Consultancy service for Conducting Topographical Survey, and preparation of L-Section and cross section of existing Tungabhadra Left Bank Canal

The intending bidder should have satisfactorily completed not less than 90 percent of the contract value as a prime contractor at least one similar work such as Consultancy work for Topographical survey works for canals costing not less than for Rs. 46.74 Lakhs usually not less than 50 percent of estimated value of contract. i.e The intending bidder should have prepared DPR of Detailed Topographical survey of Main Canal, Distributaries and Sub Distributaries by Drone/DGPS and Preparation of L-Section, Cross Section Drawings of survey and investigation of Main Canal, Distributaries and Sub Distributaries in any one financial year, during the last five financial years reckoned back from 2025-26 (i.e. during 2020-21 to 2024-25 shall be considered). Certificate should be obtained from an officer not below the rank of Executive Engineer of the concerned division and counter signed by the SE of the concerned circle.)

Consultancy firm should have experience in preparation of following- The intending bidder should have prepared DPR of survey and investigation, Detailed estimates having length of Main Canal, Distributaries and Sub distributaries not less than 100 Km, during the last five financial years reckoned back from 2020-21 i.e. during 2020-21 to 2024-25 shall be considered. Certificate should be obtained from an officer not below the rank of Executive Engineer of the concerned division and counter signed by the Superintending Engineer of the concerned circle.

The intending bidder should have experience in preparation of Following - Design, Drawings, Cost Estimate, Package Estimates & DTPs for survey and investigation, Detailed Estimate of Main Canal, Distributaries and Sub-Distributaries in any one financial year, during the last five financial years i.e. during 2020-21 to 2024-25 shall be considered. Certificate should be obtained from an officer not below the rank of Executive Engineer of the concerned division and counter signed by the SE of the concerned circle.

Description of Methodology- The approach and methodology shall clearly define the Consultants approach to complete the assignment within the time frame. A- Fair-8 B- Good-9 C- Best-10.

Senior GIS Specialist - A Post-Graduate in Civil Engineering or Remote Sensing with a minimum of 10 years experience in the relevant field of GIS or Total Station survey- a. 10 Years-3 Marks b. 15 Years-4 Marks c. Above 15 Years- 5 Marks.

GIS Specialist- A Post-Graduate in Civil Engineering or Remote Sensing with a minimum of 10 years experience in the relevant field of GIS or Total Station survey- a. 10 Years-3 Marks b. 15 Years-4 Marks c. Above 15 Years- 5 Marks.

Project Engineer- A Graduate in Civil Engineering with minimum of 10 years experience in the relevant field- a. 10 Years-3 Marks b. 15 Years-4 Marks c. Above 15 Years- 5 Marks.

Senior Total Station Specialist - A Graduate in Civil Engineering or Remote Sensing with a minimum of 10 years experience in the relevant field of GIS or Total Station survey- a. 10 Years-3 Marks b. 15 Years-4 Marks c. Above 15 Years- 5 Marks.

Senior Water Resources Engineer - A Post-Graduate in Water Resources or Hydrology Engineering with minimum of 10 years experience in the relevant field- A Post-Graduate in Water Resources or Hydrology Engineering with minimum of 10 years experience in the relevant field- a. 10 Years-3 Marks b. 15 Years-4 Marks c. Above 15 Years- 5 Marks

Senior Engineer- A Graduate in Civil Engineering with minimum of 5 years experience in the relevant field- a. 3 Years-3 Marks b. 5 Years-4 Marks c. Above 5 Years- 5 Marks.

Senior Surveyor - A Graduate in Civil Engineering with minimum of 3 years experience in operation of Total Station and GPS equipment- a. 3 Years-3 Marks b. 5 Years-4 Marks c. Above 5 Years- 5 Marks.

CAD Draughtsman - A Diploma in civil engineering with minimum 3 years experience in the relevant field- a. 3 Years-3 Marks b. 5 Years-4 Marks c. Above 5 Years- 5 Marks.

Technical Requirements- The bidder should have the following equipments / Licensed software for carrying out the assignment. (1) The Differential Global Positioning System (DGPS) (Static and RTK) having angular Least count of 1 Inch and accuracy of 5 Inch both for Hz and Vz distance measurement accuracy of 1mm plus 1.5mm, with all the necessary accessories. (2) UAV Drone equipment DGCA approved survey grade UAV certificate along with UIN number own or tie-up. (3) The Electronic Total Station having angular least count of 1 Inch and accuracy of 5 Inch both for Hz and Vz distance measurement accuracy of 1mm plus 1.5mm, with all the necessary accessories. (4) Auto CAD LT 2009 or above Auto CAD 2018 or above, Auto Plotter 8 with Can SE module. (5) Irricad or equivalent software for design of lift scheme, pressure and Gravity distribution system. (6) STAAD Pro Software of latest version. The intending bidder should have availability of above equipment/software either owned or by procurement against self-mobilization or by lease agreement entered into before the date of filling the tender. The intending bidder should have in the last five-year period i.e. 2020-21 to 2024-25 achieved in at least two financial years an average annual financial turnover of Rs. 93.48 Lakhs Calculated as per Govt circular PWD.60.CRM.2021 Dated. 08/11/2021. The financial turnover shall be certified by the registered Chartered Accountant. All documents/certificates issued by Chartered Accountant should have a UDIN generated through the ICAI portal. Any such certificate without UDIN shall not be considered and shall be treated as invalid document. Financial turnover of previous years shall be given a weight of 10% per year to bring them to the price level of the FY 2025-26.
