Special Eligibility Criteria

   The bidder shall have : 1.Successfully executed at least one similar OCEMS/STP instrumentation work in a Government Department/PSU/Railway. 2.OEM authorization for all analyzers. 3.Valid calibration support in India. 4.Service support within 48 hours. 5.Availability of spares for at least 10 years. 6.The firm shall have an support office in Tamilnadu. Please refer Clause No.11 of attached Technical Specification.

   Offers from the original equipment manufacturers or their authorised dealers only will be acceptable. Dealers should submit OEM authorization certificate along with offer or else their offer is liable to be rejected.

   As per Public procurement (Preference to Make in India) order 2017, as amended,tendered item is to be procured from Class-I and Class-II Local Suppliers only and the vendors who do not qualify to be Class-I and Class-II Local Suppliers should not quote in the tender as their offers shall not be considered for any ordering

   Public Procurement (Preference to Make in India) policy is applicable as per Clause 16 of Section-I of ICF Bid Document. The procurement shall be done in accordance with the extant instruction of DPIIT (Department of Promotion of Industry and Internal Trade) for Make in India policy.

   Bid Securing Declaration: I/we hereby understand and accept that if I/ we withdraw or modify my/ our bids during the period of validity, or if I/ we are awarded the contract and on being called upon to submit the performance security/ Security Deposit, fail to submit the performance security/ Security Deposit before the deadline defined in the request for bid document/ Notice Inviting Tender/Tender document, we shall be debarred from exemption of submitting Bid Security/ Earnest Money Deposit and performance security/ Security Deposit for a period of 6 (six) months from the date I/we are declared disqualified from exemption from submission of EMD/SD, for all tenders for procurement of goods issued by any unit of Indian Railways published during this period.

   Earnest Money Deposit (EMD) : (i). Regarding EMD, please refer to clause 6.1 of section I Instructions to tenderer of ICF Bid Document attached to the tender. Tenderers seeking exemption from payment of EMD must upload the requisite documentary evidence in support of their claim for exemption from payment of EMD alongwith the offer. (ii). Traders/distributors/sole agent/works contract are not exempted from payment of EMD as they are excluded from the purview of the MSE policy. (iii) In reference to condition No.6.1(vi) of section I of ICF Bid Document, the exemption of EMD is applicable only to the vendors having current and valid registration with Zonal Railways/Production Units for any of these trade Group 6579 (trade groups to be mentioned). Firm should submit valid registration certificate for proof.

    (i) In case of MSE firm willing to claim the benefits under Public Procurement Policy (Preferenceto MSE) order 2012, the firm should upload with their offer, the proof of their being MSE registered with the agency mentioned in clause 13.1 of section-I of ICF Bid document, failing which such offers will not be liable for consideration of benefits detailed in para 13.3 of section-I of ICF Bid document. (ii) As per Gazette notification no. S.O.4926(E) dated 18.10.2022 amending notification no. S.O.2119(E) dated 26.06.2020 circulated vide Railway Board letter no. 2020/RS(G)/363/1 dated 03.11.2022 regarding re-classification of enterprises and Udyam registration, " In case of an upward change in terms of plant and machinery or equipment or turnover or both, and consequent reclassification, an enterprise shall continue to avail of all non- tax benefits of the category it was in before the re-classification, for a period of three years from the date of such upward change." In such cases, the tenderer claiming such benefits shall submit necessary documentary evidence along with offer. (iii) Tenderers shall upload Udyam Registration detail showing that the enterprise is owned by Scheduled Castes (SC)/ Scheduled Tribes (ST)/ women entrepreneurs to claim the benefit under this subclassification.

    Other Terms & Conditions : 1. weight and Measures of OCEMS(BOD, COD,TSS, Ph Analysis) to be certified whether as per TNPCB -s norms, which is essential 2. The following are found essential features for meeting TNPCB s Norms. They are, a). Sample handling devices. b). Sample handling Pump. c). Hardware for connectivity. d). Software for connectivity for TNPCB & CPCB. e).TNPCB server renewal after 1 year. f)Every quarter, the Flow meter to be calibrated as per TNPCB s Norms. g)Control command center 24/7 to monitor the data. h). Auto-cleaning mechanism for UV System. i). RS485 for both electro magnetic flow meter and BOD, COD, TSS, Ph Analyzers. j). Empty pipe detecting system and dry running protection system to be built in Flow meter. k ). Life of the Flow meter to be indicated in the display. l) 0.1m/s velocity measurement to support low flow to gravity flow to be ensured. AMC to be adopted after the warranty period of 2 years from the date of installation.

    AMC : Firm should quote separately for 2 y e a r s Annual Maintenance Contract value year wise after warranty period without fail. break-up of AMC charges year wise shall be furnished. Evaluation and inter se ranking shall be based on all inclusive rate of supply, installation, commissioning and AMC charges put together, duly applying the " CALCULATION FOR AMC CHARGES" (as per sheet attached). However AMC charge will not be part of purchase order. AMC charges will be mentioned in remarks column of purchase order. If required, after the end of warranty period user department will enter to AMC agreement with firm at pre defined AMC charges which are mentioned in remarks column of purchase order.     Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.
