Financial- Net worth of the applicant shall be at least fifty percent of the estimated cost of construction (As per minimum infrastructural facilities determined by the Division for development of GCT) ie fifty percent of Rs. 77,33,79,832/- which is Rs. 38,66,89,916/- . The tenderer shall submit Net Worth Certificate for the financial year 2024-2025 which may be an attested Certificate from the concerned department/client or certified by the Chartered Accountant with his Stamp, Signature, Date and Membership Number. The tenderer shall also upload Provisional/Audited Balance Sheet of previous three financial years 2022-23, 2023-24 and 2024-25 duly certified by Chartered Accountant bearing his Stamp, Signature, Date and Membership Number. Client certificate from other than Govt. Organization should be duly supported by Form16A/26AS generated through TRACES of Income Tax Department of India

The applicant shall have at least (02) two years experience in Manufacturing,Transportation, or Logistics and related business.
The bidder shall submit along with the bid the proposed Development plan (of GCT) and Layout fulfilling the minimum infrastructural facilities decided by the Division (mentioned in Scope of Work in Annexure- III).
The tenderer should submit a copy of certificate stating that they are not liable to be disqualified and all their statements/documents submitted along with bid are true and factual. Standard format of the certificate to be submitted by the bidder is enclosed as Annexure-I. Non submission of a copy of certificate by the bidder shall result in summarily rejection of his/their bid
Copy of Payment of Earnest money deposit (EMD). As per GCT policy, the submission of 10% of the estimated project cost as Earnest Money Deposit (EMD) is mandatory. Failure to do so will result in the summarily rejection of the bid.
Certificate of Familiarization as shown in Annexure-V that the bidder/s have visited the site of the proposed work and have familiarized himself/themselves of the working conditions there in all respects.
The bidder shall submit an undertaking as per Annexure XII that he/the firm has not been terminated/blacklisted from operation of such type of contract/work as on date over Indian Railways. It shall also be submitted by the each member of a partnership firm/joint venture (JV)/Hindu Undivided Family (HUF)/Limited Liability Partnership (LLP) etc. as the case may be. Non submission of a copy of certificate by the bidder shall result in summarily rejection of his/their bid.

Technical and Financial eligibility of a Partnership firm shall be adjudged based on the satisfactory fulfillment of the eligibility criteria laid down in Clause 10 and Clause 18 of Indian Railways Standard General Conditions of Contract GCC April 2022.
The Financial Bid (Packet B) as per Annexure II 1.It will contain only the schedule of the work with rates. No other documents are to be given in this bid. 2.The agency/party has to make their offer in terms of percentage of share of Terminal Charge/Terminal Access Charge asked at the GCT (Gati Shakti Multi-Modal Cargo Terminal) in prescribed schedule. The unit rate Rs. 20 (Twenty) as mentioned in schedule above is indicative (at present Terminal Charge (TC) at the rate Rs.20 per ton is applicable for handling of goods traffic in each terminal built up Entirely on Railway land. Terminal Access Charge(TAC) at the rate Rs. One Lakh Sixty Thousand (Rs 160000) per rake per terminal is applicable for all Group-I and Group-II CRT and 50 per cent of the same for Group-III CRT; CRT=Container Rail Terminal). Before bidding the following instruction is to be read for strict adherence- Bidder will be required to quote the percentage in share of terminal charges and terminal access charges (TC/TAC) which they will claim from the Railway for all traffic handled at the Terminal. Eligible bidder asking for the minimum % share or claiming least share of TC/TAC will be awarded the contract, where the quoted % rates will be evaluated as follows :- (i) If a bidder quotes 100 % it shall mean in effect that bidder claims to be allocated 100% of the TC and TAC amount and IR will retain 'NIL' share of TC/TAC. (ii) If a bidder quotes 1-99% e.g. 10% it shall mean in effect that Bidder claims to be allocated 10% of the TC/TAC amount, as GCTO share and remaining 90% being allocated to the IR. (iii) If the bidder quotes "0 (Nil)%", it shall mean in effect that Bidder claims to be allocated 'Nil' share in TC/TAC amount, as GCTO share. (iv) If a bidder quotes in negative, e.g. (-)30%, it means that entire 100% of TC and / or TAC will be retained by IR. Over and above, the GCTO will pay an amount equivalent to 30% of TC and /or TAC or IR. (v) Thus, if five bids are received with quotes 100%, 30%,0%,-20% and -40% , in such cases, -40% is the minimum bid, and this bidder shall be awarded the contract. Note:(a) The contents of the technical bid will be scrutinized and evaluated by the nominated Tender Committee and based on their evaluation the financial bid of only the eligible bidder will be opened. In case the technical offers submitted by the tenderer are not found suitable, the Financial bid will not be opened. it shall be mandatorily incumbent upon the tenderer to identify, stated and submit the supporting document duly self attested /digitally signed by which they/ he is qualifying the qualifying criteria mentioned in the tender document. It will not be obligatory on the part of tender committee to scrutinize beyond the submitted document of tenderer as far as his qualification for the tender is concerned.
