Bidder shall quote: (i) Fixed Daily Hiring Charges (E1) per vehicle (exclusive of GST) - for specificed duty hours per day (ii) Running Charges per Kilometer (E2) (exclusive of GST) - for actual vehicle usage (iii) HSN/SAC and GST rate in percentage (G): Bidder is required to mention HSN / SAC against the quoted Job as per the classification of tendered services under GST law / rules. Non-quotation of either shall result in bid rejection.

Minimum Running Charge The running charge per kilometer shall be equal to or above the pre-fixed minimum running charge calculated as under: Minimum Running Charge per Kilometer: [(Fuel price as on 30.12.2025) ÷ Average KMPL] × 1.1 Bus - 40 Seater = [(90.09) ÷ 3] × 1.1 = Rs. 33.03 per kilometer Bus - 16 Seater = [(90.09) ÷ 4.5] × 1.1 = Rs. 22.02 per kilometer Jeep Taxi RTC = [(90.09) ÷ 12] × 1.1 = Rs. 8.26 per kilometer Ambulance - 2500 KM = [(90.09) ÷ 12] × 1.1 = Rs. 8.26 per kilometer Ambulance - 500 KM = [(90.09) ÷ 12] × 1.1 = Rs. 8.26 per kilometer

Evaluation Methodology The bid shall be evaluated on the basis of evaluated monthly hiring cost per vehicle which shall be computed as: Total Cost: [(E1 X D) + (E2 X KM)] X [1 + (G/100)]

For any calculation purpose the total no. of vehicles offered in the job type shall be considered as declared by the bidder in Appendix–3 of Annexure–III of SOW / SCC.

Estimated average monthly running distance (KM) mentioned in the price bid format is the estimated average monthly running distance per month run per vehicle, however actual running of vehicle(s) in KMS every month may increase or decrease as per the operational requirement of ONGC, Ahmedabad and payment will be made based on the actual Kms run per month as per the relevant clauses in this regard in the tender document / contract.

The quoted rates shall include all expenditures necessary for uninterrupted performance of services under the contract. These include, but are not limited to: a. Fuel, oil, lubricants, repairs and maintenance, including provision of reserve/replacement vehicles in case of breakdowns; b. Salaries and all applicable benefits to drivers, such as bonus, overtime, and uniforms, in compliance with applicable labour laws; c. All applicable taxes, levies, and duties; d. Expenses towards compliance with Regional Transport Authority (permit, taxes etc), Labour authorities, Municipal and other local bodies, and other government requirements; e. Comprehensive or all-risk insurance, contractor's establishment charges, and interest on capital; f. Purchase, installation, commissioning, and annual maintenance of GPS devices as per the tender specifications, including integration with ONGC’s Centralized Vehicle Tracking System (VTS)/CFMMS; g. Monthly recurring charges for GPS/CFMMS functionality.

The quoted rates shall cover all operational and administrative costs, except for the following reimbursable cost components as detailed in the tender: a. Fuel escalation/de-escalation as per the relevant clause in the tender/contract, b. Vehicle detention/extra usage, outstation charges/night halt, parking charges, Toll, Insterstate permit etc. as per the relevant clauses in the tender/contract.
