PART A : SCADA O&M Comprehensive Operation & Maintenance (excluding Mechanical maintenance) of all 62 nos. gates of Teesta Barrage and Head regulator of two off-taking canals (TMLC & TJMC) through state-of-the art communication based SCADA systems and maintaining log book, data compilation, submission of daily, monthly, yearly discharge reports as per direction and instruction of the EIC issued from time to time and guidelines for operation through remote control system including safety & security of automation equipments only and complete repair and replacement of any defective parts, equipments, components, accessories (Main PLC, SCADA, Server, Inverter, RTUs, Water level Sensors, Rain gauge station, ADCP , 98" LED screen) and Operation & maintanance of 3 Nos. Diesel-Generator Sets (1 No. 100 kVA, 1 No. 62.5 kVA & 1 No. 30 kVA, Make : Kirloskar) and replacement of any defective parts, equipments, components, accessories incl. supply of lubrication, diesel filter, mobil filter. air filter, coolant etc. and 10 kWp Solar power system & accessories (Hybrid Solar inverter, Battery unit etc.) and VSAT system, Make : XE, 3 User, Lifetime license and enhancement of the bandwith upto minimum 512 kbps speed including monthly recharge of Broadband system for five (05) years for uninterrupted communication of data, remote monitoring etc. and replacement of any defective parts, equipments, components, accessories as and when required and providing security of entire automation system incl. remote sensors against theft or pilferage to ensure uninterrupted operation and minor emergency fault repairing, Power house electrical panel, all electrical installation of Power house and Control room by providing manpower as per direction and instruction of the EIC as per Technical specification [Annexure-A] & Details scope of work [Annexure-B]. specifications as amended, consisting of Mono/PolyCrystalline silicon solar cells, netmetering facility, necessary protections, earthing, mountedon Aluminium/GI structure of suitable strength with following components complete as required:- a)Solar Photovoltaic Module of capacity 330W poraove, manufactured in India,conforming to IS14286/IEC61215 ,IS/IEC61730-Part- 1, IS/IEC61730-Part-2. Solar Photovoltaic Module conversion efficiency shall not be less than 16.5%. PV modules used in solar power plants/systems must be warranted for their out put peak watt capacity,which should not be less than 90% at the end of 10 years and 80% at the end of 25 years. b)Power Conditioning Unit (PCU) of 350-800V DC Input voltage range and 400VAC, three phase,4wire,50Hz+/2.5Hz,output voltage suitable to generate AC Power with efficiency not less than 97%, total harmonic distortion less than 3% and suitable for ambient temperature from 0 to 50 degree C. The PCU shall adjust the voltage and frequency level to suit the Grid Voltage Frequency. c)Data Monitoring System complete with accessories. d)Fixing of Array junction box & Main junction box with IP65 protection and termination arrangement for incoming and outgoing cable along with glands, lugs and other accessories etc. as required. e) Lightning and surge voltage protection. f) Connections & Interconnections by supplying & fixing required size XLPE insulated copper conductor 1.1kV grade armoured power and control cables between solar modules, main powercable to grid supply PCU unit along with supplying & fixing of necessary channel/conduit lugs and other accessories etc.
