| 1DESIGN AND DETAILED ENGINEERING WORKS | |||||
| 1.1 | SPECIAL INSTRUCTIONS TO THE BIDDERS:
1. The Architectural and Structural Tender Drawings enclosed with the tender are conceptual drawings issued solely for the purpose of estimation and bidding.
2. The successful bidder shall carry out complete detailed engineering, including structural analysis, structural design, architectural detailing, preparation of detailed fabrication/shop drawings, and all other engineering activities required for execution of the work. Profile of the proposed consultant should be submitted by contractor to BARC before appointment of consultant.
3. The contractor shall prepare Good for Construction (GFC) drawings of Architectural, Structural & PHE disciplines required for execution of the work based on the conceptual drawings and functional requirements specified in the tender.
4. The contractor shall be solely responsible for the design, analysis, stability, safety, adequacy, accuracy and correctness of all designs and drawings prepared by them.
5. The contractor shall ensure complete inter-disciplinary coordination among Civil, Structural, Mechanical, Instrumentation, HVAC, Fire Fighting, Plumbing, Drainage, Communication, IT and all other associated services so that the entire facility functions as an integrated system, before finalizing the GFC drawings and till completion of the work.
6. The contractor shall verify all dimensions, levels, site conditions, equipment requirements, utility interfaces and service routing before finalizing the GFC drawings.
7. Any modifications required in the layout, dimensions, structural members, service routing, openings, sleeves, inserts or other construction details arising out of detailed engineering or multidisciplinary coordination shall be carried out by the contractor without any extra cost to the Department, provided the overall functional requirements are met.
8. Preparation of all structural design calculations, design reports, analysis models and supporting engineering documents, wherever required, shall form part of the contractor's scope.
9. All GFC drawings prepared by the contractor shall be submitted to the Engineer-in-Charge/Design Section for scrutiny and approval before commencement of the respective works. No construction shall be undertaken without obtaining the approval of the GFC drawings.
10. Approval of drawings by the Department shall not relieve the contractor of his responsibility regarding the adequacy, correctness, safety, stability or performance of the design. | - | - | - | - |
| 1.2 | 11. The contractor shall revise and resubmit drawings, calculations and documents whenever comments are issued by the Department until final approval is obtained, without any additional cost, up to a maximum of 03 iterations.
12. The BOQ quantities are based on the conceptual tender drawings and are indicative in nature. The bidder shall be deemed to have considered the detailed engineering requirements while quoting the rates. ‘No separate payment shall be admissible on account of preparation of designs, drawings, coordination or detailed engineering.’
13. The contractor shall prepare and submit six (06) hard copies in minimum A1 size of each approved GFC drawing along with one editable soft copy and one PDF copy in the prescribed format for record and execution purposes. The contractor should also submit detailed Design report after completion of design.
14. The contractor shall also prepare and submit all fabrication drawings, bar bending schedules, insert drawings, embedded part drawings, builder's work drawings and coordinated service drawings as required for execution.
15. All designs and drawings shall conform to the latest applicable BIS Codes, National Building Code (NBC), CPWD Specifications, relevant statutory requirements and any other standards specified in the tender.
16. Stipulated time period for completion of all the above activities by the Contractor and approval of complete GFC drawings by BARC shall be 90 days only. Further, GFC drawings for start of construction shall be got approved and released in phase wise from 46th day from the stipulated date of Start of Work (DOS).
17. A Committee will be constituted by the Chief Engineer, comprising of EIC’s from Architecture, Structural design, User sections, other services viz., Mechanical, PH, Instrumentation & IT etc., to provide timely, all necessary inputs for the design, detailed engineering and for preparation of GFC drawings etc. | - | - | - | - |
| 1.3 | Providing CONSULTANCY SERVICES for design and development of drawings for various buildings and external development works all complete including Generation of 2D Architectural , Structural, Mechanical, Plumbing, Firefighting and Landscaping Drawings, Integration and Coordination of all building elements including structural elements, all the connected Civil layout Details , Structural Details, MEPF and other services such as plumbing, sanitary, Fire Fighting and Fire alarm, HVAC etc. as per the detailed specifications mentioned in the Bid document and as per direction of Engineer-in-Charge. The Agency shall follow all the latest norms and regulations specified in various Govt. Publications viz. All relevant codes of practice of Bureau of Indian Standards, Structural & Non structural elements for Fire safety, etc. as applicable and based on requirements for Design and Developing Drawings for various buildings and infrasrtructure. | - | - | - | - |
| 1.4 | Architectural designs and development of detailed architectural drawings consisting of the following: a) Development of detailed Architectural drawings, b) Working Drawings, all floor Plans, all Elevations, Sections through both the directions (X & Y), Door & Window Drawings including window grill drawings, detailed toilet drawings, Staircase drawings with railing details, Reflective ceiling plans / false ceiling plans, structural glazing, cladding details, Flooring pattern drawings, internal wood work drawings, furniture layout if any, expansion joints, plinth protection etc. c) detailed 3D Views indicating elevational details from all sides of buildings including colour schemes, d) Landscape & horticulture drawings, e) Marking plans, f) Detailed site Layout Plan including all Site Development drawings, design of connecting Roads, paths, pavements, Signages, storm water drains, utility lines, sewer lines, water distribution lines, septic tanks, etc all complete as per scope of the work, requirements, specifications of each building specified elsewhere in the tender document and of respective BoQ item, and supply of 6 sets of Good for Construction drawings.
Note: The basic conceptual drawings will be issued by the department to the contractor and the contractor should follow them strictly and no changes / deviations from the approved concept plans are permitted except with the written approval of Engineer-in-Charge. | 4,328 | Sqm | - | - |
| 1.5 | Detailed Structural Analysis & Design as per DBR for all the buildings including dynamic analysis for design of RCC/steel buildings, including high bay area, including design of all buildings and structural elements, CBR Values, dynamic soil parameters for design of all roads; the estimated rate also includes preparation & submission of design calculations, shop Drawings/ Fabrication drawings whereever required, for all the drawings including proof checking and approval by BARC (V).
Note:
1) The basic conceptual architectural drawings will be issued by the department and there shall not be any departure from the schemes supplied by the department without writtten approval from the Engineer-in-Charge.
2) Bored Cast In Situ Pile Foundation shall be designed for all buidings.
3) Rate quoted shall also include preparartion of shop drawings in in TEKLA/equivalent 3d modellling tools wherever required and Submission of shop drawings in 04 (four) copies to BARC for approval. | 4,328 | Sqm | - | - |
| 1.6 | Design and supply of 6 sets of GFC drawings for all external and internal services for all buildings including Civil and Mechanical such as Plumbing systems, water supply distribution systems , drainage systems, sprinklers & irrigation systems for gardens, sewerage systems, rain water collection & disposal systems, waste water pipe lines layout, EOT Crane, Low voltage services networks, Internet, intranet, HVAC systems, Automatic Fire Alarm systems, Fire Fighting system, IP telephony, CCTV system, Motorised Rolling shutters, OFC Cable network etc., (The list is just indicative and not exhaustive ) as per the services requirement of each building and as per items specified in the respective BOQ and all other connected services that may be required for successful completion, commissioning & satisfactory functioning of buildings is deemed to be included in this scope of this item of work. No additional payment absolutely whatsoever shall be made on this account.

| 2CIVIL WORKS | |||||
| 2.1 | General note applicable to all sections :
1) Only sieved river sand/crushed stone sand confirming to Zone-II from Godavari river or Varaha river or Vamsadhara river or Sarada river or Nagavali river / Crushed stone sand shall be used as fine aggregate and Graded hard broken granite metal of 3 stage (VSI) material shall be used as coarse aggregate in relevant items. Specification for fine and coarse aggregate shall confirm to IS:383 (latest revision)
2) In view of limit on water-cement ratio for durability requirements in design mix concrete, concrete admixtures (Carboxylate based superplasticizers of approved quality) can be used after taking prior approval of Engineer-in-Charge and the rates quoted for concrete items shall be inclusive of the cost of admixtures, Design mix, trial mixes, testing (at site & at approved labs), etc. complete.
3) The contractor shall set up sufficient number of self loading mobile concrete mixers inside the project area for the production of concrete.
4) Contractor should establish an automatic loading batching plant at site .To that extent suitable Mix Design should be carried out with required retention period. | - | - | - | - |
