RequiredTo qualify for award of this contract, each Tenderer in his name should have in the last five years i.e., 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26 satisfactorily completed as prime Man Power Service Provider , at least one similar Services such as - SUPPLY OF MANPOWER/ Mazdoor for Gangmans not less than Rs.2.67 Lakhs.

RequiredTo qualify for award of this contract, each Tenderer in its name should have in the last five years i.e. 2021-22, 2022-23, 2023-24, 2024-25 & 2025-26 achieved in at least ONE financial years an Average of annual Financial Turn over - of Rs.5.34 Lakhs.

RequiredValid Registration Certificate issued from Labour Department GOK.

Eligibility Criteria

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

The Bidder Should upload the valid Registration certificate issued from the labour department to supply the manpower service

The Bidder should upload EPF & ESI certificates along with August 2026 paid challan

The Bidder should upload valid GST registration certificate

The Bidder should upload valid Professional tax registration certificate in Department of Commerce of the stateGovernment

If There are more than 01 number of eligible L1 bidder quoting the same bid percentage, then bidder selection will be doneby lottery process and the decision of tender accepting authority will be final.

The Amount put to tender includes taxes and duties as disclosed in the tender document. However the contract price issubjected to equitable adjustments if any, required on account of implementations of GST w.e.f 1st july 2017 includingreduction if any there of subjected to production of documentary evidence.

Scanned signature of the bidder / authorised representative in case of a firm or company, to be attached while uploadingthe bid documents. Also in case of authorised representative, scanned copy of power of attorney should be uploaded & theoriginal should be produced at the time of opening of tender.

Authority competent to accept the tender shall have the right to rejecting all or any of the tender without assigning anyreason and will not be bound to accept the lowest tender.

The bid documents for the above work comprises of bid to indicate the amount offered by the Bidder for completion ofthe work on percentage basis based on schedule-B of the contract form

The contractor/ authorized signatory should attach his/her scanned signature to the Schedule-B before uploading thedocuments

The intended bidder shall submit original document for verification at the time of technical evaluation onspecified/intimated date failing which the bid considered to be non-responsive.

The evaluation of the technical bid will be done based on the information provided by the contractor as per hisdocuments, duly verified if necessitates. If the employer finds that any certificates/ information furnished is false, suchbidders will be disqualified and barred from participation in the bid.

Successful bidders should execute the agreement within 20 days from the date of approval intimated. If the contractor fails to enter into the agreement within the said period, action will be initiated for banning to participate in the tender of PWD.

If any of the dates mentioned above happens to be a general holiday, the next working day holds good.

Conditional / incomplete tenders are liable to be rejected. The officer competent to accept the tender shall have the rightto reject any or all the tenders without assigning any reason whatsoever.

Corrigendum/addendum will be published in the kppp website for all modifications or corrections if any.

The Tender processing charges paid by the bidders are not refundable even if the tenders are cancelled.

Tendering by joint venture will not be allowed

The contractors/Firm shall send the authorization letter for their representatives duly attesting their signature.

In the case of the death of a contractor after executing the agreement/commencement of the work, his legal heir, if an eligible registered contractor and willing can execute and complete the work at the accepted tender rates irrespective ofthe cost of the work

In the case of accidents/problems encountered by the employees while performing duty at worksite and in relation to it then the compensation must be paid in accordance with the worksman compensation act by the service provider himself.

The contractor should furnish the name of the individual/ firm with address & telephone No. with place of registration,year of incorporation etc.

The tenderer is required to ensure browser compatibility of the computer well in advance to the last date and time forreceipt of tenders. The departments shall not be responsible for non-accessibility of e-procurement portal due to Internetconnectivity issues and technical glitches.

The work done certificate should be obtained from a competent authority not below the rank of Executive Engineer of theconcerned division/ Equivalent officer

Amount put to tender is inclusive of GST and GST will not be paid separately.

If the services of Gangman/Mazdoor are recruited by the government against vacant posts, the manpower supply service will be Suspended/Cancelled.

If a new tender is Invited after the contract is concluded in accordance with the revised rates issued by the Department ofLabor from time to time, the previous contract will Cancelled

The agency shall pay wages as per the revised rate list issued by the Department of Labor from time to time

The agency will pay the monthly salary of Road Conductors. The departmentwill not be responsible for any losses incurred if the agency does not pay the monthly salary properly

The relevant EPF number of employees working through an agency should be entered

Monthly salary of Road Conductor should be paid within 5th day of every month

The agency shall submit the salary bill every month. The receipt of the previous month paid ESI and EPF bills shall besubmitted along with the bill

Driver Must have a driving license for driver services

Employees working through an agency are not permanent government employees

The agency should not, under any circumstances, pay less than the wages fixed by the Department of Labor

Bills will be paid to agencies as per the grant released by the department

Agencies included in the blacklist will be disqualified from participating in the tender process, all the above documentsmust be uploaded in e procurement

Road Conductor will be recruited as per requirement, Executive Engineer willhave the authority to increase/decrease of man power supply.

In any case, if the office is relocated, the services of the employees as per the contract agreement shall be maintained atthe same approved rates in the relocated office

The officer receiving the tenders has the power to reject any or all tenders without assigning any reason

The contractor shall bear the costs incurred while submitting the tender

Bidder should submit copy of the EPF, ESI registration certificate obtained from respective competant Authority

For the above item of Services, irrespective of the rate quoted by the agency bounded to pay the wages not less than the prevailing labour wages act rate fuel charges of Rs. 2500 per month including GST as per the circular No PWD995 IFA Date 24-05-2025 along with payable current statutory allowances like ESI,EPF as prescribed by Labour Department from time to time for the personels deployed to accomplish the Services

As per Karnataka state Government order LD/300/LET/2006 Bangalore dated 01.01.2007 and Government letter no PW/134/BMS/2007 dated 27.07.2007, asum amounting to 1% of the bill amount will be deducted towards constructions labour welfare fund and Contractors should Follow strictly prevailing rules of labour act.

The contractor should employ only registered labours/Gangmans as per Govt. Circular No. PWD/198/BMS/2009/ Dated: 24-06-2009. As per EPF & MPact 1952 in respect of the employees engaged by or through contractors, agencies and contractors shall have provident fund code no. & all the contract employees deployed by them are enrolled as members of provident fund.

For the above item of Services, irrespective of the rate quoted by the agency bounded to pay the wages not less than the prevailing labour wages act rate fuelcharges of Rs. 2500 per month including GST as per the circular No PWD/995/IFA Date 24-05-2025 along with payable current statutory allowances like ESI, EPF.. as prescribed by Labour Department from time to time for the personels deployed to accomplish the Services

Bidder should submit copy of the PAN Card and Aadhar card.

Bidder should submit Declaration about Non black listing by Notary

Bidder should submit copy of the service tax registration certificate

The Bidder, at his own cost, responsibility and risk, is encouraged to visit, examine and familiarize himself with the Site.The costs of visiting the site shall be at the Bidders own expense

Tenderer should be Registered in Karnataka Labour Department and copy should be uploaded in E-portal.

Even if the bidder quotes lesser than the minimum wages rate, it is the responsibility of the bidder to pay wages as per the labour act to the road conductors.

If the contractor stops the supply of Services without any notice during the contract period or if there is a problem with the contract, the security deposit will be forfeited and a necessary action will be taken. The damage caused by the Service will be recovered from the Man Power Service Provider. incase of absence of any road conductor the bidder have to make arrangement for deployment of such road conductor immediately.

The staff is the employee of the Man Power Service Provider and not of the Government Department. The Government Department shall at no time directly or indirectly employ the Man Power Service Provider staff for the services of any other nature or deal with any personnel in any capacity during the tenure of this contract.

The Man Power Service Provider should maintain muster roll of his employees.

The Man Power Service Provider shall regularly remit the EPF& ESI (both employers & employees contribution) & Labor cess contribution to Government as per existing rules and shall pay all the legitimate statutory and mandatory remittances to the concerned respective departments and produce the copy of the paid challans once in every 3 months (quarterly) & failing which payment for the succeeding months will be withheld by the Department

The Man Power Service Provider shall produce the copies of the Service tax remittances made and quarterly Returns

The time stipulated for Providing Service is 12 Months

Bidder should upload Domicile Certificate

Bidder should be locally based or situated within the nearest of the concerned office within Chikmagaluru District

The Successful Tenderer shall have to be submit 5% of Security Deposit on accepted tender amount in the form Bank Guarantee or FDR in the name of Executive Engineer PWD Division Chikmagaluru

The contractor must ensure that the deployed Road Conductor should fulfill the duties and responsibilities mentioned in the circular No. PWD/995/IFA/2023 (E)Dated 24.05.2024 issued by the Government in this regard.
