RequiredFinancial Capacity-The bidder shall have a minimum average annual turnover in the last five (5) financial years preceding the proposal due date
RequiredSectoral Experience- The bidder shall have in the last ten (10) years preceding the proposal due date(PDD), successfully completed at least three(3) eligible assignments (as defined at clause 2.6.1) of which at least one(1) shall have been as lead bidder for a regional/multi district/state level economic plan or investmentplan in India or in any other country for a project of minimum 5000 sq.km
RequiredInternational/Comparable Experience-The bidder(or its global afiliate/parent that has lent its capabilities to the bid)shall have in the last ten(10) years, completed at least one international regional e.conomic planning/metropolitan/city region assignment or a similar assignment in a comparable Indian metropolitan/regional setting
RequiredPersonnel Capacity-The bidder shall have, on its rolls, a minimum of one hundred(100-atleast each member in case of a consortium) full time proffissional employees, of whom at least thirty(30-atleast 5 from each member in case of a consortium)shall hold Matsters levelqualification in econimics, planning, public policy,engineering, finance, business administration or a comparable discipline
RequiredNo conflict if interest and No blacklisting-Neither the bidder/consortium nor any of its Affiliates shall be debarred or blacklisted by any Central/State Government, multilateral institution statutory authority or PSU,nor shalkl the bidder be subject to any actual or potential conflict of interest as on proposal due date defined at Clause2.10
RequiredPerformance Track record-The bidder/consortium shall not have, in the last three(3) years failed to perform any contract, as evidenced by imposition of penalty by an arbitral or judicial authority or by termination of contract
RequiredTax Compliance-The bidder/Consortium shall be tax compliant under all appilicable Indian laws(PAN,Income Tax, GST, etc.) and shall have field its returns up to tghe immediately preceding tax year
