Financial Standing: The tenderers will be qualified only if they have minimum financial capabilities as below:-
T1- Turnover: The bidder should have an aggregate financial turnover not less than 1.5 times the advertised Bid value during the last three previous financial years and in the current financial year up to the date of opening of the tender. The audited balance sheet reflecting financial turnover certified by chartered accountant with her stamp, signature and membership number shall be considered. Financial data for the last four/ three audited financial years, as applicable, has also to be uploaded by the tenderer (each member in case of JV) along with audited balance sheets. The financial data in the prescribed format shall be certified by chartered accountant with his stamp, signature and membership number. (Ref. Railway Board Letter No. 2016/EnHM/06/02, Dtd.- 18.10.2018)
T2-Liquidity: The bidder should have access to or has available liquid assets, lines of credit and other financial means to meet cash flow that is valued at 5% of the advertised bid value net of applicant's commitments for other contracts. The audited balance sheet and/or banking reference certified by chartered accountant with her stamp, signature and membership number shall be submitted by the bidder along with bid. Banking reference should contain in clear terms the amount that bank will be in a position to lend for this work to the applicant/member of the Joint Venture/Consortium. In case the Net Current Assets (as seen from the Balance Sheets) are negative, only the Banking references will be considered. Otherwise the aggregate of the Net Current Assets and submitted Banking references will be considered for working out the Liquidity. The banking reference should be from a Scheduled Bank in India and it should not be more than 3 months old as on date of submission of bids. Note: (i) Financial data for latest last five audited financial years has to be uploaded by the tenderer along with audited balance sheets. The financial data in the prescribed format as per Appendix-17 shall be certified by Chartered Accountant with his membership no., UDIN No., stamp, signature & Date. In case audited balance sheet of the last financial year is not made available by the bidder, he has to submit an affidavit certifying that "the balance sheet has actually not been audited so far. In such a case the financial data of previous 4 (four) audited financial years will be taken into consideration for evaluation. If audited balance sheet of any other year than the last year is not uploaded, the tender will be considered as nonresponsive. (ii) Where a work is undertaken by a group, only that portion of the contract which is undertaken by the concerned applicant/member should be indicated and the remaining done by the other members of the group be excluded. This is to be substantiated with documentary evidence. (iii) Value of work done data for latest last five financial years has to be uploaded by the tenderer in Appendix-18 of Form of Tender along with audited financial statements. The financial data in the prescribed format shall be certified by the Chartered Accountant with his stamp and signature in original. (iv) The offers of tenderers who qualify ALL the above criteria as per clause 1.2.2 shall be examined further for evaluation of their technical bid. Tenderers who fail to meet the above criteria shall not be considered for further evaluation and their bids shall be rejected. (v) Some of Firm may not be ready with audited balance sheet of previous financial year (2025-26) certified by Chartered Accountant. In such case, only Banking Certificate issued from scheduled Bank certified by Chartered Accountant may be considered. Sample of format for Banking Certificate/ reference is annexed at Annexure-XI of Tender Document. Audited Balance Sheet for Financial Year 2024-25 shall not be considered for T2-Liquidity.
Work Experience : The bidder should have satisfactorily completed in the last three previous financial years and the current financial year up to the date of opening of the tender, one similar single service contract** for a minimum of 35% of advertised value of the bid. *Completed service contract includes on-going service contract subject to payment of bills amounting to at least 35% of the advertised value of the bid. *Similar work means "AMOC of Bio Toilets OR Supply/fitment of bio toilets in coaches of Indian Railways." Work experience certificate from private individual shall not be accepted. Certificate from public listed company/private company/trusts having annual turnover of Rs. 500 Crore and above subject to the same being issued from their Head office by a person of the company duly enclosing his authorization by Management for issuing such credential. Notes: (i) The tenderer shall upload details of work executed by them in the prescribed format for the works to be considered for qualification of work experience criteria. Documentary proof such as completion certificates from the client clearly indicating the nature/scope of work, actual completion cost and actual date of completion for such work should be uploaded. In case work is executed for private client documentary proof such as copy of work order, Bill of quantities, Bill wise details of payment received certified by CA, TDS certificates for all the payments received, copy of final/ last bill paid by the client should be uploaded. The offers submitted without this documentary proof shall not be evaluated. (ii) Value of successfully completed portion of any ongoing work up to the last day of the tender submission will also be considered for qualification of work experience criteria. (iii) In case of joint venture / Consortium, full value of the work, if done by the same joint venture shall be considered. However, if the qualifying work(s) were done by them in JV/Consortium having different constituents, then the value of work as per their percentage participation in such JV/Consortium shall be considered. However, JV Firms are not allowed to participate in this tender as advertised value of tender is less than 10 crore.

If it is NOT mentioned in the submitted tender that tender is being submitted on behalf of a Sole Proprietorship firm / Partnership firm / Joint Venture / Registered Company etc., then the tender shall be treated as having been submitted by the individual who has signed the tender
After opening of the tender, any document pertaining to the constitution of Sole Proprietorship Firm / Partnership Firm / Registered Company/ Registered Trust / Registered Society/HUF etc. shall be neither asked nor considered, if submitted.Further, no suo moto cognizance of any document available in public domain (i.e., on internet etc.) or in Railway's record/office files etc. will be taken for consideration of the tender, if no such mention is available in tender offer submitted
ISO Certificates: The bidder must have valid ISO 9001 (Quality Management System), ISO 14001 (Environmental Management System), and OHSAS 18001/ISO45001 (Health & Safety Management) or the bidder must have IMS certification. This certificate(s) must be valid on the date of opening of tender. As proof of validity, the bidder must attach a copy of the certificate issued by the certifying agency and also the last surveillance audit report, if applicable. Surveillance Audit and Re- certification, if due during the currency of the contract, will have to be ensured by the contractor
Undertaking in the form of Notarized affidavit as per Annexure- XII.
Declaration regarding Employment / Partnership etc. of Retired Railway Employees with Tenderer as per GCC-2018 clause 2.5.1 of tender document. (If not uploaded along with the bid the offer shall be rejected).
Declaration/Information regarding a Bidder or contractor being an individual on the list of approved Contractors, have a relative(s) or in the case of partnership firm or company of contractors one or more of her shareholder(s) or a relative(s) of the shareholder(s) employed in gazette capacity in any department of Indian Railway as per GCC-2018 clause 2.5.2 of tender document. (If not uploaded along with the bid the offer shall be rejected).
Undertaking/declaration regarding penalty for violation of labour laws for three times in the last two years (from the date of opening the tender) by the appropriate enforcing agency like the labour commissioner etc as per GCC-2018 clause 2.5.2.1 of tender document. (If not uploaded along with the bid the offer shall be rejected).
Declaration/Undertaking regarding termination/penalty as per GCC-2018 clause 2.5.2.2 of tender document. (If not uploaded along with the bid the offer shall be rejected).

Identification of Tenderer- i Sole proprietorship firm: The tenderer shall submit the affidavit as per Annexure-VI and Special Power Attorney as per Annexure-VIII. ii Partnership firm: The tenderer shall submit self attested copies of (i)Registered/notarized partnership deed and (ii) Power of attorney as per Annexure-VII duly authorizing one or more of the partners of the firm or any other person authorised by all the partners to act on behalf of the firm and to submit & sign the tender, sign the agreement, witness measurements, sign measurement books, receive payment, make correspondences, compromise/relinquish any claim preferred by the firm, sign 'No claim certificate', refer all or any dispute to arbitration and to take similar action in respect of all tenders/contract or said contract. iii Company registered under companies' act-1956: The tenderer shall submit (i) the copies of MOA & AOA of the company and (ii) power of attorney as per Annexure-IX duly notarized/registered by the company (backed by resolution of board of directors) in favour of the individual, signing the bid on behalf of the company. iv Society: The tenderer shall submit the self attested copy of the certificate of registration, deed of formation and power of attorney in favour of the tender signatory. Note for Identification of Tenderer i. In case of Partnership Firm: A copy of Partnership deed with latest modifications of the deed, if any, attested by a Gazetted Officer. ii. In case of Company: A copy of Articles of Association attested by a Gazetted Officer. iii. In case of Proprietary Firm: A copy of Proprietary affidavit.
