Requiredbidder should have satisfactorily completed Not less than 90 percent of the contract value as Prime Contractor at least one similar nature of work value not less than 50 percent of the amount put to tender i.e. for Rs.14.98 Lakhs in the last five years i.e. from 2020-21 to 2024-25. Additional Weight age of 10 percent per annum will be given for the cost of work to bring it to 2025-26 level.

Eligibility Criteria

Contractors Registration certificate enrolled under KPWD (Active in the period) (For work 1 KPWD Class- IV & Above and For work 2 KPWD Class III & Above)

Bidders shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by Government of Karnataka

The Income tax returns filed duly mentioning PAN No., for the financial year 2024-25 (assessment year 2025-26)

It shall be the responsibility of the Bidder to ensure credit of Tender Processing Fee and EMD into the respective receiving bank accounts of e-Procurement on or before the last date and time of bid submission.

EMD Payments through e-Payment mode shall be made as one single transaction and payments made in part are liable for rejection.

Employees provident fund (EPF) registration certificate

A copy of the GST Certificate /Provisional GST Certificate.

The intending bidder should have satisfactorily completed (Not less than 90% of the contract value) as Prime Contractor at least one similar nature of work value not less than 50% of the amount put to tender i.e., for Rs.14.98 Lakhs (for work No.-2 only) in the last five years i.e., from 2020-21 to 2024-25. Additional Weight age of 10% per annum will be given for the cost of work to bring it to 2025-26 level. Work done Certificate obtained from the Officer not below the rank of Executive Engineer of concerned division shall be uploaded and counter signed by Superintending Engineer of concerned circle.

Audited Profit and Loss account statement certified by a practicing Chartered Accountant duly mentioning the UDI number along with copy of Income Tax returns filed for the years indicated above should be furnished. The annual turnover of previous years shall be updated to 2025-26 at 10% per annum.

BID CAPACITY The tenderers who meet the above specified minimum qualifying criteria, will only be qualified, if their available tender capacity is more than the total tender value the available tender Capacity will be calculated as under Assessed available tender Capacity (AxNx2.5-B) Where A is Maximum value of civil engineering works Executed in any one year during the last five years updated to 2025-26 price level taking into account the completed as well as works in progress. N is Number of years prescribed for completion of the works for which tenders are invited. B Value, at 2025-26 price level, of existing commitments and on-going works to be completed during the next (Period of completion of the works for which tenders are invited)

Note The statements showing the value of existing commitments and on-going works as well as the stipulated period of completion remaining for each of the works listed should be countersigned by the Employer in charge, not below the rank of an Executive Engineer or equivalent.

The intending bidders are advised to visit the site of work before submission of the tenders.

If the percentage quoted by contractor for the work is below Ninety percent (90%) of the amount put to tender (updated cost as per CSR) then the successful contractor shall furnish an additional performance security in the form of Bank Guarantee for minimum period of 1 year, for an amount equivalent to the difference between the cost as per quoted percentage and Ninety percent (90%) of the amount put to tender (updated cost as per CSR) before executing the agreement. In case of contractor quoting the percentage above One Hundred and ten percent (110%) of the amount put to tender (updated cost as per CSR) then the amount over and above One Hundred and Ten percent (110%) of the amount put to tender (updated cost as per CSR) will be withheld during the progress of work.

The necessary certificates / documents in support of eligibility criteria fulfilled as stipulated shall be scanned and attached to e-tender document. The Original certificates/documents shall be produced on or before stipulated date and time for verification. Scanned signature of the bidder/authorized representative of the bidder shall be attached while up loading bid document.

If any of the dates mentioned above happens to be a general holiday, the next working day holds good.

Conditional tenders are liable to be rejected. The officer competent to accept the tender shall have the right to reject any or all the tenders without assigning any reason whatsoever.

The contractor will have to make their own arrangements for all the machinery necessary for the works.

Corrigendum will be published in web site for all modifications/corrections if any.

The intending bidders should note that, if any of lands either in part/parts or whole required for the work is not acquired by the Nigam, it shall be the responsibility of the bidder to take possession of such land and start the work by the consent of the land owners before commencement of work at no extra cost to the Nigam and no claim whatsoever relating to non availability of land would be entertained.

The contractor should mention their recent correct postal address, e-mail address and Contact Number in the declaration form.

Incomplete tender documents will be rejected.

All the materials like steel, cement etc., required for the above work should be procured by the contractor only at his own cost. And these materials will have to be got tested by the competent authority before put to use.

The Contractor shall send authorization letter for their representative duly attesting their signature.

As per the Karnataka building and other construction workers welfare cess act 1996, 1.00% of the bill amount will be deducted from the bills.

Tenders will be opened on the due date in presence of the contractor or their Authorized representatives.

The contractors should adhere to the accepted action plan submitted by him under any circumstances without linking to the pending bill payment of the work.

Typo-graphical errors if any will not be the ground for any claims by the Contractor.

Tendering by the joint venture will not be allowed.

The contractor should furnish the name of the individual /firm with address and Telephone numbers with place of registration, year of incorporation etc.

The tender processing charges paid by the bidders are not refundable even if the tenders are cancelled.

Royalty on construction materials and other taxes will be deducted as per prevailing Government orders.

Regarding deduction of Royalty charges for procurement of all materials required for the work- the guidelines issued by the Government Letter No.: WRD 93 VBYE 2024 Dated: 18.07.2025 and Managing Director, KNNL, Bangalore vide letter No.: 2526 Dated: 12.08.2025. are to be strictly followed.

The tenderer has to make his own arrangement for procurement of all materials required for the work. There is no departmental supply of materials. Contractor should procure only ISI mark materials and submit necessary quality control certificates from the authorized quality control authority, before execution.

Sub leasing of work in any form is prohibited.

No quarries are approved by KNNL for materials. The quarries considered are for the estimate purpose only. The intending bidders shall visit the site, identify the quarries, as certain availability for the quantity and quality of the materials required for the work and shall quote his rates accordingly. No extra claim whatsoever will be entertained in this regard.

On account of restrictions on sand mining and scarcity of availability of sand, as an alternative the use of Manufacture Sand (M sand) may be allowed during the remodeling work at no cost/implication with written approval from the competent authority.

The rates include all lead and lifts and work shall be carried out as per instruction of Engineer in charge. All specification are as per relevant IS codes in vogue and Indian Road Congress. The rates for the specification in the schedule B includes all lead and lifts irrespective of the distance and height, no extra claim will be entertained for additional lead and lifts.

If Nigam wishes to engage third party inspecting agency for the said work, apart from the quality Control authorities and field tests of Nigam, the Contractor should co-operate with the third party and quality control authorities.

The Agency should establish field laboratory at his cost with requirement, or as stipulated in the Agreement.

The tender inviting authority has got right either accepting tender or rejecting the tender without assigning any reasons.

The validity period of EMD shall be for a minimum period of 225 days from the date of opening of the tenders.

EMD of unsuccessful bidders will be refunded only after the acceptance of tenders by the competent authority.

EMD of successful bidders will be refunded only after the Conclusion of Tenders by competent authority. Security deposit will be refunded after the completion of Mentainance period.

The amount put to tender is exclusive of GST. The contractor shall quote the rate exclusive of GST.

GST shall be paid to the tender amount as per prevailing Government orders.
