A. Design Engineering including soil testing, Geo Technical Survey, Contouring, Demarcation of land, Preparation of technical estimate, BOQ , Development of Tender Document with related drawings and Specifications for Work. ___________________________________________________________________________________________________________________________ B. Development of Construction Drawings (including foundation footing etc.) for entire facilities to be developed i.e. Land Development through Filling and Compaction, Construction of Internal Roads, Drainage System, Culverts etc, Main Gate, Engineering Store with Maintenance Shed, Administrative Office, Security Room, Boundary Wall, Workers Rest Shelter, Raw material Store, Occupational Health Center, Water Storage and Service Facility and rain water Harvesting for all Buildings. ____________________________________________________________________________________________________________________________C. Carrying out Electrical audit of the existing plant by a Competent person (Having Valid Electrical License) in this regard and thereby preparing Design, Drawing, Estimation and BOQ for development of electrification system such as PMCC / MCC, lighting and capacitor panel, Power & Control Cables, Electrical FLP Fittings, Electrification work, Earthing & Lightening Protection System, Illumination (High Mast Lights/Street Lights) on the said land in conformity with the existing plant. ____________________________________________________________________________________________________________________________ D. Construction Management : i. Continuous supervision at site for all civil works by technical supervisor (Having minimum qualification of Diploma in civil engineering with at least three years work experience) from the date of commencement of work or as per the advice of plant in-charge . ii. Fortnightly overall work supervision by the consultant himself or his authorized competent person with equivalent OR higher experience than the person mentioned at para-i. iii. Testing and Quality certification of all civil jobs. iv. Review of contractor’s progress of work, and fortnightly report submission. v. The consultant will certify the work executed along with recording measurement of day to day work executed. The monthly RA (running account) bill payable to the construction agency has to be certified with reference to the document submitted by contractor within 3 Days of their submission. vi. The consultant shall have liberty to give directions to the construction agency / contractor to stop the work if the work is improper or and of inferior quality after obtaining prior approval from plant in-Charge of IOCL. However, the consultant shall be responsible for monitoring the progress and completion of all civil & structural works as per time schedule. vii. All documents pertaining to the construction including periodical bills, progress reports, final bill etc are to be signed by the consultant or his authorized representative. The work of the consultant shall be deemed to be completed after inspection and approval of the facilities by the PESO / Statutory authorities. ____________________________________________________________________________________________________________________________ E. The consultant shall prepare as-built drawings after completion of the project work highlighting the change in design, specification and location if any and also issue project completion & structural stability certificate by Chartered Engineer as required under relevant statutory provisions. This activity shall be completed as soon as possible but within 15 days of completion of all the Civil & Structural work by the construction vendor.
