Bidder shall have required work experience as mentioned in this tender
for any One financial year among last five financial years up to

B. TECHNICAL CRITERIA:
Bidder shall have work experience of Door-to-Door waste collection with
labour from society, colonies, apartments, slum area and transportation work
with their own close body small goods vehicle for Municipal corporation/

basis (Monthly Rs. 9000/- Vehicle) with O & M, & As per gap bidder have to
be deployed their owned Vehicle for 100 % Door to Door Waste Collection.
If the bidder uses the vehicles of the Rapar Nagarpalika, the vehicles will be the
responsibility of the bidder and when returned, the vehicles will have to be
returned in the same condition as it was given.
During the use of the municipality's door-to-door waste collection vehicle by the
agency, if the waste bin is damaged or if a new waste bin needs to be installed on
the vehicle, the contractor shall bear the cost. The municipality will not pay any
separate remuneration for this.
C. SPECIAL NOTES
Disqualification
Even though the Applicants meet the above criteria, they are subject to be
disqualified and forfeiture of EMD (with approval of competent authority) and
agency will be debarred from Rapar Ngarpalika, if Applicant or any of its
constituent partners has:

During verification, if it is found from client that of poor performance such
as abandoning the works, or financial failure or abnormal delay in work etc.

Pre-Operational Activities
The Firm shall have to complete the various survey activities, POI all location, TPM (TIME
PLACE MOVEMENT) (TIME PLACE MOVEMENT) analysis etc. within 2 months from
date of award of work & before starting operation of collection of collected house hold
waste in the service area. The firm shall commence all activities conversely.
The bidder shall survey the project area (every household, commercial establishment, bulk
waste generator residential & bulk waste generator commercial unit) with digital mode
only within three months from award of work. Survey data shall include address,
ownership detail, communication details and geo tagged photograph of property. If any
(every household, commercial establishment, bulk waste generator residential & bulk
waste generator commercial unit) find that their data is not linked with the application,
they may be able to send their detail through such Application.
The bidder shall make TPM (TIME PLACE MOVEMENT) (TIME PLACE
MOVEMENT)/Route plan for each vehicle after completion of survey as per 1200 ± 20%
houses, based on 10 working hour shifts per vehicle considering a minimum of 2 trips. Trip
& weight will be calculated on basis of monthly work carried out & average will be
calculated based on numbers of trips carried out weight collected. Failure to meet this
requirement will result in the application of a penalty. Failure to meet this requirement

The bidder shall generate POI and provide location data excel file to enable GPS service
provider/e-gov. department generate route and its planning. POI marking shall be in such a
way that entry area, middle area, end area of each & every society shall be covered based
on society length & vehicle movement area but in any case, entry and end location of
society etc. must be covered in POI. Contractor has to coordinate with to zonal SWM
officer & as per his consent final POI will be located.
Where ever there are bungalows, Tenement, Row houses etc. where Door to Door waste
collection is possible, contractor has to collect waste on Door- to -Door waste collection
basis. However, in apartment, Flat, multi-story building etc. contractor has to collect waste
on gate to dump basis.
The bidder shall make arrangement of vehicles as per approved route by Rapar Nagrpalika.
The contractor shall have to submit TPM (TIME PLACE MOVEMENT) (TIME PLACE
MOVEMENT) (Time Place Movement) for various POI regarding the work which shall be
executed in a ward / zone by a vehicle and shall be approved by Rapar Nagarpalika. If door
to door (Primary Waste Collection) vehicle if found working early & / or late by
minutes for attending the POI than schedule time, then penalty for such event shall be levied.
Old / new e-rickshaw vehicles provided by Rapar Nagarpalika have to be used in dense
areas like Chali, Pol, slum where large vehicles cannot go. In which also the agency will have
to arrange the driver labors and the permit. Also, for areas/places where e-rickshaws
cannot go, handcarts in the number specified in the tender will have to be provided by the
agency along with its man power. Moreover, in those places where it is found necessary to
send only man power to collect garbage, man power along with necessary equipment will
have to be sent to collect garbage.
The agency will not accept C&D waste or soil. Additionally, waste other than kitchen
waste from the food and beverage units must be collected within the designated ward
assigned by the agency.
The tender system should be operated for a period of first 1 Years (12 Mouths).
For the old/ any e-rickshaw type goods vehicles to be allocated by Rapar Nagarpalika, the
agency will have to provide its own manpower and all the necessary operations. (including
insurance) including full repair of these vehicles, charging of batteries, rear body
hydraulically operated fabrication body work etc. which the agency will have to bear at its
own expense and finally these vehicles to be returned to Rapar Nagarpalika.
At the end of the completion of one year 100% of all vehicles must come with segregated
waste. In case any vehicle/s found with less segregation of waste based on CCTV checking
at MRF site along with visual checking 10% penalty will be deducted based on the
finalized tender rate converted into trip rate, for that trip as a penalty for not collecting
segregated waste.
The bidder should clean and collect all the GVP (garbage venerable point) waste and send
it to Dumpsite Regular basis all the GVP points found during the site visit/
survey of Rapar Nagarpalika.
The bidder should maintain and use the GPS System and Audio System daily during Door-
to-Door collection, if not available in vehicle agency must install new GPS and Audio
system for Vehicle. Agency has to provide access and submit all GPS data to Rapar
Nagarpalika during tender period.

At present Rapar Nagarpalika is collecting garbage per day out of which 80 % waste is being
collected using door to door (Primary Waste Collection) collection system & rest of 20 %
MSW is collected from identified spots in ward office through different system by either
Corporation or by engaging private agency. The compacted waste collected in HLE (Hook
Loader Equipment) is transported to final disposal site deployed by private agencies /
Rapar Nagarpalika.
1. To be in line with norms prescribed by Solid Waste Management rules 2016, Door to Door
(Primary Waste Collection) collection system along with collection of segregation of waste is
most essential. Contractor shall collect and transport waste in segregated manner i.e. 4 types of
waste in each vehicle. Mainly separate collection of wet waste, dry waste, household hazardous
waste and sanitary waste from Rapar Nagarpalika. Contractor should perform IEC activity to
help Rapar Nagarpalika to promote Segregation of waste at source.
2. To cater the need of Door to Door (Primary Waste Collection) Collection, the interested party
shall have to come forward with number of close brand-new fabricated body Small goods

Nagarpalika reserves the rights to terminate the Contract for Deficiency of Service.
5. During the transportation, contractor shall ensure that no garbage shall spill, litter on road
(out of the closed vehicles), and no overloading of waste or bags shall be hanged around
6. The contractor shall not allot his work to another agency as sub contract. If found, the
work order of the contractor shall be rejected. The contractor can sub contract with the
agency which deals with supply of labor to fulfill the requirement.
7. Contractor shall distribute leaflets to residential / non-residential zones prior to starting the
door to door (Primary Waste Collection) collection work. The leaflet should have
information regarding schedule of waste to be collected, timing, methodology and contact
number of agency collecting waste for lodging complaint if required.
8. Route has to be made after surveying each house hold by the contractor. This route has to
be made keeping in mind 1200 ± 20% houses on basis of 10 working hours lift per vehicle
consider minimum 2 tripper vehicle route and time identify. Garbage should be collected
by providing labor with hand cart, E-rickshaw in areas like chali / slums or areas where
vehicles cannot go in route /TPM (TIME PLACE MOVEMENT) (TIME PLACE
MOVEMENT). The waste should be collected door-to-door by hand cart through waste
collection vehicle. Where ever necessary based on site condition agency has to provide
manual labor with required accessories etc. for waste collection from the route as per
requirement of ward/zone.
9. Rapar Nagarpalika will give existing E rickshaws / new one based on availability with Rapar
Nagarpalika however tenderer has to carry out all necessary repair maintenance, body fabrication to
convert into hydraulic tipping body etc. without any extra cost to Rapar Nagarpalika.
10. The Contractor should cover 100% POI and RFID Reader Pole (if it will be installed by
Rapar Nagarpalika in Future) as per TPM (TIME PLACE MOVEMENT) (TIME PLACE

12. The bidder shall have to quote rate on basis of 10 working hours hift per vehicle

including all support staff, waste collection from slum, narrow lanes using, hand cart, cycle
rickshaw, equipment’s, etc.
13. The quoted rate is based on 10 hours of operation the vehicle which includes;
a. The time taken for door to door (Primary Waste Collection) collection.
b. The time taken for dumping material to the Processing site.
c. Moving the Vehicle from one place to another,
d. Lunch break of operation (not included) -time will be decided &
communicated by City Manager (swm)
e. Officer in charge as per work and site requirements.
f. All required activity on site & to execute entire work successfully on day-

14. The bidder shall deploy required new fabricated closed body vehicles with One driver and

17. The bidder shall deploy vehicle for collect waste from road side dustbin (which are
installed by Rapar Nagarpalika time to time) as per requirement.
18. The bidder should collect garbage from door step / location basis given by
Rapar Nagarpalika as per TPM (TIME PLACE MOVEMENT) regularly and try to
eliminate nuisance spot (open garbage spot).
19. The contractor shall deploy separate vehicle to collect waste from bulk waste generator,
commercial establishment, Nirmal yam kalash etc.
20. The contractor shall make the route as per TPM (TIME PLACE MOVEMENT) (TIME
PLACE MOVEMENT) and display the ward name, root number and name of societies as
per route on the vehicle.
21. The contractor shall empty the waste at such place as may be indicated by the Corporation.
22. If the Rapar Nagarpalika provides a new system of GPS/ Tracking/ Route system, etc. for
effective monitoring of the work then the smart phone if required shall also be provided by
contractor at no extra cost.
23. An enclosed area shall be prepared in accordance with the RTO rules above in the body
fabrication of vehicles and the waste released in that vehicle shall be placed therein. Any
bags have not to be hung on the vehicle separately.
24. Religious waste from all religious places shall be collected by separate vehicles and the
religious waste shall be transport to the treatment plant/processing unit. If any innovative
approach is decided by Rapar Nagarpalika then the bidder prescribes work accordingly
for the waste shall be collected from such places by allotting a vehicle and disposed
/handed as directed by the Rapar Nagarpalika.
25. No garden waste shall be collected in closed body vehicle.
26. In the Rapar Nagarpalika given to successful bidder for this work, if any selected
locality/ slum or similar area Rapar Nagarpalika wish to allot/ has allotted to special group
/ NGO / Mandal, successful bidder will not carryout work in such area. Decision of Rapar
Nagarpalika will be final & biding to all.
The Rapar Nagarpalika reserves the right to carry out inspection, as and when required of the
various locations where work is in progress, without intimating the contractor. Any short coming
found during inspection shall have to be attended immediately by the contractor or his supervisor.
However, continuous short comings shall invite the penalties from the contractor. The penalties
imposed on the contractor, shall be recovered from the monthly bill. The Rapar Nagarpalika
reserves the right to treat continuous short comings as “Deficiency of Service” and terminate the
Contract with immediate effect. All materials of standard quality and confirming to IS Code shall be
utilized for this project.
