Railway reserves the right to place bulk order on OEM or their authorized dealers. Dealers participating on behalf of OEM should upload valid authorization from OEM. Offers from sub dealers will not be considered. Participating traders/agents must provide authorization letter issued by the OEM. Authorization letter should preferably be tender specific. In case of general authorization letter, it must clearly indicate the validity period/expiry date. Offers with general authorization letter silent on validity period/expiry date will not be considered for placement of order and that offer is liable to be ignored. Bidders must submit authorization letter along with their offer failing which the offer is liable to be ignored.

The firm should directly or through its Indian Vendor have experience of design, Manufacture, Supply, Installation and Commissioning of minimum 20 Nos. of passenger escalator to Indian Railways, Metro Rail, Mono Rail, High Speed Rail, Airport or any other Government owned/controlled public transport agency.

The firm should directly or through its Indian vendor have established service centers with qualified technical engineers in at least 20 cities in India and maintained at least 50 escalator years under annual Maintenance Contract with Indian Railways, Metro Rail and Mono Rail, High Speed Rail, Airport or any other Government owned/controlled public transport agency in last three and current financial years.

Make in India Policy : Public procurement of this item is restricted to Class - I and Class-II local suppliers only. Thus, only class-I and class-II local supplier as defined under the public procurement (preference to Make in India) Order, 2017, as amended shall be eligible to bid in this tender. Offer from vendors who do not qualify to be Class - I or Class-II local supplier, shall be summarily rejected and, therefore, such vendors should not participate in the tender. Note: Value of CAMC shall not be considered in Local Content. The bidder is required to provide a certificate from the statutory auditor or cost auditor of the company (in the case of companies)or from a practicing cost accountant or practicing chartered accountant (in respect of suppliers other than companies) giving the percentage of local content in terms of Public Procurement (Preference to Make in India)Order, 2017, as amended from time to time. Offers received without local content certificate as per detail above will be summarily rejected.
