Manning of Railway owened 04 Nos. Traction Sub-Station at PRR, CDGR,INS & BQA and 02 nos. Feeding Post at PEH and RKI of Adra Division of S.E.Railway for Two Years.

Financial standing: The Bidders shall be qualified only if they have minimum financial capabilities as below: (i)T-1Financial Turnover: The bidder should have an aggregate financial turnover not less than 1.5 times the advertised Bid value during the last three previous financial years and in the current financial year turnover certified by chartered accountant with her stamp,signature and membership number shall be considered.

(ii)T-2 Liquidity:The bidder should have access to or has available liquid assets, lines of creditand other financial means to meet cashflow that is valued at 5% of the estimated bid value net of applicant's commitments for other contracts. The audited balance sheet and/or banking reference certified by Chartered Accountant with his/her stamp,signature and membership numbershall be submitted by the bidder along with bid. Banking references should contain in clear terms the amount that bank will be in a position to lend for this work to the applicant/member of the joint venture/consortium. In case the Net Current Assets (as seen from the Balance Sheets) are negative, only the Banking references will be considered.Otherwise the aggregate of the Net Current Assets and submitted Banking references will be considered for working out the liquidity. The banking references should be from a Scheduled Bank in India and it should not be more than 3 months old as on date of submission of bids. In case of JV firms overall liquidity of JV firm shall be assessed by arithmetic sum of liquidityof all members of JV.

Work Experience: The bidder should have satisfactorily completed in the last three financial years and the current financial year upto the date of opening of the tender, one similar single service contract for a minimum value of 35% of advertised value of the bid. Completed Service Contract includes on going Service Contract subject to payment of bills amounting to at least 35% of the advertised value of the bid. (AuthorityPara 2.6.1.1 of GCC for Services,2018)

Definition of Similar nature of work:- "Work pertaining to Manning/Deployment of staff (with minimum technical qualification of ITI in Electrical trade) for operation of any Electrical installations of 25kV and above OR Work experience for erection and commissioning of 132 KV or higher rating Sub-station and having staff with minimum technical qualification of ITI in electrical trade" in any PSU/Govt. Organization.

The Tenderer must have the valid Electric Contractor License and electrical Supervisory License certificate from the state Govt./ Central Govt. for working in 25 KV or more than 25 KV system

Contractor shall submit valid labour license, EPF, ESI registration No. etc as per rule of Ministry of Labour & Employment, Govt. of India.

Tenderers are required to upload copy of Permanent Account Number, GST registration & Mandate.

Documents to be Submitted Along withTender The tenderer shall clearlyspecify whether the tender is submittedon his own (Proprietary Firm) or onbehalf of a Partnership Firm / Company/ Joint Venture (JV) / RegisteredSociety / Registered Trust / HinduUndivided Family (HUF) / LimitedLiability Partnership (LLP) etc. The tenderer(s) shall enclose the attested copies of the constitution of their concern, and copy of PAN Card alongwith their tender. Tender Documents in such cases are to be signed by such persons as may be legally competent to sign them on behalf of the firm,company, association, trust or society,as the case may be. (ii) It shall be mandatory for the tenderer to submit documents as per clause 17 of SERVICE GCC 2018 upto-date correction slip as per nature of the firm.

Please enter the percentage of local content in the material being offered. Please enter 0 for fully imported items, and 100 for fully indigenous items. The definition and calculation of local content shall be in accordance with the Make in India policy as incorporated in the tender conditions.

The Earnest Money should be paid through online payment only as per the Payment Gateway provided in the IREPS website.Manual payment of EMD and cost of tender document is not allowed. In case the tenderer withdraws his offer within the validity period of his offer or fails to undertake the contract after acceptance of his tender the full earnest moneyshall be forfeited. If the tender is accepted the amount of earnest money will be retained and adjusted as security deposit for the due and faithful fulfillment of the contract. The earnest money of the unsuccessful tenderers shall saveas here-in-before provided be returned to the unsuccessful tenderers within a reasonable time but the Railway shall not be responsible for any loss or depreciation that my happen tothe security for the due performance of the stipulation to keep the offer open for the periods pecified in the tender documents or to the earnest money while in their possession nor be liable to pay interest thereon.

Reduce the Performance Guarantee for services contracts, as given in para 4.11 of GCC fors ervices, from 10% to 5% vide letterno.2017/EnHM/25/11 Dated: 24.05.2024.

All the condition mentioned in GCC-2018 (service contract) are applicable for the instant work.

The tenderer may opt for Letter of Credit as a mode of payment in terms of Railway Board letter no. 2018/CE-I/CT/9 , dtd 04.06.2018

Clarification required by the tenderer may be obtained from the office of the Sr. Divisional Electrical Engineer (TRD), Adra or as prescribed.

RESULTS OF TENDER : The acceptance of the tender will rest with Sr. Divisional Electrical Engineer (TRD), S.E.Railway, Adra for and on behalf of the president of India who reserves the right to decide the tender amongst more than one tenderer, if deemed necessary and also to reject any or all tenders received without assigning any reasons and does not bind himself to accept the lowest or any tender.

RAILWAY PASSES: No free Railway passes will be issued for the contractor

TERMS OF PAYMENT:(i) Subject to any deduction or recoveries which the purchaser may be entitled to make under the contract, the contractor shall unless otherwise agreed to be entitled to get the payments subject to conditions stipulated in the subsequent clauses.(ii) Payment will be arranged by Sr. Divisional Finance Manager, S.E.Railway, Adra for the bills submitted to Sr. Divisional Electrical Engineer (TRD)/Adra, through Depot-in-charge, subject to following :- i) Execution of indemnity bond on stamp duty in case of any materials taken by contractor from Railways. (ii) The bills for payment should accompany a copy of penalty imposed during the execution of the work for which payment is claimed and clearing certificate from the Depot-incharges, indicating the successful job completed by tenderer.On account payment to the extent of 100% will be made quarterly on the total unit price of such items included in the schedule of prices and executed in terms of this contract for which Sr. Divisional Electrical Engineer (TRD), S. E. Railway, Adra considers appropriate and acceptable to make the on account payment.

Weekly Rest: The contractor shall also provide weekly rest on staggered basis to all workers and comply with all other provision of the law.

The quoted rate should with GST at the rate of18%.

All works are to be done as per instruction by the Engineer-in- charge or his authorised representative and as per their direction only.
