MONTHLY SERVICE CHARGES for Maintenance and Operation of Electrical and Telecommunication System of BHEL PSER Kolkata Office and other premises of BHEL PSER in Kolkata as per the scope of work and other terms & conditions for a period of Twenty-four (24) months including further extensions, if any.

Preamble

This preamble forms part of tender document and schedule of items.

Bidders are required to go through instructions carefully and complete all the formalities as required. Clauses under this preamble shall be read in conjunction with GCC & SCC together with subsequent changes/ modifications etc thereto as applicable as on date of submission of price offer. In the event of furnishing false information / incomplete information, the offers shall be rejected and no correspondence shall be entertained in this regard.

The work shall be carried out strictly as per specifications, description of the items in these schedule and/ or BHEL’s instructions.

Items of work provided in this schedule but not covered in this specification shall be executed strictly as per instruction of the engineer.

While quoting following points are to be considered: 1. Apart from wage and other statutory components, bidders must consider all overhead and miscellaneous cost which would not be reimbursed, before quoting of monthly service charge. 2. Monthly Service Charge to be quoted in percentage (up to two decimal) and the same would be applicable on the amount (monthly wage liability) mentioned in Sl. No. 15 as per SCH-II. 3. The quoted monthly service charge shall be in percentage where absolute cost may vary as per the bill value with all-inclusive basis except GST. 4. Quoted percentage will remain firm during the contract period. 5. GST shall be payable extra as per applicable rate on Monthly basis and other statutory bills including Service Charge w.r.t. this tender.

Monthly service charge shall be quoted in figures and in words in clear legible writing.

Tender priority i.e. L1, L2, L3 party etc. will be arrived by lowest monthly service charge quoted at Sl. no. 1 of BoQ1

The tenderer shall be deemed to have studied the specifications and details of work to the done within the time schedule, all terms and conditions of this tender attached and to have acquainted himself of the conditions prevailing at site.

In case the lowest monthly service charge offered by the bidders are found to be unreasonable, BHEL reserves the right to negotiate for further reduction and in such case the negotiated monthly service charge will be considers as L1 rate for all purposes.

BHEL’s decision shall be final and binding on the contractor regarding clarification of items in the schedule with respect to the other sections/volumes of the contract.

BHEL reserves the right to accept or reject any bid/ all bids or cancel / withdraw the initiation for bid without assigning any reason whatsoever and in such case no bidders shall have any claim arising out of such action by BHEL.

Unless otherwise specifically mentioned in the tender, evaluation will be done on QUOTED MONTHLY SERVICE CHARGE IN PERCENTAGE (%) VALUE against price schedule Sl. no. 1 of BoQ1, PRICE SCHEDULE, VOL-III.

No splitting of the job is envisaged unless the same is specifically indicated in SCC (Vol‐II) of tender. Decision of BHEL in this regard shall be final and binding to the bidders.

Changes of Monthly Minimum Wage with VDA is to be effected from time to time based on notification in this regard issued by Government of West Bengal. In case decrease in Minimum Wages due to decrease in VDA, the higher minimum wages last paid shall be protected.

The bidder shall note that Monthly Service Charge shall not include the minimum wages of HSW or SW or its statutory obligations etc. which shall be reimbursed to the contractor by BHEL against proof of payments made. The responsibilities in terms of financial obligations set out in the Tender Specifications for rendering services in operation of the contract shall be quoted by the bidder IN PERCENTAGE only which shall be firm during the period of the contract including further extension, if any.

The above Monthly service charge is exclusive of GST. Taxes & Duties shall be as per tender Provision.

Percentage Value of Monthly Service Charges as quoted by the bidder against price schedule Sl. no. 1 of BoQ1, PRICE SCHEDULE (VOLUME-III) shall remain firm while the absolute value of Service Charge shall vary with the change in minimum wages etc. during the contract period.

GST shall be paid extra as applicable.

EXPENDITURE TO BE ABSORBED BY THE CONTRACTOR AND WILL NOT BE REIMBURSED BY BHEL AS MENTIONED BELOW :-

Cost of Consumables as per clause no. 5.0 of SCC, Volume II.

Cost of Tools & Tackles as per clause no. 4.0 of SCC, Volume II.

Cost of Uniform as per clause no. 15.0 of SCC, Volume II.
