Eligibility Criteria

COVER-1 (Technical bid) shall contain the following qualifying conditions/documents

Contractors Registration certificate enrolled under KPWD Active in the period Class IV and Above

The Income tax returns filed duly mentioning PAN No. for the F.Y year 2024-25 assessment year 2025-26

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

COVER II SHALL CONTAIN THE FINANCIAL BID The financial bid documents for the above work comprises of financial bid to indicate the amount of offered by the bidder for completion of the work on percentage basis based on scope of work. Specifications Schedule-A and Schedule-B of the contract form. The contractor should give detailed execution plan and furnish program to complete the work in all respect within the stipulated period of completion. The contractor should neither make any alteration in the conditions of contract nor stipulate any condition of his own.The Cover-I Technical Bid will be opened first and there after Cover-II Financial Bid of only those bidders who fulfill the conditions as mentioned will be opened subject to the condition that the EMD payment is confirmed in the e-portal.The bidder shall ensure credit of tender processing fee in to the respective receiving bank accounts of e-procurement on or before the last date of bid submission.The tenderer is requested to ensure browser compatibility of the computer well in advance to the last date and time for receipt of tenders. The department is not being responsible for non-accessibility of e-procurement portal due to internet connectivity issues and technical glitches.

NOTES-IIThe intending bidders are advised to visit the site of work before submission of the tenders

The Contractor bidding for more than one work and his tender accepted for more than one work, will be awarded priority based on emergency work to be taken up as per site condition

If the percentage quoted by contractor for the work is below the amount put to tender (updated cost as per CSR) then the successful contractor shall furnish an additional performance security in the form of Bank Guarantee for minimum period of 1 year, for an amount equivalent to the difference between the cost as per quoted percentage and the amount put to tender (updated cost as per CSR) before executing the agreement. In case of contractor quoting the percentage above One Hundred and ten percent (110 percentage) of the amount put to tender (updated cost as per CSR) then the amount over and above One Hundred and Ten percent (110 percentage) of the amount put to tender (updated cost as per CSR) will be withheld during the progress of work

The necessary certificates / documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to e-tender document. The Original certificates/documents shall be produced on or before stipulated date and time for verification. Scanned signature of the bidder/authorized representative of the bidder shall be attached while up loading bid document

If any of the dates mentioned above happens to be a general holiday, the next working day holds good.

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever

The contractor will have to make their own arrangements for all the machinery necessary for the works

Corrigendum will be published in web site for all modifications/corrections if any

The intending bidders should note that, if any of lands either in part/parts or whole required for the work is not acquired by the Nigam, it shall be the responsibility of the bidder to take possession of such land and start the work by the consent of the land owners before commencement of work at no extra cost to the Nigam and no claim whatsoever relating to non availability of land would be entertained

The contractor should mention their recent correct postal address, e-mail address and Contact Number in the declaration form

Incomplete tender documents will be rejected

All the materials like steel, cement etc., required for the above work should be procured by the contractor only at his own cost. And these materials will have to be got tested by the competent authority before put to use

The Contractor shall send authorization letter for their representative duly attesting their signature

As per the Karnataka building and other construction workers welfare cess act 1996, 1.00% of the bill amount will be deducted from the bills

Tenders will be opened on the due date in presence of the contractor or their Authorized representatives

The contractors should adhere to the accepted action plan submitted by him under any circumstances without linking to the pending bill payment of the work

Typo-graphical errors if any will not be the ground for any claims by the Contractor

Tendering by the joint venture will not be allowed

The contractor should furnish the name of the individual /firm with address and Telephone numbers with place of registration, year of incorporation etc

The tender processing charges paid by the bidders are not refundable even if the tenders are cancelled

Royalty on construction materials and other taxes will be deducted as per prevailing Government orders

Regarding deduction of Royalty charges for procurement of all materials required for the work- the guidelines issued by the Director of Mines & Geological Department vide circular No2023-24 07.11.2023 Senior Geologist (Mines) Mines & Geological Department Dharwad Letter No:2818 dated 23.11.2023 Chief Accounts Officer, KNNL, Dharwad vide ltr No. 8708 dated 26.12.2023 are to be strictly followed

The tenderer has to make his own arrangement for procurement of all materials required for the work. There is no departmental supply of materials. Contractor should procure only ISI mark materials and submit necessary quality control certificates from the authorized quality control authority, before execution

Sub leasing of work in any form is prohibited

No querries are approved by KNNL for materials. The quarries considered are for the estimate purpose only. The intending bidders shall visit the site, identify the quarries, as certain availability for the quantity and quality of the materials required for the work and shall quote his rates accordingly. No extra claim whatsoever will be entertained in this regard

The rates include all lead and lifts and work shall be carried out as per instruction of Engineer in charge. All specification are as per relevant IS codes in vogue and Indian Road Congress. The rates for the specification in the schedule B includes all lead and lifts irrespective of the distance and height, no extra claim will be entertained for additional lead and lifts

If Nigam wishes to engage third party inspecting agency for the said work, apart from the quality Control authorities and field tests of Nigam, the Contractor should co-operate with the third party and quality control authorities

The Agency should establish field laboratory at his cost with requirement, or as stipulated in the Agreement

The tender inviting authority has got right either accepting tender or rejecting the tender without assigning any reasons

The validity period of EMD shall be for a minimum period of 225 days from the date of opening of the tenders

EMD of unsuccessful bidders will be refunded only after the acceptance of tenders by the competent authority

The amount put to tender is exclusive of GST. The contractor shall quote the rate exclusive of GST

GST shall be paid to the tender amount as per prevailing Government orders

The contractor shall ensure that no mechanical equipment or manual operation damages the canal lining, masonry structures, concrete structures, or embankments during the execution of work. Excavation of silt shall be carried out only to the required level and shall not disturb the original bed profile, canal section, or stability of the banks

The contractor shall follow all instructions issued by the Engineer-in-Charge during the execution of work and ensure proper supervision to avoid any damage to government property

Any negligence leading to damage of canal structures or government property will be the sole responsibility of the contractor, and the cost of repair/reconstruction will be recovered from the contractor

SC/ ST /Cat-1/ II-A Category contractors Security deposit for an amount equivalent to 5% of the contract price shall be deducted in every running bill .However incase of first and final bill the entire security deposit will be deducted from the final bill.
