a) The tenderer shall have previous experience in any one (1) financial year during the preceding five (5) financial years i.e., 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26 as handling agent for the movement of Coal to thermal power station via any Port in India by rail-sea or sea-rail mode (i.e., unloading from the RAIL and loading into the SHIP or vice- versa) b) The tenderer shall have satisfactorily handled a minimum of 50% of the contract quantity i.e., 5.00 lakh MT of Coal & contract value not less than Rs. 97.76 crores for any thermal power station in any one of the ports in India, in any one (1) financial year during the preceding five (5) financial years (i.e., 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26) by rail-sea or sea-rail mode (i.e., unloading from the RAIL and loading into the SHIP or vice- versa) c) The tenderer shall have composite experience of liaisoning / follow up with Collieries / Ports in India and Railway and also having experience in supervision, loading of Coal into the wagons at collieries / Port for a minimum of 50% of the contract quantity i.e., 5.00 lakh MT of Coal & contract value not less than Rs. 97.76 crores in any one (1) financial year during the preceding five (5) financial years (i.e., 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26) for thermal power station via any port in India d) The tenderer shall establish substantially and conclusively his experience as a handling agent
e) The tenderer should in its name have in the last five years i.e., 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26 achieved in at least two financial years a minimum financial annual turnover of Rs. 391.00 crores and shall furnish copies of Profit & loss statements and Audited Balance sheets duly certified by the Chartered Accountant
f) The tenderer shall be financially sound and capable of executing high value contracts. As a proof of their financial capacity they should furnish a firm and unconditional Letter of commitment for Rs. 48.88 Crores (Rupees Forty Eight Crores and Eighty Eight lakhs) from any Nationalized bank / scheduled bank / Branches of foreign banks in India valid for minimum of Twelve months, to meet the fund requirement for pre-payment of Ocean freight and other payments relating to the contract.
g) The tenderer shall furnish documentary evidence in the form of certificates issued by the General Manager / Chief Engineer / Head of the Company / Electricity Board / KPCL / thermal power station as proof of satisfactorily fulfilling the requirements indicated in (a), (b), (c) & (d) above along with the copies of the relevant work orders. In case of certificates issued by any person other than the above authorities, the head of the Company/Utility shall certify that the person issuing certificate is the authorized authority to issue such certificate. Note: 1) The bidder should have executed the contracts successfully to the satisfaction of the order placing party without any default. The bidder shall have to submit the experience / performance certificate(s) in original in this regard. The experience / performance certificate(s) should reflect minimum quantities as stated above for minimum qualifying criteria. 2) Experience in the main contract shall only be considered for satisfying the experience criteria specified in PQR. The contracts should have been bagged from the utility for whom the Coal is transported / handled and executed by the agency in its own name. 3) Experience as sub-contractor / Consortium member / Joint Venture shall not be considered for qualifying the experience criteria specified in PQR. 4) KPCL also reserves the right to seek such additional information as it may deem fit to satisfy itself of the eligibility of the Bidder. 5) The Bidder cannot submit multiple bids.
