OUTSOURCING OF SERVICE FOR MAINT AND OPERATION OF STP PLANT, INCLUDING PERIODICAL CLEANING/MAINT AT AF STN NALIYA

Manning and operation of sewage treatment plant of capacity 1.5MLD at AF STN Naliya with 01(one) pump attendant / FGM (semi skilled) in each shift of 08hrs on three shifts a day including Sundays and Holidays for the smooth operation including taking care of from any pilferage,damage etc, complete all as specified and as directed.

Note:- (a) The rates to be quoted for complete items / subitems above inclusive of all taxes, cess, levies etc., as applicable. (b)The unit rate is deemed to include for maintaining log books, record of repair/ replacement of perished / unserviceable, minor adjustments, minor repairs of all accessorises, cleaning /up keeping of plant room & surrounding area. (c) One emergency light and necessary tools should be available in a tool box with operator for smooth functioning of installations. (d) Before commencement of work the contractor shall submit the list of manpower to be employed as per requisite qualifications specified in particular specification for approval of GE duly recommended by Engineer-in- charge.

(e) General cleanliness of plant room shall be the responsibility of the contractor. The contractor has to make sufficient arrangements under his own before commencement of the contract regarding minor repairs such as maintenance of light point, switches ets for proper lighting etc.

(f) The contractor shall submit the ID Proof, Bank Account No, etc of Operator / Person Employed. (g) The payment shall not be less than minimum labour wages and payment of labour / employee shall be made through Online Banking like NEFT/ RTGS etc,.

(h) If the quoted amount is less than the estimated cost of the work, then the lowest bidder will have to deposit FDR/ BGB in favour of Accepting Officer within 07 days of opening of Financial Bid for the difference in estimated cost & quoted amount. In case the said FDR/ BGB is not submitted within stipulated period as mentioned above, the contractor shall be banned for 06 months and his bid will be rejected. FDR/ BGB shall be released only after satisfactory completion of work including defect liability period of contract as applicable.

(j) Rates shall be quoted only upto two digits after decimal. If any rate quoted/ derived by the contractor works out to more than two digits after decimal, then the same shall be rounded off upto two digits after decimal. The rounding off shall be done in accordance with rules for rounding off of Numerical Values in accordance with IS: 02 pf 1960 (Revised 2016) of BIS.

(k) Tools & plants shall be provided by contractor. (l) All workers employed by the contractor shall be in proper uniform with name plate and other safety wearing items, shoes during the duty as per the electricity rules, which deemed to included in quoted rate.

(m) Departmental equipments of installation,shall be under safe custody. (n) Group insurance for the operators shall be made by the contractor. Documents shall be submitted to the department. (o) Rate quoted shall be deemed to include for leave/reserve of staff.

(p) The installations shall be handed over in operating state on the date of commencement of work. The operator shall ensure the serviceability by trial and alert for operation. (q) The contractor shall employ extra tradesman for relief on holidays / weekly holidays. The rate quoted shall be deemed to be inclusive of this aspect. (r) For running DG sets vide item No.1 above for which diesel and engine oil shall be arranged by the department under Schedule 'B' including maintaining log sheets for each DG sets and operator duty is to on/off DG sets including daily cleaning during the shift only.

(s) Employ 01(one) FGM/pump attendant in each shift (ITI certificate holder from Govt / Govt recognised Institute having minimum 04 years of working experience in the trade only) with all protective clothing (uniform with name plate), maintenance tool kit, metering quipment, safety equipment viz gum boot, rubber hand gloves for working at above installations. The work will be continued without Holidays. The Contractor shall employ extra Tradesmen for relief on Holidays/ weekly Holidays. Necessary Duty Roster to be submitted to Engr-in-charge every month. The rate quoted shall be deemed to be inclusive of this aspect. (t) Operator must have knowledge of maintaining the log book of DG set. (u) All operators shall paid their wages/ salary through bank account only and the proof thereof shall be produced striclty by the contractor while claming the RAR/FB

(v)The following records shall be maintained by the contractor and submittted along with the RAR/FB :- (i) Record of chemical consumption (ii) Recor of treated water and electricity (log sheet) (iii) Record of DG set daily running (log sheet) (vi) POL shall be collected by the contractor from the MES store yard under Sch B as free for pouring / filling Cost of collection and pouring / filling the FOL in DG Set shall be included in the unit rate quoted by contractor (vii) Log sheet for records shall be supplied by the contractor after approval of format by GE / Engr-in-charge. (viii) Chemicals shall be measured and paid for seperately under relevant item of this BOQ.

Carrying samples for testing of treated water of STP and submission of detailed test report to the office of the Engr-in-charge and testing in NABL approved laboratory as approved by GE (a) Carrying out minimum essential testing of water as per IS 10500-1991 mandatory for chemical, odour, PH Value TSS, BOD COD residual chlorine total nitrogen, sulphate, oil and grease ammonical Nitrogen (NH3-N) and Bacteriological total collifrom organisms per 100 Ml (MPN) and E colilie in 100 ml Note - rate quoted shall deemed to be included for :- (i) Cost of sterilised bottle as required (ii) To and from transportation charges for collection of sample

Periodical Cleaning of Sewage and Removing of settle down Sewage sludge cum mud / De-Silting etc. all as required at site and directed by the Engineer-in-Charge at STP/Sewage well for Equalization tank of up to capacity 500 CUM by following method- (a) Cleaning inner surface of tank complete by scraping with steel wire brush and and removing mud and sludge collected inside the tank manually at a distance not exceeding 50 mtr all as directed by Engr-in charge (b) Washing with clean water and bleaching powder mixture throughly complete tank internally and removal of left out sludge if any at site at a distance not exceeding 50mtr all as directed by Engr-in-charge

Periodical Cleaning of Sewage well (Collection tank) of size 6m dia and 7.5m deep and Removing of settle down Sewage sludge cum mud/De-Silting etc. all as required at site and directed by the Engineer-in-Charge . Note for Srl No item No 25& 26:- (a) Diesel Driven Pump Set of appropriate capacity not less than 5/7.5 HP with operator including necessary POL required at site for De- Watering of Sewage septic water including PVC heavy duty flexible hose pipe for suction and delivery purposes (b) Tractor mounted septic storage tank of appropriate capacity not less than 1 KL with driver directly collected from the soak well and disposing the same to the location where approved by the local authorities. (c ) Sewage Sludge disposable tractor/truck with driver and POL required for the same (duly covered with necessary tarpaline ) and disposing the same to the location where approved by the local authorities. (d) Labour element and T&P required for removal of settled down sewage sludge/mud inside the sewage tank for scooping out from inside and below the septic/staining sewage water inside the well and lifting the same and deposited on top and near by the sewage tank where directed and further to removal the same where approved by the local authorities. (e ) Appropriate qty of Phenyle required at site for Sterilization of sewage sludge being collected in the Sewage tank and all as directed by the Engineer-in-Charge. (f) Necessary Oxygen Mask, Gloves, Gum Boot and all other safety aspects and including necessary Phawda, Steel Bucket, Manila rope etc. required at site and all as directed by the Engineer-in-Charge.

M & L for cleaning of treated water tank of storage capacity of water 250 CUM, filter feed tank of capacity 30 CUM, chlorine contact tank of capacity 15 CUM thoroughly by removing mud, grits etc from the tank. Note for items for Srl Item No. 5:- a) Cleaning inner surface of tank complete by scraping with steel wire brush and and removing mud and sludge collected inside the tank manually at a distance not exceeding 50 mtr all as directed by engr-in charge (b) Washing with clean water and bleaching powder mixture throughly complete tank internally and removel of left out sludge if any at site at a distance not exceeding 50mtr all as directed by engr-in-charge

Supply only of sodium hypo choloride having 10 % content

Supply only of Bio culture for develeopment of bacteria in MBBR tanks of STP plant

Note items for Srl No. 6 &7 above:- (a) The contractor shall furnish the original Test Certificate of conformity of the chemicals from the manufacturer indicating MES order / CA No. and other relevant details at the time of acceptance of product by GE. (b) The chemicals shall be tested out for their genuinity within 07 Days of receipt of consignment at site at NABL approved lab and report to be submitted to the Engineer-in-charge. (c) Cost of testing and transportation shall be deemed to be included in unit rate of supply. The chemicals shall be used only after their confirmation to the standards.

Supply & pouring Compressor Oil in air blower at STP complete all as specified & directed.

Surface dressing of uneven surfaces of the natural ground, rough excavated surfaces and filled area where ordered shall be trimed to an even surface horizontal or slopping, by removing vegetation and by scrapping high patches and filling low patches with the scrapping soil to given an even and neat look to the site. depth of cutting not exceeding 15 cm. complete all as specified and directed.

Clear site from all rubbish, cut down shrubs, under growth and small trees not exceeding 600mm girth, grub up roots and burn or remove from site all as directed.

Labour only for attending of Electric compliants of existing STP plant panels /Blower motor LT Panels/Collection tank motors LT panels/Non-clog motors/C/F Motors LT Panels etc , including connecting electrical accessories / spares of STP installation, short circuits in STP plant panel/CF Motors/Non -clog motors/ Panels complete all as directed .ote :- Quoted rates include notes mentioned at srl No. 12 Notes :- (i) Material such as wire as per exisitng size/make upto 2 to 3 mtrs of length , copper/aluminium lux as per existing size/shape, nut bolts screw, washers etc required for rectify the defacts shall be deemed to be included in the unit rate for attending complaints and major items shall be measured & paid separately under relevant item of this BOQ. (ii) The complaints shall be attended and the defects shall be rectified by a team of expert and experienced electrician as applicable assisted with adequate No. of helpers as directed by Enginner-in-charge. (iii) The complaints shall be attended and defect shall be rectified within 08 hrs commencing from date and time of notifying the complaint failing which a penalty @ Rs 250/- per complaint per day (08 hrs) shall be levied upon/imposed on the contractor and recovery shall be made from contractor's dues.Contractor rep shall be available wef 0900 hrs to 1700 Hrs to receive and notify the complaint (iii) In case, after checking and attending the defect, it is not possible to rectify the defects within 08 hrs the facts shall be brought to the notice of Engineer-in -charge by the contractor /his rep . If Engineer -in-charge is satisfied with contractors view, no recovery shall be effected. (iv) Any types of machinery/, T & P required for attending the complaints shall be provided by the contracor. (v) The elecrician shall always be in possession of all Electrician tools , LT Megger, Earth tester , Multimeter , Crimping tool, insulation tape, Hand gloves etc required at site.

Material and labour for removing old paint by paint removers or burning off by blow lamps and cleaning with scrapers, any number of coats, any width or girth from the existing surface of the STP Installation , complete all as specified and as directed.

Material and labour for painting to existing surcface of STP Installation network by using spray gun with one coat of red oxide and two coats of synthetic enamel paint as per existing colour of any size/shape, using any type of colour required (as per exisitng) at site and directed.

Material and labour for MS works of any sizes of angles irons/flat iron works for, C/F Motor and Pump foundation base frame and UG sump cover base frame/Inspection ladder or any other type of works required for STP installations complete all as specified and as directed.

Material and labour for MS works of any sizes of MS sheet 3 mm thick works for U/S UG Sumps for making valve pit cover and UG Sump cover etc complete all as specified and as directed.
