WORK AND SITE CONDITION
1.00 INTRODUCTION:-
GENERAL FEATURES OF THE PROJECT
The Purpose of work is to Repairing work of Nirona H.R.Gate Ta.Nakhatrana
Dist.Kachchh.(Second Attempt )
2.00 LOCATION:-
The proposed site is situated as below:-
The proposed project site is situated near Villages : Nirona of Nakhatrana of Kachchh-
District The nearest railway station is Bhuj.
3.00 COMMUNICATION:-
The nearest city & town is Nakhatrana is a taluka place of Kachchh district. Nearest
villages are connected through VRB & SH with district and taluka place.
4.00 BRIEF DESCRIPTION OF WORK:-
WORK TO BE EXECUTED / SCOPE

(d) Dismantling
(e) Miscellaneous
4.1 Proposed work consists following:-

II. PRINCIPAL DETAILS OF WORK:
Works to be performed for the various items included in Bill of Quantity.
The above information is only a general outline and does not in any way limit, the
performance of all work and supply of plant, machinery, all labour and materials
necessary for completing the works as shown in the approved working drawing and
mentioned in the specification. No extra payment or claim on account of any additions
or alteration in working drawing shall be admissible.
Availability is good except showing and harvesting period. However there may be
shortage of skilled labour like masons, carpenters operators, mechanics etc. However
the contractors shall have to make his own inquiry in this regard and quote his rates.
Area being highly rural, there is no local housing arrangement available and contractor
will have to make his own arrangements for his staff and labour etc.
7.00 WATER SUPPLY:
The contractor shall have to make his own arrangements of water supply for this work.
Fresh use of available water for work will be allowed free of cost to the contractor from
the river length flowing in the construction areas and area transferred to Narmada
Water Resources, W.S. & K. Department. Contractor shall have to make his own
arrangement for Pumping, purification; storage tanks, pipe line etc. for the said purpose
at his own cost.
Suitable and adequate arrangement shall have to be made by the contractor for
drainage of water around his colony and work spots. The contractor shall also have to
install and maintain at his own cost suitable drainage system to dispose off sewage &
solid waste from his colony. The labour colony layout shall be got approved from the
Engineer-in-charge.
9.0 CAMP REGULATIONS:
The contractor shall be responsible for maintaining law and order in his camp and on
his work, and shall employ such officers, watchman or other persons as required,
unauthorized or undesirable persons shall be excluded from the camp and the work. If
in the opinion (which shall not be questioned) of the Engineer-in-charge any employee
or agent of the contractor misbehaves and/or causes obstructions in the proper
execution or otherwise makes himself undesirable, the contractor shall on receipt of the
instruction to do so remove him from the premises.
10.00 MEDICAL AID:
There is no dispensary on Project Site. However there is a Government Hospital at
Bhuj / Kachchh. The Services of this Hospital will be available to contractor's staff and
labour on payment of requisite charges as may be required to be paid by the agency at
his risk & cost.
11.00 POWER SUPPLY:
Power supply shall be arranged by the contractor at their own cost. No power supply is
guaranteed by the department.
The contractor shall construct and maintain the inspection roads and quarries roads for
all purposes required during construction at his own cost. There will however be no
charge for any reasonable use of any road constructed by Government at site of work.
At present site is only approachable during fair weather.
13.00 POST, TELEGRAPHS & TELEPHONE:
Post office is available at taluka head quarter. Contractor shall make their own
arrangements for telephone if required.
14.00 BANK FACILITY:
Branches of Nationalized Bank and other Schedule Banks are available at Taluka. head
15.00 SUPPLY OF PETROL & DIESEL:
There is no petrol pump near Dam site. However Petrol & Diesel will be available from
Taluka Head Quarter.
16.00 MATERIALS:- (Quarry details are shown for guidance purpose only)
Water is scarily available in Dam vicinity area however contractor shall have to make
his own arrangement and inquiry regarding this at his own cost.
Good quality natural sand will be available within lead of 50 km from all site of
Nakhatrana Taluka. However sand of required quantity may not be available in
reasonable lead. The contractor should arrange to obtain the sand of approved quality
from any lead. No extra claim shall be admissible for extra lead.
(c) COARSE AGGREGATE (CRUSHED METAL)
The black stone crushed metal for concrete work will be obtained from stone crushers
situated in the vicinity of dam site within 50 km lead near village Nakhatrana Taluka.
However coarse aggregate of required size & quantity may not be available in
reasonable lead, the contractor
should arrange to obtain the coarse aggregate of required size & of approved quality
from any lead. No extra claim shall be admissible for extra lead.
The good quality black stone hard stone to be used in pitching / Masonary work
available within 50 km distance from dam site near village Nakhatrana of Nakhatrana
Taluka. The contractor shall have to make his own inquires regarding availability of
above materials and other materials for work and accordingly he should quote the
rates. If the materials of required standard are not available from the specified quarries,
no extra lead will be payable by the department. Contractor should make his own
arrangement to bring all quantity of.
materials from any lead without any extra cost to the Department.

GENERAL CONDITIONS
All the conditions given in the clause appearing herein after shall be deemed to
form a part of the contract in S.B.D. form and shall be deemed as supplemental to the
same. These conditions shall be binding to the contractor in the same manner as terms
and conditions in the S.B.D. Form.
1.00 DEFINITIONS:
In the contract (as hereinafter defined), the following words and expressions shall have
the meanings hereby assigned to them.
(a) Approved/Approval:
Means approved / approval in writing by the Engineer-in-charge.
Means the instructions and information for tenderers, general and special conditions of
contract, specifications, drawings, tender (including schedules of quantities & tender
prices), the formal agreement and all agenda and attachments related to the above.
(c) Contractor:
Means the particular person, firm or corporation with whom the contract has been made
for executing the works under question.
(d) Construction Plant:
Means all equipment, machineries, appliances or things of whatsoever nature required
for the execution, completion or maintenance of the work or temporary works.
(e) The Department:
Means Government of Gujarat, Narmada, Water Resources, Water Supply and Kalpsar
Department, Gandhinagar.
Means the drawings referred to in the specifications, any modifications of such
drawings approved in writing by the Executive Engineer, and such other drawings as
may from time to time be furnished or approved in writing by the Engineer-in-charge.
(g) Executive Engineer / Engineer-in-Charge:
Means the Engineer-in-charge of the works, specified parts of the works under the
contract or such other departmental assistants or subordinates referred to Engineer-in-
charge to whom the Executive Engineer may have delegated certain in duties entrusted
to them. It is however, to be distinctly understood that, no delegation of powers shall be
made to such departmental assistants or subordinates, except in respect of supervision
to ensure compliance of the contract conditions.
(h) Government:
Government of Gujarat.
Means Indian Standard specifications.
Means a day from midnight to midnight.
Means from the beginning of a given date of calendar month to the end of preceding
date of the next calendar month.
Means three consecutive seasons (winter, summer, Monsoon each includes four
months) in Calendar year.
Means seven consecutive days.
Means Rupees of Indian Currency.
(o) Employer or Owner:
Means the Narmada Water Resource, Water Supply & Kalpsar Department,
Means the lands and other places on, under, in or through which, the works are to be
executed or carried out and any other lands or places provided by the Owner on
availability for the purposes of the contract together with such other places as may be
specifically designated in the Contract or subsequently approved as forming part of the

Means fine aggregate, coarse aggregate, concrete mix design, Design mix concrete
Fineness modulus, Plain cement concrete, Reinforced cement concrete, Nominal mix
concrete respectively.
(r) Fck, fcr, FY, fd:
Means characteristic cube compressive strength of concrete, Modulus of rupture of
concrete (Flexural tensile strength) characteristic strength of steel, Design strength
(s) Superintending Engineer:
Means the Superintending Engineer Kachchh Irrigation Circle, Bhuj in overall charge of

Means the Chief Engineer (Panchayat) & Additional Secretary N.W.R. & W.S. Kalpsar
Department, Gandhinagar in overall charge of the work.
(u) Temporary Works:
Means all temporary works of every kind required for performance of the Contract.
Means the works to be executed in accordance with the contract.
Means Gujarat Engineering Research Institute includes head office at Vadodara and its
Regional and district level laboratories. Nearest Regional laboratory is GERI, Bhuj.
2.00 INTERPRETATIONS:-
Words imparting the singular only, shall also include the plural, 'he' includes 'she' and
vice versa, unless this is repugnant to the extent. Wherever the term specifications is
used apart from a specified standard specifications, it shall mean the specification of
plan prepared for a particular item as per instructions to the contractor for executing the
3.00 PERIOD OF COMPLETION:-
The period of completion of the work under this contract shall be 01 (One) months.
4.00 LANGUAGE OF THE CONTRACT:-
All written materials and correspondence in connection with the contract shall be in
5.00 NOTICE AND INSTRUCTIONS:-
The contractor shall furnish the postal address of his site office. Any notice or
instructions to bed given to the contractor under the terms of the contract shall be
deemed to have been served, if it has been delivered to his authorized agent or
representative at site, or sent by registered letter to the site office or to the address of
the Firm last provided by the Contractor.
6.00 TOOLS, PLANTS & EQUIPMENTS AND INSTRUCTIONS:-
The contractor shall provide at his own expenses all tools, plants and equipments and
instruments required for the execution of the work especially for the work.
7.00 REFERENCE MARKS & BENCH MARKS:-
In addition to the permanent bench marks constructed by the Department, the
contractor shall establish at his own cost, at suitable points, referenced lines and
temporary bench marks as may be necessary. The contractor shall confirm values of
permanent Bench Marks as stated above by double leveling or by Total Station before
starting the work. The contractor shall remain responsible for the sufficiency and
accuracy of all bench marks and reference lines. He shall take precautions to see that
the lines, point and bench marks fixed by the Department, are not disturbed by his work
and shall make good any such damage. Survey of levels for establishment of TBM at
work site from PBM shall be recorded in level book.
8.00 INFORMATION AND DATA:-
The information and data furnished herein related to the works and site conditions are
general. It shall be the responsibility of the contractor to fully acquaint himself with other
aspects which are relevant to the work.
9.00 PERMISSION TO ENTER AND WORK IN PRIVATE FIELDS:-
The Department will arrange to provide authority to the contractor and his personnel for
entering the private field to fulfill his obligations under this contract, for transport and
communications to the site work for the contractor shall use public roads in the area.
10.00 ACCIDENTS:-
It shall be the contractor's responsibility to take safety measures to prevent accidents
on the works. He shall indemnify the Government against any claims for damage or for
injury to persons or property resulting from and in the course of work and also under the
workmen's compensation Act. On the occurrence of an accident during the
performance of the works, which results in death of which is so serious that it might
result in death, the contractor shall immediately report the matter to the police and
within 24 hours of such accident, report in writing to the Executive Engineer the facts,
stating, clearly and in sufficient details the circumstances of such accident and the
subsequent action taken by him as may be needed under Rules/Acts in force. All other
accidents on the work involving injuries to persons or damage on the work to property,
other than that of the contractor shall be promptly reported to the Executive Engineer
stating clearly and in sufficient details the facts and circumstances of the accidents and
the actions taken. In all cases, the contractor shall indemnify the Govt. against all
losses or damages resulting directly or indirectly from the contractor's failure to report in
the manner aforesaid. This include penalties or fines, if any payable by the Govt. as a
consequence of failure to give notice under the workmen's compensation Act or failure
to confirm to the provisions of the said Act in regard to such accidents.
In the event of an accident, in respect of which, compensation may become payable
under the workmen's compensation Act. Including all modifications thereof, whether
such compensations may become payable by the contractor or by the Government as
principal employer, the Executive Engineer may retain, amount of money due and
payable to the contractor, such sum or sums of money as may, in the opinion of the
Executive Engineer-in-charge be sufficient to meet such liability. On receipt of the
award from the labour commissioner in regard to quantum of compensation the
difference in amount will be adjusted.
11.00 REMOVAL OF CONTRACTOR'S MEN:-
The contractor shall on the written direction of the Executive Engineer immediately
remove from the works, any person employed there on, who may, in the opinion of the
Executive Engineer, be in competent or has misconduct himself, such persons shall not
be employed against on the works without the written permission of the Executive
Engineer in charge.
12.00 CERTIFICATE OF COMPLETION OF WORKS:-
As soon as the works completed, the contractor shall give notice of such completion of
the Executive Engineer and within one month of receipt of such notice, the Engineer-in-
charge shall furnish the contractor with a certificate of completion or otherwise, inform
him in writing giving reasons for not granting the certificate.
13.00 TOLLS AND DUTIES:-
The contractor shall unless otherwise specified in the contracts, pay all duties, tolls,
octroi, quarry fees, royalties and other taxes on all materials and articles that he may
14.00 OLD CURIOSITIES:-
All old curiosities, relies, coins, minerals and other items of archeological importance
found in excavation or pulling down shall be the property of the Govt. and shall be
handed over to the Executive Engineer, should any structure be uncovered, the
Executive Engineer's instruction shall be obtained before its demolition or removal.
15.00 ENGINEER'S DECISIONS:-
It shall be accepted as a inseparable part of the contract that in matter regarding
materials, workmanship, removal of improper work, interpretation of the Contract
specifications, mode of procedure and the carrying out of the work, the decision of
Executive Engineer / Engineer-in-charge which shall be given in writing, shall be final
and binding to the contractor.
In case of any discrepancy between the descriptions of items in the Bill of Quantity and
Technical Specifications the former shall prevail. And further in case of any discrepancy
between the discrepancy S.B.D. and Technical Specifications the former (S.B.D. Form)
shall applicable. In case any clarification on any item is necessary, the contractor shall
forthwith apply to the Executive Engineer, any modifications in specifications ordered by
the Engineer-in-charge would be in writing.
The Executive Engineer/ Engineer-in-charge's final authority mentioned above applied
to technical considerations and does not included decisions regarding sums due to or
from the contractor or extension of time.
16.00 OTHER CONTRACTOR’S:-
When two or more contractors are engaged on work in the vicinity, they shall work
together in spirit of Co-operation and accommodation. The contractor shall not take or
cause to be taken any steps or actions taken may cause disruptions, discontent or
disturbance to the work labour and arrangements of other contractor in the neighboring
and the project locations. In case of any difficulties amongst the Contractors, the
Engineer-in-charge shall direct the matter, in which each contractor shall conduct his
work so far as it affects the others.
17.00 OTHER WORKMEN:-
The Executive Engineer shall have full authority to depute workmen on the work site,
execute other works not included in the contract. The contractor shall afford every
reasonable facility during working hours to enable such workmen to carry out the other
works provided that such work shall be carried out in such manner as not to impede the
progress of the work included in the contract. The contractor, however, shall not be
liable for any damage which may happen to or be occasioned by such other works,
provided he complied with the instruction in connection therewith and provided that the
damage is not caused by the contractor or his workman.
18.00 PAYMENT AND CERTIFICATES:-
Payment for the work done by the contractor shall be caused on measurements
recorded at various stages of the work. The contractor or his authorized agent or
representatives shall remain present at the time of recording of each set of
measurements and sign the appropriate documents in taken of their acceptance.
If for any reasons of the contractor or his authority agent is not available, and the work
is suspended the Executive Engineer to avoid recording of measurement during the
absence of the contractor or his authorized for representative does not remain present
at the time of such measurements, after the contractor has been given a three days
notice in writing, such measurements may be taken in his absence and shall deemed
be accepted the contractor.
Payment will be made to the contractor of different stages of work done and approved
as specified in Technical Specifications.
The contractor shall submit his bills for the work done to the Engineer-in-
charge's in the printed form. The Engineer-in-charge's shall thereafter verify the
claims in the bill, and arrange for admissible payment as far as possible within ten days
of the presentation of the bill, after deducting there from all the amounts as per terms of
the contract. The full rate shall be valid only when the item concerned is accepted as
having been completed fully in accordance with the sanctioned specifications regarding
details of release of part payments. On completion of the entire work, the contractor will
submit his final bill. Payment of this bill shall not be considered conclusive evidence as
to the sufficiency of any work or materials or
correctness of measurements to which it relates, nor shall it relieve the consultant from
the liabilities arising from any defects.
All interim payments shall be treated as advance payments. All payments will be made
19.00 RELEASE OF CLAIMS:-
After completion of work and prior to final payment, the contractor shall furnish to the
Engineer-in-charge a release of claims against the Govt. arising out of the contract,
other than claims specifically identified, evaluated and accepted from the operation of
the release by the contractor.
20.00 RECOVERIES:-
Any recovery ordered by the Government shall be recovered from any bill of money
retained from this contract and shall be deemed to the arrears of land Revenue and the
Govt. may, without prejudice to any other rights and remedies of the Govt. recover the
same from the contractor as arrears of revenue.
21.00 OBSERVANCE OF LAWS, LOCAL REGULATIONS & ATTACHMENTS:-
The contractor shall confirm to all laws of the land and the regulations and bye laws of
any local authority. The contractor shall protect and indemnity govt. against all claims or
liabilities arising from or based on the violation of such laws, ordinances, regulations,
bye laws, decrees or attachments by him or his employees.
22.00 CONTRACTOR’S DEATH BECOMING INSOLVENT, INSANE OR IMPRISONED:
In the event of the death or insanity of the contractor the contract may be terminated by
notice in writing, pasted at the site and advertised in one issue or a local newspaper. All
acceptable works shall thereafter be paid at appropriate rates, after recovering all dues
of contractor to Govt. to the persons entitled to received and give a discharge for such

against him, or carries on business under a receiver for the benefit of the creditors or
any of them, or, if it is a partnership firm it becomes dissolved, or if it is corporation it
goes into liquidation or commences to be wound up (not being a voluntary winding up
for the purpose only a amalgamation or reconstruction) the Govt. will be at liberty.
(a) To give such liquidator, receiver or other person of whom the contract may become
vested the option of providing an appropriate guarantee for the performance of such

the receiver, or person in whom the contract may become vested, and take further
actions as provided in the clause "Default by contractor' if this termination is in order
23.00 FOR CLOSURE OF WORKS BY GOVERNMENT:-
If at any time after award of the contract, the Govt. for any reason what so ever, does
not require the whole or any part of the works to be carried out, the Engineer-in-charge
shall give 10 days’ notice in writing to that effect to the contractor. The contractor shall
not have claim to any compensation whatsoever, on account of any profit or advantage
which he might have derived from the execution of such works.
There upon, the contractor shall be paid at contract rates for works executed and, in
reasonable amount as certified by the Engineer-in-charge, for the items here under
mentioned, which could not be fully utilized on the work because of the foreclosure.
(a) Preliminary site work such as temporary road, temporary labour huts, staff quarters and
the site offices, storage accommodation water storage tank, etc. which was necessary
for execution on the works under the contract.
(b) Contractor's material either brought to site or for which the contractor is legally bound to
accept delivery from the suppliers, provided however, the quantities or such materials
are not in excess or reasonable requirements of works. The decision of the Executive
Engineer for works will be final and conclusive. If the contractor wishes to take away
some of the materials the Executive Engineer may permit him to do so.
(c) Mobilization and repatriation of contractor's site staff and imported labour. The
contractor shall if required by the Executive Engineer, furnish him books of account and
other relevant documents as may be necessary to enable him to certify the reasonable
amount payable under this condition.
24.00 EXTENSION OF TIME:-
Time shall be considered as the essence of the contract. If however, the failure of the
contractor to complete the work as per the stipulated dates referred to the above arises
from delays on the parts of the Govt. in supplying the basic data, such as B.M. Values,
ruling level, Contractor Maps as a Counter-part assistance provided in the tender,
Design mix/Nominal mix, handing over clear site etc. that it has undertaken to supply
under the contract, with a time frame set or from delays in handing over sites, or from
increase in the quantity of work to be done under the contract, or change in scope of
work or Force Majure, an appropriate extension of time will be given. The contractor
shall request such extension within one months of the cause of such delay and in any
case before expiry of the contract period.
25.00 SETTLEMENT OF DISPUTES:-
If the contractor considers any work demanded of him to be outside the requirements of
the contract, or considers any drawings, record or ruling of the Engineer-in-charge of
any matter in connection with or arising out of the contract or the carrying out of work,
to be unacceptable he shall promptly ask the Executive Engineer, the Executive
Engineer shall give his written instructions or decision within a period of thirty days of

proceed without delay to comply with such instructions or decision.
If the Executive Engineer fails to give his instructions or decision in writing within a
period of thirty days after being requested, or if the contractor is dissatisfied with the
instruction or decision of the Executive Engineer, the contractor, may within thirty days
after receiving the instructions or decision, appeal to the Superintending Engineer, who
will afford an opportunity to the contractor to be heard and to offer evidence in support
of his appeal. The Superintending Engineer will give decision within a period if sixty
days after the Contractor has given the said evidence in support of his appeal. The
decision of the Superintending Engineer shall be final and binding to the contractor.
26.00 BASE LINES AND GRADES:-
A. Permanent base line (and cross lines) shall be established at sufficiently close intervals
with bench marks at all corner points to serve as “ Reference Grid ”. The contractor
shall provide at his expense, all templates, pillars, stacks, equipment, materials and
labour for establishing the grid lines and pillars & preserve during the whole period of
construction. These shall be laid out with prior approval of the Engineer-in- charge. No
base line or bench mark or reference mark shall be used as reference line, or bench
mark or level for the work without prior approval of the engineer. The contractor shall
maintain certified copies of such approved reference lines, marks and levels and shall
not remove any of them without prior approval of the engineer.
B. The contractor shall further lay out the work from these reference base lines in
consultation with the engineer and shall established level connection therewith
notwithstanding the fact that the same might have been checked by the Engineer's staff.
C. The contractor shall be responsible for proper execution of the work to such lines and
grades as may be specified on the drawings or established or indicated by the
27.00 DAMAGE BY FLOODS OR ACCIDENT:-
The contractor shall take full precautions against any damage to the work by flood or
from accidents. No compensation shall be allowed to the contractor for his plants or
materials lost or damaged by floods, unanticipated or otherwise, or from such other
cause, during monsoon or unexpected rains, and he shall be liable to make good any
damage to the plant, machinery or materials of Department hired by him and lost or
damaged by flood or from any other cause while in his possession for use on works.
28.00 REFERENCE MARKS AND BENCH MARKS:-
The basic center line, reference points and bench marks will be fixed by the
Department However the material and labour required for this shall be supplied by the
contractor. The contractor shall establish at his cost, at suitable points, additional
reference lines and bench marks as may be necessary. The contractor shall remain
responsible for the sufficiency and accuracy of all these bench marks and reference

29.00 OTHER TAXES:-
The rates to be quoted by the tenderer shall be inclusive of all taxes, excise etc. and no
claim whatsoever in these connections shall be entertained. GST Applicable as per

30.00 INCOME TAX, SURCHARGE, EDUCATION TAX:-
Government will recovered central taxes like I.T., S.C. & E.C. as per the Income Tax
Act-1961 and amended from time to time under works contracts from each R.A. Bills/

32.00 CONTRACT DOCUMENTS AND MATTER TO BE TREATED AS CONFIDENTIAL:-
All documents, correspondence and other matter concerning the contract shall be
considered as confidential and restricted in nature by the contractor and he shall not
divulge or allow access to them by any unauthorized person.
33.00 WORK ORDER BOOK:-
A work order book as prescribed by the Government will be required on the work and
the contractor shall sign the orders in token of acceptance as given by the Engineer-in-
charge or his representative. He shall carry out the orders in true spirit and as required
for the correct performance of the contract. Work order book is the property of the
Department and shall remain in the custody of the Department supervisory staff on
duty. The compliance shall be carried out promptly and reported to the Engineer-in-
charge in good time by the contractor so that the work can be checked. If the contractor
fails to take note of orders or instructions issued in the work order book or tries to avoid
the same, the Engineer-in-charge will have power to take suitable recourse. Any such
action of the engineer for the non-compliance on the part of the contractor shall be
binding upon him.

SPECIAL CONDITIONS
1.0) ACCURACY OF LINES, LEVELS AND GRADES:
The various works shall be done true to the line, levels and grade. The periodical
checking of these works by the government staff shall not absolve the contractor of his
responsibility regarding the accuracy of lines, levels and grades. In case of any
deviation or discrepancy in line, level or grade at the meeting faces, the contractor shall
have to make good the discrepancy at his own cost and without any extra
compensation for the additional work involved. Whenever such discrepancy is found to
arise at the junction of works of different contractors, the responsibility to set right such
discrepancy lies with contractors concerned. The engineer in charge shall further have
been unquestioned right if need to be rectify the discrepancies and recover the cost
from the contractor or contractors according to proportion as he may consider
2.0) TESTING OF MATERIALS AND WORKS:
2.1 All materials before being incorporated in the work shall be inspected visually & by
common field tests according to Table-2 of GERI guidelines for Quality Control &
Quality Assistance Vol.1,2002 and if necessary tested before being approved by the
Engineer. Any work on which such materials are used without prior inspection (and
when necessary prior testing) and without approval or written permission of the
Engineer- in -charge is liable to be considered as unauthorized, defective and not
acceptable. Testing charge shall be paid by department only as per S.B.D. Section-3
(C) clause 34. Any additional test required to be carried out at any stage of the work as
per instruction of Engineer - in -charge etc/ C.E (Q.C) / E.E (Q.C.) / D.E.E.(Q.C.) shall
be carried out at department’s cost, However sample test results are failed then
retesting charges shall be borne by the contractor, but if sample test results are found
ok, the Cost of testing charges of material shall be borne by the department.
2.2 The contractor shall, however supply all material required for tests and also make good
at his cost with materials, mixes, core holes and similar for other materials as may be
directed by and to the satisfaction of the engineer in charge. An authorized
representative of the contractor shall have to remain present at the time when the
sample or cores etc are taken & shall be authenticated the facts, if so required. When
the contractor's agent fail to remain present at aforesaid time, the sample or cores etc,
taken by the engineer in charge or his representative shall be considered to be
authentic. The contractor will however, be informed about the details of such sample
and cores etc that have been taken.
2.3 The materials, mixes and cores etc. shall be tested at field laboratory / GERI / other
government approved laboratory and the results given by them shall be considered
correct and authentic. The contractor shall be given access to all operational tests that
may be carried out as aforesaid, so that, he may satisfy himself regarding the
procedure and methods adopted. It shall than be contractor's responsibility to carry out
the finished item of work to the standard based on the laboratory design and test.
2.4 The method of sampling and testing and procedures and standard shall be as laid by
respective IS code of practice and GERI manual / as mentioned in the tender.
2.5 (a) DESIGN MIX ( DMC ) OF CONCRETE :
Concrete mix design of stipulated or designated grades of concrete shall be carried out
at GERI laboratory/or Govt. Approved laboratories. All materials required shall be
supplied, loaded, carted and unloaded at respective Laboratory by contractor at his own
(b).NOMINAL MIX (NMC) OF CONCRETE:
No mix design is necessary for nominal mix concrete. Nominal mix shall be carried out
as per table mention in the regional S.O.R-2023-2024 .Page no-68. Preliminary test
cubes of size 15x15x15cms shall be casted and tested for 7 days and 28 days, well
before starting of actual work at departments own field laboratory / Govt. Approved
Laboratory at the cost of department.
2.6 The materials, mixes, cores etc. shall be tested day to day or periodically at the field
laboratory set up at the site of work by the contractor at his own cost or nearby regional
or district level GERI laboratory or Engineering/Polytechnic colleges in Gujarat or
government approved (R&B, IRRIGATION Deptts. etc) private laboratories where
facility of testing are available as per BIS rules & regulation or Government approved
private institutes and the results given there by shall be considered correct and

will be carried out in site laboratory, 10% in Government approved laboratories
and 10% in GERI laboratories. However minimum one test of all types of tests
shall have to be carried out in GERI laboratories only.
2. Site laboratory tests will be carried out by qualified Engineer or Executive
Engineer-in-charge of the work.
3. 80% of site tests will not be carried out at one time but will berelated to the
progress of work and consumption of materials
4. Prescribed registers for recording details and results of tests will be maintained
on site of work.
5. The tests which are not done in GERI laboratories e.g. electromatic bearing etc.
will be carried out in the laboratory Consented by the Executive Engineer. (R &
B Circular No. PARCH-1o2007-28-C, dated 31-12-2009)
6 The choice of testing laboratory where test to be carried out shall on sole
discretion of Engineer in charge. If there are any dispute regarding test results,
GERI / NSIC / Govt. Engineering college, test results shall be final and binding
to all. If test results of sample does not complies relevant BIS code further
investigation shall be carried out as per BIS: 456-2000 or relevant BIS code of,
Practice prior to rejection of work. The contractor shall be given access to all
operations of tests that may be carried out as aforesaid so that he may satisfy
himself regarding the procedure and methods adopted. It shall then be
contractor's responsibility to carry out the finished items the standards based on
the laboratory design and tests.
2.7 The day to day and periodical tests to be carried out on materials, mixes, cores and
placed concrete, mortar etc. shall be specified by the Engineer-in-charge from time to
time and the contractor shall allow all facilities and co-operation toward collection of
samples, transportation up to any laboratories, all labour for collecting samples, casting,
testing of cubes shall be supplied by contractor without any extra payment.
2.8 Contractor shall have to construct pucca underground curing water tank of minimum
size 2.0 x 2.0 x 0.60 mt (or size as directed as per size of the project) at nearby site of
work for curing of cubes as per Engineer's instructions. No extra payment shall be
made for this to the contractor.
2.9 It shall be responsibility of the contractor to provide clean water to fill the curing tank &
maintain full water level in curing tank periodically and also maintenance of leak proof
curing tank throughout the work without any extra payment for this.
2.10 Contractor shall have to provide sufficient 15 cm cube moulds and skilled labours for
laboratory and field tests of works and materials for activity such as:
(i) Cleaning, fitting and unfitting of moulds, oiling etc.
(ii)Carting of moulds and placement in to curing tank.
(iii)Transporting the cubes from site of work to field laboratory for testing.
(iv)Helping in cube testing on compressive machine etc. All facilities for carrying out
field test on various materials, mixes and cores shall be provided by contractor. No
extra payment for above work shall be made to the contractor.
2.11 The method of sampling and testing procedures and standard shall be as laid down by
the Engineer-in-charge for respective items.
3.0 RECOVERY OF HARD ROCK AVAILABLE FROM EXCAVATION:
(1) As per Govt. of Gujarat N.W.R.W.S. and Kalasar Dept. Order No. MI Cell /102010 /17
/(2) K-1, Dt.21/01/2014, for the hard rock, which is excavated from the work will be
allotted to the agency.
The amount will be recovered at the rate (i) Rs.481.81 per Cum. which is issued for the
work.(ii) Remaining Quantity of Hard Rock will be recovered @ Rs.224.08 per Cum. In
addition, necessary royalty for these materials have to paid by the agency as per
prevailing rules and regulation to the Industries & Mines Dept. according to
classification of materials.The quantity will calculated as per instruction of Engineer-in-
charge. This fact should be kept in mind while quoting the tender rates of these items.
(2) OTHER MATERIALS:
Other materials required for the work shall be procured by the contractor. The
specifications mentioned in the chapter of MATERIAL SECTION shall be applicable.
The selected material for required quantity of earth work for respective item of
work shall be brought from outside borrow area including all lead and lift, the
contractor makes his own arrangement for obtaining materials from outside
borrow area required without any extra cost, as
borrow area is not available nearby the site of work due to forest land in vicinity.
Also contractor shall have to make his own arrangements for necessary land
required for camp and plant & machinery installation without any extra cost.
4.0 LOAN OF GOVERNMENT FOR TOOLS & PLANTS AND MACHINARIES:
The machinery and tools & plants as and where available with the department shall be
supplied on hire as per rules and regulations and as per the provisions contained in
Government PWD GR No- MCN / 167 / 97,Part-iv / h, dated 01--10-1980 and as
amended from time to time. It must be also noted that the machineries or equipments
actually justified for the use in the work and available with the department will be given
on hire. No claim for delay in procurements of such machineries or equipment shall be
entertained. At present no machineries or tools and plants are available with the
5.0 ASSISTANCE IN PROCUREMENT OF PROPERTIES, PERMITS, IMPORT LICENCE,
EXCHANGE FACILITIES ETC.
Generally, it shall not be realized in the normal course by the department for providing
assistance in purchase of Tools & Plants and Machineries required for the execution of
work, contracted for. However, the engineer in charge, on request by the contractor
shall assist in the procurement of necessary import license, exchange facilities etc. for
importing necessary plants & machineries, which is not locally available and engineer in
charge deemed it in the interest of work and its progress. The government shall not
however, be responsible for non availability of any of the above facilities or delay. The
contractor's application for import license etc. will be scrutinized by the engineer in
charge regarding the responsibility of the government etc and recommendations will be
made as deem fit. The decision of engineer in charge in this regard shall be final and no
claim either in cost or delay in time will be admissible.
6.0 SECURITY MEASURES:
In view of the strategic importance of all the project and installations, security restriction
may be imposed by the engineer in charge as per directions of the security authorities
contractor shall abide by, to implement all such instructions scrupulously. In case a
system of identity cards with photos is introduced, than the contractor shall have to
provide the same to his personnel at his cost. The identity cards shall be duly signed by
engineer in charge. The contractor shall also keep informed regarding all visitors and
obtain permits for their visitors. No authorized visitors will be allowed on site of work.
7.0 APPLICABILITY OF SPECIFICATIONS:
Considering the common general item required in executive of irrigation project, general
subject wise specifications has been drawn and provide separately with the tender. This
provision suitably provides requirements of execution of each component of work in
general, consistent with the present practice of the scope of work & more of execution
and standards to be observed etc for the work. To avoid descriptive matter, suitable
reference for the relevant IS ( BIS ) code or otherwise is also specified. The whole idea
is to guide the tenderer regarding the execution of work, so as to base his rates
accordingly. The general subject wise specifications are further supplemented in
separate chapter to cover the item wise specification of work as per the Bill of Quantity
of the tender. These item wise specifications shall cover the applicable provision of the
general specification, considering the item description as per Bill of Quantity Over and
above this, the specific requirement of each item such as applicable lead and lift,
proportion of concrete & mortar mix, description about the execution of the item in detail
and other applicable aspects will be covered in detail/item wise specification. Intending
tenderers are there for requested to read the tender papers on above lines and quote
8.0 DEWATERING AND DIVERSION AS AND WHERE NEEDED:
If, there is no separately provision for dewatering, diversion of water and construction of
temporary diversion road during construction in the fair weather as well as in the
monsoon, the rates of respective item of works quoted by the contractor shall be
consider inclusive of dewatering and diversion as and where needed with maintaining it
during construction. In such condition no extra payment shall be made for dewatering &
diversion of water, road diversion etc..Also no payment shall be made for any part of
earth work of materials washed away or damaged during monsoon or other period and
it shall have to be made good by the contractor at his own cost. It is the responsibility of
the contractor to make good, or repair any government property, materials to be utilized
for the work or completed part of present work damaged during the construction period.
If there is a separate item for care and diversion in the tender, then general technical
specification for "care and diversion "shall be applicable.

5.1.0 GENERAL DESCRIPTION AND CONDITIONS OF THE WORK:-
5.1.1 LOCATION :-
Nirona Irrigation Scheme. Project is located near village Nirona Village Taluka :
Nakhatrana, Dist.-Kachchh
5.1.2 SUB SITE:-
If tenderer desire to do work as per site situation drawing are not available and scope of
work including in this tender at their workshop full details of location of work shop should be
given in the tender & mention in the tender to approve such place as sub site work as facility
for fabrication work etc.
If such workshop is approved as sub site of work the tenderer shall be required transport the
material and parts on site of work at his own cost and no extra claim shall be entertained &
no extra payment will be made on account of such transport of parts and materials.
Moreover, such fabricated material shall be liability of contractor until erection of the same is
carried out on site for said work.
5.1.3 GUARANTEE:-
The contractor shall fully be responsible for guarantee of smooth performance of gates under
all operating condition to the full satisfaction of Engineer-in-charge. The operation of the
system is commenced during or after monsoon, any parts of the gates are found defective
due to bad workmanship or defective material contractor shall repaired/replaced at his own
expense as directed by the Engineer-in-charge.
5.1.4 SAFETY MEASURES:-
All safety measures should be strictly maintained by the tenderer to prevent any accident.
5.1.5 GENERAL OUTLINE OF RADIAL GATE:-
The general arrangement of Radial Gate Is given in drawing. It consists or a Skin plate
supported by curved Tee which in turn rest on Top and Bottom horizontal girders. The
horizontal girder is mounted on the end arms which transmit the hydraulic pressure to the
end & Intermediate Anchor ages through the trunion. The anchor ages transfer the pressure
to the piers. The important joint between (a) the horizontal girder & end arms (b) end arms
& trunion (c) Trunion bracket & anchor girders are suitable designed for the respective forces
bolted to the anchor girder. Gate is lifted by the wire rope connected to Hoisting

5.1.7 BRIEF DESCRIPTION OF WORK:-
The work to be carried out under this tender is “Name of work: - Repairing work of Nirona
Medium Irrigation H.R. Gate. ”
5.1.8 PARTICULARS PROVISIONAL:-
The particulars of the proposed works given herein as well as in the accompanying brief note
are provisional and must be considered only as advance information to assist applicants.
However, Bidder should visit dam site to acknowledge & study actual condition of structure
& probable repairing work and considering the same tender rate should be quoted. No extra
payment will be given for any extra work if required to accomplish the repairing task.
5.1.9 PRESENT STATUS OF WORK:-
At present water is above crest level. Hence, contractor has to built coffer dam for work.
5.2.0 GENERAL FACILITIES:-
1) Housing:-Contractor will have to make his own arrangements for housing of his staff
2) Water supply:-Contractor will have to make his own arrangement for water supply
for work as well as for colonies or campus, which may be established by him. Wells of
farmers exist in nearby area. Suitability for domestic and constructional use may have
to be established in advance.
3) Medical Aids:-Government and private Hospital facilities are available at Bhavnagar.
However, the contractor will have to make his own arrangement for medical services
for his labours and staff.
4) Electric Power: - Contractor will have to arrange for supply of power including
maintenance shall be borne by the contractor and paid directly to the concerned
authorities. He shall comply with all the requirements for purchase and use of electric
5) Supply of Diesel, Petrol and Oil:-Contractor shall have to make his own arrangements
for procuring the fuel required by him.
6) Climate and working Season: - Since rainfall is confined mainly to the period starting
from middle of June to the end of September, it may be necessary to close the work
of repairing during the monsoon.
5.3.0 GENERAL TECHNICAL SPECIFICATION:-
5.3.1 TECHNICAL SPECIFICATION FOR FABRICATION:-
The structural steel material used in this work must be as per IS-2062-2011. The materials
will be tested before fabrication by the Engineer in charge. Testing of various structural
steel materials, Casted materials, S.S. materials, welding rods, etc. should be carried out
as per drawing & specification.
WORKMANSHIP AND DEFECTIVE MATERIAL:-All work shall be performed and completed
in a through workman like manner to the best modern practice in the manufacturer and
fabrication of material of the types covered by these specifications. The work shall be
carefully performed to the satisfaction of engineer in charge. The contractor shall check
materials furnished before using the same in the work. If any defective materials found
due to workmanship during fabrication the contractor shall bear all costs of the
correction in the field of any errors for which contractor is responsible. Workmanship
shall confirm to the latest standard laid down in IS Institute and IS specification.
INSPECTION AND TESTS:-All materials, parts, equipment, furnished shall be of
specification as stated in the tender. All work performed shall subject to rigid inspection
have been completed or certified copies of reports of results of tests and analysis have
been accepted. Duplicate copies of manufacturer’s test certificate shall be submitted to
the dept. as per the tests condition of contract. The Engineer-in-charge reserved to
himself the right of having at contractor’s risk and cost any inspection or test of
reasonable nature carried out in addition to the routing tests specified in the appropriate
Indian standard or British or American/DIN standard.
PLACE OF MANUFACTURER AND INSPECTION: The tenderer shall be stated in his tender
the place of manufacture, testing and inspection of various portions of the work included
in the contract. Authorized representative of the Govt. may be present at the time of any
or all the tests and the tenderer shall provide all necessary facilities for the same.
Representative of Govt. shall be entitled to assess to tenderer work at any time for the
purpose or inspection of the manufacture of equipment and materials.
STRAIGHTENING OF MEMBERS: Before being laid off worked in any manner, structural
steel shall be straight without twists, bends, wrinkling and if straightening is necessary, it
shall be done in a method which shall not injure the metal to ensure good welding and
fitting of members, all steel shall be cleaned of dirt, mill scale and rust prior to
SHEARING, CHIPPING AND GAS CUTTING: Shearing, chipping and gas cutting shall be
performed carefully and all portions of the work which is exposed to view shall present a
neat appearance. Planning or finishing of sheared or cut edges of plate or shapes will not
be required except as noted in this specification.
EDGES TO BE WELDED: The edges of plates and shapes to be joined by welding shall be
properly formed to suite the type of welding selected. Where plates and shapes have
been sheared the edges to be joined by welding shall be machined or chipped to should
metal plates and shapes to be fillet welded shall have their edges prepared in the shop
for the type of weld selected.
BENT PLATES AND SHAPES: Where bending or forming of plates or shapes is required the
plates or shapes shall be bent by cold forming. Heating and hammering to correct bend
shall not be permitted.
DRILLING AND REAMMING: Except where reaming to size or tapping is required or where
tight holes or dowels are to be used, full sized drilled or reamed holes shall be not less
than 0.75 mm or not more than 1.5mm larger than the nominal diameter of the rivet or
bolt used. Holes shall be accurately.
5.3.2 TECHNICAL SPECIFICATION FOR ERECTION :-
General: If any changes required to be done in fabrication parts of Gates and hoist for
keeping them in alignment while erection, the same should be done by contractor
without any extra cost but with prior approval of Engineer-in-charge. Further any minor
distortion in gate and other fabricated parts occur while transporting to erection site
shall be attended by the contractor without any extra cost.
GENERAL DETAILS FOR ERECTION: Proper Care shall be taken during erection to handle
and properly support all materials and pieces so that they are not bent, distorted or
otherwise damaged. Temporary bracing as may be required shall be provided to take
care of all temporary stress of erection equipment or other construction loads. These
bracing shall be left in place as long as they may be required for protection of work and
safety of workman. In the event of any damage caused to any pieces or material, the
same shall be rectified by the tenderer as required and without any extra cost. All parts
shall be accurately assembled and erected to established lines and levels as shown in the
drawings. The match marks as marked in the fabrication shop shall be correctly and
carefully followed. Before final welding is done, dimensions and alignments of skeleton
assembly made ready for such gate shall be checked and repeated after the final welding
is done or after second stage concrete is poured as the case may be. Visual inspection of
all welds shall be carried out during and after erection.
DRAWING:-The tenderer shall check the drawing / Sketches carefully and advice the
Engineer-in-charge for any error or omissions discovered and after consultation with
Engineer-in-charge and only after obtaining his written consent regarding the changes
the contractor should start further work of erection. The materials required by the
specifications but not definitely designated as to make type trade name etc. shall be of
standard quality, approval of which should be obtained from Engineer-in-charge.
TOLERANCE:-Where tolerance and fits are not specified on drawing the contractor shall
follow the modern shop practice. Due consideration shall be given to special nature of
function of parts and other corresponding accuracy required to secure proper operation.
The tolerance in general shall be as per Appendix-‘D’ of IS 4623-’84.
STRAIGHTENING OF MEMBERS:-Before being laid off of worked in any manner
structural steel shall be checked for being straight without twists, bends wrinkling and if
straightening or other rectifications is necessary it shall be done in a method which shall
not injure the metal. To ensure good welding and fitting of members, all steel shall be
cleaned of dirt, mill scale and rust prior to joining and fabricating.
SHEARING, CHIPPING AND GAS CUTTING:-Shearing, chipping and gas cutting shall be
performed carefully if required and all portion of the work which remains exposed view
shall present neat appearance.
5.3.3 WELDING :-
GENERAL: All welding shall be carried out in accordance with the code of practice for
metal welding for general construction in mild steel should be as per IS: 816-1969
revised up to date unless otherwise specially permitted. The electrode used for welding
should as per IS: 814-2004. The make and type of electrodes used must be got approved
from Engineer-in-charge.The sizes and shapes of welding to be done shall be shown in
the drawing. In case of ambiguity the decision of Engineer–in-charge will be final and
binding. A.C. supply may be used for general purpose welding but where the electrode
manufacturer or the Engineer-n-charge recommends the use of D.C. supply for better
quality of welding for specific electrodes or job applications, the contractor shall use D.C.
arc welding generating set/Rectifier.
ELECTRODES: General information of the electrodes recommended to be used for
manual welding is given below. The electrodes shall be of the standard make and as per
IS specification given below.
ELECTRODE FOR GENRAL PURPOSE WELDING:A heavy titanium flux coated all position
Radiography quality conforming to AWS coding E 6013 and IS 814-2004 code No-ER
4221X/4211X of Mangalam, Ador (AdvaniOerlikon), Noble, ESAB, Equator make ‘over
cord’ electrodes. These electrodes may be used for welding joints and plates below 7/8”
or 22 mm thickness.
ELECTRODES FOR WELDING HEAVY SECTION:A heavy low hydrogen flux coated E-7016
and IS 814-2004 coding EB 5314 H2X of Mangalam, Ador (AdvaniOerlikon), Noble, ESAB,
Equator make electrodes suitable for AC/DC welding shall be used. These electrodes are
recommended for welding heavy sections having thickness 7/8” or more important of
complicated joint and were M.S. and cast steel are to be welded. The electrodes must be
dried in a suitable oven before use.
5.3.4 PAINTING:-
All components covered under this tender shall be cleaned, treated and painted in
accordance with the procedure stated here after.
PREPARATION OF SURFACE:
Surface preparation shall be in accordance with the following procedure. Weld
spatter or any other surface irregularity shall be removed by any suitable means
before cleaning.
The surface to be painted shall be cleaned of all rust, dirt, mill scale, old paint and
other tightly adhering objectionable substances by proper cleaning to get uniform
bright base metal as directed by Engineer in charge. Any grit or dust remaining from
the surface should be removed by brushing, air blowing, suction or other effective
means before the surfaces is painted.
In the event that rust forms of the surfaces become otherwise contained in the
interval between the cleaning and painting re-cleaning will be required. Surfaces on
nickel, bronze and machined surfaces adjacent to metal work being cleaned or
painted shall be protected by marking with tape or by other suitable means during
the cleaning and painting operation.
APPLICATION PROCEDURE:
The paints and primers of reputed brands namely (i) Shalimar Paints Ltd. (ii) Asian
Paints (iii) Berger India Ltd. (iv) Arcoy (v) ICI (vi) Sarika or equivalent and such other
brands having I.S. marks shall be used only after prior approval from Engineer–in–
(A) Painting of two coats of black epoxy paint & Zinc rich primerinclude (I) 2 coats
of zinc rich primer (grade-II) of minimum 70 micron thickness (ii)Intermediate
coat of minimum 150 micron (ii) Final finishing coat of minimum 150 micron.
Minimum total thickness must be 370 micron including cleaning the surface
with sand blasting and cleaning all dirt, dust, old paint (if applicable),
corrosion (if applicable) etc. as directed by the Engineer-in-charge.
(B) Painting One coat of primer red oxide & Painting two coats of
Aluminium/Enamel Paint of minimum total thickness of 80 micron should be
apply by brush including cleaning the surface with proper method and
cleaning all dirt, dust, old paint (if applicable), corrosion (if applicable) etc.

gates & its parts as directed by the Engineer-in-charge.
5.3.5 TESTING OF MATERIALS &WORKS:-
(1) In connection with Clause No. 34 of This Contract:- The necessary testing of material
will be done by Department before using the same in the work.
(2) All materials before being incorporated in the work shall be inspected & required
testing will be done before being approved by the Engineer-in-charge. Any work on
which such materials are used without prior inspection & when necessary prior
testing& without approval or written permission of the Engineer-in-charge, it is liable
to be considered as unauthorized, Defective & not acceptable.
(3) The periodical tests to be carried out on materials shall be specified by the Engineer-
in-charge from time to time & the contractors shall allow to all facilities & co-
operation towards collection of samples etc. Unless otherwise specified elsewhere, all
tests samples as well as labour for collection of samples for tests will be supplied by
contractor free of cost to the Government.
(4) The supply of sample & carrying out of such tests is subject to approval &provided for
or clearly intended in the contract & is carried out either at site of work or
manufacturer’s place specified in the contract documents.
(5) The supply of the sample & carrying out of such test is not provided for or clearly
indicated in the contract, but on testing the materials if found defective it should be
(6) Any additional tests are to be carried out or over & above those specified in the
technical specifications. The contractor shall, however supply all material required for
tests & also make good at his cost with materials & similar for other materials as
maybe directed by & to the satisfaction of the Engineer-in-charge. An authorized
representative of the contractor shall remain present at the time when the sample or
cores etc. are taken & shall be authenticated the facts if so require. When the
contractor’s agent fails to remains present at aforesaid time, the sample or cores etc.
taken by the Engineer–in–charge or his representative shall be considered as
authentic. The contractor will however, be informed about the details of such sample
& cores etc. have been taken.
5.3.6 STEEL& OTHER MATERIALS:-
The steel shall be procured by the contractor. The necessary testing of material will
be done by Department before using the same in the work. As per Government GR
No. PARACH/ 1097/ 1397 (II)Part File/K-1(MI cell) Dated 12/01/2013, the testing
charges of materials will be borne by government and 1% testing charge will be
deducted from contractor’s bills.
If the quality of steel does not confirm to the required Indian standards as stated in
the tender such steel shall be removed from the site of work by the contractor at his
own risk and cost.
The contractor shall make suitable arrangements for the storage of the steel procured
& Engineer in charge or his representative shall have the authority at all times to
inspect the storage arrangements & suggest modification & improvements if any.
The contractor shall comply with the same with no extra cost. The storage
arrangement shall be such as to convenient for inspection & checking of materials.
The contractor shall at all-time maintain proper records showing the basis of the
indent, the receipt & utilization of the steel. The contractor shall keep & these all-
time open for inspection by the Engineer or his authorized representatives.
Different Types of Materials should be used by the Contractor as applicable in this

5.3.7 ACCURACY OF LINES, LEVELS &GRADES:-
The various works shall be done true to line, level & grade. The periodical checking of
these works by the government staff shall not absolve the contractor of his
responsibility regarding the accuracy. In case of any deviation or discrepancy in line,
level or grade at the meeting faces, the contractor shall correct the discrepancy at
contractor's own cost & without any extra compensation for the additional work
involved. Whenever such discrepancy is found to arise at the junction of works of
different contractors, the responsibility to set right such discrepancy lies with the
contractors concerned. The Engineer shall further have been the un-questioned right
if need to be rectify the discrepancies & recover the cost from the contractor
according to proportion as contractor may consider reasonable.
There may be Possibility of water at upstream and downstream side of Dam so
tenderer has to visit site carefully before quoting rate of tender.
No facility such as crane, power, diesel generator set, camp etc. should be provided to
contractor by department. Contractor should have to arrange all the above facility at
own cost for entire work.
5.3.8 OTHER PROVISION FOR THE WORK ARE AS UNDER:-
(1) The different bought out items/gate parts provided in estimate should be
manufactured/ purchased and transported to the concern gate sites by the

though the contractor for the work should visit the sites before carrying out any work
to ascertain the different dimensions required for gate repairing/Strengthening work.
(3) The contractor for the work should be well acquainted with the tools and tackles and
techniques of work. The entire work should be done as per the directions of the
Engineer-in-charge and in case of any disputes pertained to the work, the decision of
the Engineer-in-charge should be treated as final.
(4) All the materials used for this work shall conform to the prevailing I S: All the section
of structural steel utilized in fabrication work shall be of IS: 2062-2011 and necessary
testing of material should be done by Department in Government approved/NABL
approved laboratory. All testing charges will be borne by Government. Testing
charges @ 1% will be deducted from R.A bills of contractor as per Government G.R.
No. PARACH/1097/1397(II) Part File/K-1(MI Cell) dated 12/01/2013.
(5) All the required fabrication & erection work shall be carried out in thorough workman
like manner equivalent to best modern practice in similar equivalent type of work.
(6) Any damage to civil or mechanical structure of dam during execution of work should
be the responsibility of contractor and such damage should be rectified by contractor
at his own risk and cost as per the directions of the Engineer-in-charge and to the
satisfaction to him.
(7) Any accident or damaged to mankind during the work will be the full responsibility of

5.5.0 COMMERCIAL TERMS & CONDITIONS:-
5.6.1 PAYMENT-:
(1) This is composite item of work of completed Job. No separate Payment will be made for
only material supplied. Payment will be made for which Engineer in-charge ascertains
that the entire work has been executed confirms with the technical specification and
required tests have been carried out and the test certificates stated in the specification
are produced and found in order.
(2) Intermediate payment through R.A. Bill will be done as per below. However, Net
Payment will be adjusted & paid according to Clause No. 34.2, 43, & 48 of Section – 3 of
this Bidding documents.
(i) For PART RATE ITEM: 65% payment will be made through R.A. Bill in proportionate
manner of the actual work after completion of (a) Fabrication, Machining &
completed item brought at dam site or tender’s workshop (b) Bought out items
brought at dam site or tender’s workshop as per specifications and after receipt of
required test certificates. Remaining 35% payment will be made only after successful
completion of Erection and Acceptance as per specification & furnishing all the tests
(ii) For FULL/REDUCED RATE ITEM: Intermediate payment through R.A. Bill will be made
as per actual measurements after successful completion & acceptance of each work
as per specifications and furnishing all the tests required.
(3) All intermediate payment shall be regarded as payment by way of advance against final
payment only and not as payment for work actually done and completed and shall not
preclude the Engineer in charge from requiring bad, unsound, imperfect or unskilled
work to be removed and taken away and reconstructed or re-erected, nor shall any such
payment to be considered not shall it conclude, determine or affect in any way the
power of the Engineer in charge as to the final settlement and adjustment of the
accounts or otherwise or in any other way vary or effect the contract.
(4) The final bill will be made only after completion of each work satisfactorily including
furnishing all the test required.
(5) The Charges in the Bill shall be always at the rates specified in the agreement or partly
reduced/part rate subject to approval by the Engineer In Charge in case of item not
completed/executed fully as per agreements or in case of any extra work ordered in
pursuance of these conditions and not mentioned or provided for tender, at the rate
decided by the competent authorities as per clause no. 40 of section - 3 under this
bidding documents for such work.
(6) The payment will be done as per actual quantity of work. The quantity may vary as
required. The Engineer in charge’s certificate of the measurements and of the total
amount payable for the work shall be final and binding on all parties
(7) Total Estimated Qty of all items is probable and it will be executed as per actual site
situation and instruction of Engineer in-Charge. Hence payment for Said Items will be
paid only if it requires.
(8) The third party inspection charges will be borne by the Department.
(9) As per the Government No. PARACH/1097/1397 (II)Part File/K-1(MI cell) Dated
12/01/2013, the Testing charges of materials will be borne by Government and 1%
testing charge will be deducted from Contractor’s Bill.
5.6.2 CONTRACT, DRAWING AND SPECIFICATIONS:-
(1) Supply of sets of contract drawings are not available and certified copy of the accepted
tender will be governed by Clause No. 58 of this contract.
(2) The contractor shall check all the details of drawings carefully and advice Engineer-in-
charge immediately of any errors or omissions discovered. The contractor shall not take
any advantage of any errors or omissions in the drawings supplied.If the contractor does
not point out any mistake shall have to face consequence thereof and have to bear extra
cost of any incurred by him on the account.
(3) In all case of omissions, doubts of discrepancies in the dimensions or descriptions of any
item, reference shall be made to the Superintending Engineer, Kachchh Irrigation Circle,
Bhuj. The contractor shall be held responsible for any errors that may occur in the work
for want of such reference and precautions.
(4) Approval of Engineer in charge shall not relieve the contractor of any parts of the
obligations to meet the requirement of the specifications. The drawings shall show all
changes and revisions made up to completion of work.
(5) All work, material and service as not expressly called for in the specifications or shown in
the drawings, but which are necessary for complete design and proper installation of the
gate assembly shall be performed and furnished by the contractor without any extra cost
to the Department.
5.7.0 TIME SCHEDULE FOR COMPLETION OF DIFFERENT DESIGNATED PARTS OF THE WORK
WITHIN STIPULATED TIME LIMIT:-
5.7.1 Material Procurement, Fabrication & Machining works to be carried out at their
The Contractor shall have to be carried out all type of Material Procurement, Fabrication &
Machining of various parts of item work within 90 days as per specified below after awarding
work order or as instructed by the Engineer In Charge. These 90 days will be the part of
Original Time-limit of this contract.
However, The Contractor shall have to carry out above work parallel & complete the work on
urgent basis if the same specified by the Engineer In Charge considering necessity or urgency
of work. Moreover, If work is stoppage due to any reason, The Contractor shall have to
inform immediately concern Engineer In Charge.
5.7.2 Dismantling of Old parts & Erection of New parts to be carried out at Dam Site.
As per N.W.R.W.S. & K’s Department’s Circular No. પરચ-૨૦૧૬-૧૯૭-૧૬-હ. Dt. 16-03-2016,
Radial Gate Parts replacements work can be started only after lowering water level below
crest of radial gate of reservoir. Hence, the contractor shall have to complete the following
work within 70 days specified below as per the availability of site clearance/site feasibility.
Moreover, these 70 days will be the part of Original Time-limit of this contract.
5.7.3 Testing, Correction & Other misc. work .
The Contractor shall have to be carried all type of Testing,Correction& Other misc. work
(such as transportations, site set up, scaffolding, loading & unloading or any type of work
which are required for satisfactory work completion)during any stages of work within
stipulated time-limit as specified in Contract Data of this Bidding documents ( this is also
includes the days specified in Clause No. 5.7.1 & 5.7.2) as required & as instructed by the
Engineer In Charge. No separate extension of time-limit for such work shall be provided to
the contractor. Moreover, Contract will be finalized only after successful
completion/acceptances of test & correction as instructed by the Engineer In Charge.
5.8.0 OTHER CONDITIONS:-
(1)Inspection: -
The inspection of the work will be carried out as under-:
a) By the Engineer-in-charge& it’s subordinate as required.
b) By the Executive Engineer or higher authorities as required.
c) By Quality control wing of the Department as per the Govt. Letter no .PRC-2018-
42-1-Hdt.10-04-2018. The inspection note should be complied before final bill
payment.The said work will be inspected by concerned quality control wing of this
department, whatever testing if suggested by representative of quality control
during the inspection of work; the said testing is to be carried out.
d) By third party inspection in presence of the Engineer-in-charge or Representative .
The third party inspection will be carried out by the third party agency approved
by the government.
(2)PHOTOGRAPHY & VIDEOGRAPHY OF THE WORK:-
e) Photography & Videography of all the works (i.e.before starting the work, during
the work & after the completion of work) should be produced at the time of each
f) The charges of photography/Videography should be borne by the contractor. No
extra claim shall be entertained & no extra payment will be made.
(3)CONDITION OF DISMANTLED SCRAP MATERIALS:-
a) Item rate are calculated after deducting the Scrap value in Estimate.
b) All dismantled Scrap materials will be the property of the Contractor.
c) Custody of Scrap materials will be the responsibility of the Contractor. No Claim
will be considered for decrease of Scrap materials by theft or any other
d) Dismantled Scrap materials shall have to be shifted from work site time to time by
the Contractor.
e) Carting of Scrap materials shall be done by the Contractor at his own Risk & cost.
f) Prevailing Taxes/charges of Scrap materials should be borne by the Contractor.

CIVIL STANDARD GENERAL TECHNICAL SPECIFICATIONS
: STANDARD GENERAL TECHNICAL SPECIFICATIONS:
1.1 All the items occurring in the work and as found necessary during actual execution shall
be carried out in workman like manner as per specifications below and as per written
orders of the Engineer-in-charge.
1.2 A work order book as prescribed by the Engineer-in-charge shall be maintained on the
site of work and the contractor shall carryout field compliance properly.
1.3 The contractor shall engage authorized representative who shall be responsible and
competent for managing the work. He shall take orders from the Engineer-in-charge
and shall be responsible for carrying out the same.
1.4 Quantities specified in the tender may vary at the time of actual execution and the
contractor shall have not to claim for compensation on account of such variation.
1.5 No trees shall be cut without permission of Engineer-in-charge.
1.6 Diversion for roads if necessary shall be provided and maintained during the currency
of the contract without any extra cost to the Department.
1.7 The work shall be executed strictly in accordance with plans & specifications. Only the
best materials and sound construction shall be executed in a through workman like
1.8 The drawing prepared and trial pits taken are for general guidance and indication and
changes either minor or major are likely to take place. No claim for extra payment shall
be made by the contractor for such changes.
1.9 The quantities in the schedule are only estimated quantities and during execution they
may increase or decrease. Any claim put forward for this variation in quantity shall not
be entertained.
1.10 The rejected materials shall be removed from the site within 24 hours. If they are not
removed within this period, the same will be removed at the contractor's risk and cost
by the Department.
1.11 The work is an important work and this fact shall be constantly borne in mind by the
contractors and his workers. Works not specified above shall be carried out according
to P.W.D. Hand Book or according to instructions of the Executive Engineer.
1.12 The work requires constant attention for line, levels and workmanship and hence the
contractor shall have to keep the experienced technical staff on the work. The
contractor has to supply the necessary materials and labour for the line and levels work
at his own cost.
1.13 The contractor unless otherwise specified and providing in the contract shall pay all
duties, tolls, quarry fees, royalties and taxes on all materials and articles they may use.
The rate quoted by the contractor shall be considered inclusive of all such duties, fees,
royalties, taxes etc.
1.14 In the specification “as directed / approved” shall be taken to mean “as directed /
approved “by the Engineer - in - Charge.
1.15 Wherever a reference to any India Standard appear in the specifications, it shall be
taken to mean as reference to the latest edition of the same in force on date of
1.16 In “Mode of Measurement " in the specifications, wherever a dispute arises in the
absence of specification of a particular point or aspect, the provision on these particular
points or aspect in the relevant Indian Standard shall be referred to.
1.17 All measurement and computations, unless otherwise specified, shall be carried out
nearest to the following limits:-
(1) Length, Width and Depth (Height) 0.01 Meter.
(2) Areas 0.01 Sq. Mt.
(3) Cubic Contents (Except Wood) 0.01 Cumt.
(4) Cubic Contents (Wood Work) 0.001 Cumt.
In recording dimensions of work in measurement book the sequence of length, width
and height (depth) or thickness shall be followed.
1.18 The distance with constitutes lead shall be determined along the shortest practical route
and not necessarily the route actually taken. The decision of the Engineer - in - Charge
in this regard shall be taken as final.
1.19 Where no lead is specified, it shall mean “all leads ".
1.20 Lift shall be measured as per current practice for relevant item under direction or
decision by Engineer-in-charge.
1.21 Definite particulars covered in the items of work, through not mentioned or included in
it’s specifications, shall be deemed to be included therein.
1.22 Reference to specifications of materials as made in the detailed specification of the
items of work is in the form of a designation containing the number of the specification
of the material and prefix "M" i.e. “M-1 “etc.
1.23 Approval to the samples of various materials given by the Engineer-in-charge shall not
absolve the contractor from the responsibility of replacing defective material brought on
site or materials used in the work found defective at a later date. The contractor shall
have no claim to any payment or compensation whatsoever on account of any such
materials being rejected by the Engineer - in - Charge.
1.24 The contract rate of the item of work shall be for the work completed in all respects.
1.25 No collections of materials shall be made before it is got approved from the Engineer -
1.26 Collection of approved materials shall be done at site of work in a systematic manner.
Materials shall be stored in such a manner as to prevent damage, deterioration or
intrusion of foreign matter and to ensure the preservation of their quality and fitness for
1.27 Materials if and when rejected by the Engineer-in-charge, shall be immediately
removed from the site of work.
1.28 No materials shall be stored prior to, during and after execution of a structure in such a
way as to cause or lead to damage or overloading of various components of the

1.30 All tools, templates, machinery and equipment for correct execution of the work as well
as for check line, levels, alignment of the works during execution shall be kept in

under the “Mine and Minerals Act “and such other laws and rules prescribed by Govt.
from time to time.
1.32 All necessary safety measures and precaution (including these laid down in the various
relevant Indian Standards) shall be taken to ensure the safety of men / women,
materials and machinery on the works and also of the work itself.
1.33 Approval to any of the executed item for the work does not in any way relieved the
contractor of his responsibility for the correctness, soundness, strength of the structure
as per the drawings and the specifications.
