Terms and Conditions governing the Security contract shall be as under: 1. All Security Guards armed / unarmed should be ex-Servicemen and proof for this should be given to us before deployment & preferably their age should be less than 45 years. Your security agency hereinafter called the firm shall also submit a list of workmen engaged by it along with their father’s name & their permanent address. The Firm shall be fully responsible for the verification of the reliability of everyone deployed by it in our Corporations’ (hereinafter called the Company) premises. 2. WORKING HOURS : Except in case of different strength of guards required in different shifts, which would be separately advised in writing, services are required on round–the-clock Basis on 8 hours a day duty Rota , including all Sundays & Holidays. Relievers will have to be arranged by it against leave, absence etc. In no case extra working Hours of Supervisors /Guards will be permitted. 3. The firm shall give an undertaking that for the purposes of carrying out its obligations: a) It shall not allow any unauthorized person inside the premises. b) It shall maintain an inventory list of all material lying inside the Company’s premises and observe handing over / taking over of the same at the time of shift changes. c) It shall maintain a record of men, material, vehicles etc., coming in and / or going out of the Plant and observe the rules and regulations framed by the Location In-charge in respect of entry / exit to the location. d) It shall check the out-going material and ensure that the same is taken out only with the required gate- pass. e) It shall check and frisk control and search the staff of the company as well as of the contractors at the time of their entry & departure from the Depot /Installation. f) It shall keep vigilance inside and outside the boundary of the Depot / Installation. g) It shall ensure the safety and security of property of the Corporation including necessary book –keeping conforming to our Corporation’s policy. h) It shall ensure practice of all safety measures evolved from time to time as per the Corporation’s policy. i) It shall introduce and implement anti–theft gadgets and to check pilferage. j) It shall maintain a log book where detailed events / observations of the guards / supervisors will be recorded and submit the same to the Location In-charge. <s OK Terms and Conditions governing the Security contract shall be as under: 1. Terms and Conditions governing the Security contract shall be as under:

j) It shall maintain a log book where detailed events / observations of the guards /
supervisors will be recorded and submit the same to the Location In-charge.
k) It shall attend the telephone calls while the office is closed and convey all messages to
the concerned Company Officials.
l) It shall carry out the instructions of the assigned Officers without any dilution.
m) The firm shall also ensure that the staff deployed at the company’s premises will be fully
trained in fire fighting operations and shall operate fire fighting equipments as and when
so required. The firm shall maintain a register of the training in fire fighting imparted by
it to its staff from time to time. BPCL may also impart training to the staff.

n) It shall lock and open all office rooms, switch off lights and air-conductors, heaters,
room coolers and close the water taps etc. and all other Electrical gadgets.
o) It shall maintain liaison with the local police authorities and with the permission of the
location In-charge to report any untoward incident to local police and to pursue such
complaint with the police authorities.
p) It shall carry out any other task necessary in the interest of security of the premises.
q) It shall monitor the CCTV cameras on the system provided to them, maintain records
and inform the officials in case of any abnormality or non-functioning of system.
r) It should be trained enough to take care of any fire incidence after office hours.
s) Total cost per head includes Basic Wages (BW) plus Variable Employees, State
insurance(ESI), Employees Provident Fund (EPF), Employees Deposit Inked
Insurance (EDLI), Administrative Charges, House Rent Allowance (HRA), ESI on
HRA, Bonus (ref notes), Uniform Outfit Allowance, Uniform Washing Allowance
which are as per DGR wage structure. As per DGR wage notification w.e.f 01.10.2022
for Area B, total cost per head for unarmed guards is 36448.20.
t) Taxes will be paid separately (if applicable)
4. The FIRM shall be in covenant with the Company:
a) To provide additional security guards and / or supervisors to the company as and when
so required by the Company. The payment in respect of such additional staff shall be
made on the same basis as mentioned in the agreement.
b) To ensure that the Security supervisors deployed shall have suitable qualifications,
sufficient experience and good personality
c) On the request of the location In-charge to remove any of its (viz. Firm’s) employees
from Company’s premises mentioned above.
d) To be responsible for good conduct of the personnel deployed by it the Company’s
e) To indemnify the Corporation against consequences arising out of its workmen’s default
or negligence or violations of the rules applicable to the place of work. It shall observe
and comply with the requirements applicable to the place of work. It shall observe and
comply with the requirements of minimum wages Act, the ESI Act and all other
Industrial / Labour Legislations for the time being in force or may later be brought into
force governing the relationship between the employer and employee and keep the
Corporation indemnified against all claims, payments, losses that Corporation may have
to make or suffer on a/c therefore. It will also accept liability for payment of
compensation in accordance with the provisions of the workman’s Compensation Act
1926 read with ESI act 1948 or amendments thereafter and keep the Corporation
indemnified from and against all payments by way of compensation or otherwise which
the Corporation may be called upon to make under the provisions of the said Act to any
such workman as aforesaid and any expenses incurred by the Corporation in
connection with any claim preferred by its workmen and / or against all actions, claims
and demand whatsoever in respect thereof or in respect of any loss, injury or damages
whatsoever to any third person caused by its workmen.
f) It will also be required to make payment of EPF to its staff as per EPF Act, Payment of
Bonus as per Bonus Act and it will maintain all records in accordance with contract

Labour Act, Factory Act as applicable and indemnify the legislations which the
Corporation may be called upon to make under the provisions of these Acts.
g) It shall be responsible for making payment of salaries and other payments to its staff.
h) The FIRM shall maintain regularly & punctually and faithfully an attendance register of
the employees deployed by it in the company’s premises showing therein the persons
attending their duties and the FIRM shall produce the register as and when so required
by the company.
i) That the Firm will also ensure that the staff while deployed in the Company’s In
addition, the staff deployed would also carry Lathi or Gun as specified, torch etc. The
Firm shall also ensure that the uniforms are neat and clean. The Company shall not be
liable to pay for these uniforms as well as for maintenance thereof.
j) To rotate the security staff regularly.
k) The FIRM will ensure that he, or his partners or his employees, representatives, agents
shall not smoke or carry match boxes, mechanical lighters etc., inside the Company’s
premises and would ensure that their employee do not smoke in the plant or within the
safety distance limits.
l) Successful vendor need to deposit security deposit as per GGC.
m) If there is requirement of additional guards during contract period, payment to these
additional guards will be made as per DGR guidelines.
5. The firm has also to bind with the obligations/ instructions as stated in the copy of the
DGR sponsorship letter.
6. The strategic points in the Depot / Installation / site where security is to be provided would
be discussed and agreed to by the Firm with the Company and the FIRM shall ensure that
security guards shall be religiously deployed at those strategic points. These points may,
however, be changed at any time by the firm with the prior approval Location In-charge.
7. CONTRACT VALIDITY:
a) The contract will be valid for a period of 1 (one) years with effect from 01.04.2023
b) Firm has to submit affidavit mentioning all the governing terms and conditions
c) In case any of supervisors / Security Guards are found violating the instructions of
location In-charge or their services found unsatisfactory, they would be discharged then
and there from the location. Such men should not be redeployed at any of our locations.
d) Any deviation from the instructions issued by the location In-charge or case of any
deviation observed from contract terms & conditions, the contract shall be terminated
with immediate effect and without any notice period.
e) No sub-contract shall be allotted or responsibility shifted by the firm for providing
security arrangements.
f) If at any time during the period of contract it is observed by the company, that it’s
authorized representatives that the services by the firm are not to the satisfaction of the
Company or any terms of the agreement are violated, the Company will have a right to
terminate the contract without any notice to the FIRM.
g) All above rates are based on the Minimum Wages announced by the Govt. state-wise
from time to time. As & when the Govt. Authorities revise the rate of Minimum Wages,
the billing rates mentioned above will be proportionately increased in the ratio of

Minimum Wage : above categories of Security personnel effective from the effective
date of such Govt. revisions pertaining to locations in that State.
8. All payments will be made from our Territory office by Account payee Cheque / NEFT
transfer on production of bills along with attendance sheets duly verified by the location In-
charge wherever security supervisors / security guards were provided by you. Without
verification of the bill by the location, bill will not be cleared for payment.
9. A Minimum of 15 days notice will be given in writing by us whenever we desire to either
withdraw or add any number of Security Personnel to / from our location or whenever they
are required to be re-located from one place to another.
10. That the FIRM shall submit bill every month and each bill shall be submitted on &
before 10th day of the succeeding month and the Company shall make payment thereof
within a period of two weeks of the receipt of such bill.
11. Following is the list of number of security men & the type of security men required at
BPCL Salawas Installation, Jodhpur for round the clock security:

In addition to the above, following guidelines are also to be adhered to with respect to the
1. Pay the monthly wages to the employees before expiry of the 7 th day of the next month.
The agency shall submit the PE and ESI challan copies of all manpower engaged along
with the monthly bill.
2. The staff deputed should be literate and preferably be graduates. Besides, Security
persons should be from regular army and no tradesman should be deployed at BPCL
3. Security agency will conduct regular safety and security related training to the persons
deployed by them at BPCL Salawas TOP.
4. BPCL reserves the right to interview/short list the candidates before their placement at
BPCL Salawas TOP.
5. BPCL also reserves the right to reject services of any security guard found unfit or not
performing their duties as per the assigned roles.
6. The period of contract shall be further extended on mutual agreement basis between the
party and BPCL.
Agency shall submit the following documents for our records and contract confirmation:-
1. Service Tax registration details with registration code for your firm.
2. Documents related to EPE registration.
3. Documents related to ESIC registration.
4. Documents related to EDLI registration.
5. Documents related to Labour License.

6. License from State Home Ministry under the Private Security Agencies (Regulation)
Act, 2005 (No.29 of 2005) passed by the parliament of India on 23 rd June,
(License of Operation in the State of Rajasthan).
7. Ink signed copy of the sponsorship letter.
8. Original copy of the Empanelment certificate (with photograph and signature of
Proprietor/Directors).
9. All other documents as stipulated in the Tender Document/DGR instructions.
