Eligibility Criteria

The bidder should upload all the required documents with his bid ( ANNEXURE -A ) and should produce all the original documents for verification while opening the financial bid. In case the bidder fails to produce the original documents while opening the financial bid or the original document submitted does not match with the uploaded documents or found false, then his bid is treated as non-responsive bid as per clause-26(4) of the KTPP rules and his paid EMD will be forfeited

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Scanned signature of the bidder/authorized representative in case of a firm or company to be attached to the bid document. Also in case of authorized representative, scanned copy of power of attorney should be uploaded & the original should be submitted at the time of opening of tender

The contractor should pay the earnest money deposit (EMD) & tender processing fee (non refundable) through KPPP portal using any of the payment modes such as (a) Credit card (b) Direct Debit (c) National Electronic Fund Transfer (NEFT) (d) Over the Counter (OTC). The validity of EMD shall be for a period of 180days from the date of opening of tender.

The tenderer is required to ensure browser compatibility of the computer well in advance until the last date and time for receipt of tenders. The department shall not be responsible for non-accessibility of completed tender documents due to internet connectivity issues and technical glitches

The Vehicle to be provided should be in perfect condition (Registered not before july 2024)

The Vehicles to be provided should have comprehensive insurance at the cost of the transport contractor and with a valid Taxi permit (yellow Board)

Each of the documents uploaded to the KPP portal should be self-attested by the contractor or an authorized representative in case of firm /company

Corrigendum / Addendum will be published in the KPPP website for all modifications / Corrections if any

The vehicle should be provided for a total of 26 days in a month including all holidays for all months except February (for February total No of days is 24)

The vehicle should be provided for a period of 10 hours per day from 09.00 hours to 19.00 hours

If any of the dates mentioned above happens to be a General Holiday, the next working day will hold good

Conditional tenders are liable to be rejected. The officer competent to accept the tenders shall have the right to reject any or all the tenders without assigning any reason whatsoever

Any bidder who is otherwise technically qualified withdraws from the bidding process at any stage before a final decision is taken on the tender, the EMD of such bidder shall be forfeited.

Arrangements for the payments of the work will be made as per the available grants

The vehicles are expected to be used for 100 kms per day and 2500 km. per month. In case the usage is less than 100Kms on any day, such short usage will be carried forward and adjusted against usage exceeding 100 Kms on any other day i.e the monthly contractual usage of 2500kms will reckoned by aggregating the number of kms used for the 26 days irrespective of whether the vehicle has less or more than 100 kms per day

The contract will be upto 31st March 2027 from the date of Agreement/or until Arrangement of new department vehicle, whichever is earlier

Nigam reserves the right to extend the contract at its discretion on completion of financial year, subject to mutual consent on rate then prevailing. The contract can however be terminated for unsatisfactory performance before the expiry of contract period by giving notice of 15 days.

The agency shall provide copies of the statutory compliance like Minimum wages Act, PF Act, ESI Act, etc

All expenses including the cost of fuel, maintenance, Bata, Toll Fee and salary of the driver shall be borne by the transport operators and KNNL is not liable to pay any charges in this regard.

The agency shall provide the required number of vehicles on each day. In case of failure to do so, the company will be at liberty to engage vehicles from any other agency and the additional cost if any will be charged to the agency and recovered from their monthly bills.

The successful applicant has to execute an agreement with the Executive Engineer incorporating of these terms & conditions.

The logging of Kms and repoting/closing time will be reckoned from the actual time of reporting and relieving

The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever

It is assumed minimum run of 2500 Kilo meteres per month however if vehicle running in a month is less than 2500 Kilo meteres proportionately the amount will be reduced according to Kilo meter run per month.

If supplier has fitted the vehicle with LPG, same has to be entered in RC book and certificate from RTO has to be submitted. The fuel mentioned in the RC book only has to be used

If the Department procures its own vehicle in the agreement period, the Agreement stands cancelled from that day and the supplier cannot claim any compensation for curtailment of agreement period

If the supplier has not provided the vehicle in time and irregular in the agreement period, then the supplier will be treated as defaulter and his tender will be terminated and his EMD will be forfeited and fresh tenders will be called

Alternate Driver has to be arranged by supplier in case the Driver is on Leave

Hire charges bill will be raised in the beginning of the next month after the service provided for the current month.and will be paid as per the available grants

Taxes as per Government norms (IT, GST etc) will be deducted at the prevailing rates from the bill

Conditional tenders are liable to be rejected

All rights of Accepting/Rejecting the tender are reserved

If any of the dates mentioned above happens to be a general holiday, the next working day holds good

The rates shall be entered in figures & words

If the lowest bidder fails to enter into agreement within a period of 15 days from acceptance of his bid, his bid will be rejected with forfeiture of his EMD amount

If the percentage quoted by contractor for the work is below 90% of the estimated amount put to tender or recast amount put to tender of the department, then the contractor shall furnish an additional performance security in the form of Bank Guarantee for an amount equivalent to the difference between the cost as per quoted percentage and 90% of the estimated amount put to tender or recast amount put to tender. In case of contractor quotation rates above 125% of the estimated rates then the amount over and above 125% will be withheld during the progress of work. The additional performance security will be released proportionately to the bill amount till the contractor achieves progress of the entire cost of the work as per the agreement

Conditional tenders will be rejected. The Officer competent to accept the tenders shall have the right of rejecting any or all the tenders without assigning any reason and will not be bound to accept the lowest tender

The rate quoted by the agency and the incidental tender amount on the basis of rate quoted must be inclusive of GST and any other duties, tax, etc.. The agency is also required to pay dues levied by the State Government or any Local Body or Authority and ground rent if any, charged by the Executive Engineer for stocking materials. No extra payment on this account will be made to the agency.

The EMD will be released only after entire work contract is fully completed and so certified by the Executive Engineer

Corrigendum will be published in the web site for all modifications/corrections, if any

Contractor need to duly fill and submit the Annexure A document.
