Supply, Installation, Testing and Commissioning of Integrated Tunnel Communication Systems, OFC/quad/leaky cable , provision of Emergency Call Points etc in tunnels and stations in connection with doubling of GNT-GTL line in DMT-CMZ & CMZ-GZL section of GNT Division of South Central Railway

The tenderer must have minimum average annual contractual turnover of V/N or 'V' whichever is less; where V= Advertised value of the tender in crores of Rupees. N= Number of years prescribed for completion of work for which bids have been invited. The average annual contractual turnover shall be calculated as an average of " total contractual payments" in the previous three financial years, as per the audited balance sheet. However, in case balance sheet of the previous year is yet to be prepared/audited,, the audited balance sheet of the fourth previous year shall be considered for calculating average annual contractual turnover. The tenderers shall submit requisite information as per Annexure-VIB, along with copies of audited Balance sheets duly certified b the chartered accountant/Certificate from chartered accountant duly supported by Audited Balance sheet

(a) The tenderer must have successfully completed or substantially completed any one of the following categories of work(s) during last 07 (seven) years, ending last day of month previous to the one in which tender is invited: (i) Three similar works each costing not less than the amount equal to 30% of advertised value of the tender, or (ii) Two similar works each costing not less than the amount equal to 40% of advertised value of the tender, or (iii) One similar work costing not less than the amount equal to 60% of advertised value of the tender. Similar nature of work for this work is defined vide Lr. No: SCR-HQOSNT(TEND)/6/2019 (e 35515, Dt: 20.04.2026 as: Any telecom work for provision of communication through Leaky coaxial cable of OFC or Radio system Or Any work for provision of communication inside tunnels.

In case the Tenderer is a Partnership Firm, uploading of scanned copies of: [i] Notary certified copy of the Partnership deed or Partnership deed duly attested by Gazetted officer. [ii] Power of Attorney in favour of one of the partners to act on behalf of the firm [only if such a power is not delegated in partnership deed itself] and to enter into liability by signing the tender / agreement

In case the Tenderer is a Private Limited / Limited Company, uploading of scanned copies of the following documents: [i] Notary certified copy of Resolution of the Directors of the Company authorizing one of the Directors/Managers of the company to act on behalf of the company. [ii] Copy of Memorandum and Articles of Association of the Company. [iii] Power of Attorney by the Company authorizing the person to act as per [i] above[if such authority is not already delegated in the resolution of directors].

Uploading of Declaration regarding Employment of Retired Engineer/Retired Railway Officer as per clause no.17 of Part-I of IRSGCC. [in the format attached in - Documents]

Uploading of NEFT FORM as per the format attached with the tender document.

Uploading of Method statement.

Uploading of Details of Personnel to be deployed on work as per the format attached to the tender document.

Uploading of Statement Showing the particulars of Works on Hand Works Completed as per the format attached to the tender document.

Up Loading of Details of Plant and Machinery to be deployed on Work as per the Format attached to the Tender Document.

The prescribed cost of Bid security through gate way or bank guarantee validity as informed in the tender document.

Uploading of Certificate in support of Technical Eligibility as informed in the tender document

Submission of Certificate in support of Financial Eligibility as informed in the tender document

Uploading of certificate by local suppliers in regard to meeting the Minimum Local Content requirement to avail benefits under Public Procurement Policy Order-2017 (A) for procurement order of value less than Rs. 10 crores: selfcertificate in accordance with Para-9(a) of Public Procurement (Preference to Make in India) Order 2017. (B) For Procurement Order of value more than Rs. 10 crores, the certificate from Statutory auditor/cost auditor/practicing CA as the case may be in accordance with Para-9(b) of Public Procurement (Preference to Make in India) Order 2017.

Partnership Firm: (i) A notarized copy of partnership deed. (ii) A notarized or registered copy of Power of Attorney in favour of the individual to tender for the work, sign the agreement etc. and create liability against the firm. (iii) An undertaking by all partners of the partnership firm that they are not blacklisted or debarred by Railways or any other Ministry / Department of the Govt. of India from participation in tenders/contracts as on the date of opening of bids, either in their individual capacity or in any firm in which they were / are partners. Concealment/wrong information in regard to above shall make the contract liable for determination under Clause 62 of the General Conditions of Contract.

1) In case of Company registered under Companies Act 2013: (i) The copies of MOA (Memorandum of Association) / AOA (Articles of Association) of the company. (ii) A copy of Certificate of Incorporation (iii) A copy of Authorization/Power of Attorney issued by the Company (backed by the resolution of Board of Directors) in favour of the individual to sign the tender on behalf of the company and create liability against the company. (iv) An undertaking that the Company is not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of opening of bids, either in individual capacity or as a member of the partnership firm or JV in which the Company was / is a partner/member. Concealment / wrong information in regard to above shall make the contract liable for determination under Clause 62 of the General Conditions of Contract

2) In case of LLP (Limited Liability Partnership): If the tender is submitted on behalf of a LLP registered under LLP Act-2008, the tenderer shall submit along with the tender: (i) A copy of LLP Agreement (ii) A copy of Certificate of Incorporation (iii) A copy of Power of Attorney/Authorization issued by the LLP in favour of the individual to sign the tender on behalf of the LLP and create 15 liability against the LLP. (iv) An undertaking that the LLP is not blacklisted or No debarred by Railways or any other Ministry/Department of Govt. of India from participation in tender on the date of opening of bids, either in individual capacity or as a member of JV in which the LLP was/ is a member. Concealment/wrong information in regard to above shall make the contract liable for determination under Clause 62 of the General Conditions of Contract

Sole Proprietorship Firm: An undertaking that he is not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of opening of bids, either in individual capacity or as a member of the partnership firm or JV in which he was / is a No partner/member. HUF: (i) A copy of notarized affidavit on Stamp Paper declaring that he who is submitting the tender on behalf of HUF is in the position of 'Karta' of Hindu Undivided Family (HUF) and he has the authority, power and consent given by other members to act on behalf of HUF. (ii) An undertaking that the HUF is not blacklisted or debarred by Railways or any other Ministry / Department of Govt. of India from participation in tender on the date of opening of bids, either No in individual capacity or as a member of the partnership firm or JV in which HUF was/is a partner/member. Registered Society & Registered Trust: The tenderer shall submit: (i) A copy of the Certificate of Registration (ii) A copy of Deed of Formation (iii) A copy of Power of Attorney in favour of the individual to sign the tender documents and create liability against the Society/Trust.

The Bid security shall be deposited either in cash through e payment gateway or submitted as Bank Guarantee bond from a schedule commercial bank of India or as mentioned in tender documents. The bank Guarantee bond shall be as per Annexure- VIA and shall be valid for a period of 90 days beyond the bid validity period.

Under taking by the tenderer: An undertaking by the tenderers that they are not black listed or debarred by Railways or any other ministry/ Department of Govt of India from participation in tenderers/contracts as on the date of opening bids either in their individual capacity or in any firm in which they were /are [partners, concealment/wrong information in regard to above shall make the contract liable for determination under clause@45>10@of the IRSGCC
