Procurement of spares of Deutz MAKE for Track machines

Bulk purchase will be made only from OEM i.e.M/s Deutz Engines(India) Private Limited,-PUNE. or their authorized representative with Tender Specific Authorization. Authorized dealers shall attach Tender Specific Authorization along with the offer, failing which the offer shall be summarily rejected. i. The offer of OEM/ Authorized Agent/Dealer/Distributor shall be considered. ii. In case the tenderer is the OEM itself, firm should clearly specify acceptable make offered. iii.In case the tenderer is authorized agent/dealer/distributor of the specified OEM, firm should upload the current authorization/dealership certificate issued by OEM. iv.In case the tenderer is not authorized agent/dealer/distributor of specified OEM and quotes for acceptable make, tenderer should attach (upload) Tender Specific Authorization letter/ certificate issued by OEM. (v) In case the tenderer is Sub dealer of the specified OEM, firm should upload the copy authorization letter/attested certificate issued by authorized dealer regarding sub dealership and confirmation that authorized dealer will take the responsibility of genuineness and warranty of spare (of particular make, spare part description and part number) supplied by the sub-dealer to Indian Railways. And also firm should provide copy of invoice of their dealer/distributor along with manufacturers test and warranty certificate as a proof of genuineness Note: The prospective Tenderers seeking developmental order can refer to Para 5.0 & 6.0 of Policy on Procurement of spares for Track Machines towards inclusion of their make in the list.

I/We agree to supply the tendered stores at the rates quoted by me/us in accordance with the IRS Conditions of Contract and [or] special and [or] other conditions specified/attached with the tender.

Guarantee will be as per specification. If not mentioned in the specification, then warranty/Guarantee shall be as per IRS Conditions of Contract.

PACKING TO BE DONE AS PER GOVERNING SPECIFICATION

a.) Firms are advised to supply the material duly embossing/engraving or stenciling with permanent marker the name of manufacturer/supplier and year of manufacture at a place which is preferably visible and shall not get worn out during service. b.) If none of the above is possible the same to be marked on packing.

The public procurement policy (make in india) order-2017, revised date 16- 092017., issued by department of Industrial promotion and policy, Ministry of commerce, circulated vide Railway Board letter no. 2015/RS(G)/779/2/Pt.1 dated 25.09.2020 will not be applicable in this case since the procurement of spare parts are being purchased on nomination basis from OEM as no competitive tender is invited in this case. Firms shall submit Performance statement of last 5 years.

Tender not accompanied with Bid Security declaration will not be evaluated.

It will be responsibility of suppliers to upload clear/visible documents in support of their claim and no back reference will be made for submission of such documents.

The firm shall attach all the relevant documents as proof of their eligibility while submitting their offer. The offer will be evaluated based on the documents uploaded by the firm in this tender. Firms to note that physical documents will not be accepted after opening the tender. Any document submitted after opening the tender will not be considered while evaluating the firms offer.

Submission of EMD is mandatory. Exemption and other details will be as per Para 13 of Instructions to Tenderers for e-tender attached with this tender. Firm's seeking exemption from from deposition of EMD shall have to attach scanned copy of requisite documentary evidence in support of their claim along with Offer, failing which the Offer will be summarily rejected. (NB:- In two packet bidding system, such documents must be uploaded at the time of techno commercial bid.)

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
