Award of license for the provision of catering services at General Minor Unit (GMU) Catering stall No.TVC-17, at THIRUVANANTHAPURAM NORTH Railway station of B category (location adjacent to station building on platform No.01, as per the location sketch) earmarked in General quota for a period of 5 years

Minimum Annual Turnover: For Catering stalls (GMU) at Al/A/B class stations the bidder must have minimum annual turnover of 3 times of Indicative reserve price in any one of the previous three financial years from catering business. The bidder would submit audited balance sheet and profit and loss account duly certified by Chartered Accountant or Income Tax returns of previous three (3) financial year's. The previous three financial years are reckoned as 2022-23, 2023-24 & 2024-25.

Financial standing: For Catering stalls (GMU) at Al/A/B class stations the bidder must have profit or loss + accumulated reserves + share capital of minimum Rs.3 lakhs in the previous three financial years (i.e. 2022-23, 2023-24 & 2024-25).

Legal Status of the Bidder: The Bidder should be either an individual or sole-proprietor firm or a Company incorporated under the Companies Act, 2013 or a Partnership Firm registered under the Partnership Act, 1932. The bidder shall furnish self-attested copy of Government approved Identity Proof, such as AADHAAR CARD OR Attested copy of the articles of memorandum or copy of the partnership deed if applicable

Experience of Catering Business: For Catering stall (GMU) at Al/A/B Category stations, the Bidder should have a minimum of three (3) years of catering business experience. The Bidder shall submit a copy of Articles of Association / Partnership Deed where catering / hospitality / food and beverage is covered under the Main Objects clause of the agreement/ FSSAI certificate covering three years of experience.

Annexure A-2 shall be downloaded filled, signed and uploaded with all supporting documents Copy of the Govt. approved identity proof such as Aadhar card. Copy of the valid FSSAI certificate. Copy of the GSTIN registration with GSTIN number shall be uploaded. Copy of the PAN card with PAN number shall be uploaded. Copy of the PF registration certificate with PF registration number if available shall be uploaded. Attested copy of the articles of memorandum or copy of the partnership deed shall be uploaded if applicable

Annexure A-3 shall be prepared on non-judicial stamp paper of appropriate value of 100/- duly notarized and uploaded and original shall be submitted to the tender awarding authority before opening of price bid

Annexure A-4 shall be downloaded, filled, signed and uploaded

Form Tech-I shall be submitted duly filled with certification of chartered accountant and with CA's registration number and address.

Form Tech-II shall be submitted duly filled with certification of chartered accountant and with CA's registration number and address.

Annexure A-5 shall be downloaded, filled signed and uploaded.

Annexure A-6 (Power of attorney) for signing the bid in case of partnership firms and company as per format in shall be uploaded and original shall be submitted to the tender awarding authority before opening of price bid

Annexure A-7 performance bank guarantee bond need to be submitted by the prospective bidder only after issue of awarding letter

Annexure A-8 on non-judicial stamp paper of appropriate value of Rs. 100/- duly notarized shall be uploaded and original shall be submitted to the tender awarding authority before opening of price bid

Domicile of the bidder with reference to the location: Preference will be given to the bidder having domicile certificate for the municipality/district/state under which jurisdiction the station is falling as per the scoring criteria in the Techno-Commercial bid document. Self-attested Proof of domicile to be uploaded

Copy of the FSSAI certificate for the previous three years/ completing previous three years as on date of opening of bid

The bidder shall carefully study and understand all the information provided in the bid document that includes scope of work, instruction to bidders, eligibility of bidders at section A, Evaluation criteria, Annexures 01 to 08 and Tech I & II at section B, special conditions of contract at section C and master license agreement at section D in 54 pages.
