The bidder / agency should have provided the services of drivers fir heavy vehicles to reputed organizations like ESCOMs/KPTCL/ any Govt. utilities/PSUs amounting to Rs. 31.41 lakhs (50 percentage of the amount put to tender) in a single contract order in any one year during the preceding 05 financial years i.e., 2020 21 to 2024 25. Note 1. The value of the completed works shall be given a weight of 10 percentage per year to bring them to the price level of the FY in which the tenders are invited i.e., FY 2025 26. 2. Work carried out under sub contract will not be considered. 3. For the assessment, the date of completion will be considered. Scanned copy of the 1. DWA/Work Awards /contract award/ work entrustment order copies 2. Contract value of Work awards (Rs.in Lakhs), 3. Actual expenditure of project after completion (Rs.in Lakhs), Financial year wise. 4. Actual date of completion.5. Satisfactory Work completion certificate issued by an officer not below the rank of Executive Engineer or equivalent Officer of the concerned ESCOMs/KPTCL/ any Govt. utilities/PSUs to be uploaded.
The bidder / agency should have provided at least 80 percentage (19 Nos) of Gangmen services in a single contract/work order to ESCOMs/KPTCL/ any Govt. organisations in Karnataka to carryout works like Jungle cutting, HT/LT line maintenance works for a minimum continous period of six months during any one year of the last 05 financial years i.e., 2020 21 to 2024 25. Total nos of manpower services provided in Contract Work awards Financial year wise. 4. Actual date of completion.5. Satisfactory Work completion certificate issued by an officer not below the rank of Executive Engineer or equivalent Officer of the concerned ESCOMs/KPTCL/ any Govt. utilities/PSUs to be uploaded.
The bidder should have achieved in at least Two financial years an average annual financial turnover of Rs.62.82 lakhs (Usually not less than amount put to tender during the last Five years (i.e., FY 2020 21 to FY 2024 25). Note Updated to FY 2025 26. The financial turnover shall be given a weight of 10 percentage per year to bring them to the price level to FY 2025 26. Copies of the audited Annual Accounts statements such as P L statement, Balance sheets for the respective FYs shall be uploaded. Duly signed by the Registered Charted Accountant (PIN must be mentioned) shall be uploaded. For the certificates UDIN is mandatory.
The liquid assets as on 30.04.2026 or later date before submission of the bid (cash at bank plus term deposits plus availability of fund based credit facility in any Nationalized / Scheduled commercial bank) shall not be less than 30 percentage of the amount put to tender (Rs.18.85 lakhs) shall be uploaded. The banker certificate should be valid upto 03 months from the date of issue of certificate and indicate the sanctioned amount, amount utilized and balance available. The cash at Bank and term deposits with the Bank as on the date of bid submission shall be supported by the certificate issued by a Bank. The availability of fund based credit facility shall be supported by a certificate issued by the Nationalized / Scheduled commercial Bank with whom the bidder has the banking facility as per annexure 6 in the bid document to be uploaded.
The Bidder should be in existence as any of the following a)Company incorporated in India under the Companies Act, 1956/2013 including any amendment thereto b)LLP incorporated in India under the Limited Liability Partnership (LLP) Act, 2008 including any amendment thereto c) Partnership Firm under Partnership Act, 1932 in India d)Sole Proprietorship Concern 1)Certificate of Incorporation issued by Registrar of Companies as per Companies Act 1956/2013 along with Memorandum of Association and Articles of Association of the Company. 2) Declaration from Directors of the Company in MBP 1 Form, stating that they are not disqualified to be a Director of the Company along with the list of Companies in which they are Directors as on the date of inviting tender (s). 3)Certification of Incorporation issued by Registrar of Companies as per LLP Act 2008. 4)Limited Liability Partnership Agreement of LLP. 5)Partnership Deed, GST Registration Certificate.6) Shops Establishment Registration Certificate, as applicable. 7)PAN/GST Registration Certificate.
The bidder shall possess the ESI registration certificate in the name of the bidder Original scanned copies of valid ESI registration certificates in the name of bidder to be uploaded.

The bidder should have valid ISO 45001 2018 certificate as on the date of the tender. Original scanned copies of valid ISO 45001 2018 certificate to be uploaded.
The bidder should upload Form of tender as on the date of the tender. The self declaration for as per annexure 1 in their letter head clearly indicate the tender enquiry number date on which declaration is done to be uploaded.
Even though the Bidders meet the above criteria, they are subject to be disqualified if they have i)made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements and/or ii) record of poor performance such as abandoning the service, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures etc.and/or iii) Participated in the previous Tender for the same service and had quoted unreasonably high tender prices and could not furnish rational justification. and/or iv) Blacklisted due to non performance in execution of service by any DISCOMs/ Public sector undertakings (PSUs)/Govt. departments as on date of bid submission.and/or v) Defaulted/short closed due to non performance in execution of service against the order placed by any DISCOMs/ Public sector undertakings (PSUs)/Govt. departments as on date of bid submission.vi) The information with regard to the assessment of the available tender capacity furnished is correct. Copy of the self declaration on notarized stamp paper of Rs.500.00 as per annexure 2 in the bid document to be uploaded. The self declaration shall clearly indicate the tender enquiry number and date on which declaration is done.
Any Bidder from a country, which shares a land with India, will be eligible to bid in this tender only if the Bidder is registered with the Competent Authority. (As per Government Order No. FD 455 Exp 12/2020 dated 25.08.2020.) A certificate for having read the clauses is required to be submitted/uploaded by the Bidder separately in the following format.I have read the clause regarding restrictions on procurement from a Bidder of a country, which shares a land border with India. I certify that this Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Bidder fulfills all requirements in this regard and is eligible to be considered. (Where applicable, evidence of valid registration by the Competent Authority shall be attached.) VOLUME1, SECTION-IV
Bangalore Electricity Supply Company Limited
Tender No: BESCOM/2026-27/SEO466 for providing 23 numbers of Lorry drivers on temporary basis through an outsource agency to various offices of Davangere Circle, BESCOM in Chitradurga Zonal jurisdiction, BESCOM for a period of one year.
QUALIFYING REQUIREMENT DETAILS
The essential minimum qualifying requirements are as under:

QR Nos TECHNICAL CRITERIA: Documents shall be uploaded
1 The Bidder should be in existence as any of the following: a) Company incorporated in India under the Companies Act, 1956/2013 including any amendment thereto; b) LLP incorporated in India under the Limited Liability Partnership (LLP) Act, 2008 including any amendment thereto; c) Partnership Firm under Partnership Act, 1932 in India; d) Sole Proprietorship Concern 1) Certificate of Incorporation issued by Registrar of Companies as per Companies Act 1956/2013 along with Memorandum of Association and Articles of Association of the Company. 2) Declaration from Directors of the Company in MBP-1 Form, stating that they are not disqualified to be a Director of the Company along with the list of Companies in which they are Directors as on the date of inviting tender (s). 3) Certification of Incorporation issued by Registrar of Companies as per LLP Act 2008. 4) Limited Liability Partnership Agreement of LLP. 5) Partnership Deed, GST Registration Certificate. 6) Shops & Establishment Registration Certificate, as applicable. PAN/GST Registration Certificate
2 The bidder shall possess the ESI registration certificate in the name of the bidder Original scanned copies of valid ESI registration certificates in the name of bidder to be uploaded.
3 The bidder shall possess the EPF registration certificate in the name of the bidder Original scanned copies of valid EPF registration certificates in the name of bidder to be uploaded.
4 The bidder shall possess the PAN registration certificate in the name of the bidder Original scanned copies of valid PAN registration certificates in the name of bidder to be uploaded.
5 The bidder shall possess the GST registration certificate in the name of the bidder Original scanned copies of valid GST registration certificates in the name of bidder to be uploaded.
6 a) The bidder/agency should have a valid ‘Registration certificate of Establishment’ issued by the Department of Labour, Government of Karnataka as per Labour Act i.e., Form ‘C’ Nature of business should be Manpower supply. b) The bidder’s registered office should be in Karnataka. a)‘Registration certificate of Establishment’ issued by the Department of Labour, Government of Karnataka as per Labour Act i.e., Form ‘C’. Nature of business should be Manpower supply to be uploaded. b) The self declaration for bidder registered office address proof shall be uploaded in their letter head clearly indicate the tender enquiry number & date on which declaration is done.
7 The bidder should have valid ISO: 45001:2018 certificate as on the date of the tender Original scanned copies of valid ISO: 45001:2018 certificate to be uploaded.
8 The bidder should upload Form of tender as on the date of the tender The self declaration for as per annexure-I in their letter head clearly indicate the tender enquiry number & date on which declaration is done to be uploaded.
9 Even though the Bidders meet the above criteria, they are subject to be disqualified if they have: i) made misleading or false representations in the forms, statements and attachments submitted in proof of the qualification requirements; and/or ii) record of poor performance such as abandoning the service, not properly completing the contract, inordinate delays in completion, litigation history, or financial failures etc.; and/or iii) Participated in the previous Tender for the same service and had quoted unreasonably high tender prices and could not furnish rational justification. and/or iv) Blacklisted due to non-performance in execution of service by any DISCOMs/ Public sector undertakings (PSU’s)/Govt. departments as on date of bid submission. and/or v) Defaulted/short closed due to non- performance in execution of service against the order placed by any DISCOMs/ Public sector undertakings (PSU’s)/Govt. departments as on date of bid submission. vi) The information with regard to the assessment of the available tender capacity furnished is correct. Copy of the self declaration on notarized stamp paper of Rs.500/- as per annexure-II in the bid document to be uploaded. The self declaration shall clearly indicate the tender enquiry number and date on which declaration is done.
10 Any Bidder from a country, which shares a land with India, will be eligible to bid in this tender only if the Bidder is registered with the Competent Authority. (As per Government Order No. FD 455 Exp-12/2020 dated 25.08.2020.) A certificate for having read the clauses is required to be submitted/uploaded by the Bidder separately in the following format. “I have read the clause regarding restrictions on procurement from a Bidder of a country, which shares a land border with India. I certify that this Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Bidder fulfills all requirements in this regard and is eligible to be considered. (Where applicable, evidence of valid registration by the Competent Authority shall be attached.)” A certificate for having read the clauses is required to be submitted/uploaded by the Bidder separately in the following format. “I have read the clause regarding restrictions on procurement from a Bidder of a country, which shares a land border with India. I certify that this Bidder is not from such a country or, if from such a country, has been registered with the Competent Authority. I hereby certify that this Bidder fulfills all requirements in this regard and is eligible to be considered. (Where applicable, evidence of valid registration by the Competent Authority shall be attached.)” Copy of the self-declaration on notarized stamp paper of Rs.500/- as per annexure-III in the bid document to be uploaded. If the Bidder from a country which shares a land with India, Registration certificate issued by the competent authority shall be uploaded. The self-declaration shall clearly indicate the tender enquiry number and date on which declaration is done.
11 The bidder should upload Proforma of Letter of Undertaking as on the date of the tender Copy of the self declaration on notarized stamp paper of Rs.500/- as per annexure-IV in the bid document to be uploaded. The self declaration shall clearly indicate the tender enquiry number and date on which declaration is done.
12 The bidder should upload Proforma of No Deviation certificate as on the date of the tender The self declaration for as per annexure-V in their letter head clearly indicate the tender enquiry number & date on which declaration is done to be uploaded.
13 The bidder / agency should have provided the services of drivers for Heavy Vehicles to reputed organizations like ESCOMs/KPTCL/ any Govt. utilities/PSUs amounting to Rs. 31.40 lakhs (50% of the amount put to tender) in a single contract order in any one year during the preceding 05 financial years i.e., 2020-21 to 2024-25. Note: 1. The value of the completed works shall be given a weight of 10% per year to bring them to the price level of the FY in which the tenders are invited i.e., FY 2025-26. 2. Work carried out under sub-contract will not be considered. 3. For the assessment, the date of completion will be considered. Scanned copy of the 1. DWA/Work Awards /contract award/ work entrustment order copies 2. Contract value of Work awards (Rs.in Lakhs), 3. Actual expenditure of project after completion (Rs.in Lakhs), Financial year wise. 4. Actual date of completion. 5. Satisfactory Work completion certificate issued by an officer not below the rank of Executive Engineer or equivalent Officer of the concerned ESCOMs/KPTCL/ any Govt. utilities/PSUs to be uploaded.
14 TThe bidder / agency should have provided at least 80% (19 Nos) of the tendered quantity of drivers for Heavy Vehicles to reputed organizations like ESCOMs/KPTCL/ any Govt. utilities/PSUs, in a Single Contract Order in any one year of the last 05 financial years i.e., 2020-21 to 2024-25. Scanned copy of the 1. DWA/Work Awards /contract award/ work entrustment order copies 2. Total nos of manpower services i.e Drivers in Contract Work awards 3. Total nos of manpower services i.e Drivers provided in Contract Work awards Financial year wise. 4. Actual date of completion. 5. Satisfactory Work completion certificate issued by an officer not below the rank of Executive Engineer or equivalent Officer of the concerned ESCOMs/KPTCL/ any Govt. utilities/PSUs to be uploaded.
FINANCIAL CRITERIA:
15 The bidder should have achieved in at least Two financial years average anual financial turnover of Rs.62.82 lakhs (Usually not less than amount put to tender during the last Five years (i.e., FY 2020-21 to FY 2024-25). Note: Updated to FY 2025-26. The financial turnover shall be given a weight of 10% per year to bring them to the price level to FY 2025-26. Copies of the audited Annual Accounts statements such as P&L statement, Balance sheets for the respective FYs shall be uploaded. Duly signed by the Registered Charted Accountant (PIN must be mentioned) shall be uploaded. For the certificates UDIN is mandatory.
16 The liquid assets as on 30.04.2026 or later date before submission of the bid (cash at bank + term deposits + availability of fund based credit facility in any Nationalized / Scheduled commercial bank) shall not be less than 30% of the amount put to tender (Rs.18.85 lakhs) shall be uploaded. The banker certificate should be valid upto 03 months from the date of issue of certificate and indicate the sanctioned amount, amount utilized and balance available. The cash at Bank and term deposits with the Bank as on the date of bid submission shall be supported by the certificate issued by a Bank. The availability of fund based credit facility shall be supported by a certificate issued by the Nationalized / Scheduled commercial Bank with whom the bidder has the banking facility as per annexure-VI in the bid document to be uploaded.
