courses shall be laid truly horizontal and

The brick shall be laid with frog upwards. A set of tools comprising of wooden straight

edges, mason’s sprit level, square half meter rub, and pins, string and plumb shall be

kept on the site of work for frequent checking during the progress of work. Both the

faces of walls of thickness greater than 23 cms shall be kept in proper place. All the

connected brick work shall be kept not more than one meter over the rest of the

work. Where this is not possible, the work shall be raked back according to bond (and

not left toothed) at an angle not steeper than 45 degrees. All fixtures, pipes, outlets of

water, hold fasts of doors and windows etc. which are required to be built in wall shall

be embedded in cement mortar. Joints: Bricks shall be so laid that all joints are quite

flush with mortar. Thickness of joins shall not exceed 12 mm. The face joints shall be

raked out as directed by taking tools daily during the progress of work, when the

mortar is still green so as to provide key for plaster or pointing to done. The face of

brick shall be cleaned the very day on which the brick work is laid and all mortar

plinth level to floor two level i.e. for ground floor. The frames of doors, windows,

cupboards, etc. shall be housed into the brick work at the correct location and level as

directed. The heavy steel doors, window frames etc. shall be built in with brick work

but for ordinary steel doors and windows required opening for frames, hold fasts etc.

shall be left in the wall and frames embedded later on in order to avoid damage to

the frames. Necessary scaffolding shall be provided. The supports of the scaffolding

shall be sound and strong tied together with horizontal pieces over which the

case scaffolding hole shall rest in hold header horizontal coarse only. Minimum

number of holes shall be left in brick work for supporting horizontal scaffolding holes.

The contractor is responsible for providing and maintaining sufficiently strong

scaffolding so as to withstand all loads likely to come upon it. For the face of brick

work where plastering is to be done joints shall be racked out to a depth not less than

thickness of joints. The face of brick work shall be cleaned and mortar dropping

removed on very same day that brick work is laid. Mode of measurement: The

masonry work of G. F. i.e. above plinth level to floor two level shall be measured and

Cement : 3 Sand : 6 Grit size 6 mm to 10 mm) after every 8 layers of bricks including

racking out the joints , scaffolding, staging curing, etc. complete as per the standard

specifications in true line, level and plumb for super structure at any height and level.

This includes pointing, curing, necessary scaffolding, tools etc. complete. Materials:

Brick shall conform to M-15. Water shall conform to M-1. Cement shall conform to

M 3. Sand shall conform to M-6. Cement mortar shall conform to M-11.

Workmanship: Relevant specifications of bricks, wetting and laying of bricks, joints,

curing etc. shall conform to item No 13 except the brick work of half bricks shall be

carried out. Cement mortar used in masonry work shall be in proportion of 1 part of

cement and 4 part of sand by volume. All bricks shall be laid strecher wise, breaking

joints with those in the upper and lower courses. The wall shall be taken truly plumb.

All courses shall be laid truly horizontal and all vertical joints shall be truly vertical.

The bricks shall be laid with frogs upwards. A set of masons tools shall be maintained

on work as required for frequent checking. Mode of measurement and payment: The

half brick masonry work in foundation and plinth shall be measured under this item,

the limiting dimensions shall not exceed those shown in the plan or as directed. Any

work done extra over the specified dimensions shall be ignored. The relevant

specifications of item No. 6.12 shall be followed. The length shall be measured

nearest to one Cm. The rate shall be for a unit of Sq. Mt.

Item No. 40 Providing and Laying of Rubber Moulded Paver Block Grey/Coloured 60 mm thick, M-35 Grade

of any size ; shape (Usually Uni-Paver Blocks) using black trap good quality aggragate of

mm nominal size for footpath, parking areas, service lanes and other areas as

mentioned in the drawing/instruction of engineer in charge. Cost includes formworks using

rubber mould, Rate providing and laying paver blocks as per required grading and

specification. The paver block shall be mechanically compacted. The work of paving blocks

shall be executed in line and level by skill mason of flooring work only. It should be laid in

such a way that the no cutting of the paver block to be necessary. if cutting of paver block

necessary then it should be cut by machine only and carting. The finished surface of the paver

block shall have resonably good, plain finished. Paver blocks shall be compacted and shall be

relaid if necessary. Gravel or such type of materials shall not be allowed for production.

Laying on 5cms thick sand beddding.

The scope of work includes manufacturing, supplying and laying of precast paver blocks at

various Retail outlets. The work includes :Verification of the existing site condition and advising

our project in charge to lay suitable base course if required.

Contractors are required to satisfy themselves with quality of sub grade, sub -base course

before the paver blocks are laid and suggest strengthening if required.

Clearing the site by removing all obstacles such as stones, debris etc. for laying of paver

blocks.Manufacturing of paver blocks in your plant as per requirements in technical

specification enclosed.Supplying of paver blocks at site, including handling at both ends.

Laying of paver blocks at site as per requirement in technical specification, within shortest

possible time the site is public place hence care should be taken to ensure that the routine

activities shall not be disturbed. The job of laying may required to be carried out during night

Testing of paver blocks through reputed Govt./Non Govt. Test house and submission of test

results as per requirements in Technical Specifications. AMC reserves the right to carryout test

at random. Cost for such tests to be borne by party.The contractor shall guarantee that all

material and components designed, fabricated, supplied and laid by him shall be free from any

type of defect due to faulty material and/or workmanship/erection for a period of One year

from the date of completion of work. However, the contractor One years shall render free

I) Paver Block Manufacturing Facilities :

The Paver Block shall be made in factory with following minimum facilities :

1.1 Concrete Block making Machines :

The machine should be capable of producing high quality Paver Blocks by obtaining high level of

compaction by application of hydraulic compaction and also by high intensity vibration to the

moulds. The machine should have automatic control panel for uniformity in strength.

1.2 Concrete Batching & Mixing Plant : (Not essential)

The concrete Mix Design should be followed for each batch of materials. The concrete

ingredient should be mixed in concrete Batching & Mixing plant with minimum capacity of

cum/hour. The plant should equipped with automatic control panel for maintaining water

cement ratio from batch to batch to obtain concrete of uniform quality and strength.

The plant should be equipped with adequate mechanism for mechanized loading of raw

materials into mixer and conveyor belt for transportation of concrete from mixer to concrete

block making machine to maintain quality of wet cement.

The factory should have well designed curing area to ensure adequate curing of paver blocks.

1.4 Laboratory (Desirable but not essential) :

The factory should have the following:

Compression testing machine of adequate capacity.

Other tools and equipment for testing raw materials and paver blocks.

(1). Systematic record of test results of various paver blocks manufactured in the factory.

(2). Concrete Mix Design for various grade of concrete used for making of paver blocks.

II) SPECIFICATIONS FOR COLOURED PAVER BLOCKS :

Coloured concrete paver blocks shall be manufactured as per attached specifications using

approved colour Pigment of “BAYER” Make “BAYFERROX IRONOXIDE PIGMENTS” with minimum

colour pigment of 3% by weight of cement. The colour shade shall be “RED” as selected by AMC

before commencement of the work. White cement shall be used for colored pavers to obtain

the desired colour shade. The job also includes providing 50 mm thick sand bedding to match

the shade of the paver block.

The colour of the paver block shall be guaranteed against fading of colour for period of

months from the date of laying of the same at site.
