RequiredThe bidder should have an average annual financial turnover is same as the amount put to tender i.e Rs.21.38 Lakhs in two financial years during the last five years i.e from 2020-21 to 2024-25. Certificate issued by the Chartered Accountant should be enclosed and mention UDIN number. Additional weightage at 10 percentage for each year shall be given for turn over to bring it to 2025-26

RequiredThe intending bidder should furnish the Registration Certificate of labour licence issued by the Labour Department with requisite validity.

RequiredThe intending bidder/firm/company should have satisfactorily completed similar Labour oriented Man power Services of value not less than 50 percent of the amount put to tender including GST during last five years i.e. Rs. 10.69 Lakhs from 2020-21 to 2024-25 till submission of tender,Certificates should be obtained from Officer not below the rank of Executive Engineer and shall be furnished. Additional Weightage at 10 percent each year shall be given for cost of work to bring it to 2025-26 level.

Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The intending bidder should furnish the Registration Certificate of labour licence issued by the Labour Department with requisite validity.

A copy of Income Tax Returns filed Financial Year 2024-25 (Assessment year 2025-26)

EPF Registration Certificate.

ESI Registration Certificate.

The concerned ageny should submit the EPF & ESI Details of all the engaged manpower. Along with Aadhar number during submission of monthly bills compulsorily, Otherwise the bill will not be considered

EPF Clearance Certificate for having remitted the EPF shall be obtained from not below the rank of Assistant Provident Fund Commissioner for the last financial year 2024- 2025 to be uploaded & submit hard copy at the time of Agreement.

ESI Clearence certificate for having remitted the ESI Shall be obtained from the competent authority for the last financial year 2024-25 to be uploaded & submitted

The agency has to pay the variable DA to the labours as per the prevailing Govt Orders the same shall be considered in the RA Bills.

The intending bidders are advised to visit the site availability of manpower for supply of manpower before submission of their tenders.

The bidder shall quote their bids on Lumpsum basis for the total wages (basic plus DA) plus EPF & ESI etc. If the amount quoted by the contractor for the service is below to amount put to tender, such tenders will be rejected.

The agency has to remit the employerss part and labour part of ESI and EPF amount by opening account in each individuals name or to the already existing account

The Agency has to engage the manpower for the work between 18 years to 60 years age.

The agency has to provide required Tools and Equipments to manpower engaged in water management of canals and cleaning essentials engaged in housekeeping, dam & Colony maintenance at his own cost.

The agency has to provide different type uniform based on their work to all the manpower engaged at his own cost.

Manpower labours/staff supplied by the man power agency are the workers of the manpower agency not workers KNNL/WRD. The services of the manpower are temporary and they are not eligible for the departmental benefits.

The manpower supplying agency is responsible for the proper office & laboratory works done by the labours supplied by him.

Failure of proper management of office & laboratory works by the labour supplied for manpower agencies will be treated as breach of contract and liable for action.

The lowest bidder L 1 will be asked to produce the original document before awarding of the service. In case the lowest bidder fails to produce the original documents for entering in to an agreement or the Original documents submitted does not match with the uploaded documents or found false, then his bid is treated as non responsive bid as per clause 26. 4 of the KTPP rules. The name of lowest bidder who does not produce the original documents would be removed from the select list of KNNL enrolment and KPWD registration and barred from the participation in any of the tenders invited by the KNNL there after apart from forfeiting the EMD paid through e cash.

The tenderer is requested to ensure browser compatibility of the computer well in advance well before the last date and time for receipt of tenders. The Nigam (KNNL)/department shall not be responsible for non accessibility of e-procurement portal due to internet connectivity issues and technical glitches or any other issues.

The necessary certificates/documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to their e-tender documents. The Original certificates/documents shall be produced if necessitates.

If any of the dates mentioned above happens to be a general holiday, the next working day is valid.

Conditional tenders shall be rejected and EMD shall be forfeited The Officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reasons whatsoever.

Corrigendum will be published in the web site only for all modifications/corrections if any.

The contractor should mention their recent correct postal address and e-mail address in the declaration form.

Department has no binding/obligation for providing quarters or any civic amenities for the accommodation of workers provided by the agency.

The payment of bills is dependent on the availability of funds in the department/Nigam. However non payment of regular monthly bills should not be a reason for stoppage of rendering man power services.

The rates paid to the persons engaged by the Man Power Agency (for various categories of work) should not be less than Minimum Wages as declared from the Labour Department of Government of Karnataka.

The tender processing charges paid by the bidders are non-refundable, even if the tenders are cancelled.

Incomplete tenders will be summarily rejected.

The evaluation will only be done based on the information provided by the contractor as uploaded in the e-portal

Typo-graphical errors (if any) will not be the ground for any claims by the Contractor A.Tendering by Joint Venture are not Allowed. B. In case of delay in the payment of employee by the Nigam the payment should be made by the agency on their own within 10th of every month. Reasons for delay in the payment of salary of employees should not be thrust / attributed to the Nigam. C. The agency shall regularly remit the EPF, other relevant Taxes and Cess to the government as per Rules .D. Agency shall provide proof of having remitted EPF/Taxes/ Cess / ESI to the Government of monthly payment through nationalized bank to the employees in the succeeding months with the bill, failing which this office will withhold further payment to the agency.

Rates tendered are inclusive of Basic plus DA plus EPF & ESI and inclusive of GST basic and DA are as per labour department labour rates.

For any disputes/ problems with the Man Power Services supplied in accordance with Labour Law, the department bears no responsibility what so ever. The agency will solely be responsible for the same.

Considering the availability of funds, the bill of the agency will be paid. But before this, the tenderer should take care to supply adequate water to the notified crops. With proper water management and upon ascertaining the same, the bills of the tenderer shall be paid.

The Employer reserves the right to increase or decrease the quantum of Man Power Services with in the contract period and agency shall have no claim of any nature what so ever. The agency shall pay the salary and allowances to the Man Power staff category wise not less than the break up provided at the time of agreement, the agency shall agree to indemnify the department to compensate to department in case of any loss or damage occurred involving department equipments/ assets due to negligence of Man Power staff so deployed.

During the period of contract, tendered shall abide at all times, all existing Labour Enactments, rates of wages and Rules made their under, regulations, notifications and Bye Laws of State government, Central Government and Local Authority.

The Successful tenderer should give the details of name of all outsourcing manpower daily duty chart for various sections in which they are employed and everyday attendance should be taken jointly from the agency & departmental officials / Engineers.If the worker fails to work as assigned,the agency has to take action and replace immediately.

In case of any employee abstaining from the work, either on long leave or under any other circumstances shall be removed from the site by the department for his misconduct, The agency should immediately provide suitable substitute, so that work does not got hampered.

The Employer can terminate the contract at any point of time without assigning any reason what so ever without any prior notice.

Muster Roll of its/ his employee shall be maintained by the agency/firm and payment will strictly be made based on the number of personnel who have attended work in any given month as per indent of the Engineer in Charge.

The agencies shall supply the manpower labour/staff who possess the prior experience of water management in major and medium irrigation system of the government.

The rate considered in bill of quantities are inclusive of EPF, ESI and GST will be paid wherever it is applicable.

The agency Shall supply man power experienced in water management/ watch and ward/ sanitation, water supply works / Electrician/ Experience drivers with license holder and should be Tungabhadra Command Area.

If two or more bidder quoted same price to the work, the award of work will be done by lottery system and the date for which will be intimated.

Before Participation in the Tender, bidder should visit the worksite to know the nature of work.

The bidder considered as tender premium is as service charge.

The agency has to make the payment of manpower supplied for maintenance of camp, LIS and office (Civic & Watchman) or Sowdies as decided by the KNNL.

The Agency has to upload the Undertaking letter regarding making wages/payments to his workers within 10th of every month and also remittance of workers EPF & ESI to concerned department with in the stipulated period as per rules/norms and should also agree for submission of EPF,ESI Challan copies with bills and agency has to submit the above said undertaking letter in bond paper at the time of executing Agreement.

EMD of the unsuccessful bidders will be refunded only after the acceptance of tenders by the Competent Authority.

EMD of the successful bidders will be refunded only after the conclusion of tenders and Security Deposit will be returned after the completion of work.
