INS ASTRADHARINI SR-25 - HULL 00001 Docking Docking (MT-10140) (MT-10140) (a) The Refitting Authority is to take all actions to ensure that the docking is carried out in accordance with the latest issue of the Docking Plan for the planned version of the docking which is specific to the vessel (and not generic to a class of vessels) and for a particular docking procedure. The refitting authorities are to forward Docking Plan, along with the check off list promulgated vide NC/Policy/H-134/Refit dated 11 May 18, to IHQ(N)/DNA through Command HQs for approval. The docking facility is to be prepared in accordance with the requirements of the Docking Plan and Docking Procedures. (b) A Dock Master is to be appointed by the Refitting Authority for each docking evolution and the same is to the intimated to Commanding Officer/ Master of the vessel as per format of NO Str 01/11, preferably 72 hours in advance of the commencement of docking evolution. (c) Refitting authority (Dock master and planner) are to review the calculation submitted by the ship. The docking/ Undocking Conferences are to be organised by the refitting authority (Dock Master and Refit Planner) to review readiness for docking/ undocking operations, at least 24 hours prior docking/ undocking. Further, in order to understand criticality of each operation, and demarcation of responsibilities of the stakeholders, the Dock Master is to conduct a centralised briefing for all the stakeholders 24 hours prior every docking/ undocking operation.

Note: (i) Warranty of paint scheme should be confirmed from paint OEM and a report from Paint OEM to be submitted to the ship. (ii) Painting has to be undertaken in presence of the paint OEM reps. 00006 Ship Structure FW tank MT-16260 (a) Examine preservative coating of tanks. Specific defects to be rectified by yard. Yard to restore paint scheme iaw NCD 1491, NO 53/16 and policy directive issued by IHQ/DNA as applicable. Notes:- (i) Inspection of Paint OEM be carried out wherever applicable. (ii) Galvanised ladders are not to be painted. Ensure that suction strainer boxes are clear. (iii) The surface preparation work and painting interiors of fresh water and distilled water tanks is required to be undertaken by healthy personnel, wearing clean outfits. On completion, of painting, each tank should be inspected to ensure that the coating/ paint film completely covers the surface, with particular attention to parts of the structures which are not readily visible. (iv) The minimum time for filling the fresh water tank if freshly coated should be 7 days. The tanks should be washed out with fresh water and any sediment or dirt present should be removed and the covers are closed before the tanks are brought into use. (v) The water sample from the tank after 72 hours of immersion should be sent to NMRL or the Naval Dockyard laboratories for potability test prior to use of water for drinking purpose. Paint scheme:- (i)interline 850 grey( N8010-007652) 150 Micron (ii) Interline 850 White(N8010-007652) 150 Micron. FW tank-03 Nos.

Normally the pump motors do not require any specific maintenance or lubrication. However, it may be necessary to clean the hydraulic parts when a fall in yield is observed. The electro pump must not be dismantled unless by skilled personnel in possession of the qualifications required by the regulations in force. In any case, all repairs and maintenance jobs must be carried out only after having disconnected the pump from the power mains. In case the pump is clogged take it off and dismantle the impeller and clean it. When the pump remains inactive for a long time at temperatures of less than 0 degrees Celsius, the pump must be completely emptied to prevent possible cracking of the hydraulic components.

OH3 Overhauling Pumps Definition of Overhauling of Pumps: - Overhauling refers removal of pump from the foundation, dismantling, inspection of parts, make a list of parts to be renewed, procurement of spares by shipyard, assembling, re-fitment of pump and trials. Following are to be included: - Removal of pump, renew all SV mounts, seal and all worn out parts. Dynamic balancing, Alignment of pump. Undertake trials. Proving of pump for satisfactory operation. Post completion of the routines/ overhaul, the machinery should be proved to rated/designed power / capacity without limitations/observations and vibration levels at all points should be less than 3 mm/sec. The equipment performance will be considered satisfactory only if its performance trials are cleared by Naval Inspection Agency. SPM readings of all motors/ to be in green zone. All spares provided by vendor.

QDL FOR INS Astradharini 2025 - ELECTRICAL General: All electrical power components / spares like contactors, overload relays, etc are to to be sourced from Navy approved vendors. IMPORTANT NOTE:- Following points are applicable for all relevant DL's and shipyards to consider and quote accordingly. (a) Renewal of Items / Spares:- (i) Renewal of items / spares wherever mentioned in the QDL to be undertaken by shipyard / firm as per the sample / drawing / details provided by SS / COA / RMT. (ii) Shipyard / Firm should undertake the routines / overhaul of the equipment including the mandatory spares required for undertaking the same, irrespective of the spares mentioned in the mandatory spares list provided by ND(V). (iii) Further, the cost should include the degutting of existing item, supply of new item, fitment and proving of the system post renewal.
(b) The definition of Overhaul of motor includes the following:- (i) Dismantle the motor. The motor has to be dismantled and landed by Yard for overhauling. (ii) Undertake trueness checks of rotor on the lathe. Repair observed Defects (iii) Check for ovality in bearing housing. Repair observed Defects. (iv) Clean the rotor and st ator thoroughly with alcohol, air, varnish and bake. There should be no dust particles or other foreign particles observed after cleaning (v) Measure the insulation of windings of rotor and stator. In case insulation is below one mega ohm rewind the rotor / stator. (vi) Replace heater and thermistor units. (vii) Assemble the motor with new bearings.
(c) The definition of Overhaul of a starter/control panel would involve the following:- (i) replaced internal wiring along with associated terminals, lugs, connectors etc and numbering to be carried out as per drawings. (ii) All overload relays (OLR) , contactors & relays are to be replaced after suitable calibration. Calibration certificates of OLR's to be provided. (iii) All indication lamps to be replaced with indigenous make lamps. (iv) All electrical connections and fasteners are to be tightened. (v) All rotary switches, fuse bases, carriers, connectors, push buttons and timers of starter panel to be replaced. (vi) Rubber gasket between the cover and sheel body of starters to be changed. (vii) On completion of overhaul, the Insulation of entire system to be checked - by a megger - with respect to earth / body, minimum insulation acceptable is 2 mega ohm. (viii) All starters are to be fitted with single phase protection devices. (ix) All starters are to undergo test bed Trials with standard current injection test rig.

A8 Accommodation & Messing for Officers, Sailors, Civilians (including Cable TV services, Display unit, Conservancy, hot water, Housekeeping, Laundry services for Officers, Senior Sailors, Junior Sailors and Project Monitoring Team/ Trials & Inspection Teams) Shipyard to Note the same and Quote in undermentioned Sub-DLs.
A8 (a) Separate AC Single Cabins for CO and 04 Officers with attached toilets and bathrooms during refit duration, Cable TV/ DTH service with HD display unit at each accommodation. Total Qty - 05. Payment at actuals.
A8 (b) AC Cabins for 16 Senior Sailors of Ship on Twin sharing basis with attached toilets, bathrooms and Cable TV with display unit at each accommodation during refit duration. Total Qty - 08. Payment at actuals.
A8 (c) Two 15 men AC dormitory for Junior Sailors of Ship with attached toilets, bathrooms and cable TV with display unit at each accommodation during refit duration. Total Qty - 02. Payment at actuals.
A8 (e) AC Accommodation with attached toilet/bath at 4 Star Hotel (including all three meals) for ND(V) Oic RMT/ Project Officer/ RC/ PRMs/ Naval Trial teams deputed by COA on as required basis for inspection/ trials/ review meetings/ refit coordination etc. Qty - 04 Nos. Payment at actuals.
A9 QC Inspections/ Third Party Inspection. Provision of 03 QC Inspectors (Hull, Engg. & Ele/ Wea) from Class Society (IRS) for the entire refit duration. Payment at actuals.
A10 Stationary & Safety items for ND(V)/ Project Monitoring Team Office. Provide stationary/ office and safety related items (Industrial Helmets - 10 Nos, Safety Gloves - 40 Pairs, Ear Plugs - 40 Pairs) for entire refit duration period (Consumable/ Non-Returnable). Detailed requirement will be intimated by ND(V)/ Refit Monitoring Team Office on as required basis. Cater Budget of 30,000/- per month. Payment at actuals.
A11 Fire Sentries 08 qualified/ certified/ trained Fire Sentries with 02 Fire Supervisor for 14 hrs per day. Actual No of sentries and dates required for will be intimated based on Shipyards requisitions for hot work received the previous day. Payment at actuals.
A12 Shore Galley Provision of Shore Galley for Officers and Sailors each with 04 LPG burners/ electric hot plates for three months, including cost of gas/ electricity and also attached wash space WC/ Bath room. Fresh water RO purifier/ Aqua guard to be fitted for meeting Galley and Ships crew water cooking / drinking requirement. Storage space near galley to be provided. Payment at actuals.
A15 Security & Safety for Entire Duration of Refit (a) Shipyard is responsible for the safety of the vessel and vessel's property from inclement and adverse weather.
A15 Security & Safety for Entire Duration of Refit (b) Shipyard is responsible for safety and security of all items/ material/ equipment that is degutted/ removed onboard the ship and the same item is to be fitted onboard. Record of removal to be made signed by CAO/ NDV/ PMT/ Ship HoDs.
A15 Security & Safety for Entire Duration of Refit (c) Shipyard is to establish a security perimeter around the Naval vessel round the clock.
A15 Security & Safety for Entire Duration of Refit (d) Shipyard executives/ staff/ workers/ contractors shall strictly abide by all Naval procedures/ instructions intimated verbally or in writing by Ship's officers and Project monitoring officers.
A15 Security & Safety for Entire Duration of Refit (e) All shipyard workers/ contractors/ staff entering onboard for work shall be is possession of valid identity card and shall show while entering/ leaving or as instructed.
A15 Security & Safety for Entire Duration of Refit (f) The passes for officers and sailors (including 02 each car & bike) of the ship and Project Monitoring team to be issued within 05 days of arrival of the vessel with validity till completion of the refit. The entry/ exit to shipyard will continue even in absence of shipyard passes.
A15 Security & Safety for Entire Duration of Refit (g) Priority clearance to all Naval officers for entry/ exit to Shipyard. Sailors of the ship & Project Monitoring team to be given special channel for easy movement.
A15 Security & Safety for Entire Duration of Refit (h) Shipyard to permit unrestricted entry/ exit of material/ spares/ items/ equipment on Ship's & Project Monitoring officer's letter at any hour of the day. Immediate clearance to be given by shipyard on verbal intimation/ email/ letter from ship & Project Monitoring Team.
A15 Security & Safety for Entire Duration of Refit (j) Shipyard to permit entry/ exit of individuals of any firm/ company/ organisation/ guests onboard the Naval vessel on ship's and Project Monitoring Officers letter. Preferential/ immediate clearance to be given by shipyard on verbal intimation/ email/ letter from Ship & Project Monitoring Team.
TECHNICAL SETUP T1 Docking & Undocking charges - One Version (Version- I or II) Docking is to be carried out as per Navy approved docking plan, which is to be prepared by the shipyard covering all required details such as profile view, location of underwater openings etc.
T2 Dock blocks preparation - Version I or II, setting of blocks and dock cleaning. No of dock blocks to be provisioned as per docking plan. Further, Shipyard to arrange the Navy approved third party inspection agency (IRS) for checking the arrangement of dock blocks prepared by shipyard as per the NHQ, MoD(N) approved docking plan. Post inspection of dock block preparation, duly recommended certificate by Third party inspection agency (IRS) to be handed over to Navy. Payment at actuals
T3 Tug, Pilotage, Harbour/ Port Entry including Mooring/ Unmooring and line handling to be arranged by shipyard and quote for the charges (Entering Shipyard Wharf, Dry Docking, Cold moves, Sea trials, Full power trials and departing Shipyard Wharf). Payment at actuals.
T4 Dock Hire Charges - Dock hire charges for the quoted duration including One No separate gangway, crane facility etc. Docking duration is only 30 days. Payment at actuals.
T5 Wharfage Charges - Wharfage and Wet basin facility/ alongside hire charges for the quoted duration inclusive of one separate gangway. Payment at actuals.
T6 Power Supply - Supply of electrical power minimum (mandatory), 415 volts, 50 Hz, 800A, 3 phase including connection/ disconnection of power cable. Shipyard to install a calibrated and operational power meter in the supply line. payment only at actuals for electricity consumption and to be strictly based on calibrated power meter reading. KWh meter calibration certificate to be provided by shipyard half yearly Power supply - Estimated 1600 KWH per day x 92 days (Payment based on actual power consumed). Note: - Cost should also include for Connection & Disconnection of Power cable and earthing cables and provision of earthing to Ship at four places. Earthing cable is also required to be arranged by Shipyard. However, the detailed requirements wrt Power Supply indicated opposite are to be noted and quoted below
T7 Fire Main/ Sea Water connection (a) Providing Two fire main lines at pressure of 08 Bar for entire refit duration. 02 Lines x 92 days. Shipyard to put reference pressure gauge at discharge line. Payment at actuals.
T7 Fire Main/ Sea Water connection (b) Connection & Disconnection - 2 line x 8 Times (Cost should also include provision of requisite adapters for connection/ disconnection). Payment at actuals
T8 Fresh Water/ Drinking Water (a) Supply of 01 Ton of Fresh Water per day to ship through water tankers/ bowsers for ships requirement for entire refit duration of 92 days. Payment at actuals.
T8 Fresh Water/ Drinking Water (b) Supply of 10 no’s Bottled drinking water cans per day (Each Capacity - 20Ltr) for entire refit duration of 92 days. Payment at actuals.
T9 Portable Split AC Provide six in no’s Portable Split ACs (1.5 Ton Cap each) (Non-Returnable) to maintain habitability hygiene in Cabins/ Messes for CO Cabin, for duty watch personal staying onboard during refit period i.e., Wardroom (for Duty OOD) and Bridge (for Duty Sailors) during the refit period of three months. Payment at actuals. On Completion of Refit, It should be handedover to Stores of Competent Authority)
T10 Carry away pipes Provide carry away pipes (4 inch dia, 06 Nos) for 60 Days. Fixing and removal of carry away pipes to be catered by Shipyard.
T11 Crane Crane services [Ten ton (safe load) capacity, for 200 hrs (i.e., 4hrs x 50 times)] for ships own requirement (For handling ship provision/ stores). Payment at actuals. Note:- Each Slot of 4Hrs for 50 times is to be considered and provided. Requirement only based on advance intimation by Ship.
T12 Sullage Barge Sullage Barge (200 tons capacity) to be provided on two occasions for ships own requirement. Once prior commencement of refit and once after final undocking/ trials phase. Payment at actuals.
T13 Temporary lighting & Ventilation onboard Ship Temporary lighting & Ventilation on board during refit duration to be provided. All machinery compartments, compartments within superstructure, all alleyways/ passageways, cargo space, ballast tanks must be well lit with 24 V DC lamps. (a) Provision of 30 light points per day. Payment at actual.
T13 Temporary lighting & Ventilation onboard Ship (b) Provision of 15 portable intake/ exhaust blowers of 10 KW rating with adequate hosing arrangement as required basis. Payment at actual.
T14 Analysis of Lub Oil, Coolant, Hydraulic oil and Potable water. Payment at actual. Analysis of Lub Oil, Coolant and Portable water of all Main Engines, Diesel Alternators, Gear Boxes and Auxiliary machineries to be carried through NABL certified laboratory and Two copies of each report to be submitted within 24 hours of test undertaken. (A) LUB OIL TEST (I) BASIC TEST:- The basic test of lub oil should cover the following:- (a) By using method of ASTM D445 :- (aa) Viscosity @ 40 degree C (cSt) (ab) Viscosity @ 100 degree C (cSt) (ac) Viscosity Index (Calculated) (b) Water Content (% Vol) by ASTM D95 method. (c) Flash Point ( degree Centigrade) by ASTM D92 method (d) TBN (Mg KOH/g)) by ASTM D644 method (e) TAN (Mg KOH/g)) by ASTM D644 method
T14 Analysis of Lub Oil, Coolant, Hydraulic oil and Potable water. Payment at actual. (II) ADVANCE TEST:- The advance test of lub oil should cover the following by using ASTM D5185 method:- (a) Wear metallic particles of Fe, Cr, Ni, Al, Cu, Sn, Pb and Ag to be analysed in terms of ppm in the given samples of lub oil.
T 15 (B) COOLENT TEST / FRESH WATER ADDITIVE TEST:- The following parameters to be analysis for given sample: (i) pH value (ii) Chloride content (iii) Percentage of inhibitor (iv) Hardness (v) Any other test required.
